    Municipal Manager

    says goodbyeGreater Tubatse Municipality MunicipalManager, Mr Simon Malepeng, left theservices of the m unicipality this week a ftercompletion of his five year contr act.Mr Malapen g was bid a forma l farewell atWinterveld Recreation Club on Mondayevening at a dinner given in his honour bythe mun icipal council.

    The evening was attended bycouncillors, tra ditional lea ders, officialsand guests from th e busniness sector an drepresentatives form other organisations.

    The Mayor, Councillor Ralepa ne Mam ekoa,told the guests that t he municipality hasgrown immensely dur ing Mr Malapen gsterm as mun icipal manager and that hehas left a solid base to whoever hissuccessor will be.

    According to th e Mayor, the Grea terTubatse Municipality has much to be proudof in the wa y it is budgeting, reaching itstargets and completing projects that werebudgeted for, in time.

    Mr Malapen g in replying to the Ma yorsspeech, said he encountered, with hiscolleagues, various pitfalls an d challengesduring his five years at the helm of theadministration in Burgersfort , butman aged thr ough collective wisdom andactions to rise to these challenges andsucceeded in progressing towards building

    a better democratic society and platinumcity. He said he will continu e to value hisrelationship with Greater Tubat seMunicipality and will not allow smallissues and human fallibilities to supersedethe bigger picture, sta ting that networksesta blished could be of woth for a ll part iesfor a very long time.

    The excact circumstances around MrMalapen gs depart ure from themunicipality are not kn own, apart from t hefact that not one of the parties, Malapeng,nor th e Council formally tried to extend his

    contract for another term.Not everybody was sad that Mr

    Malapen g was leaving his position asMunicipal Manager. We are very glad heis going, said th e Chairm an of the Great erTubatse Youth Council, Mr Elias Mbuyane.During his t erm of office nothing was donefor youth d evelopment . People who do notqualify were also appointed in positionsthey do not deserve. It was not only himtha t was a problem, various councillors ar ecorrupt.

    We hope tha t his successor will be fromwithing th e boundaries of the localmun icipality. Someone who knows what isgoing on h ere, not somebody from outsidewho take decisions about issues th ey knownothing about. They must advertise theposition.

    Who Mr Malapen gs s uccessor will be,rema ins an open question. Since 1September, the acting Director ExecutiveSupport, Mr M L Komane, filled in th eMunicipal Manager Position. The Mayor,Cllr Mamekoa, told Platinu m Gazett e Weare resilient and the wheels will keepturning until we appoint someone. For thetime being we will forwar d the issu e to theSekhukhune District municipality, whowill probably provide someone who will actas Municipal Manager until someone isperma nent ly employed for th e next fiveyears.

    Plan for hawker chaosThe Greater Tubatse Municipal Councilhas adopted a new plan to controlhawkers in the m unicipal area duringan ordina ry council meeting held on

    Tuesday this week.According to t he report before th ecouncil, the uncontrolled proliferat ion of hawking in the m unicipal area cannotbe allowed to continue a nd st eps willnow be taken to issue ha kwers licences.

    Deliberate steps will be taken toestablish a hawker association throughwich the issu ing of these licences can becoordinated. In terms of the plan thecouncil adopted, hawk ers will have topay a license fee of R120 per year, of which R 80 will go to th e councilscoffers an d R40 to the t o be establishedhawk ers association.

    The report before th e council said itwas par ticularly Burgersfort thatexperienced problems with u ncontrolledhawking.

    The council also adopted a tr un-aroun d stra tegy, took note of progressreports regarding various projects andthe traffice revenue report.

    A slight hichup marred theproceedings as the municipality ran outof paper, so not everybody, includingthe media, received agendas.

    The official launch of Mafolo Park, A new town in the new South Africa , took place on last week Friday, 27 August .Many high profile guests attended the sod turning ceremony nextto the R37 where the town will be developed. Amongst other s, theMEC for Local Governmen t an d Housing, Mr Soviet Lekganyane,Sekhukhune District executive mayor, Cllr. David Magabe andGTM mayor, Cllr. Ralepane Mamekoa a nd various Kghosiattended the event.Mafolo Park will consist of 7 500 homes, business premises, officecomplexes, schools, medical facilities, a filling sta tion, a shoppingcentre an d a shopping mall. Provision was m ade for necessitieslike sports grounds, a hotel, lodge and r ecreational par k.In the industrial area, 200 factory and warehouse stands werecreated. These r ange from 1200m 2 to 1ha, to accommodate largenational companies as well as small entrepreneurs.A trainin g facility will be build for the education of student s invarious business and technical careers, essential to the mining,manufacturing and business sectors in the a rea.Initially, services will be insta lled, then bu ildings will be erected.Tran sfers will take place, and t he town of Mafolo Park will beoperational.In the programme the devleopers, INFRAGROUP and the KwenaMafolo community declared their readiness to take up thechallenge of delivering the environment for a hea lty andsustainable town development.After t he sod turn ing ceremony, a tree was plan ted in front of theshow house tha t is current ly also serving as the office at whichprospective clients can find out more about th e development andthe sa le of stands a nd homes. The sa les will be handled by P6Properties.The development is ideally situated between mines such as ASAMetals Dilokong, Impala Plat inums Marula an d Twickenh ammines. Representatives from t he mining houses also attended t hedays event.

He brought a few of the pigeonsused in competition for the children to see.In a short presentation the children learntmore about pigeons and h ow they can flyback to their homes. Mr Le Grangeexplained that these pigeons last week flyed all th e way from Bloemfontein back toBurgersfort.

By 1September the total pr oject income for2010 stood at R1 663 779.280 Welfare organ istions part icipate inthis year 's campaign - these ar e schools,homes, workshops and all otherorganisat ions in th e field of disability.Everyone is encouraged to give a R10donation, get a sticker an d dress forlaughs. The stickers are available fromany Absa, Game, Dion Wired, Edgars, Jet,

    Game, Boardmans and CNA.We asked readers if they are planning tosupport Casual Day and how they think Burgersfort fits into th e drive to helppeople with disabilities?

    Mr Prince Mpuru said: Ill support theday. Ill buy a sticker. I think we doenough in Burgersfort to help people withdisabilities.

    Ms Eunice Mokwena said: Ill buy asticker. We are trying in Burgersfort tohelp people with disabilities.

    Mr Anthony Mashego said: Some shopslike OK and Shoprite are disabilityfriendly, but Burgersfort is not wellplanned. The municipality must interveneand plan together to assist people withdisabilities. I will support the day with asticker and wear the right attire.

    Mr Delicious Mashaba and Mr Tshepo Matjokotja said: We will buy a sticker. It showsthat we gave moral support. We are not doing enough around here. If someone isdisabled they are just ignored in Burgersfort. It is wrong.

    Ms Letty Mabowa said: We are going tosupport Casual Day, but we cant workcasually. I think we are doing enough in

    Burgersfort. We are always trying to helpand not discriminate against people withdisabilities.

    Ms Tafadzwa Manozho said: I alwaysbuy the stickers, but dont dress funny.We are doing so far so good, but there isroom for improvement as many facilitiesare not wheelchair friendly, just look atthe Absa and FNB in town.

    Ms Ivy Matlakala said: Im not sure aboutparticipating. We in Burgersfort are co-operative to help people with disabilities.We must get more ramps forwheelchairs.

    Tubatse FMAn increasing number of thefts an d burglaries in the a rea was thehot topic when Tu batse SAPS visited Tubat se FM on 23 Augustfor an interview on the programme, Mapheloa Rena.The inter view by Mr Khomotso Madiba focussed on bu rglaries a tresidential homes and at business premises.The following safety hints were pr esented by Capt . TP Nemait oni.Home safety tips: A high vence around t he house with lockablegates is much safer than a high wall, due to the advanta ge of improved visibility. The prima ry aim of a fence is to ma ke accessdifficult and a llow dogs to move freely around th e house. En surethat your gates ar e locked at all t imes and tha t the k eys cannotbe reached easily and are not lying around the house. Securitygates with stur dy locks in front of each outer door as well asburglar proofing covering all windows are recommended. Thefollowing devices prevent ea sy access: window bars, securit ydoors, securit y gates, razor wire, a dditional locking devices on

    doors. Str engthen ing of doors, peepholes in th e doors, safetychains to doors, intercom system between the home and the gate,front door or gara ge. Alarm systems s hould preferably beconnected to a response company. In the rural environment, asiren/alarm on the roof can be heard over a long distance and thatcan be activated by a switch or pan ic butt on in the house. A fewpanic buttons should preferably be installed in the house.Security lights on the outside of the house improve the physicalprotection of a house. The lights must be directed away from thehouse an d allow the occupant s to use th e window without beingobserved from the outside.Large dogs serve as a det errent . At least one dog should betra ined to sleep in th e house. If you leave your house, inform yourfamily or neighbours an d of the t ime you expect to retu rn. En surethat tools such as aces, spades, picks, ladders etc. that can beused in an attack, are locked away when you do not use them.Report sus picious behaviour t o the police.Capt. Nemaitoni urged the community to work together toprevent crime. He asked them to report stolen goods and not buy

The six ta rgeted schoolsreceived educationa l toys to the va lue of R50 000.The educational toys were delivered to th efollowing schools: Papong Prim ary School,Nkokoane P rimary School, Imbita Intern ationalSchool, Mante Primary School and Ngwana thekoPrimary School. 513 children are currentlybenefit ing from t his programme. The donation tothe local prim ary s chools was joyfully welcomed bychildren an d teachers alike.
