Summit Report

The Great Rift Valley ICT Summit 2013 (GRV ICT) organised by Entico Events opened on the

17th and 18th July, 2013 and far exceeded all expectations. Having taken place in Dar es-

Salaam, Tanzania at the Kunduchi Beach Hotel we were pleased to see such a diverse and

exciting delegation from government ministers, permanent secretaries, senior dignitaries,

NGOs and funding bodies from eleven countries situated on the Great Rift Valley.

One of the main areas for development in the region is the information and communications

technologies (ICT), mainly in terms of broadband internet backbone infrastructure, last-mile

connectivity and regional connectivity, but also in policy and services.

The Great Rift Valley ICT Summit provided the platform for discussions on the development

of all these key areas and the ministers & officials, international agencies & NGOs present

used the Summit as an occasion to discuss their aims, challenges and goals, and announce

opportunities, projects & time scales as well as to present a programme for planned

contracts for 2014 and beyond.

Hon. Makame MBARAWA, the Tanzania Minister of Communication, Science and

Technology opened the summit by presenting the unique position his country holds within

the ICT industry in the East Africa region.

The next two days had planned presentations from the other five ministers present,

Communication and Relationships with the Parliament

• Hon. Mr. Ali BAHDON, Djibouti Ministry of Communication

• Hon. Maj. Gen. Mr. Madut YEL, South Sudan Ministry of Telecommunications and Postal

Services

• Hon. Mr. John Mwoono NASASIRA, Uganda Ministry of Information and

Communications Technology

• Hon. Mr. Yamfwa MUKANGA, Zambia Ministry of Transport, Communications, Works, &

Supply

and other high level dignitaries from these countries as well as Congo DR.

The African Union was represented by H.E. Elham Mahmoud IBRAHIM, Commissioner

Infrastructure and Energy.

The summit also included keynote presentations from a select number of organisations, such

as GSM Association, UbuntuNet Alliance; Collaboration on International ICT Policy in East

and Southern Africa (CIPESA); African Advanced Level Telecommunications Institute

(AFRALTI) as well as private companies such as Wananchi Group, WIOCC, Bezeq

International and Airtel.

The gold sponsors of the event were Gilat Satcom and China International

Telecommunication Construction Corporation (CITCC) while silver were Wingu Technologies,

Toshiba, IBM, APC (Schneider Electric) and CMC Networks and bronze were Thaicom,

Corning, Geodata, Maktech, Siemon, Northern Engineering Works and Airwatch.

Broadband internet to the summit was sponsored by SimbaNet and coffee by Tejas

Networks.

During the afternoons of both the days, the participants gathered around forty-one

roundtables for a busy program of one-on-one meetings where business negotiations took

place.

During the evenings of both the days, the participants gathered on the welcoming

beachfront of the Kunduchi Beach Hotel for informal meetings which many of the

participants saw as excellent opportunities for further networking.

A great number of the participants have expressed their satisfaction with both the format

and the content of the summit, highlighting the wealth of information delivered through the

morning plenary speeches and the direct, tangible benefits provided by the afternoon

roundtable meetings.

We sincerely hope that, by bringing international expertise to East Africa, in some small way,

the GRV ICT Summit 2013 will help these governments develop their economies further and

would very much like to see you all again at future Entico Events.

THE Ministry of Communication, Science and Technology has advised Rift Valley countries to

involve the private sector in the development of information and communication technology

(ICT). The advice has been given by the Minister of Communication, Science and Technology,

Prof. Makame Mbarawa when addressing the Great Rift Valley ICT Summit in Dar es Salaam.

“ICT has a great potential to spur development in our countries…public and private sector have

to work together in making ICT use in our countries a success,” he told journalists.

"Giving an example, he said the application of science and innovation has revolutionised bank

services in Tanzania and increase efficiency in the sector. “The application of science and

technology has enabled bank services to spread to people as opposed to just a few years back,”

he said.

South Sudan ready to launch top level

give an internet identity to a population of 10 million Southern Sudanese as the country seeks

Currently the country is yet to be connected to a fibre optic cable although terrestrial cables are

at the Kenyan and Ugandan border. The country also aims to tap the western fibre networks

through the Democratic Republic of Congo, thus enjoying connectivity from the east and west.

Fixed-line broadband more beneficial than

basic 3G

Speaking at the Great Rift Valley ICT Summit in Dar es Salaam today, Bell said in many countries

on the continent fixed line broadband infrastructure is non-existent, mostly because of a lack of

political will.

He noted that in countries where political goodwill is missing there is evidence of monopolies in

the ICT sector and high internet prices as a result.

Bell noted that in Tanzania for example where the company has been seeking entry for several

months now, the monopolisation of the broadband industry by SEACOM has made the industry

unattractive to investors.

DRC seeks to be continental connecting

hub for fibre

Speaking at the Great Rift Valley ICT Summit in Dar es Salaam, Sikuli-Kivuya Marie-Jaqueline

Masika, general secretary in the Ministry of Posts, Telecommunication and ICT, said the DRC is

planning to use ICT to trigger development.

Masika added that DRCs location can be leveraged to make the country the connecting hub for

East, West, North and Southern Africa and is already taking advantage of the West African Cable

System (WACS).

“We know that we are the heart of the continent and if we could exploit this we can one day

become the interconnector of the various regions,” she said.

Tanzania is looking forward to strengthening its partnership with international communities in

order to attract more investors in the Information and Communications Technology (ICT).

Konza phase one to begin in Q4 of 2013

The first phase of the project will consume an estimated 400 acres of the overall 5,000 acres

earmarked for Konza will run through to 2017, employing 17,000 people. According to the

principal secretary the first phase will provide accommodation to 30,000 residents once

completed.

Speaking at the Great Rift Vally ICT Summit in Dar es Salaam, Tiampati said: “We will from Q4 of

this year be finally breaking ground for the full time construction of phase one of the Konza city
