I hope everyone is having a wonderful summer! As our usual great summer weather is with us, we must also remember to be aware of the drought. Unfortunately, some residences look as though there is no drought. Please be aware of the watering restrictions for landscape (only twice per week, only at night, and not enough to produce run-off). Our landscape manager Susan Friedman always has helpful tips for landscape watering (see Landscape Corner). With any luck, the major El Niño that is supposed to be forming in the Pacific will produce a very wet winter. As they say . . . stay tuned. Around the association, maintenance projects are always keeping us busy – especially our maintenance manager Patrick Teffs -- in case you didn’t know, Patrick was the Hayward Fire chief (now retired). We recently improved the Cabana pump room with a divider to section-off the pump and chemical equipment – more on that in the pool report. Don't forget to lock your cars. I have been made aware of two instances w h e r e cars parked in the driveway have been broken into during the night. The vehicles were accidentally left unlocked by the owners. Nothing was damaged, and the only thing taken were the garage door remotes. Presumably this is so the thieves can return at a later time and have easy access to the home. If this should happen to you, make sure you change the remote codes on any remaining or new garage door remotes right away. This will make the stolen remotes useless and help keep the thieves out of your home.

The fence along the Bishop Ranch open space will be replaced soon. The south side is controlled by the EB regional Parks, and the north side is ours. We’ll match the fence on the south side. And finally, video. The police continue to tell me that video is very helpful when it comes to solving all kinds of crime. High resolution is better than a low resolution picture. Enough resolution for face recognition is best. Again I ask residents to coordinate with their neighbor across the street, and help each other watch each other’s house. I’ve been asked if you can have another person’s house in you security video (without permission). I asked that question of our HOA attorney. Here’s the answer: The law says you cannot video someone where they have a expectation of privacy. So a camera looking into their backyard you cannot do. However, no one has an expectation of privacy standing on their front lawn. Nor do you have an expectation of privacy if you stand in front of your bedroom window with the curtains wide open. Use common sense, but don’t be afraid to capture video across the street from you house. Enjoy the rest of your summer, and I’ll see you at the pool!

2015 Continues to be a strong seller's market driven by low inventory, and strong buyer demand. Properties are selling quickly, and most are going higher than asking. The sales that have the biggest impact on us are the homes that sell in our neighborhood. I have compiled a list of homes that have sold in Bollinger Hills this year, along with the current active and pending listings.

Let’s GO PAPERLESS

Currently we have less than 40 homeowners who wish to go paperless and not receive a statement for each billing cycle. They received an email with a statement attached to let them know the dues and when they are due.

Just give us authorization in writing (an email) and we will no longer send statements. You only need to make sure you send us $240 each January 1 and July 1. Help us keep your dues low and be green at the same time.

You can send an email to [email protected] or send us a note by US Mail. You can drop that note in my mailbox at 309 Mare Lane.

Also, let us know what else we can do to make paying your dues easier.

The BHHOA Architectural Review Committee (ARC) must approve any architectural or landscaping change that impacts the view of your property from the street.

The ARC is the review and approval point for modifications of structures and landscaping. The review process ensures that property values are maintained and the character of the neighborhood is preserved. At a time when many residents are upgrading their homes, it is especially important that architectural review controls be in place to preserve the high property values we all enjoy.

The above is a list of investments. Cash balances are invested in a money market accounts and CD’s at present. We can invest them in treasury bills and notes, money market funds and certificates of deposit as long as we do not incur capital risk. We maintain $336k in reserves for capital improvements and major repairs. We have another $205k in operating and planned spending funds. While there seems to be a large amount of funds in the treasury we have found this year that many of our assets like the sound walls and other structures have deteriorated over the years. These will certainly need to be repaired in some cases and replaced in others.

Dues are due on the first day of each January and July. They are delinquent on the 30th of each of those months as stated in the COLLECTION POLICY. It is important that each homeowner pay his/her dues promptly to enable our Association to continue providing service at low cost and to avoid being charged fees for untimely payments.

We have some repair and improvement projects planned for the next one to five years. If you would like to know about these or be involved, please notify us at [email protected].

Stage 4 - Critical Drought

Because of dismal rain levels and melted snowpack, EBMUD declared a Stage 4 critical drought and set a community-wide goal to reduce water use 20% compared to 2013. For customers this means striving for 35 gallons per person per day indoors and following new water use rules. Since conservation alone is not enough, EBMUD must supplement normal water supplies with water from additional sources. Currently, EBMUD's reservoirs combined are about half full.

The new rainfall year began on July 1; watershed precipitation numbers are calculated from that date. Because July is normally dry with an average monthly precipitation of only 0.24 inches, the small amount of rainfall we received appears well above average. 

Mandatory water restrictions in effect

What's required for everyone:

• Strict limits on frequency: water no more than two days per week with no

runoff.

• Strict limits on times: water only before 9 am or after 6 pm.

• No watering allowed within 48 hours of measurable rainfall.

• No watering of ornamental turf on public street medians allowed.

• No washing of driveways and sidewalks; except as needed for health and safety. • Use only hoses with shutoff nozzles to wash vehicles.

• Turn off fountains or decorative water features unless the water is recirculated. 

• Use of hydrant water outside the EBMUD service area is prohibited.

• Use a broom or air blower, not water, to clean hard surfaces such as driveways and

sidewalks, except as needed for health and safety purposes.

What's required for businesses:  • Restaurants and other food service establishments can only serve water to

customers upon request.

• Hotels and motels must provide guests with the option of not having their towels and

linens washed daily.

Pool News

Summer is definitely here and the pool is in full swing. This year we have a new computerized pool chemical management system to help us keep our pool chemistry in perfect shape. As I mentioned before, this the first year without lifeguards, and we’ll evaluate how that went at the end of the pool season. If you are a pool user, we’d like your feedback. Please send me an e-mail at [email protected]. I also ask all the adults at the pool to please help if you see teenagers acting-up. It’s your pool too – it belongs to all 538 homeowners. If you see someone breaking the rules, please say something. You can also call me (my cell is posted on the pool bulletin board).

The pool usually closes at the end of September, but can be adjusted for exceptional weather – I’ll post the exact date on the pool gate. Enjoy the rest of the summer and I’ll see you at the pool!
