PRESENTATION
In the first years of the 80’s the Ministry of Energy and Mines, together with ELECTROPERU S.A. conducted studies to assess the hydroelectric potential nationwide. These works were made with the support of a technical cooperation granted by the former German Federal Republic.
As a result of that work a technical economical hydroelectric potential which could be used, calculated in 58 000 MW.
During the years that followed ELECTROPERU S.A. made preliminary, pre-feasibility and feasibility studies of some of the projects identified, such as the Molloco, Quishuarani, Chaglla, Marañón, Olmos Hydroelectric Power Plants, among others.
As from the 90’s with the enforcement of Law Decree N° 25844, Law for Electrical Concessions, the development of the studies of the hydro electrical projects was passed on to the concession holders who obtained the rights to conduct the electric generation activity.
On July 23, 2006 was published the Law N° 28832. This Law was enacted to ensure the efficient development of the electrical generation, in order that the actions necessary would be taken to foster the efficient competition in the generation market, as is established in its literal c) of article 2.
In this respect, according with the Fourth Final Supplementary Disposition of Law N° 28832, the Ministry of Energy and Mines, within its promoting function for new investments will have to implement the assessment of the national potential for hydroelectric projects and those from non conventional sources of energy, encouraging those produced with renewable energy, and put at the disposal of the future investors a portfolio of investment projects with profiles developed up to the pre-feasibility level.
To start the compliance of this command, it has been foreseen to compile information regarding the various hydroelectric generation projects which have been studies, or are presently being studied nationwide and which will permit the Ministry of Energy and Mines to elaborate a projects portfolio.
The following information corresponds to the hydroelectric projects and thermal power projects grouped according to their type of electrical right granted or requested, i.e., projects with final concession, with provisional concession and authorization, as well as those for which the requests of final concession, temporary concession and authorization are already in approval procedure. Also information regarding various projects, the studies of which were developed before the promulgation of the Electrical Concessions Law. Finally, is included information regarding aeolian projects, which may constitute generation options within the Nationwide Interconnected Electrical System and projects of high and very high voltage to extend the Nationwide Interconnected Electrical System (SEIN)

HYDROELECTRIC POWER PLANTS WHICH HAVE FINAL CONCESSION.
Projects with final concession for executing works and conduct the generation of electric energy activity are fourteen (14) as shown in Chart 1: Centauro I and III, Cheves, G-1 El Platanal, Huanza, La Virgen, Marañón, Morro de Arica, Pías 1, Poechos (2nd Power House), Pucará, Quitaracsa I, San Gabán I, Santa Rita and Tarucani.
HYDROELECTRIC POWER PLANTS WITH PROVISIONAL CONCESSION (UNDER STUDY) The projects with provisional concession for conducting studies related with the activity of generation of electric energy are twelve (12): Napo Mazán, Molloco, El Caño, Uchuhuerta, La Guitarra, Cheves II, Cheves III, San Gabán III, San Gabán II (Reinforcement works), Pias II, Rapay-Salto 1-Salto 2 and Pucará II. See Chart Nº 2. Currently, three (3) requests have been submitted to obtain provisional concession for the Chaglla, Lavasen-Cativen-Quishuar-Nimpana-Piñuto-Paraíso and El Chorro Hydroelectric Power Plants. HYDROELECTRIC POWER PLANTS WITH AUTHORIZATION Hydroelectric power plant projects with authorization to execute works and conduct the activity of electric generation are three (3) as shown in Chart Nº 3: Raura II, Carhuac and Paltic. Nevertheless, the majority of these plants are being managed by various regional directorates HYDROELECTRIC POWER PLANTS WITHOUT CONCESSION In this case are the following hydroelectric projects:: Machupicchu (second phase), Culqui, Pampa Blanca, Huascarán, Lluclla 2, Aricota N° 3, San Gabán IV, Ayapata, Olmos, Lluta, Camana, Quishurani – Phase I, Quiroz Vilcazán, Santa Teresa, Llamac, Tablachaca 2, Pirca. See Chart Nº4. HYDROELECTRIC POWER PLANTS PROJECTS WITH POTENTIAL FOR EXPORTATION TO BRAZIL OR OTHER COUNTRIES For the interconnection with Brazil or other countries, there are fifteen (15) projects among the most representative of more than 200 MW, located in the Atlantic Ocean Watershed. There projects have various degrees of progress, some of which have been studied individually and others have been integrally developed such as those of Middle Marañon River and Ucayali River (Ene –Tambo). These projects are Pongo de Manseriche, Cumba 4, Chadín 2, La Balsa, Chaglla, Rentema, La Guitarra, Man 270, Sumabeni, Paquitzapango, Tambo-Puerto Prado, Vizcatán, Cuquipampa, Ina 200 and Urub 320. See Chart Nº 5. At the end of 2007, the only plants which have provisional concession are Guitarra and Chaglla.

THERMAL POWER PLANTS WITH AUTHORIZATION The duly authorized thermal power plants are the following: Chilca, La Gringa I, Oquendo, Independencia – Egesur,. Independencia,. La Gringa II, Fraccionamiento Pisco,. Guayabal. See chart Nº 6. THERMAL POWER PLANTS WITH PROVISIONAL CONCESSION The thermal power plants with provisional concession for the conduction of studies are: Holex and Lennox. See Chart Nº 7.
WIND POWER PLANTS WITH PROVISIONAL CONCESSION The Ministry of Energy and Mines has granted nine (9) provisional concessions for the WIND POWER PLANT projects of Malabrigo, El Tunal, Parque Talara, Parque Ilo,. La Brea,. Parque Las Lomas, Parque Cuisnique, Chimbote,. Casma. See Chart Nº 8. WIND POWER PLANT PROJECTS WITHOUT CONCESSION Other WIND POWER PLANT projects are: Marcona, Los Perros de Sechura and La Sopladera. See Chart Nº 9. PROJECTS FOR GUARANTEED TRANSMISSION SYSTEMS The Ministry of Energy and Mines has foreseen the development of the following Transmission Line Projects: Chilca – Planicie – Zapallal 220 kV or 500 kV; Machupicchu – Cotaruse 220 kV; Mantaro – Caravelí – Montalvo 220 / 500 kV; Carhuamayo – Paragsha – Conococha – Huallanca – Cajamarca 220 kV and Corona – Carhuaquero 220 KV; Pucará – Tintaya – Socabaya 220 kV; Piura – Talara 220 kV and Independencia – Ica 220 kV. The project has final studies. This project uses the volumes of flow of the Chacapata, Juitush and Arma Rivers.
On September 18, 2006, Corporación Minera del Perú S.A. submitted a request to modify the Contract to extend the time of execution of the works and modify the technical characteristics of the plant due to force majeur, fortuitous case and technical –economical reasons.

Afterwards, with Supreme Resolution Nº 027-2003-EM Empresa de Generación Eléctrica Cheves S.A. was established as title holder of the concession and the term for the works execution was modified.. Finally, with Supreme Resolution Nº 078-2006-EM was approved the installed power of the plant from 525 MW to 160,4 MW, and in addition the extension of the works execution term. Currently, Empresa de Generación Eléctrica Cheves S.A. is making the procedures to obtain the right of way.

With Supreme Resolution Nº 130-2001–EM final concession was granted to Cementos Lima S,A, for the development of the electric generation activity in the future El Platanal Hydroelectric Power Plant which includes r G-1 El Platanal and G-2 Morro de Arica. Further on, with Supreme Resolution Nº 036-2003-EM was approved the fractioning of that concession in two concessions, one of them G-1 El Platanal Hydroelectric Power plant with 220 MW de installed power. Also, with Supreme Resolution Nº 053-2006-EM was approved the transfer of the concession of G1 El Platanal in favor Compañía Eléctrica El Platanal S.A. Finally, with Supreme Resolution Nº 053-2006-EM was approved the extension of the term for works execution. Currently, the plant is being constructed.
• PLANT CHARACTERISTICS
The First Phase of the integral project in the basin of Cañete river, that is, G1 El Platanal Hydroelectric Power Plant, will have regulating reservoirs in the Paucar Cocha lake, with a volume of 70 x 106 m3 and the hourly regulating reservoir in the intake Capillucas of 1,75 x 106 m3.
In its first phase, the project considers the installation of a plant 220 MW with the following characteristics:

The Huanza Hydroelectric Power Plant project has feasibility level studies and final concession granted on July 12, 2001. With Supreme Resolution N° 061-2005-EM Concession Contract N° 179-2001, celebrated between the Ministry of Energy and Mines and Empresa de Generación Huanza S.A. was modified and its new works schedule indicates as starting date November 13, 2007 and the date of commissioning February 13, 2010.
• PLANT CHARACTERISTICS The project uses the volumes of flow of Palca river which come from its own basin and those of the Marcapomacocha basin which are derived through the Trans-Andean Tunnel. The main works which are part of the project are:
Intake line Pallca-Coluta which includes an intake from the mobile diversion dam, a daily regulation of 195 000 m3, an intake-conduction channel 13,7 m3/s regulating capacity and 9,52 Km long, with tunnel 0,708 km.
Intake line Collque-Coluta, intake of 1,00 m3/s at Coray and one impounding dam 30 000 m3, a conduction in low pressure pipe of 4,7 km and 2,1 m3/s regulated volume of flow.

OLMOS HYDROELECTRIC POWER PLANT

• PROJECT SITUATION The development scheme of the Olmos Project is based on the intake, regulation and transfer of the hydro resources of Huancabamba River and of the other rivers of the Amazon basin for use in the generation of hydroelectricity and their further use for the irrigation of the lands of the Lambayeque Region, in the basin of the Pacific Ocean.
The project has been foreseen in three concessions component: Transfer tunnel, hydroelectric power plants and, finally, Works for Conduction and Distribution of Water. It should be mentioned that the execution of the first concession has started in the month of March of the year 2006 and it has a culmination date of March 23, 2010 and is in charge of the company Consorcio de Transvase Olmos (CTO).
Development of the Project is based on the Feasibility and Final Studies of the Olmos Project developed by the Soviet companies "Technopromexport" and "Selkhozpromexport", for the Peruvian State.

SOLEOL has a concluded pre feasibility study, and foresees to make wind velocity gauging at 20 m, 30 m and 40 m in the project site during two years has informed that the negotiations to obtain a PPA (Power Purchase Agreement) have been started and the financing requirements for the project have been identified..

These installations will permit to evacuate the additional generation that is foreseen to be installed in Chilca and in addition to cover the city of Lima’s increase of demand, through La Planicie Substation, which will be connected to the Los Industriales Substation of the Luz del Sur System.

INDEPENDENCIA – ICA 220 KV TRANSMISSION LINE • LOCATION

• PROJECT SITUATION
The project is in the process of approval for its inclusion in the Transitory Transmission Plan.

• PROJECT CHARACTERISTICS
Voltage : 220 kV Length : 55 km Transmission capacity: 140 MVA The installation of a new line between Independencia and Ica is urgent and has priority, because the transmission capacity of the present line is insufficient to cover the demand of the mid south. The new line will permit to avoid the congestion problems and/or rationing which would be presented at short term, and also will improve the reliability of the service.
