Potomac Hill Campus Master Plan “Observing the Past, Planning the Future” What is Potomac Hill? • An 11.8 acre site composed of two adjoining historic parcels known as the Potomac Annex and Navy Hill located across 23rd Street from Department of State headquarters. • Home to a National Historic Landmark and two National Register eligible Historic Districts that are significant for military and federal activities including astronomy, oceanography, naval medical research and education, and intelligence operations. Why a Master Plan? • GSA acquired the Potomac Hill site to create a campus to house Department of State operations near the Department’s headquarters. • The Potomac Hill Campus Master Plan (PHCMP) will ensure that Potomac Hill continues to serve and support the country’s needs as a 21st century center for diplomacy. • The master plan will identify and establish a schedule and framework for the redevelopment of the Potomac Hill campus. What is Potomac Hill?

What is GSA’s Role?TheGeneralServicesAdministration(GSA),PublicBuildingsService(PBS)supportsthefederalgovernment’sworkplaceneedsandisresponsibleformorethan100millionsquarefeetoffederalworkspaceintheNationalCapitalRegion.

GSAisdevelopingthePotomacHillCampusMasterPlantoaddressDepartmentofState‘s(DOS)needforadditionalfederallyownedofficespaceproximatetoitsheadquarters.ThemasterplanwillprovidetheGSAandDOSwithaframeworkforfutureuseofthesitethatservesDOS’slong-termhousingneeds,takingintoaccountGSA’sstandardsforhistoricallysignificantfederalbuildings.Masterplanningisafederalactionthatrequirescompliancewithseverallaws,includingthefollowing:

• NationalEnvironmentalPolicyAct(NEPA)of1969

• Section106oftheNationalHistoricPreservationAct(NHPA)of1966

Planning and Review are Integrated Processes

HillCampusMasterPlanandisacooperatingagencyforNEPA.ThemasterplanwillprovidetheGSAandDOSwithaframeworkforfutureuseofthesitethatservesDOS’slong-termhousingneeds,takingintoaccountGSA’sstandardsforhistoricallysignificantfederalbuildings.

What is DOS’s Role in this Project?DepartmentofStatehasoccupiedaportionofthesitesinceCIAmovedtheiroperationstoLangleyin1987andiscurrentlyrehabilitatingbuildingsvacatedbytheDepartmentoftheNavyin2012forusewhilethemasterplanisdeveloped.DOSispartneringwithGSAindevelopingthePotomac

How will GSA Comply with NEPA and NHPA?

GSAwillprepareanEnvironmentalImpactStatement(EIS)tocomplywiththeNationalEnvironmentalPolicyAct(NEPA)andconsultonhistoricpreservationissueswithkeystakeholdersasrequiredbySection106oftheNationalHistoricPreservationAct(NHPA).Otherfederalregulationsapplyaswell.

What is a Master Plan?TheMasterPlanforthisprojectwillbeanintegrateddocumentthatprovidesaframeworktoguidetheredevelopmentofPotomacHillcampus.TheMasterPlanwillincludeguidancefortherehabilitationandrestorationeffortsassociatedwithexistingbuildings,newbuildings,accesspointsandroadways,open/greenspace,utilitysystems,infrastructure,andothersiteelementsinasustainablewaythatmeetsDOS’soperationalneedsandissensitivetothesite’sculturallegacy.

GSAwillestablishplanningprinciplestoguidethedevelopmentofthemasterplanthatreflectitscommitmenttodesignqualityasexpressedbytheGuidingPrinciplesforFederalArchitecturewhichstatesthepolicyshallbetoproviderequisiteandadequatefacilitiesinanarchitecturalstyleandformwhichisdistinguishedandwhichwillreflectthedignity,enterprise,vigor,andstabilityoftheAmericanNationalGovernment.Majoremphasisshouldbeplaced

onthechoiceofdesignsthatembodythefinestcontemporaryAmericanarchitecturalthought.GSAhasincorporateditsDesignExcellenceprocesswhichincludestheselectionofleadingarchitectsandpeerreviews.Theplanwilladdressmajordefiningcharacteristicsofthesiteandprovideaframeworkfordevelopinglanduseanddesignconcepts.

TheDesignExcellenceProgramisthecenterforGSA’sadvocacyofqualityinthefederalbuiltenvironment.Itestablishesnationwidepoliciesandproceduresforselectingthebestandmostappropriatearchitects,andintegrateddesignteamsandpeerreviewsforGSAcommissions.Theprogramalsoimplementsrigorousassessmentprocessestoensureenduringvalueinthatwork.
