BACK GROUND In response to the recent economic shocks, the

Government of Sudan created an ambitious social protection program called the Social Initiative Program (SIP) using domestic resource mobilization as main financing option.

The SIP seeks to target poor households nationwide with a set of social protection interventions.

The SIP has eight components, some of which use the same targeting system. The main elements are:

- Cash transfer program.(150 SDG per selected HH) - Health insurance for the poor. (non-contributory health insurance for selected households)

- Other social services and graduation programs.(a microcredit program for livestock and productive tools, a national students welfare fund, the rural women empowerment program, in-kind support for disabled, projects for special target groups like IDP’s)

PROBLEM STATEMENTThe problem in implementing the SIP is

there was a huge inclusion and exclusion errors which came from the poor targeting system, beside unpredictable payments, all that resulted in poor impact of the SIP program.

A- SOLUTIONS BY GOV

As a solution for the above mentioned problem The World Bank is supporting the Government of Sudan (GoS) with the Sudan Social Safety Nets Project (SSSNP). The objective of the project is to strengthen the capacity of the Ministry of Welfare and Social Security (MoWSS) to transparently and effectively implement the national Cash Transfer (CT) program, and to pilot a Productive Safety Net (PSN) approach for poor households.

B- OTHER PROPOSED SOLUTIONSImproving the targeting system and process through:

Setting smart criteria for selecting eligible HH. Capacity building for the staff on the targeting

process. Review all the lists of poor HH using the poverty

map and a Proxy Means Test (PMT). Establish a common targeting database for the SIP. Involvement of participants in the process of

targeting.Financing this pilot project by the WBI will make these solutions possible and will enhance transparency

and effectiveness.
