FOREWORD
County Wexford has a significant ageing population with 18,367 people,agedover65,livinginthiscountyinthe2011censusandthisispredictedtorisefurtheroverthecomingdecade.
Inresponsetothesestatistics,theWexfordAgeFriendlyCountyAlliancewas formed in 2015, representing a wide number of organisations inCountyWexford.
In2017,wewillpublishan ‘AgeFriendly’strategyforWexford.This isasignificantnewstepforusandthisstrategywilloutlinetheactionsthatwillbeundertakentoimprovethequalityoflifeforolderpeoplelivinginruralandurbanareasoverthenextfiveyears.
These actions have been identified through extensive consultation witholder people across the county. We have listened to your views andacquiredanunderstandingofyourneedsinareassuchashealth,housing,transport, personal safety, the built environment, social activities andaccesstoinformation.
Furthermore,WexfordCountyCouncilhascommissionedstatisticaldatato gain an insight into demographic trends around the county. The ‘All Island Research Observatory’ published a comprehensive report whichillustratedthatthe‘65plus’cohort increasedby20%between2006and2011whichwasthe5thhighestnationally.Thisreportidentifiedthatthisagegroupexperiencedthegreatestgrowthoverthisperiod,highlightingthesignificantdemandonnewolderpeopleservicesthatwillberequired.

1SECTION1:INTRODUCTION
ThissectionprovidesthebackgroundandrationalefortheHealthyandPositiveAgeingInitiative(HaPAI)andsummarisestheapproachthatisbeingtakentodevelopnationalandlocalindicatorsofHealthyandPositiveAgeing.
Theconceptualframework,basedonthegoalsandobjectivesoftheNationalPositiveAgeingStrategy(NPAS),isalsooutlined.ThelinksbetweenthisstrategyandtheAgeFriendlyCitiesandCountiesprogrammeisbrieflydiscussed.Finally,somedemographicdataforCountyWexfordispresented.

Asweenteraperiodofrapidpopulationageing,itisbecomingincreasinglyimportanttodevelopevidenceaboutthehealthandwellbeingofolderpeopleinordertoinformpolicyatnationalandlocallevel.Suchevidencecanalertustopossibledifficulties,facilitategreaterlong-termplanning,andensurethatwemaximisethepotentialofallolderpeopleinourcommunities.
TheNationalPositiveAgeingStrategy(NPAS)wasdevelopedfollowingextensiveconsultationwitholderpeopleandtheirrepresentatives.Publishedin2013,itsetsoutavisionforIrelandas:
“…asocietyforallagesthatcelebratesandpreparesproperlyforindividualandpopulationageing.Itwillenableandsupportallagesandolderpeopletoenjoyphysicalandmentalhealthandwellbeingtotheirfullpotential.Itwillpromoteandrespectolderpeople’sengagementineconomic,social,cultural,communityandfamilylife,andfosterbettersolidaritybetweengenerations”.
ThestrategytakestheWHO’sActiveAgeing–APolicyFramework(2002)asa‘theoreticalunderpinning’andcallsforactiononthreefrontsbydefiningactiveageingas“aprocessofoptimisingopportunitiesforparticipation, healthandsecurity”(NPAS,2013).
ArisingfromthepublicationoftheNationalPositiveAgeingStrategyandHealthyIreland,theDepartmentofHealth(DOH)isleadingajointnationalprogrammewiththeHealthServiceExecutive(HSE)andAgeFriendlyIreland(AFI)-theHealthyandPositiveAgeingInitiative(HaPAI).

ENSURING WE MAXIMISE THE POTENTIAL OF ALL OLDER PEOPLE IN OUR COMMUNITIES
1.1
Indicatorscanplayavitalroleintheidentificationoftrendsandissueswhilecontributingtotheprocessofprioritysetting,policyformulation,andtheevaluationandmonitoringofprogress.TheHealthyandPositiveAgeingInitiativehasdevelopedanindicatorsframeworkstructuredaroundthethreegoalareasofParticipation,Health,andSecurity.Anumberofobjectiveshavebeenidentifiedwithineachgoalarea,eachofwhichwillbeassociatedwithanindicator(s)wherepossible.TheNPASalsoidentifiestwocross-cuttingobjectivesrelatingtoageismandinformationprovision.
HealthyIreland,thenationalframeworktoimprovethehealthandwellbeingofthepopulation,hasidentifiedfourhighlevelgoalsand64actionsgroupedundersixbroadthemes.ImplementationoftheNPASisanessentialpartofthevisionforcreatingasocietyinwhich“everyindividualandsectorofsocietycanplaytheirpartinachievingahealthyIreland”(HealthyIrelandGoal4).
1.2 DEVELOPMENT OF NATIONAL INDICATORS

UnderthethreepillarsoftheNationalPositiveAgeingStrategy(NPAS),fourgoalshavebeenidentified(seebelow).TheHaPAI/AFCCsurveyaskspeoplefortheirviewsonmanyofthekeyactionareasidentifiedintheNPASundereachofthefourgoals.
ThroughtheAgeFriendlyCitiesandCounties(AFCC)programme,localauthoritiesbringtogetherdiverseorganisationssuchasAnGardaSíochána,theHSE,Universities,keyNGOs,transportandserviceproviderstostreamlinetheirwork,withtheinterestsandneedsofolderpeopleattheirheart.Theprogrammedevelopslocalmulti-agencyplanningstructures,whichconsultwitholderpeopletodevelopintegratedcityandcountystrategiestopromoteandadvanceolderpeople’shealthandwellbeingacrossIreland.
TheAFCCprogrammehasbeenidentifiedbytheNPASasbeinganimportantapproachtoimprovingthelivesofolderpeoplethroughoutthecountry.InordertointegratetheAFCCprogrammewiththeNationalIndicatorsprogramme,theHaPAIprojectisdevelopingindicatorsthatarerelevanttoboththeimplementationoftheNPASandtheAFCCprogramme.
Manyofthenationaldatasourcesdonotprovideanyinformationonthelivesofolderpeopleonacountybycountybasis.Toaddressthisgap,theHaPAIprojecthascarriedoutlocalresearchusingasinglerandomsamplesurveyinanumberoflocalauthorityareas.TheresultsofthesesurveyswillbeusedtoinformpolicydevelopmentandserviceprovisioninparticipatingAgeFriendlyCityandCountyprogrammes.
ThisreportsetsouttheheadlinefindingsofthesurveycarriedoutintheCountyWexfordarea.Arandomsamplesurveyofoverfivehundredpeopleaged55andoverwascarriedoutintheareabetweenJulyandOctober2015,andfurtherdetailsofthemethodologicalapproachcanbefoundinSection3.

Thegrowthofthepopulationage65andoveraffectsmanyaspectsoffutureplanningforsociety,byhealthcareproviders,policymakersandothers.Inordertoplanforandmeettheneedsofalargerolderpopulationitisimportanttohaveanaccuratepictureofrecenttrendsandfuturepredictions.
The2011Censusfoundtherewasatotalof535,393peopleaged65andoverinIreland(CSO,2011).ThisproportionislowerthantheEUaverageof18.2%(Eurostat2013).Incontrast,ItalyandGermanyhavenearlyafifthoftheirpopulationaged65andover.
By2041,therewillbe1.4millioninIrelandaged65andover-threetimesmorethantheolderpopulationnow.Thisoldergroupwillmakeup22%ofthetotalpopulation,comparedto11.7%ofthepopulationin2011(CSO,2013).Thetotalpopulationaged70andoverissettodoublefromapproximately359,000tojustover705,000in2046.

As County Wexford is a mostly rural area, many people in the survey reported that services were not available in their local area (10-15 minutes’ walk from their home). Supermarkets and other shops and a community centre or other venue where you can meet friends were most likely to be available. Cinema or other entertainment and full banking services were the least likely to be available.
Most people who lived in the open countryside and villages felt that these aspects of the built environment did not apply to their local area. The rates of dissatisfaction below only include those who thought that each aspect
was relevant to them (between 37% for traffic lights and 69% for paths/pavements).

STUDY POPULATIONAND SAMPLE
Thetargetpopulationforthissurveyincludesallcommunity-dwellingmembersofthepopulationaged55andolderinCountyWexford.Thissampledidnotincludepeopleaged55andolderwhowereinlong-termcareorlivinginaninstitutionatthetimeofsurvey.Amultistagerandom-routesamplingstrategywasusedtogenerateasampleofthispopulation.Thissamplingapproachinvolvedseveralsteps.
Firstly,arandomsampleof50DistrictElectoralDivisions(DED)inCountyWexfordwasselectedastheprimarysamplingunits(PSUs).WithineachselectedDEDastartingaddresswasselectedatrandom.Beginningwiththisaddressatotalof10interviewsweretobecompletedineachofthe50areas.
DetailedinformationontheapproachthatinterviewerstooktoidentifyeligiblehouseholdswithineachareaforthesurveyisprovidedinAppendix1.Insummary,fromtheirstartingaddress,interviewerscalledtoeveryfifthhouse.Theintervieweraskedtospeaktoapersonaged55yearsorolderinthehousehold.Onepersonaged55orolderperhouseholdwasinvitedtocompletetheinterview.Ifthereweretwoormoreolderpeopleinthehouseholdthentheinterviewerappliedthe‘nextbirthday’ruletoselectoneparticipant.
FIELDWORK ANDRESPONSE RATE
Atotalof502interviewswereconductedwithparticipantsaged55andolder.Interviewswereconductedin2015.
Theresponserateistheproportionofselectedhouseholdsthatincludedaneligibleparticipantwhocompletedaninterview.Interviewersvisitedatotalof648eligiblehouseholdswhereapersonaged55andolderwasresident.Afurther280householdswerevisitedbuteligibilitytoparticipateinthesurveywasnotdetermined.Basedontheproportionofeligiblehouseholdsidentifiedfromthenumberofhouseholdsvisited,wecalculatedthat233ofthese280wouldhavecontainedapersonwhowaseligibletoparticipate.Weincludedthesehouseholdswhencalculatingtheresponserate.Atotalof501interviewerswerecompletedfrom881households,witharesponserateof57%.%.
DATA COLLECTIONMETHODS
EachparticipantcompletedastructuredComputer-AssistedPersonalInterview(CAPI)intheirownhomewithatrainedinterviewerfromAmárachResearch.Theinterviewcontainedquestionson:age-friendlypublicspaces;experiencesofdiscrimination;housing;safetyandsecurity;healthyageing;healthandsocialservicesutilisation;

participationineducationandlifelonglearning;activecitizenshipandvolunteering;socialandculturalparticipation;transport;andaccesstoinformation.Participantswerealsoinvitedtocompleteanadditional,separate,paper-basedsurveyonpotentiallysensitivetopics.Thisincludedemotionalwellbeingandelderabuse.Thisdatawillbeavailableattheendof2016.
ANALYTIC STRATEGY
Thisreportpresentsdescriptivedatafromthesurvey,includingpercentagesandaveragevalues.Ingeneral,theresultsfocusonthepercentageofpeopleaged55+whocanbeclassifiedintoacertaingroup,forexample,thosewhoreportdifficultyaccessingspecificservices,orwhovolunteer.Inasmallnumberofcasesparticipantsdidnotrespondtoasurveyitem.Theseparticipantsareexcludedfromtheresultsforthatsurveyquestion.Acrossallsurveyquestions,nomorethan15%ofparticipantsweremissingaresponse.
PRESENTATION OF THE RESULTS
Throughoutthereportresultsarereportedfordifferentagegroupsandgenderinordertoillustratekeydifferencesbetweengroupsinthepopulationaged55andolder.Resultsare,inthemain,reportedfortwodifferentagegroups:55-69;and70+.Otheragegroupsarereportedwhererelevant.Forexample,uptakeofthefluvaccineisreportedforthetargetagegroup(age65+).
NATIONAL BENCHMARKS
Thereareanumberofnationalstudieswhichcollectdatathatissimilartothisstudy.TheseincludetheCensus,TheIrishLongitudinalStudyonAgeing(TILDA)andtheEuropeanQualityofLifeSurvey(EQLS)andtheSurveyofIncomeandLivingConditions.Whereapplicable,wehavereportedthisnationaldataasacomparisonorbenchmarkforthelocaldata.
WEIGHTING
TheresponseratefortheCAPIinCountyWexfordwas57%.Responseratestypicallyvaryamongdifferentgroupswithinagivenpopulationsuchasdifferentagegroupsorlevelsofeducation.Thisvariationcanleadtobiasedestimateswhenreportingresults.ThisanalysisincludedtheapplicationofsampleweightswhichcorrespondedtothenumberofpeopleinthepopulationofCountyWexfordthatwererepresentedbyeachsurveyparticipant.WeightswhichwereappliedtothesurveysamplewereestimatedusingtheCensus

Inrelationto‘non-response’interviewersrecordthetimecalledat,andthetimesatwhichtheycalledback(upto4timesondifferentdaysandtimes).Theyalsorecordthefinaloutcomeafterthe4attemptsi.e.noteligibleduetoage,refused,interviewcompleted,orcouldnotcontactafter4attempts.10%-20%ofinterviewsandadherencetorandomroutearevalidated.
