Cover StoryMail Transport Equipment: Help Save Time and Money

Mail Transport Equipment (MTE) consists of trays, sleeves, sacks, pallets, and rolling stock (including ham-pers and cages). Every employee can save time and money for the Postal Service™ by removing slide labels from trays and sacks as they are emptied. Employees can also save our reputation by checking for hidden mail in trays, sleeves, and especially sacks.

Customer Service and Delivery employees are our eyes and ears in the field. Recognizing misuse of Postal Service MTE and reporting that misuse through the MTE hotline can help return missing equipment for use in moving the mail and reduce the amount of new purchases. Identifying customers storing excess quantities or the wrong type of MTE can help us recover missing assets.

In the past 10 years, the Postal Service has purchased $1 billion of new MTE to replenish inventory and ensure that both our business and our customers can function effectively. With the average cost of letter trays at $2.80 each, sleeves at $0.85 each, flat tubs at $6.00 each, and pallets at $22.00 each, costs add up quickly.

The Postal Service encourages all employees to report MTE that’s being misused, stored unnecessarily, or located outside the postal network. Report all unauthorized use of MTE to the MTE hotline at 866-330-3404 or email [email protected].

ManualsIMM Revision: Lithium Battery Terminology

Effective April 26, 2015, the Postal Service™ will revise Mailing Standards of the United States Postal Service,International Mail Manual (IMM®) section 135.6 to update its terminology for specific types of lithium cells and batter-ies to better reflect what is commonly used in the industry and by other regulatory agencies, including the Pipeline and Hazardous Materials Safety Administration (PHMSA) of the Department of Transportation. With these revisions, primary lithium (non-rechargeable) batteries will be referred to as lithium metal or lithium alloy (non-rechargeable) bat-teries, and secondary lithium-ion (rechargeable batteries) will be referred to as lithium-ion or lithium polymer (rechargeable) batteries. We will also add an item to both 135.63 and 135.64 reiterating the prohibition against mark-ings that indicate that a package contains lithium batteries. For more detailed information on standards pertaining to lithium batteries shipped internationally, see Publication 52, Hazardous, Restricted, and Perishable Mail, section 622.5.

135.6 Batteries

[Revise 135.6 in its entirety to read as follows (revising the terms used to refer to specific types of lithium batteries and adding item 135.63h and item 135.64i):]

135.61 Availability — Mail Classes

Shipments containing lithium cells or batteries, regardless of quantity or type — lithium metal or lithium alloy (non-rechargeable) or lithium-ion or lithium polymer (recharge-able) — are nonmailable in Global Express Guaranteed service. The standards under 135.62 through 135.64 apply to all other outbound international mail classes.

135.62 General

Only lithium cells and batteries under 135.63 and 135.64 that are properly installed in the equipment they are intended to operate may be sent internationally or to APO, FPO, or DPO locations when not restricted or prohibited by the destination country or APO, FPO, or DPO location. For specific country restrictions, see the applicable Individual Country Listing. For specific APO, FPO, or DPO restric-tions, see the information for the destination ZIP Code in the article titled “Overseas Military/Diplomatic Mail” pub-lished in each issue of the Postal Bulletin.

Lithium batteries packed with equipment and lithium batteries sent separate from equipment are prohibited. Damaged or recalled batteries are prohibited and may not be mailed internationally under any circumstances.

135.63 Lithium Metal or Lithium Alloy (Non-Rechargeable) Cells and Batteries

Small consumer-type lithium metal or lithium alloy (non-rechargeable) cells and batteries like those used to power cameras and flashlights are mailable in a single shipment with the following restrictions:

a. The batteries must be installed in the equipment they are intended to operate.

b. Each shipment may contain a maximum of four lithi-um cells or two lithium batteries.

c. The lithium content must not exceed 1 gram (g) per cell.

d. The total aggregate lithium content must not exceed 2 g per battery.

e. The batteries installed in the equipment must be pro-tected from damage and short circuit.

f. The equipment must be equipped with an effective means of preventing it from inadvertently being turned on or activated.

g. The equipment must be contained in a strong, sealed package and cushioned to prevent movement or damage.

h. Mailpieces must not bear markings or labels identify-ing the contents as lithium batteries.

135.64 Lithium-ion or Lithium Polymer (Rechargeable) Cells and Batteries

Small consumer-type lithium-ion or lithium polymer (rechargeable) cells and batteries like those used to power cell phones and laptop computers are mailable in a single shipment with the following restrictions:

a. The batteries must be installed in the equipment they are intended to operate.

b. Each shipment may contain a maximum of four lithium cells or two lithium batteries.

c. The total Watt-hour rating (Wh) for each cell must not exceed 20 Wh per cell.

d. The total Wh for each battery must not exceed 100 Wh per battery.

e. Each battery must bear the Wh marking on the bat-tery to determine if it is within the limits defined in 135.64c and 135.64d.

f. The batteries installed in the equipment must be pro-tected from damage and short circuit.

g. The equipment must be equipped with an effective means of preventing it from inadvertently being turned on or activated.

h. The equipment must be contained in a strong, sealed package and cushioned to prevent movement or damage.

i. Mailpieces must not bear markings or labels identify-ing the contents as lithium batteries.

HandbooksHandbook EL-312 Revision: Recruitment

Effective March 5, 2015, the Postal Service™ is revising Handbook EL-312, Employment and Placement, sections 212 through 223.2 to update policy on external recruitment options and publicizing job opportunities:

A new section, 212.1, General, is added to clarify when external hiring may be authorized.

The heading of section 212.2, formerly 212.1, Non-competitive Hiring Options, is changed to delete the word “Options.” Text describing internal personnel actions (reassignment, change to lower level, promo-tion) was deleted because this section of policy addresses external hiring. Minor editorial revisions were added for reader ease of use.

Sections 212.11, 212.12, and 212.13 were deleted because this section of policy addresses external hiring.

The heading of section 212.3, formerly 212.2, Com-petitive Hiring Options, is changed to delete the word “Options.” Obsolete text was deleted and updated to state where applicants apply to compete for exter-nally-announced vacancies. Minor editorial revisions were also added for reader ease of use.

The heading for section 221 was changed to “Responsibilities” and the text is revised to state that recruiters, staffing specialists, and designated Postal Service hiring officials are responsible for conducting recruiting and hiring activities.

Section 222 is deleted.

Previous section 223, Publicizing Job Opportunities, is renumbered as section 222.

The heading for section 222.1, formerly section 223.1, is changed from Advertising Techniques to Advertising Policy. Text in this section still states that installation heads and diversity development person-nel will assist in communicating the Postal Service’s commitment to provide equal employment opportu-nities for all applicants and incorporate portions of previous 223.12 listing ways that Human Resources can publicize external vacancy announcements.

Section 223.11 is deleted.

Section 223.12 is deleted.

Section 222.2, formerly 223.2, is revised with minor editorial changes to more accurately state the policy on paid advertisements.

212 Recruitment Options

212.1 General

When career vacancies cannot be filled internally by employees being reassigned, promoted, changed to lower level, or converted to career (see 232.4), external hiring may be authorized. External hiring may be noncompetitive or competitive (see 212.2 and 212.3).

212.2 Noncompetitive Hiring

Noncompetitive hiring options include the following:

a. The reinstatement of eligible former Postal Service or federal employees (see 233.32);

b. The transfer of career or career-conditional employ-ees from other federal agencies (see 233.33);

c. The appointment of veterans with 30 percent or more disabilities, or the appointment of Veterans’ Read-justment Appointment (VRA) eligibles (see 233.35 and 233.36); and

d. The Postal Service’s program for employment of per-sons with severe disabilities. For more information, see 235.4, Noncompetitive Career Hiring of Persons With Severe Disabilities, and Handbook EL-307, Rea-sonable Accommodation, An Interactive Process.

Regardless of the choice of action, the appointee must meet the qualification standards of the position.

212.3 Competitive Hiring

Applicants who apply on www.usps.com or www.usa-jobs.gov for externally-announced vacancies compete for selection.

a. Recruitment activities (see 22) may be planned and coordinated to attract qualified applicants.

b. Applicants are ranked by final score and selections are made from a Hiring List (see 623).

c. Selected applicants must:

i. Be qualified for the position’s requirements;

ii. Be determined as eligible for employment; and

iii. Meet the suitability requirements (see Chapter 6).

If the applicant claims veterans’ preference, their qualifying basic score is increased by 5 or 10 points, if appropriate (see 48, Veterans Preference).

22 Conducting Recruitment Activities

221 Responsibilities

Recruiters, staffing specialists, and designated Postal Ser-vice hiring officials are responsible for conducting recruit-ment and hiring activities in accordance with applicable laws and regulations, which will provide the Postal Service with the best qualified applicants.

222 Publicizing Job Opportunities


222.1 Advertising Policy

Internal and external advertising will communicate:

a. Postal Service commitment to provide equal employ-ment opportunities for all applicants regardless of race, gender, sex, national origin, religion, disabilities, or veterans’ status; and

b. Use of special hiring processes, where appropriate.

Installation heads and diversity development personnel will assist in communicating this message. When advertising externally, Human Resources may, consistent with postal regulations, do the following:

a. Post announcements in federal, state, and municipal buildings open to the public.

b. Send press releases to newspapers and other peri-odicals, including those directed toward women, mi-norities, veterans, and people with disabilities.

c. Supply information to public and nonprofit employ-ment services and to other social service agencies, veterans’ organizations, state employment agencies,and organizations that represent special emphasis groups (see 223.12b).

d. Use public service advertisements or spots on radio or television to reach the members of the community.

e. Advertise on the Internet.

f. Partner with appropriate State Employment and Job Service Offices to:

i. Promote maximum publicity of recruitment efforts; and

ii. Increase the pool of qualified applicants through the employment service network.

g. Conduct and participate in job fairs, open houses, or other recruitment activities to reach the community.

Verifying U.S. Postal Service Money OrdersFollow these steps to cash a Postal Service™ money

order:

1. Check that the amount does not exceed the legal limit: $1,000 for domestic, and $700 for international postal money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changes.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at https://www.usps.com/shop/money-orders.htm.

3. If the money order seems suspicious, call the U.S. Postal Service Money Order Verification System at 866-459-7822.

The stamp will go on sale nationwide April 1, 2015.

Celebrate keeping in touch with the new From Me To You stamp from the U.S. Postal Service. Twenty stamps in the center of the stamp pane are surrounded by self-adhe-sive labels and decals in bright jewel tones and primary colors to be used to embellish envelopes, letters, and greeting cards with a personal touch. Labels include such messages as “Happy Birthday,” “Miss You,” “Thank You,” and “Get Well Soon.” Decorative decals include hearts, envelopes, flowers, mailboxes, and a kiss (red lips). Michael Osborne designed the stamp pane and the typog-raphy. Ethel Kessler was the art director.

Stamp Announcement 15-14: Civil War: 1865 Stamps

Service® will issue the Civil War: 1865 (Forever® priced at 49 cents) commemorative se-tenant First-Class Mail®

stamp pair in two designs, in a pressure-sensitive adhesive (PSA) souvenir sheet of 12 stamps (Item 589300). The $5.88 Civil War: 1865 souvenir sheet may not be split, and the stamps may not be sold individually.

The stamps will go on sale nationwide April 9, 2015.

In 2015, the U.S. Postal Service concludes its commem-oration of the 150th anniversary of The Civil War with this souvenir sheet, which includes two new stamps. One depicts the Battle of Five Forks, near Petersburg, VA, on April 1, 1865. The other depicts Robert E. Lee’s surrender to Ulysses S. Grant at Appomattox Court House on April 9, 1865. The background image on the sheet is a pho-tograph of Federal rifles stacked in the vicinity of Peters-burg during the siege. The 12-stamp sheet also includes period quotes and lyrics from a parody of Patrick S. Gilmore’s famous Civil War song, “When Johnny Comes Marching Home.” The Civil War Sesquicentennial stamp series was designed by art director Phil Jordan.

Stamp Announcement 15-15: Ferns Stamps

Service® will issue Ferns First-Class Mail® stamps (Forever® priced at 49 cents) in five designs, in a pressure-sensitive adhesive (PSA) coil of 3,000 (Item #786700) along with a reprint of the coil of 10,000 (Item #777300). The 3k coil has a 2015 date in the upper right corner of the stamps and the 10k coil has a 2014 date in the lower left corner of the stamps.

The stamps will go on sale nationwide March 27, 2015.

First issued in 2014, these five stamps celebrate the beauty and elegance of ferns. Each of these stamps depicts a close-up photograph of a different species of fern —autumn fern, Goldie's wood fern, soft shield fern, For-tune's holly fern, or painted fern. The shapes and textures of the fronds stand out against a stark white background, which highlights the placement of the leaflets along each fern's stem. Art director Phil Jordan designed the stamps using existing images by photographer Cindy Dyer.

Pictorial Postmarks AnnouncementAs a community service, the Postal Service™ offers pic-

torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears below. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of these postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: Pictorial Postmarks, followed by the Name of the Station, Address, City, State, ZIP+4® Code, as listed below.

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How to Order the First-Day-of-Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first-day-of-issue

postmarks by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® website at www.usps.com/shop.

Traditional PostmarksCustomers should affix the stamps to envelopes of their

choice, address them to themselves or others, or provide a self-addressed return envelope with sufficient postage large enough to accommodate the canceled item. Mail the request to the corresponding city of issuance. There is no charge for the first 50 postmarks. There is a 5-cent charge for each additional postmark over 50. Customers should submit a check, money order, or credit card for payment. After applying the first-day-of-issue postmark, the Postal Service™ will return the envelopes to the customer by U.S. Mail.

All postmark requests should go to the first-day-of-issue city. The first-day-of-issue city Post Office will then forward in bulk all postmark requests to Cancellation Ser-vices, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992 by respective Post Offices.

Digital Color PostmarksOnly select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16" side seams with no glue on the flap. The maximum

size of all digital color postmarks is 2" high x 4" long. Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers should submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.

Customers should affix the stamps to the envelopes and address them to themselves or others for return through the mail. Or, they may include an additional self-addressed return envelope, large enough to accommodate their can-celed items, with sufficient postage affixed for return of their postmarked items. Mail the request for a first-day-of-issue digital color postmark to the corresponding city of issuance. Post Offices will then forward all customer requests for digital color postmarks to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992.

After applying the first-day-of-issue postmark, the Postal Service will return the envelopes to the customer by U.S. Mail.

Stamp Stock Items Withdrawn From Regular Sale and From Sale at Philatelic CentersEffective by close-of-business March 31, 2015, all Post

Offices™, stations, branches, postal stores, vending out-lets, and authorized philatelic centers must (1) withdraw the stamp stock items and products listed below and their related vending and store-prepared stamp items from sale, and (2) prepare them for destruction. Submit items to destruction sites according to local established proce-dures, under the guidelines in Handbook F-101, Field Accounting Procedures, and subchapter 11-6, Returning Stock to the Stamp Distribution Office or Stamp Distribution Center.

Do not permit sales of the stamp stock items, products, and their related vending and store-prepared stamp items listed below at retail counters and outlets after March 31, 2015. Stamp items listed with an asterisk (*) remain on sale at Stamp Fulfillment Services via the USA Philatelic catalog.

Note: This notice does not apply to Philatelic products unless specifically listed below. Philatelic products that contain or are packaged with stamps removed from sale will remain on sale until further notice.
