Preamble
As the economic landscape continues to change it has become increasingly important
that those responsible for the administration of public funds develop processes
through which funding lines are appropriately managed for the benefit of all.
The Institute of Technology Carlow has over many years focused on enabling
students’ access higher education and, in so doing, have currently a variety of
practices for allowing students meet their fee obligations. The Institute of Technology
Carlow has drawn from the THEA guidelines for the Collection of Student Fees in the
preparation of this document.
Through the development of these policies and procedures the group worked with the
understanding that national economic factors have directly influenced the everyday
lives and affordability of all members of society. While we acknowledge the economic
hardships that many students are facing, the Institute of Technology Carlow is also
dealing with reduced exchequer funding and therefore students have a role to play,
not only in paying their fees, but also ensuring they participate in the registration
process in a timely basis to help ensure the Institute receives the correct amount of
funding from the exchequer with respect to recoupment of fees through relevant
government schemes and also the recurrent grant.
Facilitating all students in the payments process is central to the success of the
collection of fees. Making provisions to allow a minority of students to pay in a non-
standard method will help ensure that the Institute of Technology Carlow maximises
the amount of fees collected and in turn the number of students participating.

Section 1
Introduction
This is an administrative internal procedure document.
This document sets out the policies and procedures of the Institute of Technology
Carlow for the collection of student fees.
The purpose of this document is to provide guidelines and procedures in relation to
the collection of student fees. The scope of this document extends to all fees and
charges due to IT Carlow by students to include tuition fees for full and part-time
programmes at all levels, student contributions, exam payments, repeat fees, library
fines etc.
It is imperative that the Institute of Technology Carlow collects all fees owing, and
shall to do so in a timely manner. However, the Institute is aware of the financial
strain that is placed on students particularly in difficult economic conditions and
therefore shall ensure that all processes and procedures are, in so far as possible,
sympathetic and understanding of the student’s personal circumstances.

Section 2
Policy
2.1 Policy
The Institute of Technology Carlow shall endeavour to collect all student fees in line
with these procedures. Facilitating all students in the payments process is central to
the success of the collection of fees.
A student with outstanding fees and charges shall not be permitted to register in a
subsequent year or teaching period as appropriate until such time as the outstanding
fees are paid in full. Students with fees owing to the Institute of Technology Carlow
shall not be permitted to sit examinations, shall not be able to access their results,
shall not be issued with academic transcripts or any other official credentials and shall
not be permitted to graduate.
The above policy is implemented through a process of “deemed withdrawal”, reference
section 7 for further details.
2.2 Liability
In all cases, the Institute of Technology Carlow considers the student to be solely
responsible for any financial liability to the Institute. Students who have a recognised
sponsor shall be liable for any unpaid tuition fee costs if the sponsor defaults on
payment in any given teaching period.

Fee Setting Authority
3.1 Legislation – Authority to Charge Fees
Regional Technical Colleges Act 1992 - Section 17
“The college may charge fees or admission charges and such other charges of
such amounts as may from time to time be determined by its governing body
subject to such conditions as may be specified by the Minister from time to time
for courses, lectures, examinations, exhibitions and other events held at or by
the college and for other activities including research, consultancy and
development work undertaken by the college.”
3.2 Setting of Fees
The Government, through the Department of Education and Skills and the Higher
Education Authority (HEA) determine the:
“student contribution” fee
fees for levels 6-8 full-time undergraduate programmes
apprentice programme fees.
Apart from the above, the Governing Body of the Institute of Technology Carlow has
prime responsibility for the setting and approval of all other academic related fees and
charges. The Governing Body delegates to the Senior Executive Team authority to
approve or vary academic fees within agreed parameters. The Institute of Technology
Carlow’s Senior Executive Team will publish the Fee Schedule for the coming
Academic Year by 1st July of each year- refer to Appendix V.
There are a number of academic related fees and charges applicable to students at
the Institute of Technology Carlow, these are set out in Appendix I along with those
who have the delegated authority to set and approve the fees.
3.3 Review of Fees
Fees are reviewed and approved annually.

3.3.1 Tuition Terms for Fee Paying Students
Where students commence their programme after start of term, for future years, the
Institute of Technology Carlow reserves the right to adjust annual tuition fees.
3.3.2 Correction of Fees
The Institute of Technology Carlow reserves the right to correct the fee charged to a
student in the event that an incorrect fee is notified as a result of error, incorrect
information being obtained at enrolment / registration or a change in student
circumstances which affects the fee due. A statement in such respect shall appear
on enrolment form.
3.3.3 Permanent Programme Transfers
Fee paying students undertaking a permanent programme transfer will be fee
assessed at the commencing rate of the new programme relevant to the year the
student transfers.

While this document is not a registration policy or registration procedure document,
student registration status and the collection of fees are intrinsically linked, it is
therefore important to have a high level overview of the registration process.
A list of Banner status codes is provided in Appendix II.

Collection of Fees
5.1 General
The Vice President for Academic Affairs & Registrar is ultimately responsible for
ensuring that student fees are collected.
The process for collection of student fees is facilitated by the following offices:
Finance
International Office
Lifelong Learning
Examinations
Admissions
Faculty/ Campus
Postgraduate Studies.
a) By engaging in the registration process the student understands that they become
liable for fees and charges incurred by them.
b) The student’s classification for fee purposes is determined upon registration. This
may be done on-line by Irish students. This is not applicable to first-time Non-EU
students paying via International office (see Section 11 of this Policy and
Procedure for Non-EU).
c) Non receipt of payment request/ invoice is not a valid reason for failure to make
payment by deadlines specified by the Institute of Technology Carlow.
d) It is imperative that the student understands that non-payment of fees will
necessitate withdrawal from the Institute of Technology Carlow and that they shall
be liable to pay any outstanding debt (including any awards unpaid by third parties).
5.2 Method of Receiving Payment for Fees Owing
IT Carlow can receive payment (in order of preference):

3. Bank Transfer (in the case of international students only – see Section
11 of this Policy and Procedure, Non-EU Learners)
4. Credit Card (in the case of Lifelong Learning students only)
Cheque and Cash payments are only accepted in exceptional circumstances
5.2.1 Receiving Payment by Installment – General Scheme
In line with HEA policy, the facility to pay by instalment shall be available to all students
as a general scheme in a minimum of two instalments. Defined instalment plans are
in place for fulltime postgraduate taught and Lifelong Learning undergraduate and
postgraduate students. See Appendix III.
5.2.2 Payment by Installment for Specific Programmes or Student Cohorts
The Institute of Technology Carlow may also offer a facility to pay in instalments
outside this general scheme where financial hardship may be demonstrated or for
specific programmes (including Lifelong Learning) or student cohorts (including
international students). Determination of eligibility of fulltime undergraduate and
postgraduate (taught and research) students for payment by instalment resides with
Academic Administration in conjunction with other Institute personnel as appropriate.
Academic Administration has documented procedures in place to manage the
process.
As per 5.2.1, where a student has been deemed eligible to pay by instalment and if
they miss their instalment payment date, penalties may apply, reference Appendix IV
for Schedule of Miscellaneous Fees and Charges.
5.3 Fee Collection Deadlines
All student fees are required to be collected by a specified due date. Failure by a
student to pay outstanding fees will result in the student having access to facilities at
the Institute of Technology Carlow suspended (IT, Library and Blackboard), being
denied entry to examinations and will result in the student being “deemed withdrawn”.
Final year students shall not be recorded as a graduate and no complete results or
complete academic record shall be issued, unless full payment of all outstanding fees
is made.

5.3.1 International Students
Please see Section 11 of this Policy and Procedure (Non-EU Students).
5.3.2 Government Payment “Undergraduate Free Fees” Scheme and other
Government Schemes
The Irish Government, through the Higher Education Authority determine the payment
arrangements available through the “undergraduate free fees” scheme and other
Government schemes, such as the “Labour Market Activation”, ICT Skills and
Springboard funds.
5.3.3 Student Grant Schemes
A single unified grant scheme for programmes was introduced under the Student
Support Act 2011. This is handled by Student Universal Support Ireland (SUSI).
However, for academic year, 2019/2020, students continuing to year 4 still apply to
their local authorities or VECs for a grant and these bodies will continue to deal with
renewal of existing grants on a wind-down basis.

(a) Recoupment of fees under relevant government schemes.
(b) Statistical return which will determine the percentage of the recurrent grant
received by the Institute of Technology Carlow.

Consequences of
Late Collection/Non Collection of Fees
All student fees and charges are required to be collected by a specified due date.
Failure of the student to pay fees and charges in full by the specified due date, without
prior notification to cite extenuating circumstances, may result in the immediate
withdrawal of services for that student.
Where a student continues to have outstanding fees and charges (i.e. student
contribution, tuition fees, fines, etc.) following the collection date specified by the
Institute of Technology Carlow, the student may be deemed to be “withdrawn”. As an
interim measure, the Institute shall continue to suspend access to facilities including
library, IT and online learning resources.
The deemed withdrawal will cause the following restrictions to apply;
a) Loss of access to library borrowing and other library services
b) Loss of access to the Institute of Technology Carlow’s computer systems,
including internet and email
c) Denied entry to examination centres
d) Loss of access to enrolment records, examination results and academic
transcripts
e) The inability to graduate until outstanding fees are paid
f) Cease to be a student (which may also affect a student’s visa where applicable)
Students that are deemed to be ‘withdrawn’, shall be informed of their status and that
if they make no further payment or do not contact the Institute of Technology Carlow
concerning their outstanding fees and charges, the withdrawn status will remain on
their student record.

Section 7
Deemed Withdrawal
7.1 Authority for Deemed Withdrawal
Authority for deemed withdrawal is provided in the Institute of Technology Carlow’s
Student Handbook:
”Any student who is liable to pay a fee but does not pay by the due date is by
force of these regulations deemed withdrawn, unless the deemed withdrawn
status is effected solely because of an Institute error.
Deemed withdrawn students do not have access to their full academic history.
While a fee remains unpaid the student liable to pay the fee may not obtain a
transcript of or other document relating to their academic record or have a
degree conferred upon them or receive an award.
A fee which is unpaid after the due date is a debt due and owing to the Institute
by the student who is liable to pay the fee, and the Institute may initiate recovery
action if the fee is unpaid, except where the outstanding fee results from an
Institute error”.
7.2 Reinstatement
Where a deemed withdrawn student seeks reinstatement to continue their
study/graduate at the Institute of Technology Carlow, or obtain academic transcripts,
they must pay all outstanding debt.

Refunds
In the event a student officially withdraws from a programme and/or a unit before
certain dates, a refund of some fees may be possible as indicated below:
8.1 Full Time Undergraduate & Postgraduate Programmes – withdrawal by
31st October
Where students withdraw from a programme by 31st October, the student
contribution/tuition fees already paid to is refunded in full, less a flat charge
administrative charge.
8.2 CAO Applicants
For any CAO applicants, fees paid are refunded or transferred where a student
subsequently takes up an offer from another Higher Education Institution or takes up
an Apprenticeship or re-attends second level in the same academic year. No
administrative charges apply.
8.3 Lifelong Learning Programmes
Fee refund or a percentage of same will only be given in the following circumstances:
A full refund will be given if requested in writing before the commencement of
the programme .
When a student leaves within two weeks of the start date of a short programme
(10-13 weeks), 70% refund of the programme fee will apply. Outside this two
week period there shall be no refund of fees.

For long programmes, i.e. those of one year duration or longer, a percentage
of fees refund will be given over the first nine weeks of the course programme
as per the table below. Thereafter there will be no refund of fees.

8.4 Programme Not Being Delivered
In the event that IT Carlow is unable to deliver a programme, students are offered a
refund of all money paid to date for that programme. Alternatively, students may be
offered enrolment in another programme. Students must choose whether to obtain a
full refund or accept a place on another programme.
8.5 Complaints and Appeals
In the event a student wishes to contest the Institute of Technology Carlow’s
rejection of their request for a refund, they shall have access to the Institute’s
Students’ Complaints and Appeals Procedure (available in the Student Handbook).
This Complaint and Appeal does not remove the right of the student to take further
action under Ireland’s consumer protection laws or to contact the Ombudsman
(http://www.ombudsman.gov.ie/en/).
8.6 International Students

8.7 Student Deferment or Withdrawal – Full-Time students
8.7.1 Student Contribution Charge and Tuition Fee
As outlined above, a refund of the total Student Contribution Charge and Tuition
Fee where applicable, less the flat charge administrative charge, will be made
where a student formally withdraws from the Institute of Technology Carlow by
the 31st October
A refund of 50% of the Student Contribution Charge and Tuition Fee where
applicable, less the flat charge administration charge, will be made where a
student formally withdraws from the Institute between the 1st November and the
31st January.
No refund will be made where a student withdraws from the Institute on a date
after 31st January.
The Institute of Technology Carlow shall consider applications for a refund of
fee where students have formally withdrawn after the 31st January in
exceptional circumstances
8.7.2 Deferrals
Where students have been granted a deferral, the Institute of Technology Carlow shall
retain fees paid and only collect any additional fees in the following academic year
when the student avails of the deferred place.
Where the student decides not to avail of the deferred place then the Institute of
Technology Carlow shall apply the Student Contribution Charge and Tuition Fee
refund policy.
Where a Withdrawal Form is submitted after 31st January and the last attendance date
is prior to this date, the Finance Department within the Institute must be informed.

Waiver of Fees
9.1 Policy
Fee waivers are authorised only in exceptional circumstances.
Students are informed that waivers are authorised only in exceptional circumstances.
9.2 Fee Waiver process
The Institute procedure in relation to waiver of fees is as follows:
1. The student is advised to submit a letter to the Head of Academic Administration
& Student Affairs or the Head of Lifelong Learning as appropriate, outlining the
circumstances for the fee waiver; they are also advised to submit documentary
evidence of the exceptional circumstances which might warrant a fee waiver.
2. Full-time Students
On receipt of the appropriate documentation an assessment of the case is
undertaken by the Head of Academic Administration and Student Affairs. The
Head of Faculty/ Campus/ Department of the student concerned is requested
to submit their written recommendation. A summary of the student history at
the Institute is compiled to include performance and attendance in the previous
Academic Year. The Head of Student Services may also be consulted.
3. Lifelong Learning Students
On receipt of the appropriate documentation an assessment of the case is
undertaken by the Head of Lifelong Learning. A summary of the student history
at the Institute is compiled to include performance and attendance in the
previous Academic Year.
4. A recommendation in relation to the Fee Waiver request is submitted to both
the Vice President for Academic Affairs & Registrar and the Vice President for
Corporate Affairs for approval.

5. When a decision is made, the student will be informed of the outcome by the
Head of Academic Administration and Student Affairs or the Head of Lifelong
Learning (as appropriate).

Section 10
Determination of Special Cases
Cases where the Policies and Procedures - Collection of Student Fees do not clearly
deal with an issue may be dealt with as follows:
10.1 General Interpretation
The Institute of Technology Carlow’s Vice President for Academic Affairs & Registrar
shall rule on any cases where the Policies and Procedures - Collection of Student
Fees do not clearly deal with an issue.
10.2 Specific Delegation
The Institute of Technology Carlow’s Vice President for Academic Affairs & Registrar
may decide the following in liaison with other relevant the Institute personnel:
a. Dispensation of charges/penalty fees
b. Special payment options
c. Examination entry.

Non-EU Learners
11.1 Introduction
Non EU learners are those whose nationality is from outside the EU, EEA or
Switzerland. For the purposes of this document, such students should be referred to
as Non-EU students.
11.2 Basis of Fee Rates
Different fee rates are charged to students based on two determining factors; (1)
nationality and (2) residency.
11.3 Fee Setting
Fee rates for each programme are set annually by the Governing Body of the
Institute, and are notified through a circular from the Vice President for Academic
Affairs & Registrar.
11.4 Fee Assessments
To determine the correct fee rate for a student a fee assessment may be undertaken
by officers of the Institute. Applicants will be requested to present certain
documentation, as detailed in this policy to verify that the correct fee rate is applied.
On completion of a fee assessment, each student will be issued a certificate
indicating the fee rate and the basis of this decision. It is the responsibility of each
applicant to present the required documentation in a timely manner as required by
the Institute.
Officers of the Institute can only make a decision based on the documentation
provided and thus incomplete documentation may result in an applicant being levied
a higher rate of fees.
Applicants may have their fee status re-assessed.

11.5 Basis of Fee Assessments
To undergo a fee assessment applicants will be required to provide a copy of their
passport, Garda National Immigration Bureau (GNIB) card and/or letters from the
Department of Justice to confirm that they are legally resident in Ireland.
Residency is determined by virtue of payment of tax and/or receipt of social welfare
payments. Thus, applicants may be required to provide proof of payment of tax or
receipt of social welfare benefit to confirm periods of residency within the EU. The
term P21 is interpreted to mean a certificate from the Irish Revenue Commissions
confirming payment of taxes, or an EU equivalent.
Applicants under the age of twenty three years (23) on the 1st of September in
the year of entry to the Institute may have their visa and residency status
assessed based on their parent's, spouse's or civil partner's status.
General Rules: A full description of all categories of immigration and residency
status for the purpose of a fee assessment is contained in Appendix III. Applicants
should make themselves fully aware of the immigration rules as apply at the time of
application as these are subject to change by the Immigration authorities. Therefore
applicants should not depend solely on the information contained in this document.
11.6 Nationality
Applicants who are in possession of a passport of an EU member state do
not require a visa to remain in Ireland. Passport holders of Accession States of
the EU, as notified in the EU Official Journal and EEA member states are treated
in the same manner as EU passport holders for fee assessment purposes.
Passport holders from all other countries are required to register with the GNIB if
they remain in Ireland for more than ninety (90) days and will be issued a GNIB card.
The GNIB card will bear a "stamp", usually a number, which indicates the basis of
the holder's right to remain in Ireland. This stamp is part of the basis on which the
holder will be assessed for fee purposes.
11.7 Naturalised lrish/ EEA Citizens
Applicants who become naturalised lrish/ EEA citizens before the 1st of
September in their first year of entry to the Institute are entitled to Free Tuition
Fees for the remainder of their study. Applicants who become naturalised lrish/

EEA citizens after the 1st of September will be eligible for Full Free Tuition Fees in
the following academic years for the remainder of their studies.
11.8 Residency
All applicants, regardless of nationality are required to prove they have been resident
in Ireland or an EU member state for three (3) of the five (5) years prior to entry to
their programme of study.
EU/EEA/Swiss nationals who have not been resident in the EU/EEA/Switzerland for
three (3) of the five (5) years preceding entry to a programme of study, but have
completed five (5) full academic years of study at primary or post-primary
level(s) within the EU/EEA/Switzerland will be charged the appropriate EU rate
of fees.
Acceptable forms of proof of residency are as follows:
A P21 Tax Certificate from the Irish Revenue Commissioners, or equivalent from
an EU member state. Any such document not in English must be accompanied by
a certified English translation.
A Self-Assessment Certificate from the Irish Revenue Commissioners, or equivalent
from an EU member state, for self-employed individuals. Any such document not in
English must be accompanied by a certified English translation.
A letter from the Department of Social Protection confirming receipt of social welfare
payments for specific periods, or equivalent from an EU member state. Any such
document not in English must be accompanied by a certified English translation
A letter from a post primary school principal certifying that the applicant has
undertaken all their post primary education in the school. Any such document not in
English must be accompanied by a certified English translation.
Registered students paying the Non-EU fee, whose visa status changes after the
commencement date of their programme, are permitted to have their fee status
reviewed (provided they satisfy the residency requirement). Applications for re-
assessment after this date will only be considered for the following academic year(s).

11.9 Instalments
In line with other policies of the Institute, all students may pay their fees in two
instalments. The availability of this facility to Non-EU students may change, without
notice, due to changes in regulations of the Irish visa authorities.
For Non-EU applicants, the first instalment must be a minimum of €6,000 before
registration. The balance of the total fee is due by 31st January of Semester.
Where a student pays the first instalment and subsequently leaves a programme no
refund will be issued.
All students are reminded that failure to pay the second instalment will result in loss
of access to facilities of the Institute, such as library, IT etc. late payment may incur
additional penalties.
11.10 Refunds
Where the applicant has been refused a visa to study in Ireland and, in cases where
it has been decided to appeal the visa refusal, where an appeal against the decision
has failed. A full refund of tuition fees should be given on submission of all original
documents and evidence of the refusal of visa to the International Office.
In the event that an offer of a place is withdrawn or the Institute is unable to provide
the programme, all tuition fees paid should be fully refunded.
A student, who fails to meet programme entry/progression rules and
accordingly, is not permitted to pursue the programme, should be eligible for a
refund of fees if paid in advance of notification of exclusion.
A notice of withdrawal due to exceptional circumstances may be accepted as
grounds for either a full or partial refund of fees, subject to the provision of
acceptable documentary evidence in support of the application for a refund.
Examples of Exceptional Circumstances

Inability of an applicant to obtain a student visa.
Refusal of entry by Irish immigration authorities at the point of entry
into Ireland, despite the student having a valid visa.
Recent certified serious illness or disability of the applicant or a close family
member (parent, sibling, spouse or child; this would not normally include a
grandparent).
Death of the student or a close family member (parent, sibling, spouse or
child; this would not normally include a grandparent).
Collapse of promised financial support or sponsorship of the student notified
before commencement of the programme.
Refunds are only paid when evidence is provided by the student that they
have returned to their home country and the student has provided evidence of
the cancellation or expiration of their study visa to Ireland.
Conditions Determining Zero Refunds
A student, who withdraws from a programme for whatever reason after six
teaching weeks, will not be eligible for a refund.
A student whose visa is withdrawn subsequent to the granting of a visa will
not be eligible for a refund unless there are extenuating circumstances.
Where an offer of a programme place was made on the basis of documents
which subsequently proved to be fraudulent or misleading the Institute may
reserve the right to retain the full fee.
A student whose entitlement to attend a programme is terminated due to
academic misconduct or antisocial behaviour within the Institute, will not be
eligible for a refund.
A student unable to continue or complete their studies because of having
been in breach of government regulations governing their immigration status
in Ireland will not be eligible for a refund.
A student, who is unable to continue or complete their studies because of
having been convicted of a criminal offence in the jurisdiction of the Republic
of Ireland, will not be eligible for a refund.

In accepting a place on a programme in the Institute, all students accept and agree
to be bound by the terms of this policy and any subsequent amendments.
Students will be provided with a link to this policy on their letter of offer.
Special Circumstances
In extenuating circumstances (including, but not limited to, extended periods of
illness, pregnancy, victim of a crime, repatriation due to family illness etc.) a student
may be permitted at the discretion of the Institute to carry forward fees to the
following year without any penalty.
In such circumstances, students must make a written case to the International Affairs
Manager outlining the case.
11.11 Fee Assessment Appeals
The appeals process provides for appeal by an applicant/student against decisions
in respect of a determination of Fee Status.
The grounds on which an appeal can be made are as follows;
The policy of the Institute was not applied correctly
The fee assessment came to an incorrect determination of fee status, based
on the published policies of the Institute and the information submitted by the
applicant/student.
Applicants/students are advised that should their visa or residency status change a
new fee assessment may be undertaken without recourse to this formal appeals
procedure.
Appeals Process
A written appeal must be sent to the International Affairs Manager, on or
before the 31st of October in the year of commencement of the
programme, or for continuing learners the new academic year.
The written appeal must include the fee assessment certificate issued by the
Institute and copies of all documentation previously submitted.

The International Affairs Manager shall notify in writing the appellant and the
Vice President for Academic Affairs & Registrar the decision as soon as
possible.
The decisions of the Appeal shall be final and binding on the Institute and the
appellant.
In support of government policy, students in receipt of a scholarship/fellowship
funded 100% by Irish Aid will be levied the EU rate of fees for their
programme of study.
11.12 Fee Negotiation
It is recognised that there may be negotiation in cases, such as dealing with
overseas governments, university partners and scholarship bodies. The Vice
President for Development and Research has discretion to agree fee rates in such
cases. Reduced fee rates must be notified in writing to the Vice President for
Academic Affairs & Registrar
11.13 Loyalty Concession
Institute of Technology Carlow students who have completed as least three years of
their undergraduate programme in the Institute, and have paid the non EU
rate of fees for that duration, are entitled to the same fee rate as applied to Irish and
other EU students if they progress to a taught postgraduate programme within
the Institute.
Where two members of a family undertake a full undergraduate programme of
study within the Institute, one of the two members is entitled to a fee discount of
20% of the published fee rates for the duration of their study.

11.15 Categories Immigration or Residency Status
Category 1 - Undergraduate Programmes of Study
To qualify under the Free Fee Scheme a student must meet the following three
criteria:
1. First Undergraduate Qualification: Application for study at Institute of
Technology Carlow must be the applicant's first undergraduate programme of
study.
2. Nationality Test: The applicant must be in possession of a valid EU
passport OR an original EU Birth Certificate OR an original EU National
Identity Card OR be in possession of Official Refugee Status OR be in
Ireland under the Family Reunification Scheme. Please note that EEA and
Swiss applicants are considered as possessing EU nationality in terms of
fee assessment.
3. Residency: The applicant must have been ordinarily resident in an E U
member state for at least three of the five years preceding their entry to
an approved third level programme.
Following direction from the Department of Education & Skills (14/03/2014),
applicants who fulfil requirements 1 and 2 above but do not meet the residency
requirement may qualify for the EU Rate of Fees.
To qualify for the EU rate applicants must have completed 5 years education to
Primary Level or Secondary Level in the EU/EEA/Switzerland but not been resident
for 3 of the last 5 years, within the EU/EEA/Switzerland.
PLEASE NOTE: While the Scheme uses the term "free fees" all students are
required to pay the appropriate student registration charge.
Special Exemptions
Free Fees (Level 8) will be applied to applicants that meet one of the following
criteria:
1. A child or spouse of Irish government officials on assignment outside
Ireland;
2. A child or spouse of officials of Irish semi-state agencies on assignment
outside of Ireland;
3. A child or spouse of Irish volunteer development workers, as certified by Irish
Aid/APSO. However, application for study at Institute of Technology Carlow
must be the applicant's first undergraduate programme of study and the
applicant must fulfil the nationality requirements above.

Residency Waiver Exemption for Official Refugee Status or Family Reunification
Scheme Applicants to Third Level Training (TLT), Level 6 or Level 7 programmes
are entitled to free tuition if they meet the following criteria:
Such applicants are entitled to free fees for level 6 or level 7 programmes if
they do not meet the residency requirement. However, it must be the
applicant’s first undergraduate programme of study.
Please note that the residency requirement is waivered in these cases for such
applicants applying for level 6 or 7 programmes but that the residency requirement is
not waived for such applicants applying for Level 8 programmes.
Category 2 - GNIB Stamp 1 Holders
Stamp 1 is issued to non-EEA nationals who have received an employment permit,
business permission or a working holiday authorisation. This is normally issued for
one year at a time and is often referred to as a Green Card.
