A growing number of countries are realizing the value of products with low emissions of VOCs into indoor air. Only Germany and France have approved regulations for lowering product emissions. However, other European countries are expected to implement analogous compulsory requirements shortly, like Belgium in 2014. The No 1 driver for low-emission products is markets where programmes for sustainable buildings like LEED and ecolabels are continuing to gain a growing number of users. The US Green Building Council plans to basically modify its specifications for low-emitting interiors in LEED version 4, which is anticipated in 2013. The proposed changes under LEEDv4 include compliance with the California CDPH Section 013503 programme, replacing compliance to specific labels; compliance to both VOC content limits and VOC emission limits by the coatings, adhesives and sealants industry; and the opening of an alternative pathway of compliance for LEED beyond North America. The amendments will permit more products to be added in the evaluation for the LEEDv4 Low- Emitting Interiors credit and spur the production of more products that release low VOCs into indoor air. General metal represents the largest end- use in both volume and value terms. The fastest growth in powder coatings is projected to remain in Russia, Eastern Europe, Latin and Central America, and in Asia. In the USA, a total of $4 bn in potential opportunities for powder coatings has been identified by a study carried out by Chemark Consulting Group. Of that figure, $425 M could be generated from five opportunity segments in the current market space where powder coatings already participate, and $2.88 bn from 12 segment opportunities in new market spaces previously untapped by these products. These new growth opportunities include substrates other than metal as well as new uses that have not been previously associated with powder coatings. Several major industry players are now taking advantage of these growth opportunities, including PPG Industries. The company is currently working with the US Army Research Laboratory to develop a powder topcoat that will be used on military vehicles and support equipment. PPG obtained a $1.5 M award from the federal government’s Strategic Environ- mental research and Development Program for this project. Growth opportunities are predicted to come from the OEM-based business-to-consumer segments as consumer spending continues to grow. The country’s decorative paint market is pegged at some 865,000 tonnes, while the industrial coatings sector is placed at 610,000 tonnes. The decorative paint sector will be propelled by the overall national economic development, the growing consumers’ spending power, and a rising demand from the construction industry. The industrial coatings sector, meanwhile, is predicted to rise steadily at 6%/y buoyed by the increasing end-user industries and higher consumer spending power. The sector witnessed solid growth during the period of recovery from the economic crisis in 2009, particularly in the automotive OEM and powder coatings areas. The sector’s revenue is expected to have dropped to $3.63 bn, down 0.2%/y over the five years through 2012-2013. The decline is partly attributed to the slowdown in the general economy, the cyclical downturn in the housing sector and the structural decline of the country’s printing and automotive manufacturing sector.
