Cover Story

Winter Safety Starts with YouDuring winter, the secret to preventing injuries and stay-

ing safe is preparation for and awareness of potential dan-gers. Hazards associated with winter weather include wet, icy, or snow-covered sidewalks and streets, and exposure to cold temperatures. In FY 2020, Postal Service™ employ-ees reported 621 slips, 220 trips, 3701 falls, and 7343 motor vehicle accidents during the months of December, January, and February.

Prevent cold weather-related injuries by dressing appropriately in three light layers:

An inner layer for wicking moisture away from your body.

A middle layer to insulate you from the cold.

An outer layer that repels wind, snow, and rain that can be removed, as needed.

Also, protect your hands, neck, and face, and wear warm, waterproof shoes or boots. Prolonged exposure to cold temperatures can cause your body to lose heat, which puts you at risk for hypothermia or frostbite. Frostbite occurs when skin is exposed to extreme cold for long peri-ods, and the skin and underlying tissue freeze. The fingers, toes, and feet are most commonly affected, but other extremities such as the nose, ears, and cheeks can also develop frostbite.

At the first sign of frostbite, get out of the cold. Unless absolutely necessary, do not walk on frostbitten feet or toes. Do not rub the frostbitten area because it will cause more damage. Warm the affected area using body heat or by immersing in warm water; avoid using a heating pad, heat lamp, or the heat of a stove, fireplace, or radiator for warming because direct heat can burn damaged tissue. Drink warm beverages to replace lost fluids. In case of severe frostbite, seek medical attention.

Snowy and icy conditions increase the likelihood of slips, trips, and falls, which result in pain, injury, and lost productivity. Proper footwear with good tread is essential for safe walking on slippery surfaces. Prevent slips, trips, and falls with the following tips:

Wear grippers (ice cleats).

Walk with care and take short steps.

Only finger mail when it is safe to do so.

Take extra precautions when entering and exiting your vehicle.

Use handrails on steps.

Wait for vehicles to stop completely on snow or ice-covered roadways before crossing the street.

Wet and icy road surfaces, longer periods of darkness, and poor visibility from snow, rain, and fog create driving hazards during the winter months. Prepare for driving in bad weather with the following tips:

Maintain your vehicle and tune up the engine for winter.

Keep good treads on your tires.

Make sure your lights function properly.

Add anti-freeze and windshield wiper fluid, if necessary.

Replace worn wipers.

Clear ice and snow from windows, headlights, and the hood and roof of your car before starting out; repeat as needed.

Keep an emergency kit in your car with the following supplies:

Sand or cat litter,

An ice scraper or snow brush,

A small shovel,

Extra clothes and blankets, and

Non-perishable food.

If you plan to travel in bad weather, monitor road and weather conditions by checking local news, traffic, and weather stations or websites. Winter driving can be chal-lenging — practice safe driving techniques with these tips:

Leave a few minutes earlier so you have plenty of time to reach your destination.

Wear your seat belt.

Avoid distractions while driving.

Stay alert and calm; keep an eye on traffic farther ahead so you have extra time to react to sudden changes in traffic flow.

Maintain a safe speed for road conditions and keep a safe distance between you and other vehicles.

Do not use cruise control; touching your brakes to deactivate it can cause you to skid.

Avoid making abrupt lane changes; use turn signals well before you turn.

Make room for maintenance vehicles and snowplows.

Watch for black ice on slippery overpasses and bridges.

Do not use alcohol or drugs while driving.

If you get stuck in the snow or skid off the road, stay in your car and wait for help (if your car is safely out of harm’s way). Turn on the car heater to stay warm, but make sure your exhaust pipe is clear of snow. Always remember, “Safety Depends on Me.”

The Postal Service is renaming USPS Premium Track-ing™ service as USPS Tracking Plus™ service.

Oversize Item Charge

As provided in the October 17, 2018, Federal Register final rule (83 FR 52326–52330) for an overweight item, the Postal Service is introducing a similar charge for an item identified in the postal network as exceeding the 130-inch length plus girth maximum dimensional limit for Postal Ser-vice products. That item is nonmailable. Oversize items identified in the postal network will be assessed a $100 fee payable before release of the item, unless the item is dis-covered and picked up at the same facility where it was entered.

The Postal Service is also adding a commercial pay-ment method, PostalOne!, for fee payment.

The Postal Service provides additional resources to inform customers about price changes for competitive products. These tools include price lists, downloadable price files, and Federal Register Notices, located on the Postal Explorer website at pe.usps.com.

USPS Tracking Plus service allows customers to request the Postal Service retain scan data, or scan and signature data for their packages, beyond the Postal Service’s standard data retention period, for up to 10 years. USPS Tracking Plus service is available for commercial packages shipped via Priority Mail Express, Priority Mail, First-Class Package Service, Parcel Select, and commercial packages with Adult Signature Services. For Scan and Signature Retention on products other than Priority Mail Express, the customer must have purchased an underlying signature service, such

as Signature Confirmation service (see Notice 123 — Price List). Customers may request USPS Tracking Plus service online at usps.com or through a Shipping Services File.

1.2 Overweight or Oversize Items

1.2.1 Description

The Postal Service maximum mailpiece weight limit is 70 pounds (see 201.7.3) and the maximum dimension is 130 inches (length plus girth). Any item exceeding the 70-pound weight or 130-inch dimensional maximum limits is nonmail-able, and if found in the postal network must be secured for pick-up by the mailer or addressee, and will be assessed a fee as provided under 1.2.3.

1.2.2 Products and Services

The standard in 1.2.1 applies to any item that exceeds the 70-pound maximum weight limit or 130-inch maximum dimensional limit, including return services, return to sender, and undeliverable as addressed. The standard in 1.2.1 for items exceeding the 70-pound weight or 130-inch dimensional maximum limits does not apply to the Com-petitive PO Box Street Addressing feature in 508.4.5.4.

1.2.3 Fee

Except for an overweight or oversize item discovered and picked up at the same facility where it was entered, the overweight/oversize item fee of $100 will be assessed and must be paid before release of the item. The $100 over-weight/oversize item fee may be paid by any authorized retail payment method or through PostalOne!.

1.2.4 Pickup

Unless authorized, an overweight or oversize item not paid for and picked up within 14 calendar days will be consid-ered abandoned and disposed of at the discretion of the Postal Service.

DMM Revision: Share Mail Contact Update Effective January 24, 2021, the Postal Service™ will

revise Mailing Standards of the United States Postal Ser-vice, Domestic Mail Manual (DMM®), section 604.5.5, to update contact information for participation in the Share Mail® program.

The Postal Service will revise section 604.5.5 to provide the Share Mail Program Office email address, [email protected], as the point of contact where customers wishing to participate in the Share Mail program must sub-mit their request. This revision will provide customers with an easier method of requesting participation in the Share Mail program.

Although the Postal Service will not publish this revision in the DMM until January 24, 2021, the standard is effective immediately.

ELM Revision: Promotion Pay Policies for Nonbargaining Unit EmployeesEffective March 31, 2021, the Postal Service™ will

revise the Employee and Labor Relations Manual (ELM), subchapter 410, to clarify Postal Service promotion pay policies as noted below for nonbargaining unit employees:

Factor #1 and Factor #2 regarding promotion salary increases.

Two steps for Executive Administrative Schedule (EAS) 18 and 43 (18B) and pay band V1 and V2 posi-tions relative to Factor #2.

Impact of a voluntary change to a lower grade within and after one year of promotion.

The 25-percent limit on total promotion pay increases within a 52-week period, and its impact on Factor #2.

Additionally, revisions will include an update to promo-tion pay policies for part-time postmasters in part-time Post Offices and remotely managed Post Offices.

Although the Postal Service will not publish these revi-sions in the ELM until March 31, 2021, the standards are effective January 1, 2021.

Domestic Mail2021 Domestic Mailing Services Products Price Changes and Seamless Acceptance Incentive

Effective January 24, 2021, the Postal Service™ will implement price adjustments for Domestic Mailing Ser-vices products and begin a promotional incentive for Seamless Acceptance.

On November 18, 2020, the Postal Regulatory Commis-sion (PRC) found that the price adjustments proposed by the Postal Service may take effect as planned. Final prices are available under Docket No. R2021-1 (Order No. 5757) at prc.gov. The Notice 123, Price List, will be updated to reflect these changes.

In addition to the price adjustments, the Postal Service will provide an incentive to Electronic Documentation (eDoc) submitters for adopting the Seamless Acceptance program. The eDoc submitters must have a Seamless Cus-tomer Registration ID (CRID) and an Enterprise Payment System account.

The incentive includes a discount of $.001 per mailpiece on First-Class Mail®, USPS Marketing Mail®, Periodicals, and Bound Printed Matter mail flats that include the Full-Service Intelligent Mail® barcode (IMb®) option. The incen-tive will be based on the eDoc submitter’s CRID.

Seamless mailers are defined by their CRID’s status in PostalOne! as “Seamless Acceptance.” Seamless Parallel users do not qualify for the discount.

This incentive program will allow eDoc submitters to receive a Seamless Acceptance incentive for pieces that claim Full-Service prices in the mailing, provided the eDoc submitter has an Enterprise Payment account that is used for the incentive.

Program CriteriaThe incentive program includes the following rules and

criteria:

The incentive is available to all eDoc submitters with a Seamless Acceptance CRID and an Enterprise Payment account who enroll in PostalOne!.

The incentive is applied to the Enterprise Payment account that corresponds with the permit selected during registration to receive the discount.

A permit that corresponds with an Enterprise Pay-ment trust or ACH (Automated Clearing House) debit account must be selected, in PostalOne!, to receive the incentive. Trust accounts will receive the incen-tive upon postage statement finalization, and ACH debit accounts will receive the incentive as a daily aggregate.

Incentive ImpactThe incentive program’s impact includes:

Mail.dat Changes: No impact. Use the existing Seg-ment Record’s (.seg) “eDoc Sender CRID” field to identify the CRID of the eDoc submitter.

Mail.XML Changes: No impact. Use the existing “OpenMailingGroupRequest > MailingGroupData > MailingFacility” field to identify the CRID of the eDoc submitter.

Postage Statement Changes: No impact. For eligi-ble mailings, the postage may be paid using any authorized payment account.

Intelligent Mail for Small Business: Mailing Agent CRID (same as Permit Holder CRID) is used as the eDoc submitter CRID.

Business Mail Entry Unit: Hard-copy Postage State-ment entry (only for contingency) — Mailing Agent CRID must be populated on the postage statement.

Shipping Services File Changes: No impact.

Indicium Creation Record File: No impact.

Price Change Type/Product Type: Market Dominant.

The price changes and the incentive program will take effect on January 24, 2021.

International MailChanges to Pricing for International Mailing Services

Effective January 24, 2021, the Postal Service™ will revise Notice 123, Price List, to reflect changes to prices and fees for the international mailing services noted in this article. The following information is based on Postal Regu-latory Commission (PRC) Order No. 5757 issued on November 18, 2020, in Docket No. R2021-1. In that order, the PRC found that price adjustments and product changes included in the Postal Service’s notice may go into effect on January 24, 2021. The Postal Service will revise Notice 123, Price List, to reflect the new prices and fees. The order is available on the PRC website at prc.gov.

International Extra Services and Fees On January 24, 2021, the Postal Service will increase

fees for the following market-dominant international extra services:

Certificate of Mailing service: Fees for certificate of mailing service will increase as follows:

Registered Mail service: The price for international Registered Mail service will increase to $16.30.

Return Receipt service: The fee for international return receipt service will increase to $4.25.

Customs Clearance and Delivery Fee: The Customs Clearance and Delivery Fee will increase to $6.65.

International Business Reply Service (IBRS): the price for IBRS cards will increase to $1.55, and the price for IBRS envelopes, up to 2 ounces, will increase to $2.05.

The Postal Service will incorporate these revisions into the January 24, 2021, edition of Notice 123, Price List, which is available via Postal Explorer® at pe.usps.com.

Verifying U.S. Postal Service Money OrdersFollow these steps to cash a Postal Service™ money

order:

1. Check that the amount does not exceed the legal lim-it: $1,000 for domestic, and $700 for international Postal Service money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

When there is discoloration around the dollar amounts, this might indicate the amounts were changed.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at usps.com/shop/money-orders.htm.

3. If the money order seems suspicious, call the U.S. Postal Service Money Ordxxer Verification System at 866-459-7822.

Provide this information to local banks and retailers, as they also receive Postal Service money orders for cashing.

On January 24, 2021, in Barnesville, GA, the United States Postal Service® will issue the Barns stamps (Non-denominated priced at the Postcard rate) in 4 designs, in a pressure-sensitive adhesive (PSA) pane of 20 stamps (Item 120900) and a PSA coil of 100 stamps (Item 740200). The stamps will go on sale nationwide January 24, 2021, and must not be sold or canceled before the first-day-of-issue.

Four new postcard stamps celebrate the beauty and history of American barns. The artist created digital paint-ings of four types of iconic barns found in the rural Ameri-can landscape. With differing qualities of light and color, each piece reflects one of the four seasons:

A round barn surrounded by the hazy light and warmcolors of fall;

A gambrel-roofed barn in summer;

A forebay barn in an early spring countryside; and

A Western barn on a winter’s night.

Ashley Walton designed the stamps with original art-work by Kim Johnson. Greg Breeding was the art director.

Stamp Announcement 21-3: Brush Rabbit

On January 24, 2021, in Sacramento, CA, the United States Postal Service® will issue the Brush Rabbit stamp (Non-denominated Additional Ounce Rate) in one design, in a pressure-sensitive adhesive (PSA) pane of 20 stamps (Item 121100) and a PSA coil of 100 stamps (Item 740300). A new additional ounce stamp features a brush rabbit (Sylvilagus bachmani). The pencil-and-watercolor illustra-tion is from pre-existing artwork by designer and illustrator Dugald Stermer (1936–2011). The brush rabbit is a small brownish cottontail rabbit of the U.S. West Coast and Baja California, Mexico. Art director Ethel Kessler designed the stamp.

Pictorial Postmarks AnnouncementAs a community service, the Postal Service™ offers pic-

torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears on the following pages. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustra-tions of these postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark must affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: Pictorial Postmarks, followed by the Name of the Station, Address, City, State, ZIP+4® Code, as listed next to the postmark.

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

The following pictorial postmarks have been extended for 120 days:

How to Order the First-Day-of-Issue Digital Color or Traditional PostmarksCustomers have 120 days to obtain the first-day-of-

issue postmarks by mail. Each cover must have sufficient postage to meet First-Class Mail® requirements. Custom-ers may purchase new stamps at their local Post Office™, by phone at 800-782-6724, or on The Postal Store® web-site at usps.com/shop.

Digital Color Postmarks Only select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service™ recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16-inch side seams with no glue on the flap. The maxi-mum size of all digital color postmarks is 2 inches (verti-cally) by 4 inches (horizontally). Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers must submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.

Customers must affix the stamps to the envelopes and address them to themselves or others for return through the mail. Or, they may include an additional self-addressed return envelope, large enough to accommodate their can-celed items, with sufficient postage affixed for return of

SustainabilityEnvironmental Compliance Reminder: Storing De-icing Materials

Sites that store large quantities of de-icing/anti-skid products, which include sodium chloride (“rock salt”), cal-cium chloride, magnesium chloride, calcium magnesium acetate, and sand, may be regulated by environmental laws. Potential regulations include mandatory chemical reporting, restrictions on stored quantities, and permits or requirements for onsite storage areas.

Regardless of location, sites that order or store de-icing/anti-skid products must:

1. Cover de-icing/anti-skid product piles stored onsite (i.e., store materials under shelter, such as an awning, shed, or tarp), as required by the Postal Service™ Zero Discharge policy (see blue.usps.gov/cpim/ftp/policy/cso/cso06162016.pdf).

2. Never purchase or store quantities of de-icing/anti-skid products in excess of 10,000 pounds at one site, unless absolutely necessary. Sites that store 10,000 pounds or more (including sand) are subject to Tier II Reporting (see blue.usps.gov/sustainability/environ-mental/tier-ii-reporting.htm).

New Contract for Turnkey Parts Washing and Waste Disposal/RecyclingThe United States Postal Service® (USPS®) has

awarded a new national contract for parts washing services to Safety-Kleen Systems, Inc. (Safety-Kleen). The contract services are available in eBuy+ and include a provision for parts washing equipment, cleaning solution, equipment maintenance, and waste management services (i.e., waste profiling, pick-up, transportation, labeling, shipping paper and manifest preparation, recycling, and disposal). These services apply to both leased and USPS-owned equipment.

Safety-Kleen held the previous contract for these ser-vices, and the new contract includes updated pricing. For more information, see the following resources:
