Policies and Procedures/Campus Safety 1 POLICIES AND PROCEDURES Basic Emergency Procedures for Safety and Medical Purposes (For medical or other type of emergency) 1. Call Security at 381-1308 or 1309, or pick up a red emergency phone. Tell Security: the nature of the emergency, the location, and whether or not Emergency Medical Services are needed. (Someone should stay with the injured or ill person. Tell him/her that help is being called.) 2. If Security can’t be reached, call the Operator (dial “0”). 3. If you can’t reach Security or the College Operator and you need EMS, dial 911. (Note: To access an outside line from any campus telephone, you must first dial 9* and listen for a dial tone. Then proceed with dialing 911.) Say that you are calling from SCCC and describe the emergency and the exact location in the building. If possible, arrange to meet them at the building entrance and escort them to the scene of the emergency. Bias Crimes Prevention Statement Hate Crimes and the Law It is a Schenectady County Community College and Police mandate to protect all members of the Schenectady County Community College community by preventing and prosecuting bias or hate crimes that occur within the campus’s jurisdiction. Hate crimes, also called bias crimes or bias-related crimes, are criminal activity motivated by the perpetrator’s bias or attitude against an individual victim or group based on perceived or actual personal characteristics, such as their race, religion, ethnicity, gender, sexual orientation, or student activities disability. Hate/bias crimes have received renewed attention in recent years, particularly since the passage of the federal Hate/Bias Crime Reporting Act of 1990 and the New York State Hate Crimes Act of 2000 (Penal Law Article 485). Copies of the New York Law are available from the Student Services Office, located in Elston Hall, Room 222. Penalties for bias-related crimes are very serious and range from fines to imprisonment for lengthy periods, depending on the nature of the underlying criminal offense, the use of violence or previous convictions of the offender. Perpetrators who are students will also be subject to campus disciplinary procedures where sanctions including dismissal are possible. In addition to preventing and prosecuting hate/bias crimes, Schenectady County Community College’s Student Services Office, Personnel/AAO Office and Security also assist in addressing bias-related activities that do not rise to the level of a crime.These activities, referred to as bias incidents and defined by the State University of New York as acts of bigotry, harassment, or intimidation directed at a member or group within the College community based on national origin, ethnicity, race, age, religion, gender, sexual orientation, student activities disability, veteran status, color, creed, or marital status, may be addressed through the College’s Discrimination Complaint Procedure or the campus Code of Conduct. Bias incidents can be reported to Campus Security as well as to the Affirmative Action Office, which is located in Elston Hall, Room 121. If you are a victim of, or witness to, a hate/bias crime on campus, report it to Campus Security, either in person or by dialing extension 1308 or 1309 on campus or using a Red Emergency Phone located throughout our campus. Security will investigate and follow the appropriate adjudication procedures. Victims of bias crime or bias incidents can avail themselves of counseling and support services from the campus through the Student Development Office, located in Elston Hall, Room 223. Counselors are available to assist. Campus Notification Procedures in the Event of Building Evacuation 1. Thesignalforevacuationwillbethecontinuoussoundingofthealarmsystem. 2. Allfaculty,staffandstudentsaretoevacuatethebuilding.(Facultyandstaffshouldinspecttheareaforwhichthey

haveresponsibilitytoinsurethateveryonehaspromptlyevacuatedthearea.) 3. Intheeventoffire: a. Activatethenearestemergencyfirealarmbox. b. Donotattempttoextinguishthefire. c. Donotuseelevators.Usefiretowerstairwells. d. Individualsphysicallyunabletousethestairwaycanremaininthecornerofthefiretower.Fireofficialswillaidinsafelyevacuatingtheseindividuals. e. Ifheavysmokepreventsyoufromreachingafireexit: • gotothenearestclassroomoroffice; • closethedoorandopenthewindows; • sealthecracksaroundthedoortokeepsmokeout; • staynearthewindowuntilfirefighterscanreachyou.AllinformationconcerningtheemergencyshouldbedirectedtotheCollegeSecurity.Dialextension1308or1309;orusetheredemergencyphonestoreportyourlocationand/oranyadditionalinformation.

Campus Notification Procedures in the Event of Concern or Threat of Suicide Allsuicidethreats/attemptsmustbetakenseriously.Warningsignalsinclude: • recentdramaticpersonalitychange; • psychosocialstressor(troublewithfamily,friends,ordisciplinarycrisis); • writing,thinking,ortalkingaboutdeathordying; • alteredmentalstatus(agitation,hearingvoices,delusions,violence,andintoxication).These steps are to be followed should the individual make the threat in person: 1. Theindividualistobekeptunderobservationduringthetimeoftheimmediatethreatandwill

besupervisedatalltimes. 2. Securityistobecontactedimmediately(extension1308or1309)anddirectedtoeither: a. respondtothesceneimmediatelysoastoassistwithsupervisionoftheindividualwhile

policearecalled(911)OR b. calltheSchenectadyPolice(911)immediatelyandthenrespondtothescenetoassist

withsupervisionoftheindividual. 3. Iftheindividualisastudent,thestudentwillbeprovidedcontactinformationofaCollegeadministratoror

SCCCCounselor.Thestudentwillbeencouragedtosharethisinformationwiththeparamedics/hospital ifneeded.Thestudentalsowillbeencouragedtocontactthisindividualshoulds/hebeoutofclassesfora periodoftimeanduponhis/herreturntocampus.

4. Thesituationwillbeturnedovertothepolice,theparamedics,andorthehospitalforthenecessarymedical attention.

5. Acompleteincidentreportistobefiledbyallpartiesinvolvedinaddressingthesituation.IncidentreportswillbecollectedbySecurity.

6. Shouldtheindividualreturntocampus,alongertermmonitoringofthestudentbyanSCCCCounselormayneedtobearranged.

7. TheAssociateDeanforStudentServiceswillworkwiththeappropriatecampusstafftodetermineifanyadditionalnotificationoractionisappropriate.

These steps are to be followed should the individual make the threat by phone: 1. Keepthepersononthetelephonebyencouragingthepersontotalkwhilesimultaneouslygatheringas

muchinformationaspossible. 2. Whilethepersonisonthetelephonetrytoenlisthelp,ifpossible,fromsomeoneelse(writtennotes).Haveperson

contactpolice(911)ifthesituationisextremelycritical(examples:personhasaweapon,personhastakenpills). 3. Ifnotpossibletokeepthepersononthephone,and/ornooneelseisavailabletoassist,makecontactwiththe

police(911). 4. TheAssociateDeanforStudentServiceswillworkwiththeappropriatecampusstafftodetermineifany

additionalnotificationoractionisappropriate.

Campus Notification Procedures in the Event of a Disruption on Campus 1. Securityistobenotifiedimmediately. 2. Securitywillrespondtothesceneandwillrelocatetheindividual(s)involved. 3. TheSecurityDeskGuardwillcontacttheappropriateofficesand/ortheSchenectadyPolicedependingonthe

severityofthedisruptionandindividualsinvolved(e.g.student,non-student,employee). 4. TheCollegeadministratorwillestablishcontactwiththeappropriatestafftoaddresstheissueand

restorecampusorder. 5. SecurityandtheCollegeadministratorwillcollectstatementsfromallpartiesinvolved(toincludeanywitnesses).

AnIncidentReportwillbeinitiatedbyandfiledwithSecurity. 6. Recognizingthateachsituationisunique,potentialactionscouldinclude(butarenotlimitedto): • Situationisresolvedatthescene. • AssociateDeanmeetswithindividualandallpartiesinvolved.Possibleactionsinclude

(butnotlimitedto):behavioralcontract,reprimandwithwarning,mediationorcounseling, disciplinaryaction,referraltoanoutsideagency.

• Individual(particularlyifnotastudent)isescortedoffcampusbyCollegeSecurity. • Dependingontheseverityofthedisruption,SchenectadyCityPolicearecalledtotake

appropriateactionbasedontheinformationcollected/witnessedbySecurityorCollegestaff. • Studentisexcludedandsummarilysuspendedfromcampus(asperTheCollege’sStudent

CodeofConduct). • StudentisreferredtotheStudentAffairsCommitteeonDisciplineandahearingisscheduled. 7. Followingthesituation,theappropriateDivisionalDean/AssociateDeanwillworkwiththestaffinvolved

andwithSecuritytoevaluatetheresponsetothesituation,toreviewtheactionstaken,and,whereappropriate,makerecommendationsforrespondingtofuturesituations.

Child Safety ProceduresForthesafetyofchildrenandtomaintainanacademicenvironment,childrenarenotpermittedinanyinstructionalareas,toincludeclassrooms,laboratoriesandlibrary,andchildrenarenottobeleftunattendedinanyareaoftheCollege. Parentswillbeaskedtoaccompanytheirchildrenoffcampusunderthesecircumstances.PhotographingchildrenwhileintheChildCareCenterorwhileoncampusispermittedonlywithconsentbytheChildCareCenterandtheparentsofthechild(ren).InformationregardingchildcaremaybeobtainedfromthecampusChildCareCenter,381-1375.

8. Ticketsareissuedtostudentsinviolationofparkingregulations.StudentswhohavequestionsregardingaticketshouldcontactCampusSecurity.AnappealofaparkingticketmustbeforwardedinwritingtotheOfficeoftheDeanofAdministrationwithinfive(5)classdaysofwhentheticketwasissued;theappealshouldencloseacopyoftheticketandthereasonsthestudentbelievestheticketisinvalid.Thestudentwillreceiveawrittenresponseregardingthedispositionoftheappealwithinfive(5)classdaysofwhentheappealwasreceived.

Poster Policy • Allposters,toincludeinformationforpostingonthecomputer,mustbeapprovedbytheOfficeof

College Response Team (CRT)TheCollegeResponseTeam(CRT)meetsregularlytoaddresssituationsinanorganized,forthrightandprofessionalmanner.Althoughitmaybeimpossibletobepreparedtoaddresseverysituationwhichisunknown,itisprudenttodevelopaprocessandresponsestrategyenablingtheCollege’sleadershiptotakethenecessarystepstodealwithanyunfamiliar,noveloremergencysituation.Onanannualbasis,atleast,theCRTguidelinesareupdated,revisedanddistributed.Additionalcopiesof“RespondingtoCampusLifeandSafetyIssues”(theCollege’sguidelinesforaddressingvariouscriticalincidents)canberequestedbycontactingtheStudentServicesOffice,ElstonHall,Room222.

Description of Campus SecuritySCCCmaintainsacontractwithaprivatesecurityfirmtoprovidesecurityservicesona24-hourbasis.Thesecurityforceconsistsofthreepart-timeandfivefull-timesecurityofficers.Thenumberofofficersisadjustedperiodically,dependingonthenumbersofpersonsoncampus.Thereisonesitesupervisorworkingan11a.m.to7p.m.shift.TheshiftsupervisorisrequiredtobecertifiedinCPRandcommunityfirstaid.Securityofficersmaybereachedat381-1308or381-1309,orbeepernumber887-0594.Securityofficersarethefirstresponderstoanemergency.OfficerswhoareassignedtotheCollegeareempoweredbytheCollegetoenforcetheinstitution’srulesandregulations.Oneoftheirprimaryresponsibilitiesisthepreventionofallformsofloss.Securityofficersserveasescortsfromcampusbuildingstotheparkinglotsintheeveninghours.Anotherprimaryresponsibilityofsecurityofficersistoserveascampusresourcepersons,providinginformationtotheCollegecom-munity.Securityofficersareknowledgeableaboutthecampusandareabletorelayinformationinacourteousandprofessionalmanner.ThecampussecurityforceworkscloselywiththeCollegeadministrationandlocallawenforcementagenciesbothintheinvestigationofcrimesandincrimeprevention.Campussecurityhastheauthoritytotakewhateverstepsarenecessarytoresolvesituationsandensurethesafetyandsecurityofallinvolved.Securityofficersmayinvestigateincidents,

Description of the CollegeSchenectadyCountyCommunityCollegeisacommutercampusofferingcomprehensivetwo-yeardegreeandcertificateprogramsundertheauspicesoftheStateUniversityofNewYorkandsponsoredbytheCountyofSchenectady.TheFall2008enrollmentwas5,063students.TheCollegemaintainsaworkforceof188full-timeand250part-timeemployees.TheCollegephysicalplantconsistsoffivebuildingssituatedonapproximately50acresofland.Fourbuildings––ElstonHall,theStockadeBuilding,theBegleyLibrary/Multi-PurposeBuilding,andtheGatewayBuilding––arelocatedonthemaincampusat78WashingtonAvenue.TheCenterforScienceandTechnologyislocatedjustnorthofthemaincampusacrossRoute5(StateStreet)at60WashingtonAvenue.ThereareathleticfieldslocatedbehindBegleyLibraryandalargeparkingareaadjacentto ElstonHallandBegleyLibrary.TheCollegemaintainsbuildingsandgroundswithaconcernforsafetyandsecurity. TheSecurityDeskisthedesignatedcontrolpointduringanevacuation.Allinformationconcerningtheemergencyshouldbedirectedtotheswitchboard.Intheeventoffire,theindividualdetectingthefirewillimmediatelyactivatethenearestemergencyfirealarmbox,thusnotifyingthefiredepartmentandactivatingthealarmsystem.Undernocircumstancesshouldanattemptbemadetoextinguishthefire;firefightingwillbelefttotrainedpersonnel.Allfaculty,staffandstudentsaretoevacuatethebuilding.ElevatorsareNOTtobeused.Everyonewillusethefiretowersforevacuation.Facultyandstaffshouldinspecttheareaforwhichtheyhaveresponsibilitytoensurethateveryonehaspromptlyevacuatedthearea.Staffintheadministrativeofficesshouldlockofficedoorspriortoevacuatingthebuilding.Ifheavysmokepreventsyoufromreachingafireexit: 1. Response to an Emergency, Criminal or Threatening Incident Uponreceiptofacall,securityofficersaredispatchedtothelocationofincident.Simultaneously,theappropriateCollegeofficialsaredirectedtothescene.Iftheincidentinvolvesastudent,thesecurityofficerwillcontactStudentAffairs,whowilltakeappropriateaction.AllreportedincidentsareinvestigatedbytheCollegeandappropriateactionisinitiated,whichmayincludereferraltolocallawenforcementagenciesorimplementationoftheStudentCodeofConduct.Further,thecampuscommunityisnotifiedofsituationsthatposeathreattothesafetyandwell-beingofourcommunitythroughspecialnoticesormeetingscalledbytheCollegePresident.

ALCOHOL AND DRUG: SUBSTANCE ABUSESubstanceabusehasaharmfulandoftendevastatingeffectuponindividuals,familiesandourcommunities.Consequently,SchenectadyCountyCommunityCollegehasdevelopedasubstanceabuseprogramtoassistourstudents.Thissectionwasdevelopedtoprovideyouwithagreaterawarenessandunderstandingofthehealthrisksandsomeofthelegalsanctionsunderlocal,stateandfederallawsthatareassociatedwithsubstanceabuse.Inaddition,informationisprovidedtoidentifyvariouslocalagencieswhereassistanceservicesareavailabletothoseindividualswithsubstanceabuseconcerns.Duringtheacademicyearmanyprogramsandactivitieswillbepresentedtohelpyoutolearnmoreaboutanddealwithsubstanceabuse.

College Drug and Alcohol Policy • ALCOHOLICBEVERAGE.Exceptforappropriateclassroomactivitiesorapprovedstudentactivities,the

possessionand/orconsumptionofanyalcoholicbeverageisaviolationoftheStudentCodeofConduct. Possessionand/orconsumptionofalcoholicbeveragesbystudentsparticipatinginacollegecluborcollege sponsoredtriporanoff-campusactivityisalsoprohibited.

• DRUGSAND/ORDRUGPARAPHERNALIA.Possessionoruseofanyillegalcontrolledsubstance,drug,ordrugparaphernaliaisprohibitedandwillbereportedtolocalandstateauthoritiesandwillalsobesubjectto disciplinaryactionbytheCollege.TheCollegewillcooperatewithlocalandstateauthoritiesonanycasesof suspectedillegaluse,possessionordistributionofstate-controlleddrugs.

Overview of Local, State and Federal Alcohol and Drug LawsSchenectadyCountyCommunityCollegebelievesthatitisimportantforyoutoknowaboutthelawsagainstillegaldrugsandalcohol.Therefore,thefollowingisabriefoverviewoflocal,stateandfederallawsgoverningthepossession,useanddistributionofalcoholandillegaldrugs.Itisnotintendedasacompletelistingofeveryapplicabledrugandalcoholstatute.

Alcohol Laws: Open Container LawTheCityofSchenectady,likemanyothercities,townsandvillages,hasanordinanceprohibitingtheconsumptionoforpossessionofanopencontainerwiththeintenttoconsumeanalcoholicbeverageinanypublicplaceorinanyvehicle.Violationofthislawispunishablebyafineofupto$250orimprisonmentupto15days.Secondoffenseswarrantafineofupto$500andupto30daysofimprisonment.

New York Alcoholic Beverage Control LawNewYorkprohibitssellingorgivinganyalcoholicbeveragetoaminor(anyoneunder21)ortoapersonalreadyintoxicated.Aviolationofthislawcanbepunishedbyafineofupto$200,fivedaysinjail,orboth.Anyminorusingfalseidentificationtopurchasealcoholfacesamaximumfineof$100;orupto30hoursofcommunityservice;orparticipationinanalcoholawarenessprogram.IftheI.D.usedisaNewYorkstatedriver’slicense,theminorfacesa90-daysuspension.

NewYorkVehicle&TrafficLawItisamisdemeanorpunishablebyafineofatleast$350and/orimprisonmentforuptooneyear,plussuspensionand/orrevocationofyourdriver’slicense,tooperateamotorvehiclewithabloodalcoholcontentof1/10ofonepercent(0.1%).Multipleconvictionsresultinmoreseriouspenalties.

NewYorkVehicle&TrafficLawTherulesandpenaltiesfordrinkinganddrivingalsoapplytodrivingwhileimpairedbytheuseofadrug.

New York Penal LawMostcrimesinvolvingtheunlawfulpossessionanddistributionofdrugsaredefinedundertheNewYorkstatePenalLaw.ThePenalLawcontainsexhaustivelistsofvariouscontrolledsubstances,specifictypesofoffenses,andsanctionsrangingfromafineofnotmorethan$100toimprisonmentforlife.ExamplesofcrimesunderNewYorkstatelawincludeloiteringwiththeintenttousedrugs,usingorpossessingdrugparaphernalia,andsellingorpossessingactualcontrolledsubstances.Apersonwithnopreviousdrugormarijuanaconvictionsinthreeyearswhoisfoundguiltyofpossessinglessthan25grams(about9/10ofanounce)ofmarijuanaforprivateusemaybefineduptoamaximumof$100,whereasconvictionofpossessingevenonegramofacontrollednarcoticsubstancecanresultinimprisonmentforuptooneyear.Thecriminalsanctionsbecomemoreseriousdependingontheamountpossessedandwhetherornotitispossessedwiththeintenttodistribute.Forexample,possessionofevenonegramofa narcoticdrugwiththeintenttosellitisaClassBfelonypunishablebyupto25yearsinprison.ApersonwhoisconvictedofthesaleofmorethantwoouncesofacontrollednarcoticsubstanceinNewYorkstatecanbesentencedtoatermofimprisonmentforlife.However,thePenalLawalsoprovidesforavarietyofsanctionsdependingontheoffense.
