1.0 INTRODUCTION
1.1 Context
SLR Consulting Limited (SLR) has been appointed by Haulaway Ltd to undertake a Flood Risk Assessment (FRA) in support of a planning application for a proposed Recycling Facility at Polegate Yard, East Sussex, NGR 558259, 106969. This document has been prepared in accordance with Planning Policy Statement 25: Development and Flood Risk.
1.2 Site Location and Features
The site is located to the north of Polegate, just off the A22, and is bound by scrub and scattered woodland to the south and east, and by woodland opening onto farmland to the north and west.
A series of five ponds are located to the south and east of the site; refer to Drawing 003 - Site Location Plan and Surface Water Features. These ponds appear to be man-made although it is not clear for what purpose. They are currently used for fishing. No drainage from the site currently discharges to the ponds.
The Envirocheck Report1 prepared for the site refers to a discharge consent from one of the ponds (south east of the site) to a tributary of the Holme Sewer, which was previously held by Tarmac Ltd for the discharge of process water between 1992-2008, ref. PO4232. This has since been revoked.
Three drainage holding tanks are located within the site, which provide a total existing surface water storage volume of 96m3. The site currently drains to a wheel washer on the northern boundary. Water from this tank is then pumped to a settlement tank located in the south eastern corner of the site. From here it drains into a tank on the south eastern boundary (slightly north east of the settlement tank) from where it drains to ground. The dimensions of these tanks are contained in Table 1-1 below:

The site covers an area of approximately 0.8ha although the area for the proposed development is considerably smaller. The application site was previously used for the storage of concrete and aggregate, and as a waste transfer station. An existing area of hardstanding (~2800m2) is located in the north eastern section of the site. Part of the south

western area of the site was previously used as a landfill, refer to Envirocheck Report Site Sensitivity Map Section A13 at Appendix B.
Topographic survey information (see Drawing No. 001) indicates that site elevations range from approximately 14.5m AOD to 17.8m AOD. The highest levels are seen within a central ridge trending north west – south east, with levels falling on either side in a north easterly and south westerly direction. It is likely that the levels within the site have been altered by previous site activities.
Groundwater Vulnerability Mapping Sheet 46: East Sussex shows the site to be located within a non Aquifer. British Geological Survey Mapping, Sheet 319 shows the geology at this location to be impermeable comprising Weald Clay.
1.3 Development Proposals
It is proposed to retain the existing site area in the north east but to input a number of skips and storage areas for the storage of inert recycling and dry plastic recyclables. The area in the south western section of the site, which is comprised of a restored landfill, will be used for the following:
• Concrete Crusher
• Soil screener
• Topsoil storage area
• Concrete stock pile for crushing
The development proposals will not significantly alter land levels or the proportion of impervious surface.
Access to the site will be provided through the existing route located on the northern boundary and which links via Summerhill Lane to the A22.
A Development Proposals plan is included as Drawing 002. This indicates the site layout, including the proposed access road, Recycling facility and associated plant storage areas.
1.4 Site Data
Data has been obtained from the following locations for use in this assessment:

1.5 Flood Zone Classification
Review of the Environment Agency Flood Zone Map (included at Appendix A) shows the site to be located within Flood Zone 1 (indicating a less than 0.1% annual chance of flooding).

1.6 Appropriateness of Development Proposals
Table D.3 of Planning Policy Statement 25: Development and Flood Risk (PPS25) sets out that waste treatment facilities are designated as a ‘less vulnerable’ use and are appropriate in Flood Zone 1.
1.7 Sequential Test
According to PPS25 the Sequential Test gives preference to locating new development in Flood Zone 1. The application site is located within Flood Zone 1 and therefore the current proposals meet the requirements of the Sequential Test.
1.8 Exception Test
The site is deemed to pass the Sequential Test in line with Table D3 of PPS25, and the Exception Test need not be applied.
1.9 Project Scope
Table 1-2 summarises the flood risks to the site.

The key flood risk to the site is shown to be from surface water runoff. This assessment will therefore take the form of a surface water drainage assessment. Given the size of the site and that the development proposals will not greatly alter the proportion of impervious area it

is not considered that the proposals will not result in a significant increase in the volume and rate of run-off post development. .

2.0 DRAINAGE ASSESSMENT
2.1 Introduction
The site is to be refurbished to include a waste recycling area for skip storage, and the processing of inert waste and dry plastic recyclables, within the existing hardstanding area in the north east of the site. This will not result in any increase in hardstanding areas within this section of the site.
Associated plant including a concrete crusher and soil screener will be located in the south west of the site. This area will also include an area for the storage of concrete for crushing and topsoil. Additional hardstanding areas will be required in this area of the site.
The development proposals will not significantly alter the existing surface water run-off regime. This drainage assessment will therefore compare the existing runoff regime with that for the future including climate change and will seek to provide storage for surface water runoff to prevent any increase in flood risk as a result of development proposals.
This assessment has been completed with due regard to the principals of PPS25 and using the current ‘industry best practice’ guidance as outlined in the Interim Code of Practice for SuDS2 and the recommended methodology for consideration of surface water runoff from sites up to 50 hectares in area, outlined within the Institute of Hydrology Report 124 Method (IoH124).
2.2 Estimation of Greenfield Runoff Rates
The Greenfield runoff rates for the site have been calculated using the Institute of Hydrology (IoH) report 124: Flood Estimation for Smaller Catchments, within the WinDes MicroDrainage Software package.
The following parameters have been incorporated into the runoff calculations:
• Average Annual Rainfall (SAAR): 794mm/year (from Flood Estimation Handbook CD-
ROM);
• Soil: 0.45;
• Total Existing Impermeable Area 4190m2;
(measured using AutoCAD from the site survey); and
• FSR Region 7 - Devon & Cornwall – Growth Curve Factors
Table 2-1 below summarises the Greenfield runoff rates calculated for the site.

2.3 Estimation of Required Surface Water Storage
The WinDes software suite has been used to calculate the surface water storage volume required in order to limit the discharge rate to the greenfield run-off rates summarised in Table 2-1, above. In order to achieve this, the site has been split into two separate catchment areas, as follows:
• Waste processing area (north east)
• Plant and stockpile areas (south west)
Table 2-2 summarises the impervious areas within each of these catchments:

The total impervious area within the proposed site comprises 5780m2, 4190m2 of which is already in existence, with a total increase in impervious area of 1590m2 resulting from development proposals. It can therefore be concluded that these proposals will not significantly alter the surface water runoff regime within the site, or lead to a significant increase in flood risk at the site or to third party land.
As the site contains existing impervious areas, it is proposed to investigate the existing and future storage requirements (including 20% climate change in line with a development lifetime of 50 years) and to provide storage to accommodate the difference between these in order to ensure that existing runoff rates are not exceeded.

Based on the calculations the following storage requirements have been estimated for the site for existing and future extreme rainfall events.

This leads to a maximum storage requirement of 120m3 in addition to the 96m3 already provided within the site. Section 2.4 summarises the means of providing this level of storage.
2.4 Proposed Mitigation
It is proposed that attenuation storage be provided within the site. The following options are available for the provision of this level of storage. These are presented in order of preference accounting for SuDS and ecology:
• Attenuation pond(s)
• Swales
• Oversized pipes
• Tank / storm cells
In terms of maintaining freely discharging systems, without the requirement for pumping, attenuation ponds would provide the greatest flexibility.
The adopted storage area(s) will be sized to contain runoff for the 100 year event including climate change at 20% and will include a degree of freeboard to allow for fluctuation in water levels and settlement at the pond edges. Surface water will be discharged to the storage area via a piped network or intercept ditches. These will be sized to accommodate runoff from events up to 30 years with no flooding of above ground areas. Surface water runoff from rainfall events of between 30 years and 100 years will be conveyed to the storage area via a combination of piped drainage and overland flowpaths. This will be achieved using ground contouring and profiling.
Discharge from the storage area(s) would be controlled and limited to existing Greenfield rates. Emergency sluices/shut off valves would be fitted to the outfalls to permit isolation in the event of accidental spillage or contamination of surface water by site processes or firewater.
Topographically it would be best to locate the storage area(s) in the south eastern areas of the site to allow freely draining systems. Intercept drainage will be provided to direct surface water to the storage area.

2.5 Water Quality
Given the nature of site use any runoff from hardstanding areas used for vehicle movements should be directed to the storage area via a Class 1 oil interceptor. This should be located immediately upstream of the storage area and should be specified according to the area of hardstanding which it drains and in accordance with the manufacturers recommendations.
2.6 Disposal of Surface Water Runoff
It is proposed to discharge surface water runoff from the storage area to the drainage channel (a tributary of the Holme Sewer), located on the northern boundary of the site. It is likely that the outfall will be located in the north eastern corner of the waste processing area. A consent for the discharge of process water from a pond to the south east of the site was previously held by Tarmac. Although this discharge consent has been revoked, it may be possible to discharge via existing infrastructure to the Holme Sewer via this route under a new consent. This would require a discharge consent to be obtained from the Environment Agency. In the event that the construction of a new outfall structure is required this would be subject to formal Flood Defence Consent which should be obtained from the Environment Agency.

3.0 SUMMARY AND CONCLUSIONS
SLR Consulting Limited (SLR) has been appointed by Haulaway Ltd to undertake a Flood Risk Assessment (FRA) in support of an application for a proposed Waste Processing Plant on land at Polegate Yard, East Sussex.
Based upon the indicative EA Flood Maps, the site is indicated to lie within in Flood Zone 1 and is therefore not at flood risk from fluvial sources.
It is proposed to provide a total additional surface water storage volume of 120m3 within the site using a combination of below ground storage and floodable areas. A number of storm tanks are already present within the site and it is proposed to retain this storage in addition to that proposed. This existing surface water storage volume (96m3) should be retained and / or included within the proposed attenuation facilities.
The existing drainage facilities within the site include a pumped drainage solution, whereas the proposed drainage design will move to gravity drainage thus reducing the risk of pump failure and increased flooding, resulting in a beneficial impact on surface water flood risk at the site.
It can be concluded that development proposals will not significantly alter the surface water runoff regime within the site, or lead to a consequent significant increase in flood risk at the site or to third party land. SuDS techniques are proposed in order to control and manage the surface water runoff risk, thus mitigating potential impacts on the existing surface water runoff regime.
Surface water runoff from the site will be discharged at controlled rates to a tributary of the Holme Sewer located on the northern boundary.
The site is duly presented as being sustainable in terms of flood risk, subject to proposed mitigation measures being implemented.
