The consensus number for this is now down to below 10 per cent on account of the severity of the second wave of Covid-19. Existing shareholders of the company, funds managed by Ares SSG and General Atlantic, are also participating in the capital raise. They will pay ~390 per share for equity and war- rant transactions. This proposed transaction would also trigger an open offer by Pluto Investments to pur- chase up to 26 per cent equity shares of PNB HFC from public shareholders. The board has approved a capital raise of up to ~4,000 crore. The transaction is sub- ject to customary regulatory approvals as well as sharehold- er approval, PNB HFC said in a statement filed with BSE. In all, PNB HF will issue 102.56 million shares (including shares on warrant conversion) at ~390 each. The warrants are exercisable within 18 months of the date of allotment, the hous- ing financier said. GDP grows 1.6%... Real GVA in construction grew by a staggering 14.5 per cent in Q4, after growing 6.5 per cent in Q3. This mass-employment sector had shown the highest contraction in GVA in the first quarter of FY21, when a nation- al lockdown was in place. This could mean that the projects that were stuck during the lockdown and were reviv- ing during the unlock phase got expedited in Q4, reflecting strong growth, Pronab Sen, for- mer chief statistician of India, told Business Standard. “If new investments do not come in, which seems to be the case, then the construction pipeline may dry up and it may dent investments in the second and third quarters of FY22,” he said. Manufacturing GVA, too, rebounded strongly, growing the fastest in 11 quarters in Q4, at 6.9 per cent over the previous year. On the expenditure side, real consumer spending grew feebly in Q4, by 2.7 per cent over the previous year. As a result, real Private Final Consumption Expenditure fell 9.1 per cent for the full year FY21. Real Government Final Consumption Expenditure grew 28.3 per cent in Q4, backed by massive spending by the Centre in the March quar- ter, that included clearing of subsidy arrears. Unlike con- sumer spending, real invest- ments grew at 10.6 per cent. This took the investment rate, which is the rate of GFCF to GDP, above the 30 per cent barrier after almost six years, to reach 31.2 per cent of GDP. So far, tenders for the construction of a new Parliament building and the Central Vista Avenue have been flouted and projects have been awarded. While the Parliament building will cost ~862 crore, the cost of renovating the central vista avenue — a three-km stretch between Raisina Hills and India Gate — is pegged at ~477 crore. “It was being said that it’s a vanity project for which the government is spending ~20,000 crore during a pandemic. Further, some alleged that a ~13,000 crore ‘Modi-Mahal’ is being constructed. Not only are these figures arbitrary but also misleading as the prime minister’s residence is not only for the current PM but will be used by any future prime minister of the country,” he said. According to him, the plan of the PM’s resi- dence is not yet ready. “So how come the Opposition is saying that construction of the PM’s residence will begin from August?” Puri said the project would be the gover- nance architecture of India for the next 250- 300 years. Alok Sheel, RBI Chair pro-fessor in macroeconomics atthe Indian Council forResearch in InternationalEconomicRelations,said, "Theprovisional estimate of FY21GDP numbers are slightly bet-ter but unlikely to change thebigpicture.Thesenumberswillneedtobecounter-balancedbylikely downgrades of currentGDP growth estimates forFY22. The consensus numberfor this is now down to below10 per cent on account of theseverity of the second wave ofCovid-19. Thus, the overallrebound of the economythrough to FY22 is likely to belower, and the output lossgreater than what can be esti-mated from the IMF April’sforecast.”

In all, PNB HF will issue102.56millionshares(includingshares on warrant conversion)at ~390 each. Thewarrants areexercisablewithin18monthsofthedateofallotment, thehous-ing financier said.

Assuming the capital infu-sion (including warrants), thecapital adequacy ratio of thecompany will increase from18.7 per cent (as of March 31,2021) to over 28 per cent, thecompany said.

The crisis in services, how-ever, seems worrisome. Theyoccupy more than half ofIndia’s economy, and failed torevive even when most of theeconomywasopenedupintheJanuary - March period.Services GVA, excluding con-struction, grew by only 1.8 percent in Q4, followed by threequarters of contraction.

On the expenditure side,real consumer spending grewfeebly in Q4, by 2.7 per centover the previous year. As aresult, real Private FinalConsumptionExpenditure fell9.1 per cent for the full yearFY21. Real Government FinalConsumption Expendituregrew 28.3 per cent in Q4,backedbymassivespendingbythe Centre in the March quar-ter, that included clearing ofsubsidy arrears. Unlike con-sumer spending, real invest-mentsgrewat10.6percent.Thistooktheinvestmentrate,whichis the rate of GFCF to GDP,above the 30 per cent barrierafter almost six years, to reach31.2percentofGDP.

a “vital and essential” national project, UnionMinister Hardeep Singh Puri on Monday saida false narrative was being created over theredevelopmentplan.

A bench of Chief Justice D N Patel andJustice Jyoti Singhdismissedaplea seeking tohalt the project during the coronavirus pan-demic,sayingthepetitionwas“motivated”and“notagenuinePIL”. It imposedacostof ~1 lakhon thepetitioners.

Lashing out at those opposing the project,theminister of housing and urban affairs pre-sentedthegovernment’sstandonwide-rangingissues that have been discussed across plat-forms—fromtheestimatedcost of theprojectto the clearances it has secured.While the costof the entire project, to be completed in threephases,hasbeenestimatedbyvariousquartersat ~20,000 crore, Puri saidno suchassessmenthas yet beendoneby the government.

“We have not yet ascertained the total costof the project. The figures that aremaking therounds are surely incorrect. So far, only twoprojects have been tendered, whichwill cost alittle over ~1,300 crore,” he said.

So far, tenders for theconstructionofanewParliament building and the Central VistaAvenue have been flouted and projects havebeen awarded. While the Parliament buildingwill cost ~862 crore, the cost of renovating thecentral vista avenue — a three-km stretchbetween Raisina Hills and India Gate — ispegged at ~477 crore. “It was being said thatit’s a vanity project for which the governmentis spending ~20,000 crore during a pandemic.Further, some alleged that a ~13,000 crore‘Modi-Mahal’ is being constructed. Not onlyare these figures arbitrary but alsomisleadingas the prime minister’s residence is not onlyfor the current PM but will be used by anyfuture primeminister of the country,” he said.

According tohim, theplanof thePM’s resi-dence is not yet ready. “So how come theOpposition is saying that construction of thePM’s residencewill begin fromAugust?”

Puri said the project would be the gover-nance architecture of India for the next 250-300years.Asanoverhaul indelimitationisduein 2026, when the number of representativesat Parliament will be reassessed, the require-ment for a larger building with more seatingcapacity forMPswill be required.

Apart from Opposition leaders like RahulGandhi and Jairam Ramesh from the IndianNational Congress, nearly 60 retired IAS andIPS officers had written an open letter to thePMand Puri opposing the project. Today, Purilashed out at them, alleging that their movewas “motivatedwith ill-intensions”.

Thegroupof retiredbureaucratshadurgedthegovernmenttostoptheprojectas“construc-tion and redesign on the scale planned in theredevelopment projectwill significantly affecttheheritagenatureof thisprecinct,anddestroyit irrevocably.

Chief Minister MamataBanerjeeonMondaysaidshewasappointingWestBengal'sChief Secretary AlapanBandyopadhyay as anAdvisor for threeyears effec-tive from Tuesday, afterallowing thebureaucratwhowas ordered by the centralgovernment to report toDelhi, to retire.
