COMMUNITY DESCRIPTION

Portage Township is located in the extreme western part of Mackinac County and lies within the area described as T44N, Rl 1 Wand R12W. It is surrounded by Luce County on the north, Schoolcraft County on the west, Garfield Township (Mackinac County) on the east and Newton Township (Mackinac County) on the south. The total land area of the township is 72 square miles (46,080 acres), with 12.5 square miles (8,246 acres) of this area classified as inland bodies of water. The most notable feature of the township is the Manistique Lakes system which is located in the heart of the township and provides a beautiful, natural environment. (See Maps 1 and 2) There is one public swim access site.

Curtis, the only community in the township, contains more than half the population and most of the economic activities. The Curtis comn1unity has a seasonal economy, which relies heavily on recreational and tourist-oriented activities. The main economic activities include seasonal resorts, motels, restaurants, gift shops, retail sport sales and repair shops, gasoline service stations, general/party stores and logging. The unemployment rate vaded between 20.4% and 30.6% during 2009 and 2010. The average income is $34,013.

Most Portage township students attended Curtis Elementary School from Kindergarten through 4th grade and were then bused to the Junior ·High School and High School in Manistique, Engadine or Newbeiry. The school was closed (elementary) by Tahquamenon Area School district in May 2008 and was purchased by Portage Township in July 2009. The new charter school, Three Lakes Academy, chartered by Bay Mills Com1nunity College, opened in September, 2009. The school bµilding and grounds are owned by Portage Township and are used as a cormnunity hub for comn1Unity activities and adult extended learning when school is not in session. The Charter School is certified K-12, but currently is operating as a K-7.

A preschool, Three Lakes Coop Preschool} was opened in 2008.

The transportation system includes paved and gravel roads. The Manistique Lakes Road, Curtis Road, and County Road H33 provide excellent access to the township. There are no airports, bus lines or raikoad lines present. (See Map2)

The 2000 U.S. Census population for Portage Township was 1,055 - up from 890 in the 1990 Census. The analysis of the 2000 U.S. Census age distribution indicated that 3.8 percent of the residents were less than 5 years of age. Fourteen percent were between 5 and 20 years of age, 24 percent were between 21 and 44 years of age, and 58 percent were 45 years of age or over. The median age was 49.8. The racial distribution of local residents, according to the 2000 Census, showed 995 Whites (94.3 percent) and 36 American Indians and Alaska Native (3.4 percent). The balance of the population is Asian, African American or Hispanic. The 2000 Census reported 275 residents had some type of disability. A comparison of the retired portion of the population between 1990 and 2000 indicated an increase of29 persons (from 205 to 234) in the 65 years or more category. This increase was significantly lower than the reported difference between the 1980 and 1990 Census -- an increase of 69 persons. -(Appendix C)

CLIMATE

The climate of the township is similar to that of other parts of the Eastern Upper Peninsula. Snowfall averages 80" - 120" per year and precipitation annually yields about 30". Relief from freezing and sub-freezing temperatures usually lasts about four months; from June 1st to September 30"1.*

Major lakes in the Tovvnship include Big Manistique, South Manistique, and Black Creek Flooding. The largest creeks include Black Creek and Portage Creek. Wildlife and plants are common to all of the Eastern Upper Peninsula.

JURISDICTION

The jurisdiction of this recreation plan encompasses Portage Township; however, we recently have joined with neighboring Townships and Counties in planning non-motorized trails (Eastern Upper Peninsula Non-Motorized Investment Strategy).

In addition to local government cooperation, the local DNRE office (Newberry) provided information on local deer yard and migration routes in hopes protecting it and linking green space (Map 8). Portage Township also plans to join with the Seney National Wildlife Refuge, located to the west to increase bird-watching opportunities. Finally, the Township plans to open a free public beach, in town on South l\!ianistique Lake, with nearby parldng and restrooms. This beach will be the only public beach within twenty or more miles.

This plan has been prepared by the Portage Township Parks and Recreation Committee, with the assistance of the Eastern U.P. Regional Planning & bevelopment Commission, and includes all aspects of recteation.

ADMINISTRATIVE STRUCTURE

s The Parks and Recreation Conunittee consists of volunteers from the community, who are appointed and governed by the P01tage Township Board, which consists of a Township Supervisor, Treasurer, Clerk and two Trustees, all whom are elected by the public. The Committee came to be on June 13, 2006 as an advisory committee to review and update the recreation plan.

• The Township employs one person who maintains the parks on a regular basis.

• Relationship with Three Lakes Academy: The school and the Township share a playground and ball fields. The Township hosts, at the school, yoga and exercise classes, as well as asso1ted photography, adult enrichment classes etc. Three Lakes Academy has an environmental mission and the Portage Township Recreation Committee hopes to share in education and environmental projects. Other partnerships with the Charter School include the Seney National Wildlife Refuge, Pictured Rocks National Park, and Michigan Department of Natural Resources and Environment.

RESOURCE INVENTORY

Portage Township has an abundance of natural beauty. The two Manistique Lakes along with under-developed and un-developed land draws people from all over to live and visit the area. Hunting, fishing, birding, nature watching, water recreation, hiking, biking, and off-road riding are some of the inain reasons people come here. This remarkable beauty should be conserved as much as possible, and, when considering development, should be a focal point. For example, trees and vegetation should remain un-cut as much as possible. And, as it becomes available, green space should be acquired to maintain the natural beauty and habitat that the local people treasure so much.

PLANNING METHODS

SYSTEMS APPROACH to PLANNING

Curtis is a unique waterfront village nestled between South Manistique Lake and Big Manistique Lake. In town, it is approximately one-half mile between the lakes. Curtis has 787 registered voters, but the population

lb swells to as much as 15,000 for events such as the 4 · of July. The area is full of natural beauty, 'Nith less-developed woods which suppoi.t deer, raccoons, fox, coyotes, otter, mink, and countless bird species. The lakes and vegetation provide food and water, and many deer yard-up in the area in winter. The area is an important migration route.

Citizens reported in a recent survey (Appendix D), that they live here because of the natural beauty of the woods and water, and clean water is very important.

Just north of the Big Manistique Lake (five miles) lies Round ~ake, and just · to the south (fifteen miles) of the South Manistique Lake lies Lake Michigan. These lakes are very popular among boaters and fishermen, as well as home-owners and vacationers who rent lakeside establishments. Other than Lake Michigan, there is no free beach, and only one pay-to-enter beach (not in Portage Township). ·

The Recreation Committee has committed to working with the Department of Natural Resources and Environment to analyze the natural environment in order to connect green space and plan for the future development of the area. A new road will be very close to local wetlands.

The Recreation Com1nittee is working with the Eastern Upper Peninsula Regional Planning and Development Commission to develop bike and ski trails. Vacationers often bring bikes but are unable to bike or walk or sld into and around Curtis because of the lack of non-motorized routes. Bikers and other non-motorized travelers must share the roads with cars and other traffic, such as snowmobiles and A TV's. The lack of sidewalks creates a danger for travelers, as well as local residents. This includes children walking to school. Outside of Cmtis, non-motorized traffic is located on the highways.

The Recreation Committee plans to work with Seney Wildlife Refuge to provide development ideas for more opp01tunities for bird watching. Many people who stay in Portage Township while on vacation travel to local birding destinations, such as Whitefish Point and Seney National Wildlife Refuge. Portage Township has excellent birding areas, which may need improvements such as signage, boardwalks, pit toilets, improved accessibility, etc.

PUBLIC INPUT PROCESS

The methods used to solicit public input are: 1. Citizen's Survey in 2004 (see Appendix A) 2. Advertised Public Meetings. The advertised meetings occurred on:

The project priorities established in the Action Plan were based upon:

1. The results of the 2004 Citizens Survey (Appendix D). 2. The results of the public meetings held in 2009. 3. Parks and Recreation Committee's assessment of project feasibility

on a project by project basis. The feasibility analysis included operation and maintenance costs as well as construction costs.

4. Parks and Recreation Committee's observations on the use of existing facilities and maintenance of those recreational facilities.

A citizen's survey (Appendix D) was completed in 2004 for the purpose of assisting in the Portage Township master plan. Items that ranked high with residents in that survey that were relevant to the Parks and Recreation Committee included:

Portage Township Recreation Committee Minutes March 12, 2009

Chamberlain's Ole Forest Inn

Purpose of meeting: Public Comment Solicitation in order to write the 5-Year Recreation Plan.

Discussion began with pursuing a DNR Recreation Plan grant. The application is due by Aug. 3rd for land purchases and March 1 for land or development.

Wishes for Portage Township are: I. Kayak docks at both accesses (Stamper and Saw Wa Quato Parb) 2. Pavilion at the ball field. 3. Soccer Fields 4. Bleacher restoration at ball fields. 5. Gravel at ball fields. 6. Renovate tennis courts and add backboards, which will be removed in winter. 7. Boat launch improvements: Dredge a deeper launch and mark shallow areas with

buoys. 8: Renovate horse shoe pits at Recreation Area. 9. Purchase land in town for a public beach: Possibly Berry's Resort or Pete's Cove

Resort or 800' parcel on Big Lake. Questions raised why the DNR prohibits swimming at Saw Wa Quato Park. The DNR will be contacted.

I 0. Pmchase Lafond Parcel on Main St. for parking if Beny's Resort is purchased. 11. Non-motorized path tluu town, possibly extending it around the lakes thru a R:llls

to ride bikes. They bring them but can't ride because it is too dangerous. Many tourists come here to enjoy the natural beauty, and they want to hike, bike, kayak, etc.

• Pat Maclachlan of the Curtis Chamber of Commerce said tourists come with campers and bikes and want to ride.

o Bud Kolder representing the Curtis Cross Country Ski Trail wanted to know if we would tie into their trail system, which possibly could also be used in summer. Norm Abram is very interested in continuing to groom, and Foster's hardware may pay for part of a snowmobile for grooming which could be used on other trails.

• Bud and Kelly said people come looking for somewhere to ski a:i.d a ski rental. They have to refer th~m to Seney Wildlife Refuge because there is no where here to go. Curtis Ski Trail is not always reliable.

• We should work on getting some ski trai ls around town. • There is no way tluu town. It is extremely dangerous when traffic is going

both ways. Consider two logging tmcks passing: There is no room on the side of the road. Non-motorized traffic has no where to go. In swruner there is some shoulder in some parts of town, but in winter they are covered with snow.

• Also, snowmobiles and pedestrians share the same space along the shoulders. during winter.

o Could the lines in town be re-drawn to allow for a non-motorized path? • What about old railroad grades?

2. Birding • Bud and Kelly Chamberlain said birding is a huge tourism draw. Fishing is

down, but birding is huge. Many tourists stay in the Curtis area and go birding. From Curtis, people travel to Seney Wildlifo Refuge, Pictured Rocks, and Paradise. The Cwtis area is a big migration area and we should take

advantage of that. For example, Tahquamenon Falls Brewery opens a month early just to accommodate the birders passing by on the way to Paradise.

• Migration times are especially busy.

• It was suggested we do a joint venture with Seney Wildlife Refuge.

• The Black Creek Flooding might be a good birding area that could be developed with a boardwalk.

• Shoepac Creek would be a great area also.

3. Beach and Green Space • 800 feet of property on the Big Lake (between Chamberlain's and Doran's) is

for sale by a motivated seller. It is very nice property.

• Growth will continue to be huge in the area and should be planned for. We should put forth the best plan possible and include as much green space and pathways as possible. Maybe we should hire someone to come and give ideas as to what we might want for the future. Maybe Dave Kronk of the Pictured Rocks, who also teaches a parks and recreation course at Northern Mich. University could come for a nominal or no fee.

• Berry's Resort and Pete's Cove also make good options. Maybe we should apply for a grant to buy all.

4. Communication • It's hard to get the word out about events. A marquee by the post office

would be a good location. If not there, maybe by the hardware store.

• Newsletter which could be paid for by advertisers.

5. Non-motorized Trails:

• Local and Eastern Upper Peninsula (E.U.P.) maps were used to identify possible bike routes in order to make local routes in the Portage Township area, and routes which could connect to the E.U.P. system currently in the making. Representatives from the E.U.P. trail initiative will be at the Portage

Township Hall on April 14, 2009 from 3:00-7:00 p.m. to get public input on the trail system.

• Many local routes were identified, including: I. A route around the Big Manistique Lake. This would connect

many scenic roads within Portage Township, including Long Point and Shoepac Rd.

2. South on H33 to Scott's Point on Lake Michigan, looping back through North Gould City Road.

3. It appears there is no way around the South Manistique Lake due to wetlands and private property barriers.

4. There is no route east from Curtis, except Sandtown Rd. which is not good for biking.

6. Dog Park • Tourists bring dogs and want a place to walk them, according to Pam Clarlc, of

Log Cabin Resort. "Dogs must be on a leash and owners constantly ask where their dogs can run," according to Clark. Possibly the field behind the ball fields could be fenced. Dan Duberville may know where to get second hand fence at no cost. Also, maybe vets, dog medicine companies, groomers, pet stores, and kennels may donate money and advertise (sign on the fence) at the pruk

o Many people travel with their dogs. Should lodging facilities advertise that they are "pet friendly?" Pat Maclachlan, of the Chamber will E-mail businesses to see if they are interested.

7. Other • Virginia Witt has E-mail addresses of 80 parents who have children. Could ·

0 Geocaching is a worldwide tourism game that is becoming very popular. Players use GPS systems and coordinates to go to a destination. Using clues, they locate the object (sticker, guest book, etc.). This was taught in Michigan State University Extension's "Winter Break for .Knowledge" in Newbeny in . Mm·ch, 2009. Pat M. will fmd the presenter. Offer a course in early summer?

e Dining for fundraising, as seen on Channel 7. Could it feature Curtis?

• Community Jetter - working on communication. Michigan Works will pay minimum wage for a local student to work during the summer to help.

The attached Citizens Survey was mailed in July of 2004. The Commission mailed out a total of 450 units, about 30 percent of Township property owners. 200 responses were received, about a 44 percent return. A tabulation of the responses is enclosed. We were very pleased to have such a response, showing, that in our opinion, many of you have a sincere interest in the questions asked, and a concern about where future developments might take our Township.

· It is hoped that the Township Board will use the results of this Survey in their deliberations as they deal with the present and plan for the future.

This data will be included in the next update of the Portage Township Master Plan.

PROPOSED RECREATION PLAN

The Township of Pmiage, Mackinac County, MI is proposing to implement a Recreation Plan for

the township. There will be a public comment from July 1, 2010 through July 30, 2010. The township expects to schedule a public meeting to hear public comment on this plan on F1iday,

July 30 at 3pm in the Curtis Community Building, WJ 7353 Davis St., Curtis. Copies of the
