A new grant of $55,000 to Católicas por el Derecho a Decidir (Catholics for the Right to Choice, Mexico City, Mexico), a non-profit organization formed by Catholics who defend women’s and young people’s human rights, especially their sexual and reproductive rights. The grant was for a research/intervention project to promote integra-tion and retention of women who have been recently diag-nosed with HIV in public clinics and to help them achieve/maintain their viral suppression. Among the pro-ject’s many goals, the first listed is to: “Facilitate wom-en’s immediate access of right to comprehensive health care, including sexual and reproductive health;…” A renewal grant of $50,000 to SPARK Reproductive Justice NOW! (Atlanta, GA) The grant goal appears to have little to do with reproductive rights: “To mobilize young people to inform legislators on HIV and health pol-icy issues, and to engage the public on health access, LGBT rights, and HIV related issues.” However, SPARK is described as an organization that “collaborates with individuals, organizations, and communities to build and sustain a powerful reproductive justice movement in Georgia and the South. Most importantly, SPARK ensures the voices of women of color, young parents, and LGBTQ youth of color living in the South are included in the re-productive rights and justice movements.”

NOTE to pro-lifers: Generally speaking, leadership ad-vocates promote their worldview regardless of the specif-ics of an event or project. How engaged are you in your church/local youth group? Who is mentoring your chil-dren/grandchildren on activism? Are they being educated about right to life issues and encouraged to participate in pro-life activism?

Some non-profits start out with the intention to support abor-tion, aka ‘reproductive rights’ and some have co-opted ‘reproductive health’ to include abortion and abortifacients. Other non-profits have, at their outset, no connection to the right-to-life issue. Yet over time, these ‘good’ organizations have subtly or aggressively picked up the banner of repro-ductive rights. How are your donations being used? Organi-zation policies may change at any time. Sometimes it is diffi-cult to uncover a non-profit’s pro-abortion connections. New Netflix Film is Subtly Pro-Life Submitted by Sarah Scuderi

The Netflix film I Am Mother has been widely talked about since its release on January 25, 2019. The plot is post apocalyptic, set years after the extinction of man-kind. Viewers are led to understand that one robot, Moth-er, is responsible for repopulating the earth. The facility houses 63,000 embryos which Mother grows one at a time. The majority of the film focuses on raising one she calls “Daughter.” At one point Mother shows Daughter all the embryos and says "Will you please choose the next member of our family?" Later, there comes a point in which Daughter fears Mother is not to be trusted. Upon planning her es-cape she refers to the unborn embryo saying "We'd have to wait for my brother." She refuses to leave the facility without her unborn siblings saying, "I can't leave them." Daughter is portrayed with innocence and purity throughout the film. She has never stepped foot outside the re-population facility. She has never known anyone but Mother. There was never a question for her as to whether those embryos were human and deserving of life. They were her brothers and sisters. They were de-fenseless and she needed to protect them. She wasn't con-cerned about how she could care for them or whether they would have a good life. She just knew that she used to be one of them and they were not deserving of death. Often our society can get caught up in all the rationales and politics surrounding the topic of abortion. If we were to describe the act of abortion to children - the purest, least corrupted among us - what response would we get? We all know the answer. Daughter refused to sit idly by when she learned her brothers and sisters were in mortal dan-ger. She knew that if she did not take action, she would be sealing their fate. The same is true for the world in which we live. Our brothers and sisters are in danger - will we sit idly by or will we save them?

FEDERAL LEGISLATION As of Aug. 5, House Democrats have blocked 80 attempts to get a vote on the Born Alive Act, to enforce existing protections. A Discharge Pe-tition, to force a vote on the bill, needs 17 more House member signatures to take effect. There’s been no further action on either S.788 the Equal-

ity Act, or HR. 2975/S.1645 the Women's Health Protec-tion Act (See LN, Jul/Aug 2019, p 3) HHS reminded hospitals that the Emergency Medical Treatment & Labor Act, and the Born-Alive Infant Protec-tion Act (2002) require abortion or miscarriage survivors to receive treatment. HHS’s new rules protecting conscience rights of health-care workers will not take effect until Nov. 22, allowing time for the many lawsuits against it to play out. But the Protect Life rule, to ensure Title X recipients do not use the money for abortions, was approved by the full Ninth Cir-cuit Court of Appeals on July 11. On July 17, Planned Parenthood said it will stop taking Title X funds, and use “emergency funding” to continue operating. The gov-ernor of Illinois said he’ll use state funds to make up PP’s loss. Seventeen Senators & 77 Representatives have asked the Office of Personnel Management to stop covering abor-tions in most Congressional Health Plans, as the law re-quires. The DC Circuit Court of Appeals ordered the Office of Refugee Resettlement to facilitate abortions for minor un-admitted immigrants in Federal custody. At July’s Ministerial to Advance Religious Freedom, the State Dept. said a new Unalienable Rights Commission would decide what are the basic, God-given human rights the US should focus on in its foreign policy. Pres. Trump again cut US funds to UNFPA. A month prior, a UN offi-cial called US pro-life laws “torture.” Among the states putting tighter legal rein on abortion, many lawmakers have said their goal is to get SCOTUS to revisit Roe, now that we have a conservative majority on the Court. But some pundits reply it is Originalists we need - justices who know what the Constitution’s words meant when written. Are there 5 solid NO votes on Roe? Sen. Collins told us last summer that Justice Kavanaugh said ‘long established’ precedent shouldn’t be changed just be-cause five justices think the original case got it wrong. Re-spect for Judicial Precedent is in the Constitution’s Article III, he claimed. Only a rare “grievously wrong” decision should be changed. [See LN, Dec 2018, p.3] Yet, while on the D.C. Circuit Court, in the case of minor unadmitted aliens seeking government-funded abortions, Justice Kavanaugh lauded the government’s “permissible interests in favoring fetal life, protecting the best interests of a mi-nor, and refraining from facilitating abortion.” Some pun-dits believe that only Justices Thomas and Gorsuch are reliable Originalists.

STATES The ‘action’ regarding abortion laws has been on the state level. Some recent examples: Ohio’s Heartbeat law was blocked by a judge. A judge let stand Kansas’ ban on tele-med abortions. An Oklahoma judge let a four-year-old ban on D & E abortion finally take effect. Illinois has passed its own version of NY State’s RHA law. Alaska’s Supreme

Court ordered the state to fund abortion, but the governor and legislature are opposed. The governor told the Court “the funds will come from your budget.” ACLU sued. A judge ruled the last abortuary in Missouri can stay open, despite scores of health-code violations. 550 AMA dele-gates voted 2-1 to stay opposed to Doctor Prescribed Sui-cide & Euthanasia, but AMA joined a suit vs. N. Dakota’s law mandating abortion-minded women be given info about Abortion Pill Reversal & fetal life. Waskom, TX declared itself a Sanctuary for the Unborn.

NEW YORK STATE LEGISLATION The 2019 NYS Legislative Session ended June 21. The new Democratic majority in

the Senate, along with the continuing Democratic majority in the Assembly passed the Reproductive Health Act which had been pushed by Governor Cuomo for several years. The RHA passed both houses on Jan. 22 and was signed by Cuomo on the same day. It was the most permissive abor-tion law in the country at the time. Physician-assisted suicide advocates were unable to get a vote on the bill in any committee in either house. For the first time, Cuomo had indicated his support for the bill. The NY Alliance Against Assisted Suicide was successful in highlighting the dangerous consequences of the bill. How-ever, both houses passed bills to prevent suicides for certain vulnerable populations (veterans, youth, rural residents). Several bills that threatened the free speech rights of pro-life pregnancy centers advanced out of committees this session but did not receive a floor vote in either house. A bill to repeal NYS’ ban on paid surrogacy passed the Senate but failed to get a vote in the Assembly. The bill was promoted as an opportunity for women to “rent their wombs” to provide babies for those who can’t or won’t bear them themselves. Many feminist organizations were opposed to the bill stating the legislation would exploit women’s bodies and commodify children. Feminist icon Gloria Steinem was among those with reservations con-cerning the bill. Speaker Heastie noted that a majority of the Democratic women in the Assembly expressed con-cerns about the potential exploitation of women. State Senator Simcha Felder (D-Bklyn) had caucused with Republicans for the past 6 years, when the Republi-cans were in the majority in the Senate. Felder was an ally in pro-life legislation. Now that Democrats are in the ma-jority, he has joined his party mates. Whether this will change his votes on pro-life legislation remains to be seen.

HEALTH & SCIENCE Human Animal Chimeras

Nicola Davis reported at The Guardian on 8/3/19 that the ethical debate regarding the creation of hu-man-animal chimeras has been “rebooted” as a re-sult of a report in the Spanish newspaper El País that researchers produced monkey-human chimeras. Chimeras are organisms with cells from two or more individuals [species]. Japanese researchers recently received government support to create mouse-human chimeras. This past March the Japa-nese lifted a ban on allowing these embryos to de-velop past 14 days and being planted in a uterus. Michael Cook, editor of BioEdge, wrote on 8/3, “In a stunning example of evading ethical contro-versy by exporting it, Spanish and American re-searchers have created monkey-human chimeras in China. The hybrid embryos will be destroyed after they develop a central nervous system and will not be brought to term. The experiment is ethically risky. What if the human cells develop in the mon-key brain and become conscious? What if they be-come sperm or egg cells? Although the researchers, from the Salk Institute in California, and Murcia Catholic University brush off these fears, they are legitimate and widely shared…Letitia Meynell, of Dalhousie University told Gizmodo that it was “really depressing to see the willingness of scien-tists to engage in research tourism when the ethical standards in their home country make it impossible to conduct that research there. Certainly, these are ethically controversial issues. However, scientists who are willing to flout the ethics of their home countries and institutions should see themselves as obligated to make the ethical case for what they are doing.” Davis explained that the development of chime-ras is related to the lack of organs for transplanta-tion and the issue of organ rejection. “Scientists believe organs genetically matched to a particular human recipient could one day be grown inside ani-mals. The approach is based on taking cells from an adult human and reprogramming them to become stem cells, which can give rise to any type of cell in the body. They are then introduced into the embryo of another species…scientists have previously man-aged to produce both pig embryos and sheep em-bryos which contain human cells, although the pro-portions are tiny…only one cell in 10,000 was hu-man. Pig-human and sheep-human chimeras are attractive in part because pigs and sheep have or-gans about the right size for transplantation into humans.”

Alejandro De Los Angeles of Yale University said the monkey-human chimeras were made to try to improve the proportion of human cells in the organisms. He stated, “Making human monkey chimeras could teach us how to make human-pig chimeras with the hope of making organs for transplantation. It could teach us which types of stem cells we should be using, or other ways of enhancing what’s called ‘human chimerism levels’ inside pigs.” De Los An-geles said the human-monkey chimeras are only permitted to develop for a few weeks, before organ formation. He has noted that monkey-human chimeras might provide a way to study neurological and psychiatric diseases in humans. Robin Lovell-Badge of the Francis Crick Institute doesn’t feel the current experiments are ethically controver-sial because the embryos are not permitted to develop to the point where they have a nervous system. He did acknowledge that there would be concerns if the chimeras could develop more. “How do you restrict the contribution of the human cells just to the organ you want to make? If that is a pancreas or a heart or something, or kidney, then it is fine if you manage to do that. [But] if you allow these animals to go all the way through and be born, if you have a big contribution to the central nervous system from the hu-man cells, then that obviously becomes a concern…Clearly if any animal born had aspects of human appearance, their faces, their hands, their skin, then I suspect, while scientifi-cally very interesting, people might get a little upset with that.” In response to the researcher’s admission that the study was being conducted in China where ethical standards are lower, Cook asked, “How do you classify that sort of atti-tude toward ethics? Arrogant, Undemocratic? Secretive? Publicity-hungry? Immoral? Take your pick.”

Planned Parenthood Merger In June, Planned Parenthood announced a major overhaul of its NYS affiliates. The new conglomerate, Planned Parenthood of Greater New York, will officially launch in December. It involves the merger of Planned Parenthood of NYC, Nassau County, Mid-Hudson Valley, Mohawk Hud-son and Southern Finger Lakes. There will be 28 clinics with an annual income over $103 million. The current CEO of PP NYC will become CEO of the new entity. Based on PP’s 2017 reported income, PP of Greater NY will be the second largest PP affiliate, only a few million dollars be-hind PP Mar Monte (CA). PP Hudson Peconic, which co-vers Suffolk, Westchester and Rockland Counties is not included in the merger (its CEO currently earns over $100K more than the CEO of PP NYC). PP Federation of America claims the merger will save money and create more effi-ciency. Eliminating 4 CEOs will save about $700K a year.
