The genesis of Planning Design Studio origi-nated from the Harland Bartholomew firm, a pioneer and nation-ally recognized leader in the planning, design and construction of community enhancement projects. The character and location of our office provides a unique en-vironment that fosters creative yet practical design solutions while reinforcing our commitment to sustainability and the ap-plication of green principles. As Landscape Architects we have applied design principles and sustainability practices, now called "green", throughout our collective careers. Whether it be the cooling of parking lot envi-ronments through the use of canopy trees; the reduction in client heating costs due to building orientation on a site for solar gain in the winter; or the use of recycled concrete for new trail construction material; our approach is not dictated by what is trendy, but by our professional ethics of conservation, stew-ardship to the land and enhancement of the interface between man and nature. We are focused on operating our business with sustainable methods. Some of these methods include recycling 80% of our office byproducts, striving to reduce paper printing by using electronic communication and documentation and serving wa-ter in a glass to our guests. During an office visit you may even notice our computers utilize energy efficient search engines, backgrounds and screensavers. We strive to practice what we preach, in the office, in the field and on your project, advocating "green" design principles, aes-thetics, sustainability, resource stewardship and most impor-tantly, creative site planning and design solutions. Firm Principals Mr. Bockert is a founding principal of PDS and provides technical support, di-rects design efforts, and manages the production of master planning, site design, and site development projects. He directs design activities during all phases of a project including client/public input; site selection and investigation; development of concept and master plans; and prepara-tion of final construction documents. He has also served as the client's on-site

representative during construction. His project experience has ranged from recreational development to municipal and com-mercial site design to urban design projects. He has served as Project Manager, Principal in Charge, or Principal Landscape Architect on projects ranging from neighborhood parks to $500 million mixed use redevelopment projects. Mr. Bockert has con-ducted several projects that have received awards for excel-lence in design, including citations from the Missouri Chapter of the American Planning Association, the American Consulting Engineers Council, the Kentucky and St. Louis Chapters of the American Society of Landscape Architects, the Missouri State Senate and Progressive Architecture. Mr. Bockert is a graduate of Iowa State University, a member of ASLA and a registered Landscape Architect in several states. Mr. Fehr, a founding principal of Planning Design Studio, provides leadership and project management for planning and de-sign assignments with public, private and institutional clients. His specialized experi-ence includes site master planning through final design/construction documents for urban design, parks, recreation facilities and development projects. Over 20 of his projects have received planning or design awards from ASLA, APA and other profes-

Currently Mr. Fehr leads the firm's interest for pursuing green design principles, is a long time member of the Missouri Botanical Gardens and currently serves on the Board of Directors for their Gateway Greening affiliate, a community garden organization dedicated to civic greening and community food gardens in St. Louis. Mr. Fehr is a graduate of Kansas State University, a mem-ber of ASLA and is a registered Landscape Architect in sev-eral states.

Mr. Franke is a founding member and principal of PDS responsible for various aspects of project development ranging from site inventory and analysis, plan-ning, design development, environ-mental permitting, recreation master planning, and construction documenta-tion on local, national, and international projects of varying sizes and scales. He also has substantial experience in ar-boriculture and tree preservation during

site development and construction. Mr. Franke directed the firm's efforts for the renaissance of Blackburn Park in Webster Groves; was project manager for the renovation of Kirkwood Park; and is currently directing the Comprehensive Parks Master Plan for O'Fallon, MO. He has completed designs for Saint Louis University, Lacledes Landing Redevelopment Corporation and Brentwood Forest Condominium Association. His design talents have been recognized by clients and fel-low professionals, having recently received an award from the Saint Louis Chapter of ASLA for his outstanding work for the City of Kirkwood, MO. Mr. Franke serves on the City of Richmond Heights Planning and Zoning Commission, is a Certified Arborist and member of the International Society of Arboriculture. ST. LOUIS UNIVERSITY SCHOOL OF BUSINESS & ADMINISTRATION COOK HALL

A 95-space parking lot is the site of a 60,000 square foot expansion project for Saint Louis University’s School of Business and Administration. The three-sided, three-story building will be constructed adja-cent to Davis-Shaughnessy Hall, and will feature brick and hand-carved limestone, a 40-foot tall atrium, and a 350-seat auditorium. Located near the historic Cupples House and the previous site of the Scholars House, the area surrounding this new building will be redesigned as a major campus green space. The site of the former Scholars House fea-tures a fountain at the historic Cupples House Porte Cochere which flows into a natural stream with pools and waterfalls that eventually lead to a second foun-tain at the Cook Hall entrance. This fountain is sur-rounded by two sets of grand stairways that lead to a plaza at the building’s 114-foot tall Neo-Gothic tower entrance. Services provided included initial site planning and design for this area which resulted in the develop-ment of a schematic landscape development plan. Follow-up services include the completion of several design development packages, and final construc-tion documents.

ALTON RIVERFRONT AND MARINA DISTRICT

The revitalization of the Riverfront and Marina Dis-trict has enabled the city of Alton, Illinois to return to its historic 19th century river town heritage and pro-vide significant boosts in economic development and tourism for the 21st century. Once familiar to Mark Twain, Abraham Lincoln, and Elijah Lovejoy, the city of Alton has historically been a vital river town. But for the last 50 years it has been shut off from the Mississippi River by Locks and Dam #26. With the construction of the new Melvin Price Locks and Dam downstream, Alton’s riverfront is accessible again. The City of Alton is responsible for achieving the preparation of master plan, a public participation program, conceptual design of facilities, a marketing feasibility analysis, marina development, developer selection, development of design guidelines and implementation of well over $ 35 million in public and private redevelopment on the riverfront. The City has guided the renewal and expansion program to revitalize valuable Mississippi River front-age that has been shut off from the city’s downtown

area for years. The comprehensive Master Plan provides for a signature redevelopment of the his-toric but long-neglected riverfront of a colorful Mis-sissippi River town, with marina, excursion boat mooring, river-walk promenade, amphitheater, gey-ser fountain and pool, pavilions, parks, and pedes-trian access walkways to the historic downtown area. Numerous public participation meetings, seminars, workshops and interviews were conducted to facili-tate public input and gain feedback on programming issues for the riverfront and adjacent historic down-town area. This resulting information was used to create the final master plan. Program findings indicated the need for a 300-slip marina with additional dry dock storage, a hotel/civic center and a visitor marina for stopover boat traffic on the river. Additional elements programmed for the riverfront include a river walk promenade, park space, an amphitheater, pavilions, and access walk-ways to the site from downtown Alton. The master plan included a conceptual design for an urban plaza to commemorate the site of one of the historic Lincoln-Douglas debates. To aid visitor ori-entation and site recognition, a large geyser fountain and pool were incorporated into the plan. Numerous mooring facilities were provided for entertainment and excursion boats.

ALTON RIVERFRONT AND MARINA DISTRICT

The Alton Riverfront and Marina District Master Plan has designated the central portion of the site for a community amphitheater. There are 600 wall bench-type seats with a section of turf is between each row. There is an additional acre of sloped grassy area behind the wall seating area. Total seating capacity for organized events is approximately 4,000. The grassy portion of the amphitheater is intended for blanket type seating. Moreover, for certain events, there could be additional seating behind the stage and around the fountain for a theater-in-the-round effect. For informal or seating in the round, seating capacity might double. The amphitheater was designed to maximize the audience’s views to the Mississippi River and the Clark Bridge behind the striking Amphitheater struc-ture.

ALTON RIVERFRONT AND MARINA DISTRICT

The open-air stage portion of the amphitheater is covered with a fabric roof structure for special defini-tion and weather protection. The facility includes lighting as well as structural framework for addi-tional lighting and sound equipment brought in for special events. Dressing room, restroom and pro-duction storage/support space facilities, box office areas as well as concession and vendor booths will be brought in on an as-needed basis depending on the event. The space is designed to accommodate a seasonal ice skating system for recreational skat-ing. The amphitheater is centered on a central circular fountain geyser and a concentric circle of pedestrian friendly, smaller vertical fountains. The center, single large fountain will jet water 50 feet into the air. The fountain is wind regulated to reduce the overspray on windy days. During performances, the large foun-tain is turned off with the option of having the re-maining fountain jets continuing to run. The central fountain area consists of a series of decorative paved areas and grassy open space. The paving depicts, in contrasting color and texture, the theme of “the meeting of the great rivers”, graphically illus-trating the plan view of the Mississippi River from the confluence with the Illinois River through the Mis-souri River Confluence to the St. Louis Riverfront. The depiction on the paved surface locates the City of Alton at the center of the circular fountain.

ALTON FLOOD MEMORIAL

Planning Design Studio (PDS) has provided the planning and design services to the City of Alton for the City’s new Flood Memorial. The goal of the Me-morial is to display the awesome power of the Mis-sissippi River, its impact on river communities and to pay tribute to flood fighters. Located at the Intersec-tion of Broadway and Landmarks, the Memorial serves as the entry feature to the BridgeWest Corri-dor. Since 1844, ten major flood events have occurred in Alton. The worst three resulted in the flooding of the riverfront area and portions of the downtown district. The greatest flood event, during the summer of 1993, is well-remembered by the thousands that endured during those few months of hardship and pain. But out of hardship and pain arose community spirit and the will to fight the rising waters. The Great Flood of 1993 may be remembered for its devasta-tion and tragedy but it too should be remembered for the spirit of the community and the individual. The Alton Flood Memorial, situated within the historic downtown district of Alton, Illinois has been the site of numerous flood events but from this point forward will be the symbol of community spirit.

The goals of the Flood Memorial are: Recognize the efforts of citizens’ to protect their community from flooding. Capture the “human spirit” of fighting a flood, and Record the magnitude of the record flood.

The Memorial, gives us a glimpse into the past and a space to reflect and celebrate community spirit. The Memorial is a dedication to the will and spirit of the community and the individuals that have gone un-recognized as heroes. The Memorial documents the magnitude of the worst floods. Six stainless-steel panels, measuring approximately six feet tall, form a curved wall representing a sand-bag levee, and the attempt to keep the flood waters out of the community. Standing to the height of the record flood level in August 1993, the wall demon-strates the magnitude of flood water the community faced that record year. In the center of each panel, facing downtown Alton, is an image representing the spirit of the individual, the will of the community, and the powers of nature that were fought. At the center of the six panels, is a vertical stainless steel marker recording the flood elevations of 1973, 1993 (considered a 350 year flood event) and a marker where the water would rise to if a 500 year flood were to occur. Radiating outward from the Memorial, three sweep-ing bands (representing ripples through water) form the Memorial Plaza, a space for visitors to gather and reflect. Surrounding the Memorial Plaza, will be a landscape of trees, flowering trees, shrubs, peren-nials and ornamental grasses.

ALTON FLOOD MEMORIAL

KIRKWOOD MEMORIAL

The City of Kirkwood commissioned Planning De-sign Studio to help develop a plan to memorialize the deaths of six public servants as a result of the horrific events at the Kirkwood City Hall on February 7, 2008. The design concept vision by the Memorial Committee incorporates a memorial walkway with other public spaces around the City Hall property. The other public spaces included an existing vet-eran’s memorial, a park dedicated to a police ser-geant killed in the line of duty, and a small non work-ing fountain at a highly visible location along South Kirkwood Road.

The Plan developed by Planning Design Studio pro-vides a passive meandering walkway along the City Hall site with seating areas along the walk. Each seating area contains a bench, planted area, indirect lighting and a granite memorial marker containing the name of one public servant. Six seating areas are located along the walkway. The design of the memorial included irrigated landscape plantings, selection of richly textured materials and the exact siting of the memorial features.

Working closely with the Committee of Kirkwood citizens, Planning Design Studio developed the mas-ter plan which brought together the various elements into one unifying design. The design included a walkway linking the existing features of the park and veterans memorial to a newly designed pedestrian plaza, which includes a seat wall with a series of planters, and a central fountain feature.

The design was successfully completed, on sched-ule, within budget and constructed in May 2010.

The Family Sports Park has completed 3 of the 5 phase of the development plan. The Sports Com-plex vision is more than just an athletic complex, it is a community facility with something for everyone. The 200-acre complex is bisected by a tree lined curvilinear parkway, which affectively divides the complex into two distinct functional areas. The lar-ger of the two areas, consisting of approximately 130 acres, is dedicated to regional sport facilities; the remaining 70 acres will be dedicated to community center and park activities.

Currently the regional sport facilities consist of 8 multi-use championship lighted ball fields, 2 champi-onship lighter soccer fields, one of which is a multi-use soccer field with synthetic turf and 9 turf soccer sized playfields. Special soil mix and subsurface drainage systems insure the fields are always ready despite weather conditions to maximize field quality and durability. Irrigation and optimal slope gradient provided top quality playing surfaces and longevity. The regional sport facilities includes multiple sports pavilion, which provide participant and spectator control, concessions, office space and storage. In addition, satellite concessions are provided within each sport field complex. Community park facilities are woven into and throughout the park. Currently there is a two mile long greenway/multi-use trail system that follows the outer perimeter of the 200 acre site. The greenway not only provides an extensive loop trail system but also links all the internal facilities together.

The project contains multiple picnic shelters, lakes and ponds waterfalls, rain gardens and picnic areas all interconnected through an internal pedestrian system. There are several accessible playground areas including a spray-ground adventure playarea to accommodate all ages and skill groups. The play grounds all comply with ADA requirements and pro-vide rest areas, shade areas water features and dry observation areas. The final phases of the project will include The com-munity center and park area consisting of a recrea-tion complex and park amenities. The recreation complex will include an indoor aquatic center, gym-nasiums, running track, a fitness center, fine arts, an education center, an indoor ice rink and community meeting and banquet rooms. The recreation com-plex will be located on axis with the sport pavilion, championship baseball field and recreation lake in order to achieve visual organization and linkage. Park amenities will include an outdoor aquatics cen-ter, playgrounds, court games, picnic shelters, trails and a recreational lake. There will be approximately 2000 parking spaces when completed, equally distributed throughout the complex. The parking is located directly adjacent to the parkway, providing easy access to all facilities.

O’FALLON PARKS DESIGN & DEVELOPMENT

Thoman Park The first acquisition and building project realized from the parks and recreation master plan was Thoman Park. Envisioned as a neighborhood park, the plan provided a playground, walking/jogging paths, picnic pavilion, landscaping, open play fields, and an innovative performance amphi-theater that also functions as a storm water basin. Opened in the fall of 2003 the facility converted a fallow farm field into a neighborhood asset that provides accessible open space, a neighborhood focal point, and recreational opportunities to a formerly underserved neighborhood.

The RecPlex

Planning Design Studio is currently assisting the City of O’Fallon, Illinois in the process of planning a recreation complex that will serve the leisure and wellness needs of the community for years to come. The RecPlex will be operated by the Parks and Recreation Department and will be the focus for recreation and leisure services for resi-dents in the City and surrounding community. The main components of the RecPlex will include:

KIRKWOOD PARK - 1 IMPLEMENTATION

The Ridge Identified in the 2005 parks and recreation master Plan as one of the top priorities, improvements to the area known as “The Ridge” were the first in a series of long range upgrades to Kirkwood’s much loved “Central Park”, Kirkwood Park. PDS was retained to prepare four phases of improvements focusing on replacing outdated facilities with modern amenities in locations where they will provide the most value to users. The schedule of planned improvements included: A new central concession stand with a comfort

station and family restroom. Associated with this facility was new a central plaza incorporat-ing a memorial brick plaza with a tree bosk and bleacher facility.

dating from 1946. New pavilions, walkways and playgrounds. A new pedestrian linkage from the community

center to the park site featuring pavers, land-scape plantings and lighting.

A key component to each phase of the improvement plan was preservation of existing mature trees which contribute significantly to the special experience of the park. In addition to preparation of construction documents, PDS also provided the City with con-struction period services during implementation. Walker Lake Planning Design Studio was selected by the City of Kirkwood to develop a master plan for improving Walker Lake, a major water feature located in its signature park, Kirkwood Park. The goals of the master plan were to reestablish the lake as a central feature and amenity of the park. Objectives which supported achieving that goal included improvement of the fishing habitat, water quality and visual char-acter of the water body.

KIRKWOOD PARK - 3 IMPLEMENTATION

Supported by a working committee, PDS incorpo-rated the use of natural stone, lake bottom re-contouring and aquatic edge plantings to develop a natural fish and wildlife habitat. Development of a recirculation system to provide visual interest along a restored stream channel feeding the lake was a key design feature. Also integral to the process was the incorporation of state of the art best manage-ment practices for improving storm water which en-tered the lake. Phase 1 & 2 construction is currently underway and includes removal of an existing island, reshaping of the lake edge, stone wall and aquatic shelf construc-tion. In addition, the reconstruction of the existing drainage channel involves implementation of the lake’s recirculation water feature. Several BMP solutions will be introduced, including the trapping of trash and debris that enter the drainage structures associated with the lake. Phase 1 & 2 construction is scheduled to be completed in 2011. Future phases will include the removal of the exist-ing handball courts, as well as the construction of an accessible loop trail around the lake and walkway access to points of interest. Pedestrian plazas will be installed near the existing dock and across the lake at the water’s edge. Also, the entirety of the drainage channel will be reconstructed to provide a more naturalized look using stone and plantings.

KIRKWOOD PARK - 4 IMPLEMENTATION

Also in development is the Kirkwood Park BMP Storm Water Master Plan which includes the devel-opment of MSD Storm Water, BMP Channel Protec-tion, Flood Protection Volume and Permitting re-quirements for previously completed and future-phases of the Kirkwood Ridge Implementation Plan, Walker Lake Plan and the previously completed Kirkwood Park Maintenance Building. PDS is re-sponsible for evaluating and analyzing the impact of recent and future construction to develop storm wa-ter BMP solutions. Through a systematic review process, the master plan will be submitted to MSD for final acceptance.

BLACKBURN PARK IMPROVEMENT PLAN AND RECONSTRUCTION CITY OF WEBSTER GROVES

The 42-acre site of Blackburn Park serves the City of Webster Groves as a community resource and neighborhood park. A significant portion of facilities were worn out and past their useful life. In addition, the park contained valuable mature vegetation, rock outcrops, an active spring and a host of active and passive recreation facilities. As part of the master planning process, opportunities and constraints associated with the existing park site were identified. A working committee was estab-lished to guide the planning process and assist in the consensus building process. Community input was solicited to clearly define want the citizens wanted in the park, including the upgrade and re-placement of long-time favored facilities within the park. Building upon the information gathered from the site analysis and the community’s goals and objectives, alternative park concept plans were created. These concept plans were developed in both written and graphic formats, and presented at a second and third public workshop. Based on the comments and direction provided at the public workshops and from City staff, the final improvement plan and construction documents were prepared. Great effort was taken during design and construction to ensure protection of existing facilities, features and existing trees. Facilities included in the park design include baseball, softball and soccer fields, picnic shelters and pavilions, a playground and tennis courts. Comfort stations were also incor-porated, along with parking areas and a memorial plaza.

MILLENNIUM PARK

Planning Design Studio staff prepared a Master Plan and final design/construction documents for Millen-nium Park. The 25-acre site was acquired from BJC with the understanding that part of the site would also accommodate required stormwater detention from the hospital complex. A significant portion of the site contains mature vegetation, and Fern Ridge Creek runs through the property. The master plan-ning process included significant community input. Recreation facilities that were designed include a community playground, softball and soccer fields, picnic shelter, comfort station, perimeter trail, park-ing and landscape plantings. Services also included the site and landscape design for Tappmeyer His-toric House that was relocated to this park. The completed park not only accommodates the site’s stormwater requirements but also retained over half of the existing vegetation on site.. The de-tention pond was one of the first MSD approved facilities that included riparian and raingarden type plantings within the pond. .

VAGO PARK DEVELOPMENT PLAN CITY OF MARYLAND HEIGHTS

Planning involved developing a nine acre addition to Vago Park. The master plan addressed numerous issues related to park expansion, including vehicular access, developing a unified image of the entire park, and responding to community concerns. The master plan and final design services addressed needs of the entire 20 acre park through construc-tion.

The streetcar right-of-way from the old St. Louis Streetcar Railroad ran through the park site, and provided a unifying historic design theme. The theme is reflected in the site details, furniture, and structures. Alternative design concepts were devel-oped and presented in a community workshop for-mat. The workshops provided a responsive yet cost effective method to solicit input from civic officials and community groups The master plan addressed pedestrian/vehicular circulation, pavilions, a comfort station, open space, fitness trails, playgrounds, a multi-purpose athletic court, landscaping and sign-age.

Final design, construction documents and construc-tion period services were provided for $1.7 million of improvements to the existing and new park area. Facilities and structures were customized to present a historic image, while emphasizing life-cycle cost and maintenance requirements. The design utilized the existing streetcar cable poles in a unique park entrance feature.

EDGAR M. QUEENY COUNTY PARK

Located on 569 acres of land in west St. Louis County, Queeny Park is a regional park system as-set which offers a unique natural environment includ-ing the Greensfelder Recreation Complex, and his-toric Jarville House. The purpose of this study was to evaluate, confirm and shape the future of both Queeny Park and Greensfelder Recreation Complex for the next 20 years. The study included an analysis of the existing natural systems, present facilities, surrounding neighborhood and a 5-mile service area with a popu-lation of 278,000 people. Additionally a larger 10-mile regional service area was also investigated. A component part of this investigation was a scientifi-cally valid phone survey conducted for both the 5 and 10-mile service areas. A crucial aspect of the project was gathering input through a public involvement process with a total of four public meetings: two to solicit ideas, one to pre-sent findings and conceptual ideas, and one to pre-sent the plan. The formulation of the plan has focused on preser-vation of the unique natural setting which this park offers, including habitat preservation, and interpre-tive facilities, while still accommodating the neces-sary active recreation components. Facility operations were identified and cost of opera-tions were determined to evaluate cost sustainability of the proposed recreation complex.

GREAT RIVERS GREENWAY - 1 RIVER DES PERES GREENWAY

Master planning through final design/construction documents (CD’s) and construction period services for multiple phases of greenway multi-purpose trail development. This greenway connects neighbor-hoods, parks and retail corridors and will eventually link Forest Park with the Mississippi River. The trail has had strong use and community support. Facility design has stressed working within the existing de-sign character so the trail becomes part of the neighborhood. Generally design was completed for trails, plazas, pedestrian bridges, lighting, traffic signalization, parking lots, signing, landscape plant-ings and related infrastructure improvements. The “Pilot Project” (Ph 1) was completed in 2005 and developed a trail from Gravois to Morgan Ford and included two pedestrian bridges, one of which

was the 250’ clear span across the RDP channel. This phase also included the RDP Christy Greenway (extending the trail to Holly Hills) and and St. Marcus Cemetery Trail (extending the trail to Kingshighway. Phase 2 design extended the trail to I-55 and in-cluded a permeable parking lot and bio-stabilization plantings in steep areas along the trail. Phase 3 design extends the trail from I-55 to the Alabama Bridge and includes a lane-diet on Germania (4 to 3 lanes), an at-grade Union Pacific Railroad spur crossing, retaining walls (at the MSD Pump Station and Ameren UE tower) and BMP’s comprised of bio-swales and rain gardens. Each project has required coordination and approvals from several agencies including St. Louis BPS, Parks, Streets, Cultural Resources, MSD and MoDOT.

GREAT RIVERS GREENWAY - 3 MISSISSIPPI RIVER GREENWAY

PDS completed a 14-mile Corridor Study stretching from the RdP to the Meramec River. Final design of the greenway was completed from I-55 at north to Jefferson Barracks (JB) Park; extending from River City casino, across the MSD Ash Lagoons; to the lower segment of JB Park; crossing the Union Pa-cific Railroad into JB Park at the Visitor Center. The project is currently under construction. The greenway offers spectacular views of the Mis-sissippi River, winds through tree-tops of a bottom-land forest and respectfully enter JB Park, which is on the National Register of Historic Places. Green-way elements designed include the 12’-wide trail, plazas, pedestrian bridges (870 LF), pedestrian overlooks (with interpretive signing), lighting (on the bridge), permeable parking lot, signing, landscape plantings (ornamental and native grasses) and re-lated infrastructure improvements. The trail and all facilities are ADA accessible and meet AASHTO design guidelines. St. Vincent Greenway – Wellston Segment: Alterna-tive concepts through design development drawings were completed for GRG on a half-mile segment of greenway along Engleholm Creek through a highly industrialized segment of St. Vincent Greenway in Wellston, MO. The development will include a 10’-wide trail, mid-block pedestrian crossing, fencing, retaining walls, creek bank bio-stabilization, Storm Water BMP’s (including bio-swale and sheet flow to buffer) and landscape plantings. Assistance pro-vided related to acquisition of easements from two private property owners, a Not-for-Profit and St. Louis County Economic Council.

CHOUTEAU ISLAND MASTER PLAN

Chouteau Island is located in the Mississippi River north of downtown St. Louis and just south of the confluence with the Missouri River. The master plan addresses 6,000-acres and extends along 7-miles of the Mississippi River and is part of the Confluence Greenway, a 40-mile long open space network. The area known as Chouteau Island is actually com-prised of three islands, Mosenthein, Gabaret and Chouteau, which totals 6,000 acres of land. Chou-teau Island is located within the Island District of The Confluence Greenway, a forty-mile open space net-work currently under development in the region. The Chouteau Island complex is bounded by the Missis-sippi River to the west and the Chain of Rocks Canal to the east. The island is directly across the canal from the new Lewis and Clark Center, approximately one mile south of the confluence of the Mississippi and Missouri Rivers, and two miles north of the Saint Louis Arch. Almost five times larger than Forest

Park in Saint Louis, the island complex is rich in wildlife such as deer, turkey, coyote, dove, quail, songbirds and various species of duck, herons, egrets and much more. There have been regular sightings and nesting of Peregrine Falcons on Chou-teau Island, and of course, the American Bald Eagle is frequently observed in the winter months. The Master Plan includes a network of trails consist-ing of 13 miles of multi-use trails that can be used for horse, bicycle or foot; 20 miles of bike/hike trails that will be used for walking and bicycling; over 19 miles of combined horse trails; and 6 miles of nature trails. Chouteau Island connects the Confluence Bikeway in Illinois and the Riverfront Trail in Missouri and is at the crossroads of The Great River Birding Trail, The American Discovery Trail, The Mississippi River Trail, The Mississippi River Flyway and Historic Route 66. Master Plan elements include visual preservation zones, a visitor’s station linked to the Great Rivers Resource Center across the Old Chain of Rocks Bridge, extensive ecological restoration, 30 miles of hike/bike and equestrian trails, passive recreation activities and a natural landscape of restored wet-lands, woodland and prairie ecosystems. The Master Plan for Chouteau Island includes 2,455 acres of proposed ecosystem restoration. The eco-system restoration improvements consist of 670 acres of native grasslands restoration; the conver-sion of 880 acres of agricultural fields and open space to woodlands; the reestablishment of 3 miles of Chouteau and Gabaret Sloughs; and approxi-mately 430 acres of restored wetlands. These resto-ration projects will provide enhanced habitat, addi-tional natural water purification, soil stabilization, increase recreation opportunities, create living class-rooms, increase interpretive learning, enhance biodi-versity and improve views and vistas.

CREVE COEUR GATEWAY OLIVE / I-270 INTERCHANGE ENHANCEMENTS

The Olive/I-270 Interchange was rebuilt to better accommodate traffic at this primary gateway to the City of Creve Coeur. The City’s enhancement plan-ning and design service were coordinated with the MoDOT bridge and roadway design to improve pe-destrian access, improve readability of the road envi-ronment, promote multi-modal transportation oppor-tunities, improve aesthetics and provide a sense of community identity and pride. Planning services included public participation meetings to develop a responsive plan that addresses enhancement of the following elements:

Road Streetscape Final design and construction documents were com-pleted and packaged with the MoDOT bridge bid documents. Bids received were within estimated cost for $3.1 million and construction was completed in 2005.

This Redevelopment Master Planning effort for the Missouri State Penitentiary in Jefferson City ad-dresses the reuse of the 142-acre maximum-security historic state prison after decommissioning in 2003. The site is within six blocks of Missouri’s State Capi-tol Building and associated state office buildings. The City’s downtown business district lies in be-tween. The Missouri State Penitentiary was the first prison built west of the Mississippi River. It was authorized in 1832 and approved by the General Assembly in 1833. By the time the first prisoner arrived in 1836, it covered a four-acre tract on the eastern edge of Jefferson City. Some of the areas outside the walls are still undeveloped, wooded ridges and valleys along the Missouri River. A component of the redevelopment plan includes the analysis of each building on the site for historic and architectural significance, and potential redevelop-ment uses. Buildings being analyzed include pris-oner housing units built in the late 1800s and early 1900s, factories once operated by prison labor, a gas chamber, a dining hall, and stone walls builit in the 1800s. Eight of the buildings (389,000 sq.ft.) will be saved through a combination of preservation, rehabilitation and adaptive reuse. Museum space will be developed in three key structures. The integ-rity and significance of the history and architecture presents an opportunity for a unique, mixed-use environment of office, museums, interpretive cen-ters, performing arts center, and other uses.

Planning Design Studio has been commissioned by the Laclede’s Landing Redevelopment Corporation (LLRC) to prepare a Public Realm Implementation Plan for Laclede’s Landing. The Public Realm Master Plan will provide the LLRC with the technical guidance for the upgrade and aesthetic enhancement of the public spaces on the Landing. Streets, sidewalks, public parks and gath-ering spaces will benefit from the analysis and rec-ommendations proposed by the Plan. Planning Design Studio conducted a general review and analysis of existing base maps, design guide-lines and other available planning documents per-taining to the Landing. Members of the LLRC Work-ing Committee were interviewed to obtain their guid-ance and understanding of the Landing’s community

PIERRE LACLEDE CENTER EXTERIOR BUILDING RENOVATIONS

Pierre Laclede Center is a landmark office complex, consisting of two office towers, which occupies an entire city block at the west corner of Hanley Road, Forsyth Boulevard and Maryland Avenue in the St. Louis suburb of Clayton. The complex is situated within a flourishing business district and is home to the prestigious St. Louis Club. Current property owners BPG Ltd, Inc. have em-barked on a rigorous capital improvement project which includes extensive exterior site work. As part of the overall design team, Planning Design Studio developed a landscape master plan for the office tower complex which is to be incorporated in a phased approach, carefully coordinated with other improvement projects. PDS’s challenge was to cre-ate a new outdoor spaces with no modification to the below grade parking garage and structure. The new plan will enhance the outdoor experience, matching the high level of amenities experienced throughout the development.

HARRY S TRUMAN MEMORIAL VETERANS’ HOSPITAL AMBULATORY CARE ADDITION

The Department of Veterans’ Affairs planned an Ambulatory Care Addition to the Harry S Truman Memorial Veterans’ Hospital. The area impacted by the building addition and it’s related site improve-ments was approximately 5.5 acres. Within the pri-mary site area designs were provided for the site layout, grading and landscaping to address new site uses, circulation and parking requirements, and site utility improvements related to the new addition. Key features of the site design include a boulevard entry drive for visitor and patient drop off at the covered main entry, a pedestrian plaza with outdoor seating adjacent to the main entry, and site signing and landscape planting improvements.

The entry drive design includes a landscaped me-dian with provisions for the Avenue of the Flags Memorial and main flag pole court and the new main hospital entry sign. The new visitor, patient and staff parking areas include increased provisions for dis-abled parking. Also provided were design services to expand existing parking lots as part of the pro-ject's preconstruction impact phase. Through the schematic design phase, the project included devel-oping the upgrade of Monk Drive along the east side of the hospital property from a two-lane road to a four-lane boulevard with left turn lane provisions, a landscaped median, street trees and an irrigation system.

CUSTOM SINGLE FAMILY RESIDENCE FINAL DESIGN, CONSTRUCTION DOCUMENTS & CONSTRUCTION OBSERVATION SERVICES

Planning Design Studio completed final design, construction documents and provided construction period services for this significant site development, custom residential project. The project had demand-ing quality, aesthetic, schedule and budget require-ments. The site is approximately nine and one-half acres with gently sloping topography. There are several mature specimen trees (oaks and sycamore) on the site as well as existing mature vegetation on the project perimeter. The project serves as the primary residence for the owner. Key design program elements include a slight, meandering entry drive sequence to the north car court. The formal car court serves as the vehicu-lar arrival point to the main residence entrance and provides a setting for the fountain feature. The east car court provides access to the garage area and provides guest parking. The east half of the parking area uses ‘GrassPave’ to reduce the amount of visi-ble pavement and storm water runoff.

Outdoor extensions immediately adjacent to the residence include two areas. The kitchen garden area is where the family grows vegetables and herbs as well as cut flowers. The area also provides a setting for outdoor entertainment adjacent to the kitchen terrace used for outdoor cooking and relaxation. The south terrace and adjacent formal gardens provide parterre gardens where the family can enjoy roses and other plantings, sculpture/statuary and the reflecting pool as well as fantastic views to the pool area and the orna-mental pond in the south portion of the property.

PLANNING DESIGN STUDIO

During the preparation of the contract documents, the site design team was directed by PDS and relied on PDS to coordinate the project needs with the Owner. PDS Landscape Architects prepared layout plans, grading plans, planting plans, car court and terrace plans, fountain and reflecting pool plans, details for site walls, steps, entry gates, and crushed granite and precast paver walks. The technical specifications and contract documents were pre-pared by PDS with input from the other team mem-bers. Site work construction of the project began in 2009. PDS conducted on-site weekly meetings with the general contractor and owner’s representative staff. PDS prepared necessary construction documenta-tion, change orders and resolved and coordinated the site design team response to construction ques-tions and issues. PDS conducted and coordinated the final punch list and issuance of substantial com-pletion. Due to the project size, MSD required several BMP’s and PDS Landscape Architects developed BMP’s including the use of the GrassPave that drains to an infiltration trench. The LA’s also assisted in locating and developing an organic filter that treats all sur-face runoff from the site hardscape as well as the residence roof area.

PDS was tasked by the Owner with ensuring the project design schedule, which had experienced some previous delays, and the project budget were met for the August 2010 move in date. The project came in on schedule and within the budget identified.
