John Phair would havebeen the first personto

say 'life goes on." And itwill . . . and it has .

Nonetheless, it is impor-tant that we look back —with appreciation — onthe service of those wh ohave passed on.

As most of you know,John M. Phair, our bor-ough administrator foreight years, died on May17 at age 73 after a valiantbut losing battle with can-cer.

Although there are lots

of people who knew Johnmore intimately than I,there are not too manymore who can testify withsuch enthusiasm about hi sdedication to his family, his town and his country.

Until recently, he wa sfull of life and humor. I'msure he saw the irony ofbeing afflicted with cancerjust after he completedreplacing several majorbody parts. I rememberwith less than fondnes sboth John and I strugglinginto the CouncilChambers last July, he

recovering from p sur-fiery, me from double kneereplacement.`

John had lots of storiesto tell, not all of themabsolutely true., For therecord, he did serve in themilitary but he did notspend his time in the Navytraining cats to swim. Norwas he in charge of under -water land mines .

In fact, he served in theArmy.

Most of us know thatJohn was the Atlanti cHighlands boroughadministrator for the. pasteight years .

He also served on theBorough Council on twoseparate occasions, thefast time with me in the1970s.

Both as administratorand as a councilman,John was a dedicated andeffective public servant.Even f,otLi his sick bedover the past severalmonths, he was deter -mined to see that the bor-ough continued to operateefficiently. : No conversa-tion with him- failed toinclude questions abou tborough operations andsuggestions on how tohandle ongoing situations .

He was a fighter with asense of purpose, deter-mined to get well andreturn to work, even at anage when most people arecontent to retire and relax .He was extremely reluc-tant to give up and go onmedical leave. But heknew it was for the goodof the town.

During his years asadministrator, Johnemployed talents honed inbusiness by bringing supe-rior managerial skills tothe day-tin-day running ofthe town.

A life-long resident withvast knowledge of hiscommunity, John wasintensely concerned aboutthe employees and resi-dents of AtlanticHighlands. He' spent

whatever time and energ ywas necessary to resolveissues large and small, an dto provide the services res -idents had a right toexpect, and then some . Heexhibited considerablecompassion and under-standing toward all whomhe dealt with .

John played a majorrole in achieving much ofwhat is good that has hap-pened in AtlanticHighlands in recent years .

I can't begin to tell youhow appreciative I am forhaving had John Phair inthe administrator's officewhen I was establishingmy administration. To saythe least, John was atremendous help to me ,full of information, sugges-tions and team spirit, It issomething for which I wil lbe eternally grateful .

And now we go on .We have an excellent

temporary administratorand are conducting abroad search to hire th emost qualified permanentone we can, as soon as wecan.

Although hope to keepthe salary for the positionmoderate, we havelearned in John's absencethat there is an incredibleamount of work to bedone, even in a smal ltown. State regulation sand the fact we have no tonly the town to run buttwo utilities, too — theharbor and the water-sewer systems — requirea strong, experienced andcompetent hand at th etiller.

Anyone less than a top-notch replacement forJohn Phair would be aninsult to his memory.

I know all who knewJohn will miss him might i -ly. It is sad for all of us ,particularly his wife, Pat,that he has lost his battleto live. . . but we are allblessed that he walkedamong us .
