PLWO President’s Message

Dear Colleagues,

I feel immense pleasure to write this note for first issue of PLWO newsletter. This

newsletter has been started to share information regarding library practices, new

technologies, trainings, and other themes of librarians’ interest.

As you all know that PLWO is a voluntary organization so in order to expand the

organization we always seek volunteers who can perform for the betterment and welfare of their peers as well as for

themselves.

Let me assure you that every individual is important and has wonderful capabilities. The need is to cognize your

importance and hidden potential and start work as a team member. Since with team effort we can do miracles as

you have witnessed the revival of PLA was not less than a miracle which had been initiated by PLWO and it hap-

pened due to combine efforts of LIS community in Pakistan. Similarly, we need to muster up our efforts and solve

our problems collectively whatsoever those are.

I would like to pay my sincere thanks to everyone who have given his/her willingness to work voluntarily for this es-

teemed organization and make it popular and respected among library professionals in Pakistan.

I am finishing this note with the hope that everyone amongst us will come forward and initiate work for our own

2 Interview continue on p.3

Mr. Abid Ali Gill is serving as Chief Librarian, Quaid-e-Azam Library Lahore. He has a remarkable experience in

LIS profession. He has been an active professional throughout his life and holds a long list of achievements.

Q: Brief about your early education and life?

I did M.A. Lib Sc. in 1982, from the University of the Punjab and at that time there was no opportunity of M.Phil

and P.hd. was available. I was selected as Assistant Librarian (BS16) in Education Department, Govt. of the

Punjab (College Cadre) and posted at Quaid-e-Azam Library, Bagh-e-Jinnah, Lahore. I have served 33 years in

the profession in different capacities i.e. as Librarian as Chief Librarian, University of Heath Sciences and Model

Town Library. Presently, I am serving as Chief Librarian, Quaid-e-Azam Library, Lahore and going to be retired

in May,2014.

Q: How did you come to librarianship? By chance, or by choice?

Like other Pakistani Librarians, I joined this profession accidentally. However, after joining this profession, I am fully satisfied with my profession because it

is a noble profession and librarian remains in contact with knowledgeable people and learns a lot from them for whole life.

Q: When and how did you start your professional career?

After being selected through commission I joined Quaid-i-Azam Library.

Q: Please tell us about your family?

My wife is a housewife and I have one son, who has done BCS from Australia and now serving there and one daughter who has done M.phil in

Applied linguistics.

Q: Your favorite book?

I am more inclined towards the books on Sufism and I have read almost all books on the topic. However ,Mo’ta Imam Malik is my favorite book because it

can be ranked as first book on Hadith. Among the new authors who write on the subject I like Wasif Ali Wasif, Syed Sarfraz Shah, Baba Yahaya, Prof. Ahmed

Rafiq and Bilal Qutab

Q: Your favorite personality?

Overall Hazrat Omar Bin Abdul Aziz and if we talk about profession, I idealize Prof. Dr. Mumtaz Anwar.

Q: Tell us about a memorable moment in your life; a time you will never forget.

There are many memorable events during my service as Librarian/In charge Reference Section at the Quaid-e-Azam Library. However, when I assumed

charge as Chief Librarian was the most significant moment in my professional life.

Q: How you are spending your life after the office time?

Most of my time is spent in office doing different tasks, but after that I read books and watch good English movies.

Q: Would you please like to share an event or issue when you got hurt during your professional career?

Yes I remember few years back one day one commissioner came to my office and enquired about few books, at that time library’s operations were not auto-

mated and it took us few minutes to find the books, in the mean time I found his attitude very rude and arrogant, which made me very upset as I was trying to

provide him my services at the best and he was misbehaving. So I asked my peon to find books for him. He kept sitting in my office with his shoes on the

table, which made me sad.

Q: What makes you happy in young professionals?

The good thing is that talented students are now entering into profession.

They are good in computers and new technologies but actually they feel a lot

of problem when they step into practical librarianship. The syllabus should

be changed periodically to meet the new challenges in Pakistani condition.

Q: What is the thing you dislike in young professionals?

Now there are many youngsters coming in this profession, but due to im-

proper training and social values of our society, there education is not knowl-

edge based, they are just trying to get good

marks and forgot that it is a nursing profes-

sion.

Q: when did you join the QAL?

I joined on February 18, 1982.

Q: what are your major professional

achievements?

I am a Life Member of PLA and PULI-

SAA, Member PLWO, Member, New

zeal Library Association

Editor PLA Newsletter, Member Edito-

rial Boards of various professional

Journals

Chief Editor of International Journal of

Information Management Sciences

(1st Issue)

Editorial Manager, Quaid-e-Azam Library Bulletin

Moderator, Yahoo mailing Group “Librarian voice”

Organized Governor’s House Library, Chief Minister’s Library

Member of the Committee nominated by Chief Minister Punjab, who

approved the service structure for the College Librarians.

Commendation Certificate awarded by Chief Minister Punjab in recogni-

tion of outstanding performance as civil servant with a cash reward of

Rs.50,000/-

Q: Please let us know about your current designations in as-

sociations?

Currently I am a member of PLA executive committee (Punjab Branch). And I

have played a vital role in revival of PLA when it was dead, I worked with the

help of few other professionals and ultimately succeeded PLA to be revived

after many years.

Q: which kind of role should play all library associations for

the betterment of profession and professionals?

Accreditation of Library & Information Science Schools/Departments in vari-

ous universities of Pakistan is the main thing which should be at the key

agenda point of PLA. Associations should work for the welfare of its commu-

nity, it should play powerful role in Book Trade in Pakistan.

Q: The choice of your profession has any special impact on

your lifestyle?

It has a great impact on my life. I got educated; I stay near books and edu-

cated people.

Q: How was the experience of Librar-

ian structure movement how it will

be benefit for all librarians?

College Librarians service structure has a long

history. Many professional librarians contrib-

uted a lot in the movement but I think that

turning point was that when Chief Minister

Punjab Constituted a committee for the pur-

pose comprising of Secretary, Higher Educa-

tion, Secretary, Finance ,Secretary, Regula-

tion and I was the member of this committee.

This committee approved the service structure

for college librarians.

Q: How is the experience being a chief

librarian of a graceful library like this?

Quaid-I Azam Library has its own worth. It is a matter of great honor to be a

part of this library and this position. Being a public sector library there were

few limitations but still I did my best for the development of the library.

Q: How important are grades/GPA for obtaining a job in this

field?

GPA and grades are important in finding job but not in practical Librarianship.

The commitment and devotion to the profession is key for inner satisfaction

and success.

Q: Any message for new young professionals?

Allah always gives reward to those who work hard in any shape, here I would

like to quote wise words of Maulana Waheed ud din Khan

“Kam pay razi ho ja, ziyada khud bakhud mill jaye ga” Let nature be decided.

Q: Any message for PLWO team?

Work with devotion, this is a noble cause, do hard work for the welfare for

others and Allah will work for you.

“To catch the reader's attention, place

Professional growth is an

important component which

carries an enormous respon-

sibility and integrity to be-

come a successful profes-

sional. It’s a long going proc-

ess which desires an effec-

tive planning, execution and

competencies to grow profes-

sion. Professional skills in-

clude the techniques, strate-

gies and approaches that

would help librarians to grow

in pro-

fession

and work towards the growth. It includes

management skills, interpersonal skills,

and counseling skills, use of Information

technology, information retrieving and

above all lifelong learning skills. Effec-

tive planning, looking beyond present

and taking long term strategies can en-

hance grow in one’s career.

According to Columbia University, it sup-ports an environment that values career mobility and encourages staff members who express an interest, and have the abilities, to pursue appropriate vacan-cies to foster their career development. Managing Staff Promotions and Lateral Transfers establishes a University-wide process for effectively managing the movement of staff, both between and within schools and departments for ap-proved positions. The purpose of this policy is to establish appropriate com-munication between departments with respect to the movement of staff from one department to another and to maintain fairness and equity with regard to staff moving into new opportunities. Human resource department is responsible to determine his transparent policy lying on transfer and posting, which clearly provide guidelines to the employee for his transfer and post-ing issues. To make it confidential may harm and damage the moral of an employee and leave bad impression vis-à-vis institution. The result may also be the lost of an honest and hardworking employee. There are two methods can be used for promotions, one is

seniority based promotion and other is promotion on merit. Both have advantages and disadvantages, Seniority based promotion structure can eliminate the perception of favorit-ism. Employee typically won’t have to worry about a new worker coming in and quickly leapfrogging them to obtain a promotion. This also increases the confidence and trust level of an employee on his institution. Seniority based promotion help to maintain harmonious workplace for staff. This may eliminate backstabbing and improve in excellence of working environment. On the other hand merit based promotion increase the moti-vational boost in employee, which may result increased in productivity but there are chances of favoritism and this may spoil workplace environment.

Transfer or job rotation is also necessary of an institution to perk up its services. This is very important to plan and execute a proper proce-dure to do so. This proce-dure should carry bene-fits to both employee and employer. A rich library contains different sec-tions according to the nature of job. Re-location of staff within library may have don’t have as that much bitter experience than it is done outside the campus. Morale can suf-fer when transfer require employees to re-locate. Pay raise or any other remuneration in wage may give feeling in career success. In adequate, inequitable

and unfair in transfers,

postings and promotions leave nastiest impact not only on

employee but it also spoiled the goodwill of an institution.

These decisions should be taken carefully.
