I had the pleasure of attending the wind up night for the Southern Cross Bowls and Tennis Clubs on Saturday night. Congratulations to both Clubs for a successful season and evening and also to all of the trophy winners.

Next Sunday is the opening day for the Golf Club so get those clubs out of the shed, give them a dust off and get along. Frustration and fellowship guaranteed.

The local Football and Netball seasons will also be starting soon. The Shire has recently installed a new light tower at the oval which has been noticed around town due to the amount of light being radiated.

Pool Season The 2016/17 Pool season ended last Friday 31 March. Congratulations to Gary our Pool Manager for a great job well done. I have received lots of positive feedback from the community regarding the management of the Pool this season with the general consensus being that it is the best the Pool has been managed for some time.

Also congratulations to our Council for agreeing to waive the entry fees, which proved to be a very good decision.

Community Events The Shire continues to provide community events with mixed results. The Ladies Day was well attended and we have received lots of positive feedback and encouragement to continue with the event next year.

Unfortunately the outdoor movie night was not well attended. While those that attended enjoyed the night the numbers did not justify the costs. We will continue to try different events, building on those that are successful and supported and discontinuing those that are not.

Website The Shire’s new website will be going live soon, hopefully by the end of this week. Please have a look and provide feedback on what you like and what you think could be improved.

Dog Park The new Dog Park on Sirius Street is now complete. The thinking behind the Dog Park is that the vast majority of Caravaners travelling through Southern Cross have at least one Dog with them. By locating a Dog Park next to the RV Dump Point they now have another good reason to stop in Southern Cross and hopefully spend some money.

That said the facility is there for everyone so take your Dog down there and try out the equipment.

Local Laws Council has recently undertaken a comprehensive review of our Local Laws. At the end of the review it was decided to keep two of our previous local laws and introduce three new ones. We now have the following five local laws and a copy of them will be available on our new website; Trading in Public Places (1992); Health (1997); Dogs (2017); Fencing (2017) and Local Government (Council Meetings) (2017).

Come along to one or both of the services held in Southern Cross. The Dawn Service is held at 6am and the Remembrance service at 11am

at Memorial Hill on Antares Street.

Refreshments will be provided at the Senior Citizen Centre following the 11am service.

We would love to see you there. Please come and give a little of your time to remember and pay respect to those who gave and continue to give so much

ANZAC Day Temporary Road Closure –Southern Cross

Residents are hereby advised that the following roads will be closed from 10.30am through to 12.00 noon on Tuesday 25th April 2017 during the ANZAC Day Service.

Necessary road closure signage and markers will be in place to direct traffic during the above time.

ANTARES STREET will be closed between the Antares – Canopus Streets intersection and Antares – Phoenix streets intersection. CENTAUR STREET will be closed between Spica and Antares Streets.

Shire of Yilgarn Local Government Act 1995

Adoption of Local Laws

The Council of the Shire of Yilgarn resolved on 16 March 2017 to adopt the following local laws:

a) Repeal Local Law (2017) PURPOSE: To repeal superfluous, defunct and obsolete local laws.

EFFECT: To allow more efficient and effective local government by

removing outdated local laws from the public record.

b) Dogs Local Law (2017) PURPOSE: To make provisions about the impounding of dogs, to control the number of dogs that can be kept on premises and the manner of keeping those dogs and to prescribe

areas in which dogs are prohibited and dog exercise areas. EFFECT: To extend the controls over dogs which exist under the Dog Act 1976

c) Fencing Local Law (2017) PURPOSE: To prescribe a sufficient fence and the standard for the construction of fences throughout the district. EFFECT: To establish the minimum requirements for fencing within the district.

d) Local Government (Council Meetings) Local Law (2017) PURPOSE: To provide rules and guidelines which apply to the conduct of meetings of the Council and its committees and to meetings of electors. EFFECT: To result in:

a) better decision-making by the Council and committees; b) the orderly conduct of meetings; c) better understanding of the process of conducting meetings; and d) the more efficient and effective use of time at meetings.

A copy of the local laws may be inspected at or obtained from the Shire’s office at 23 Antares Street, Southern Cross, between 8:30am and 4:30pm, Monday to Friday, and at the Southern Cross Library located at the Community Resource Centre during normal opening times.

These local laws were gazetted on 24th March 2017 and will come into operation on 7th April 2017

New colour photocopier at the CRC Please note that the CRC has a new photocopier and we are now able again to attend to all your colour printing and photocopying needs.

The CRC received a $5000 Development grant from the Department of Regional Development towards the cost of the new machine and the remaining cost was met by the CRC/Shire of Yilgarn.

Yilgarn Ladies Day

On Saturday 11 March 2017 the first ever Yilgarn Ladies Day was held by the Southern Cross CRC and Shire of Yilgarn and it was a great success. 45 Ladies in attendance listened to five inspirational and interesting guest speakers; enjoyed a fabulous morning tea and lunch; had the opportunity to some retail therapy provided by the stall holders and plenty of time for fellowship.

Everyone gave very positive feedback and asked for the Ladies Day to be repeated next year. The 2018 Ladies Day is planned for Saturday 10 March – so save the date.

A big thank you to Mr Don Bennett for donating 5 books, he has written, to the Southern Cross Public Library.

Three books (“Growing up in Ghooli”, “Warren: The Early Years”, “Tiffany, The girl on the beach”) are based on Warren, a boy growing up in Ghooli, who moves to Perth with his family. The third book car-ries on through to Warren reaching adulthood.

We also have “Good night Elizabeth” (part truth/part fiction) and “The Writer” available for loan at the library. Our library really appreciated this kind donation!

Fire Brigade displays jarrah Honour Board listing members who enrolled from here. Dr Morton leaves and SX is now without a doctor. (No doctor for several years) 1918 Recent referendum: SX has 219 voters, Bullfinch 142, Marvel Loch 122, others 67. SX Municipality amalgamates with Yilgarn Road Board due insolvent. Peace declared in Europe. Every available bell and whistle in town rang out. 1920 Repatriation of returned servicemen in full swing, many mines re-open. Four-year-old Norman Madigan found after wandering 30 miles. COOP store owned by local shareholders opens in town. 1921 Fewer goats roaming SX now owners are compelled to pay for a permit. ACWW news At the ACWW World Conference there was a mind blowing talk on food waste. Do you know wasted food costs the average British household 470 pounds per year? Roughly double this to calculate the cost for an Australian household! At the consumer level (that’s us) approximately one third of food produced is wasted, 45% fruit and vegetables, 35% fish and seafood, 30% cereals and 20% each of meat and dairy. More food is thrown away than packaging! The cost of water, oil and energy to produce this food is lost, with those wasting most using an unfair share of the world’s resources. ACWW works with in the framework of the United Nations’ Sustainable Development Goals for 2030. One of these goals is ‘Responsible consumption and Production.’ What can we do to help achieve this goal? Your ideas are welcome and will be forwarded to our State International Officer who submitted this report. Maybe your children’s school, a group to which you belong or as an individual can send in your ideas. You may not be able to do everything, but you could do something!

Influenza Vaccine / Vaccination Program for 2017

Southern Cross General Practice has been advised by the Department of Health WA, that the Government funded influenza vaccines will be available for administration late April.

Eligibility for government-funded influenza vaccines

Commonwealth-funded influenza vaccine Eligibility for Commonwealth-funded vaccines for 2017 is unchanged from 2016. The following individuals are eligible to receive Commonwealth-funded influenza vaccine:

• Pregnant women (any trimester)

• Persons 65 years of age or older

• Aboriginal people aged at least 6 months but less than 5 years; or 15 years or older

• Individuals aged six months or over with medical conditions that place them at risk for complications of influenza, specifically:

cardiac disease

chronic respiratory conditions

chronic neurological conditions

immunocompromising conditions

diabetes and other metabolic disorders

renal disease

haematological disorders

children aged six months to 10 years receiving long term aspirin therapy.

State-funded influenza vaccine All children aged six months to less than 5 years are eligible to receive

State-funded influenza vaccine. The Australian Technical Advisory Group on Immunisation strongly

recommends influenza vaccination for children aged from 6 months to less than 5 years.
