1 Background
1.1 Purpose and Scope
This publication has been compiled to complement the rules, regulations
and recommendations applicable to river transit, berthing and unberthing
of large tankers at Caledon West Wharf in Port of Dundee.
These guidelines for an integral part of the planning and operational
processes to manage marine risk.
1.2 Compliance
The importance of following these guidelines is emphasised and
divergence should only normally take place after consultation and
agreement between the Master or Pilot, Forth & Tay Navigation Service
and Harbour Master. However, it is recognised that rapid and sudden
change in circumstances make it necessary for the person on the spot to
take decisions in the light of these circumstances.
1.3 Definitions
Large Tanker: Large Tankers are defined as those with a length
overall exceeding 230 meters.

2 General Information
2.1 Caledon West Wharf
Caledon West Wharf lies within the Port of Dundee in that section where
Port of Dundee Bylaws apply.
The wharf is predominantly utilised for the import and export of Crude
Oil products from a shore based terminal operated by NYNAS.
2.2 River Transit
Via the buoyed channel marked on Admiralty chart 1481.
This follows the course laid down in the Pilot/Master Checklist and
Passage Plan.
2.3 Charts
All vessels must have onboard the latest edition, corrected and up-to-date
version of Admiralty Chart No.1481 or approved equivalents.
2.4 Port State Control
All vessels will comply with the reporting requirement for ships carrying
Dangerous and Polluting Goods.
2.5 Safety
All vessels operating at the berth must comply fully with the
requirements of the International Convention for the Safety of Life at Sea,
1974 (SOLAS) as amended.

Vessels operating at the berth must comply fully with the requirements of
the International Convention for the Prevention of Pollution from Ships,
1993 as modified
2.7 Operations
Operations carried out at this berth will be conducted in compliance with
the recommendations contained in the International Safety Guide for Oil
Tankers and Terminals (ISGOTT)
2.8 Personnel Access to and from the Berth
As Port of Dundee is an ISPS approved port all vessels berthed on Caldon
West Wharf must comply with ISPS regulations.
Access while a vessel is berthed is restricted by security cordons shown
on Appendix 1
2.9 Operational Planning
When scheduling vessel movements to and from the berth it is imperative
that during the planning process full account is taken of all pertinent
criteria such as prevailing and forecast weather, tidal conditions and other
river traffic.
Movements should be scheduled in conjunction with shipping agents,
Forth & Tay Navigation Service, Pilots and Harbour Master.

3. Pre Arrival Planning
3.1 Intertanko Standard Tanker Chartering Assessment
Questionnaire (Q88)
For vessel calling for the first time this will be submitted by the proposed
vessel agent. The Q88 will be assessed for suitability along the following
entries; documentation, Length/beam, certification, mooring equipment,
propulsion and bow thrusters capabilities, and recent operational history.
These details will be discussed with the Harbour Master and Dundee
Pilots and a response on suitability made to the Agents. An example of
this questionnaire can be found in Appendix 2
3.2 Maximum Draft Sheet
The draft of a tanker shall not exceed 8.84m, which is subject to tidal
restrictions. (Appendix 3)
On a monthly basis the Harbour Master will prepare and distribute to all
agents a data sheet detailing the maximum permissible draft for each high
water of that month. (Appendix 4)
3.3 Large Tanker Checklist
Once the vessel has been confirmed and a proposed Vessel Movement
Form (PVM) has been submitted, a large tanker checklist is produced by
the Harbour Master and distributed to;

The purpose of this checklist is to ensure all parties are made aware of the aspects of the proposed vessel arrival
and berthing.
This checklist contains the following details :-
Name, IMO number, VCN Number
Proposed date and tide of arrival together with maximum draft for that
tide.
Advice for Engineering department to checks winches and mooring
hooks
Advice to Operations department for the provision of a crane driver
for the Jones Crane (if available) to put the gangway on board
Advice to Boatmen regarding mooring boat and checking or mooring
points and messengers.
Advise Security Contractor for the guard to be in place for arrival and
cover in place until departure.
Advise Port Assistant regarding lights, signs, barriers, fencing and the
need to advise Nynas control room
An example of this checklist is found in Appendix 5
3.4 Pre Arrival Letter
The Harbour Master will prepare the pre-arrival letter for the master of
the incoming tanker (Appendix 6). This is placed onboard the inbound
vessel by the pilot, together with the mooring plan drawing (Appendix 1)
and gangway rigging drawing (Appendix 7).

4. Pilotage
All pilotage is carried out in accordance with Pilotage Direction No.3, or any
subsequent Pilotage Direction.

5. Towage
Towage should be ordered by the vessel’s appointed agent in accordance with
the Dundee Port Marine Guidelines, which detail the number of tugs required
according to vessel length and suggested bollard pull.
6. Weather Parameters
6.1 Visibility Parameters
Minimum visibility criteria for Large Tankers entering or departing the
Port of Dundee are;
6.2 Wind Parameters
Wind speed is for a steady wind, measured from the most appropriate
anemometer position. Anemometers are located at Buddon Ness, Port
Control, Tay Road Bridge and hand held.
No large tanker movements should be carried out if the sustained wind
speed is in excess of 25 knots.
6.3 Sea State
Consideration must be taken regarding the sea state when planning any
movements over the Tay Bar.

7.0 Moorings
The vessel’s mooring plan shall at least meet the minimum mooring
requirements and also comply with the Oil Companies International Marine
Forum (OCIMF) Mooring Equipment Guidelines.
