1. INTRODUCTION

1.1. General Introduction on the Background of PowerDevelopment in the Project Area and RelevantEnvironmental Issues

Dai Loc has a total capacity of 5.4MW (the district where Andiem HPP islocated). The grid has 61.3km of 35kV transmission line and 173.95km ofI5kV transmission line. Ai Nghia substation has 6400kVA of capacity, DaiLanh has 1600kVA of capacity. There are 149 substations with 21,000kVA of capacity in the whole district.

1.2. Relevant Organization Structure

The management and operation of the Andiem Hydropowyer Plant isbelonged to a team of 36 people working in the plant: Executive Board andoperating staff consists of 22 people and they work in 3 shifts and 4groups; 8 other people are working in maintenance group and the rest (6people) are doing administration work. The Andiem HPP is directlygoverned by Electricity of Quang Nam, belonged to Power Company 3,Electricity of Vietnam.

1.3. Purpose of the ReportAndiem Hydropower Project is an under-operation plant. It is located inDai Loc District, Quang Nam Province. Based on the study on presentenvironmental conditions, this repor-t shall assess the environmental impactcaused by the plant, propose mitigation measures for negativeenvironmental impacts after ten years of operation as well as whenimplementing the rehabilitation of Andiem hydropower plant to improvethe plant's capacity.

1.4. Methodology

Andiem Hydropower Plant has a small reservoir (non-fully operation),which mainly use the flow from Vang River for power generation, so itcauses little negrative impact to the environmilenit. Therefore, we use thedirect observation method and interview to assess the environmentalimpact of Andiem plant from the first operation up to now (2001) andwhenl we carry out the rehabilitation to improve the power capacity of theplant.

2. PROJECT DESCRIPTION

2.1. Project Properties

Andiem Hydropower Plant was designed by Power Investigation andDesign Company I (today is Power Engineering Consulting Company 1).Contractor of the Project was Power Company 3. The project wasimplemented in 1986 and came into operation in 1991.

- Reservoir:

Vang river, where Andiem Hydropower Plant is located on, is one oftributaries of Vui Gia river.

- Diversion Canal:

Reinforced concrete diversion canal has a triangular section with a widthof 2.2m, a height of 2.3 m and an inclination of 0.0015. It is designed todivert a flow of 7.2 m 3 /s. The diversion canal works in the type of non-regulation.

- Spillway

To create a reservoir with enough storage for regulation as required, thespillway should be built of rocks with reinforced concrete when there isflood on Vang river flowing through spillway with highest water level of139.8m, Qmax = 1605m3 /s.

2.2. Map of Project Location

2.3. Resettlement

The Plant has been operating for 10 years. During construction as well asrehabilitation and upgrade, the project does not affect any households andoccupy any agriculture land areas, so there is no need to make theresettlement plan.

3. LEGAL BASIS, POLICIES AND ADMINSTRATIVEMANAGEMENT

3.1. Requirement from Investor to environmental issuesAccording to the Investor requirement, an Environmental lmpactAssessment (EIA) and a Resettlement Action Plan (RAP) should beincluded in the Project document.

3.2. Feasibility Study ReportFeasibility Study Report was prepared by Power Engineering ConsultingCompany 1 in July 2001.

3.3. Agreement on Project SiteThis is a rehabilitation and upgrade project, all kinds of work will becarried out inside the existing area of the plant, so it is not necessary tohave this kind of agreement, but a proposal for the rehabilitation andupgrade of the Andiem HPP is needed (in the annex part).

3.4. Environmental Management SystemThe environmental management system in Vietnam is divided into two levels:

- Ministry of Science, Technology and Environment (vISTE) iscommonly responsible for the managing of environmental protection atState level in the whole country, organizing and instructing allenvironmental protection activities and reviewing reports onenvironmental impact assessment of large projects.

- Provincial Department of Science, Technology and Environment isresponsible to the provincial people's committee to carry out themanaging of environmental protection at State level in the localities.This kind of project is managed by provincial level.

- Electricity of Vietnam (EVN) is the project investor responsible forthe whole project including resettlement programs. EVN will supervisethe establishiment of specialized bodies in charge of the preparation andimplementation of the project and will have to approve all decisionstaken by the Powver Company, the Project Management Board (PM\IB).

- Power Company (PC3): Apart from responsibility to manage theproducing and operating of the An Diem Hydropower Plant, PC3 isalso in charge of Project Management Board to coordinate all activitiesof the Project, including resettlement planning and implementation. Inaddition, PC3 is responsible for explaining the scope of the project toPeople's Committees at various levels; providing the budget for the

rehabilitation and upgrade project; and reporting on the progress ofproject implementation to EVN and World Bank.

- Electricity of Quang Nam is responsible for guiding, monitoring andsupervising the Environmental Impact Assessment (EIA) planning andimplementation of the project; reviewing document on land acquisitionand submritting to the Provincial People's Committee of Quang Nam togrant land within the province area; and monitoring, maintaining andrepairing the plant periodically. Electricity of Quang Nam isresponsible to PC 3.

- An Diem Hydropower Plant is responsible for protecting, takling overand operating the Plant after the completion of the project; supervisingand monitoring to find out timely all the incidents or changes of theplant to inform Electricity of Quang Nam.

3.5. Laws on Environment- Law on Environmental Protection approved on December 2 7th 1993 by

the National Assembly of Socialist Republic of Vietnam and signed forissuance on June 10th 1994 by The State President of Vietnam.

- The Government Degree No.175/CP dated October 18th 1994 onGuideline for implementing the Law on Environmental Protection.

- Law on Land of Socialist Republic of Vietnam approved on July 14th 1993.

- Law on Mlineral Resources of Socialist Republic of Vietnamapproved on March 20th 1996.

- Decision No. 1806 QD-MTg dated December 31st 1995 by TheMinister of Science, Technology and Environrment on organizing andimplementing the environmental impact assessment.

4. DATA

4.1. Relevant Documents and Legal Basis about the StudiedArea.

- Technical Design files

- Environmental Impact Assessment Report in the General Introduction ofVu Gia - Thu Bon river dated June 2000 by Power Engineering ConsultingCompany 1.

- Report on the present environment in 1999 of Quang Nam Province.

- Reports on the orientation to develop socio-economy, developmentprojects, data of present condition about the economy and socio-culture of the studied area.

- Reports on the orientation to develop socio-economy, annualstatistics book of Dai Loc District, Quang Nam Province.

4.2. Operation Efficiency of the Plant

The main function of Andiem Hydropower Plant (HPP) is to generateelectric power for the locality. Now, it has been connected to the nationalgrid. Annual energy productions of the last three years are as follows:22,290,96OkWh; 22,735,92OkWh; and 25,246,48OkWh in 1998; 1999 and2000 respectively.

4.3. Purposes of the Rehabilitation and Upgrade Project ofAndiem HPP

To implement instructions of Electricity of Vietnam in document No. 1940EVN/KH-HTQT, Power Engineering Consulting Company I (PECC I) hasprepared the Feasibility Study Report for the Rehabilitation and UpgradeProject of Andiem HPP.

- Name of the Company in charge/Contractor: Power Company N0.3(PC3) belonged to Electricity of Vietnam.

- Name of the Designing Company for the Project: Power EngineeringConsulting Company I (PECCI) belonged to Electricity of Vietnam.

- Purposes of the Project: To improve electric power capacitysupplying to the whole power system, to treat environmental andpending technical matters so that enable the Plant to reach to designcapacity and further promote the efficiency of the current hydro-energy.

4.4. Present Situation of the Project Site

The whole headwork system of Andiem Hydropower Plant (includingreservoir, main dam, canal site, penstock, power house, switchyard, controlbuilding, etc.) is located in Dai Lanh Comrune, Dai Loc District, QuangNam Province.

The water resource supplied for Andiem Hydropower Plant is from VangRiver with a catchment area to the dam site of 205 km2.

4.4.1. Present Situation of the Natural Environment

4.4.1.1. Location, Topography and Minerals

- Location.

Andiem Hydropower Plant on Vang River is located in Dai LanhCommune, Dai Loc District, Quang Nam Province. The catchment area tothe dam site of 205 km2 covering most of the natural area of Vang River.

Location Map, see figure 1. 1 in the annex part.

- Topography.

The studied catchment has a leave-shaped with widespread upstream andnarrow middle area. The topography here is mountainous and hilly,inclining from West to East with the catchment elevation of 450m. Streamsin the catchment wind along the mountainous area. The inclination ofstreams is rather big.

- Reservoir area, reservoir banks and diversion canal

The reservoir is small and there is sedimentation occurring here. There isno erosion and sliding on the reservoir banks and concrete diversion canal,but there are leakages along the canal. However, the canal is still normallyworking. A part of spillway right bank is eroded and slid. All the itemshere are working in normal condition.

- Pensiocks, Powerhouse ancd Switchyard

Penstocks are stable and anchor bolts are not eroded. Powerhouse andSwitchyard are in the same situation.

- Minerals.

The studied catchment has mineral sandy gold concentrating in Dal Dong.

Fensfat Rock: The mine area is about 9.56km2 , spreading from Daiillep to Dai Lanh. The quality of rock is good enough for making

china and Colomit glaze bricks.

Suoi Giua coal mine having a volume of 2 million tons is in Andiem.

There is no mineral mine for industrial purpose in the project site.

4.4.1.2. Meteorology and Hydrology

Vang River catchment is a part of Con River. After studying documentsabout meteorology and hydrology observed in the upper part and theadjacent of the catchment, we have some conmments as follows:

Climate

- Temperatuire: The climate in the project area is a combination of themonsoon-tropical in the south of Vietnam and west of Truong Sonmountains' climate. Vang catchment has a moderate temperaturesystem. The temperatures between winters and summers are notmuch different. Hot months in a year are from June to August, andthe hottest is June with average temperature at 29°C, while thecoldest are December and January. The area have much light withannual average temperature at 25.7°C, highest temperature at 40.6°C,while lowest temperature at 11°C.

- Air hutmiclity: The average annual humidity is 82.3%, this numbervaries from 75% to 85% during the year. The highest is 100% inDecember and January, while the lowest is 18% in July and August.

- Rain: This is the rainy area and the density of rain increases heavierand heavier from the downstream toward upstream. Average annualrainfall in the mountainous area varies from 2,800mm to 3,000mm.In the south of the catchment closed to the site area, it is about2,500mm. Rainy seasons are often from September to January nextyear, rainfall in rainy season is about 70 - 80% of the whole year.

- Tind. Wind direction in the area changes in seasons, usually it is inNorth, North - West and North - East directions. Maximum velocityof wind in the area is 4m1 rns.

- Evaporalion: Since the area humidity is high, the evaporation in thecatchment is not much. There is hot and dry westerly wind comingfrom Laos in dry seasons. In this season, the max monthlyevaporation measured in Picher is about 105 + 130mm (from May toAugust). In rainy seasons, when the humidity increases, theevaporation goes down clearly from 60 . 90rnrn/month. The totalannual evaporation is 1022mmn.

In the studied area, dry season lasts 7 months with hot andsunny weather causing extremely drought condition.

Much rain and rain with great intensity in rainy seasons causesfloods with frequencies more than 10% harming people's livingand working.

There are about 25.9 days/year in rainstorm weather.

Hydrolooy and Water Resource

- Hydrology:

*River and stream network.

There are many streams running into Vang River in the studiedcatchment, seven on the left bank with a length of 34.71 km and tenon the right bank with a length of 28.67 km. Length of the main nrveris 29.7 km. The network density in the catchrment is 0.454 km/km2.

. Hydrology.

Flood season begins in October and ends in December, Dry seasonbegins in January and ends in September. Transition stage from dryseason to flood season is in September and from flood season to dryseason is in January. Equivalent to design frequency of 0.5%; 1%;and 5% are 1756 m3/s; 1605 m3/s; and 1247 m3/s respectively.Salient features of the flows at the project site are Qo = 12.3m3/s, Cv- 0.4, and Cs = 1.0.

* Mud and sand.

+ Suspended mud and sand drifting to Andiem reservoir is 26,620m 3/year, displaced mud and sand is 3,445 m 3 /year. Total annual mudand sand to Andiem reservoir is 30,065m3 .

+ As usual calculation, suspended mud and sand drifting to Andiemreservoir is 2,662 m 3 /year and displaced mud and sand is 1,722.5m 3 /year.Total annual mud and sand in Andiem reservoir is 4,384.5 m3 .

- Water resources.

Andiem HPP on Vang River has a catchment area of 205km2 , averageannual flow of 12.3m3/s.

4.4.2. Socio-economic Present Condition of The Studied Area.

4.4.2. 1. Economic Present Condition.The studied area is fully located in Dai Loc District, The natural area of thedistrict is 585.54 kn 2, with 15 communes nuid a town. The district'spopulation is 152,692 people (Dec.2000). Area, population and populationdensity of the district are shownv in Table 1. Reservoir, Canals, Power Houseand Swvitchyard, etc, of Andiem Plant are located in Dai Lanhl Commnune. Thearea of Dai Lanh is 125,9 km2 with its population of 16,973 people (in 3,722households), average population density is 135 people/krm2.

Land area up to the year 2000 is shown in Table l. The whole district'sland area is 58,554.7ha, of which the area of Dai Lanh is 12,590ha.

Cultivating land area of the district in 2000 includes 13,302. Iha of land forfood crops, of which 10,477.6 ha for rice crops, 2,291.5 ha for maize crops,4 10 ha for sweet potatoes and 123 ha for cassava.

Land area for vegetable cultivating is 1525.1 ha; for short term industrialtrees is 1456.2 ha and for perennial fruit trees is 2128.5 ha.

Food production of the district in the year 2000 was 52,920 tons, of whichrice production was 45,500.9 tons and crops was 7,419.2 tons. Generalfood production from 1996 to 2000 did not change much. The productionin 2000 was the lowest and the one in 1999 was the highest (60,616.9tons). Average food per capita of the whole district in 2000 was 348.74kg/person. The number of Dai Lanh commune was 352.38 kg/person.

Land area for short term industrial trees has been expanded slowly incomparison to the one of previous years. The production value is still low.In 2000, the land area for sugar-cane was 77 ha with the production of2,156 tons; for tobacco was 510 ha with 943 tons; and for ground-nut is800.2 ha with 1,600.4 tons.

In the year 2000, Dai Loc had 3,954 buffaloes, 18,319 bulls and ox, 43,091pigs and a flock of poultry of 316,539; of which Dai Lanh commune had502 buffaloes, 1,536 bulls and ox, 3,940 pigs, and a flock of poultry of27,013. In short, the breeding industry of Dai Loc has not been developedand planned with a large scope.

Aquatic cultivating production. of Dai Loc in 2000 was 16.4 tons in 4.2 ha.By exploiting the natural production, the district had 14.4 tons of fishesand 7.8 tons of other aquatic creatures. Dai Lanh commune, in particular,had an aquatic cultivating area of 0.4 ha with a production of 2 tons, and2.7 tons from natural resources.

In 2000,. households in Dai Loc planted 256.9 timber trees, 7.5 ha ofcinnamon, 210.6 ha of other forestry trees. Number of trees afforested by stateunits was 321.8 ha of timber trees; 22.2 ha of peach trees and 6 ha of otherindustrial trees. There were 1,220,000 trees planted scattering as a whole.

Up to the year 2000, there have been 7 enterprises in mine ore and mineralprocessing sector; 32 enterprises in construction material processing sector;90 enterprises in electric - mnechanic sector; and 500 enterprises in food andagricultural product processing sector. The total value of the industrial andhandicraft production was 74,528 million VND in 2000.

In general, the industrial and handicraft sector of Dai Loc District have notbeen developed with simple and small products, therefore it has littlecompetitiveness.

Living standards of the local resident are still low, with capita averageincoine of 180,000 ÷ 200,000 VND/month.

- Transportation: There are 39 km of national highway, the vast remainroads are managed by Quang Nam province and Dai Loc district;most of the roads are natural earth-fill roads, asphalt roads.

- Access road to Andiem plant is normally used in dry seasons. Inflood seasons, it usually gets stuck in the bridge crossing Kon River.

4.4.2.2. Population, Society and Culture in the Project Area.- There are 2 main groups of people living in the district: the first is

Kinh who are majority and the later is minority Ktu and some otherminority peoples, according to social studies.

- To the end of the year 2000, the district.has a population of 152,692people, of which there are 72,873 men and 79,819 women. Dai Lanhcommune has 16,973 people. Natural population increasing rate is1.25%, average density is 261 people/kin2 .

- District's education: There are 4974 children in 164 classes at pre-school level; 21,007 pupils in 622 classes at primary school level;14,266 pupils in 3 13 classes at lower secondary school level; and6,425 pupils in 131 classes at upper secondary school level. Thenumber of teachers is 183.

- In the whole district of Dai Loc, there are standard health services inall comrmunes; one health care center and two polyclinics at districtlevel. Dai Loc also has 57 doctors; 01 pharrnacist; 01 master; 03bachelors; 167 physicians, technician and nurses; 22 midwives andother staff.

- The district has a well-serviced primary health care. Average man -times go to hospital for health-care examining per annual are 250,000people. Number of inpatients is more than 10,000 people. Widespreadvaccination services reaches to 98%. Diseases like goitre; malaria,and petechial fever are more and more reduced.

- In the past five years, the district's culture and sport departmentimproved actively. Up to now, there are 51% of the households in DaiLoc having television set and 80% of them having radios to listen to.

5. ENVIRONMENTAL ISSUES

Andiem HPP is a small hydropower plant, derivation type with a smallreservoir. The reservoir has a surface area of 37, 307 m2. No households areinundated because of the reservoir. It is necessary to limit the environmentaland social impact to the inundated land area. However, the construction,operation and maintenance of the project have caused certain negative impacts.

5.1. Matters mentioned during rehabilitating design period

5.1.1. Environmental impact to land use

The rehabilitation and upgrade of Andiem Hydropower Project isabsolutely carried out inside the under operating plant area, so it has noaffect to the local land use.

5.1.2. Physically Environmental Impact (hydrosphere, atmosphere).

Andiem hydropower plant is a small project, so it has inconsiderable andlimitable impact to physical environment, such as hydrosphere,atmosphere, etc. During its construction, operation and maintenance,however, the project may cause certain impacts. It can be divided into threeaffected areas to assess: The first one is from the dam to the upper stream;the second one consists of the intake and intake canal to the powerhouse;and the last area is the outlet.

5.1.2.1. Upper Stream Impact (the 1 st area).- Hydrology:

+ In flood seasons: the flow is as usual because a part of the floodflow has been used for electric generation (7.2 m 3

/s). The rest flowspilled over the dam to the downstream. After being used forgenerating, the flow will be discharged back to Vang River.

+ In dry seasons: The flow discharge is inadequate for electric powergenerating, water is stored in the reservoir for making maximumcapacity at peak load, therefore the flow condition in the downstreamof Vang River is changed. However, this part of the rivcr is slhort andlocal resident do not use water for their living, the changes inhydrological regime of the downstream has no considerable affects..

+ Sedimentation in reservoir.

Because of the 4m dam, the inclination of this part of Vang river hasreduced. The flow speed decreases enabling sediment to accumulatein the upstream of the dam.

It is reported that in the past years, the uncontrolled exploiting of gold onVang river has caused the deposit sediment in the reservoir and in the

downstream of the power house. Design regulating time is 5 hours anid23 rminutes. Because of the sedimentation, now it is decreased to about 4hours. In addition, the gold finders usually used Siamua substance fortheir work. That was the cause of water pollution and death of fishes,especially new born fishes. According to the survey in the early June2000 by Power Engineering Consulting Company N°. 1, with crestelevation of 134m, the surface area is 37,307m2 and the reservoir storageis I IO,000m 3 .The sedimentation in the reservoir has raised to 46,000n 3,the height of the sedimentation at dam cross sections is from 1.5 . 2.0 m.

Apart from the changes of sedimentation in the upstream of dam andflow regime in dry season, there are trees, rubbishes obstructingwater to flow into the intake also creates losses for the powerhouse inflood seasons. Measures should be applied to enable the plant tooperate well and continuously in flood seasons.

5.1.2.2. Impacts in the Area from Intake to Powerhouse (the 2 nd area).The hydrological regime in this area has been affected by theoperation of the plant in flood seasons. However, this stretch of riveris short and the short interval does not affect much to localpopulation and economy as analyzed above.

Hydraulic regime in the canal and water conveying capacity of thecanal are in good condition. With an inclination of 1.5 0/ triangularshape and average width of 2.2m, the canal can convey a water flowof 7.92m3/s. The canal is built of reinforced concrete, so there is noerosion and sedimentation inside it. In 1999, there were some parts ofthe canal destroyed and now they have been repaired. But there isstill leaking at some connection.

Environment inside the plant.

+ The plant has been operating for 10 years. Control equipment,governors, turbines, and generators have been degraded and seriouslydamaged. During operation, this equipment has been maintained andrepaired asynchronously causing big noises in the powerhouse.

+ Since the Plant is located 1uncderground and sheltered from the wind, itstemperature is about 22'C in winter and from 330C to 40'C in sulimmler.It is necessary to have measures to solve the noise and reducetemperature ins.ide the powerhouse, especially in the central building.

+ During the rehabilitation and upgrade stage, there will be waste andrefuse discharged from the Plant (oil, grease, for example). Thoughthe volume of the waste is not much, it is still necessary to havemeasures to treat and to collect waste and refuse; construct a wastecollecting tank then waste will be regenerated, burned or buried inproper places, for example. It is required to minimize the dischargingof such waste and refuse into the downstream.

5.1.2.3. Impacts in the Outlet Canal Area (the 3 rd area).

+ The hydrological regime in the downstream of outlet canal has beenchanged; the flow has been widened toward the left bank. During itsoperation, the flow in flood seasons scrolled rocks and soils from theupstrearm down, causing sedimentation in the powerhouse area. In 1997,20,000m3 of rocks and soils were dredged from the downstream canal. Itwas sedimentation again when' there was a low frequency flood(approximately design flood) in 1999.

+ Fish and fishery: The downstream of An Diem HPP is a short sectionof the Vang river joining to Con nrver with an annual flow at the estuary of12m3/s. From here the flow goes along I lkm downstream to join with Cairiver. The annual flow of Cai river at the confluence is 214m3/s. Theconstruction and operation of the plant will not affect the flow. On the otherhand, aquatic resource in this section is not abundant. Therefore,implementing the rehabilitation and upgrade project will not affect fish andfishery in the locality, either.

+ Water use: The construction and operation of the plant. In addition,there is no work using this water resource for irrigating. Hence, there is nonegative impacts on the water use, either.

5.1.2.4. Quality of River Water.

According to the report on current environmental assessment of QuangNam water river, the quality of water at the T-junction of Vu Gia - ThuBon shows the PH value of within 7.2 to 6.57 (inside the acceptable limit),suspended solid substance varies from 18.7 to 21.1 mg/I, this numberseems to be higher than it is allowed, but not remarkable. Organicsubstances have COD and BOD5 content from 3 to 5 mg/l are inside theallowable limit. Heavy metals, inspected criteria such as lead, zinc, andmercury do not appear or appear with low content. Microorganism,represented by coliform with much higher content in compared with theacceptable limit. It is only in accordance with the acceptable limit wVhen itis not rainy. In general, the quality of river water is good in term oforganism; it is only partially polluted during rainy days. Other chemicaldata is insicle acceptable limit.

5.1.3. Biology Natural Resources and Eco-systems.

- Aqcuatic biology:

Since the plant is operating in an uncompleted daily regulation (small reservoirwith a volume of 110000 m3), current situation of aquatic biology has not beenchanged much. Only the dam affects fish rmigrating. There have not been anydocuments about the aquatic resources in Vang river. During investigating, it isreported that aquatic resources are not abundant. Local inhabitants only go

fishing for food when they have free time. Fishing equipment here arefishhook, fishing-net, anid weir, etc. Fish production is low. In rainy seasons, theproduction is higher than it is in dry seasons. Namne of fishes here are freshwater fish, such as carp, small fish fiy, etc.

The local inhabitant has started to breed fish. There are some pondsbreeding fishes like carp, chub, African carp, etc.

- Eco-system.

As analyzed above, In the site area, the on land living things are poor in speciesand quantity, on the other hand, the plant has small scope with little inundatedareas, so that it has little impact to the on land species in the site area.

5.1.4. Impact to the Under-used Natural Resources.

- Water resource.

Andiem hydropower plant is using natural water resources from Vangriver. After diverted through powerhouse, the whole flow water runscompletely out to the downstream. The operation of Andiem HPP is inaccordance with the water demand of the irrigational system in Dai Lanh inparticular and in Dai Loc in general. It means the downstream area shouldbe always in the samre discharge condition in dry seasons as before.

In fact, field study in Vang stream showed that there is no inundation orsedimentation of agricultural lands.

- Lannd using.

Other on-going used facilities such as transportation, agriculture, andindustry, etc, have not been affected by the project. However, a certain areaof land (about 6 ha) has been used for headwork, control building, safeguarding area, and local access roads. All of the land area is hilly land withbushes of trees along two banks of Vang river. The project site area, whichis now controlled by PC3, has no inhabitant. Therefore, the requisition oflands here does not have negative impact to the local land-use planning.

Flow interruption: An Diem HPP is an under operating Plant. In case therehabilitation and Upgrade project is implemented, only the intakes shouldbe closed, so that the flow will spill over spillway down along the originalriver, and the flow will not be interrupted. There is no water transportationin the downstream.

- Mineral resources

The rehabilitation and upgrading of the HPP will not involveinundation not earthworks outside the existing plant area so that noimpacts on will be imposed mineral resources in the surroudingareas.

5.1.5. Impact to People's Living Standard.

Andiem HPP does not inundate any residential houses and their cultivatinglands, and have no negative impact to human living, either. The plantoperation with annual energy production of 22 to 25 million kWh since1991 has created favorable condition for the district economicdevelopment. The stable and huge energy resource has significantimportance for the local electric power system in dry season. It not onlyimprove the quality of electric power, but also supply electric power toremote communes, which helps improve economic development and bringus positive social effects. The power supplied from Andiem HPP has beenconnected to the 35kV transmission line local network. Electric power hascontributed to improve local people's awareness through programsbroadcasting on radio and television. Therefore, people in remote arearecognize well about their responsibility for society.

5.2. Environmental Issues During the Implementing of theRehabilitation and Upgrading Process

5.2.1. Flow Obstruction

When implementing the rehabilitation and upgrade with equipment part andcivil work, the intake shall be closed so water will flow to the main streamdown to the downstream. Therefore it will have no impact to the flow.

5.2.2. Changes of Downstream Water Quality

During the rehabilitation, the reservoir will be dredged with a volume of30,000m3, leaking parfs of the canal will be repaired within one month. Itmay have impact to the downstream environment but unremarkablebecause the implernenting is short and the river part from downstream ofthe dam site to VLi Gia - Thu Bon river is not too long, therefore waterfrom the project will run into Vu Gia. In addition, water in this area is onlyused for irrigating purpose, so the temporary turbidity of water will notaffect the local environment.

5.2.3. Construction Material and Solid Waste Discharging

During the rehabilitation, upgrade and expansion stage, there will be wasteand refuse discharged from the Plant (oil, grease, for example). Though thevolume of the wvaste is not much, it is still necessary to have measures totreat and to collect waste and refuse; construct a waste collecting tank thenwaste will be regenerated, burned or buried in proper places, for instance.It is required to minimize the discharging of such waste and refuse into thedownstream. Besides, it will take a short time to repair and replace parts ofequipment and the plant, so that there will be inconsiderable impact to theenvironment in the locality and in the downstream.

Dredging waste materials are sands and could have been contaminateddue to the goal and fensfat rock mining in the upstream. Disposal optionsinclude general land-fill materials for new construction filling or linermaterials for an appropriate site, or as capping materials for a landfill. Theplace for disposal of the dredging materials will be discussed and agreedupon with the Dai Lanh commune or Dai Loc district authorities. Ifdredging materials will be used for land-fill matenials, analysis of potentialcontamination of the sediment should be carried out to ensure that the levelof contamination is within national environmental standards.

5.2.4. Noise

Since the volume of work is not much, mainly in the machinery hall (repairand replace equipment). Noise only exists inside the control building and itdoes not have large impact. In addition the site is far 5 km from residentialarea, so noise impact is inconsiderable.

5.2.5. Demolishing of Trees and Vegetation Covers

As mentioned above, the rehabilitation is mainly replacing equipmentwhile there is little work with civil part, so this activity is not included.

5.2.6. Impact from Worker's Camping

Number of workers for the rehabilitation is about 60 - 80 people (not toomany). On the other hand, number of workers of the under operating plantis small at that time so it is not necessary to make temporary camps forworkers, because all workers can stay in the apartment area of the plantand they can share the same Water Closet area with other workers workingin the plant.

5.2.7. Labour Safety

To have good labour safety, all construction counterparts should have goodlabour safety measures as well as safety working clothing and tools forworkers, and they should have regularly checking with each worker onlabour safety.

5.2.8. PCBs disposal and management

The existing equipment is manufactured in Czech republic in 1987-1989.The transformers do not contain PCBs and therefore no specificmanagement or disposal plan for PCBs will be required.

5.3. Environmental Impact caused by Resettlement

As mentioned above, there is no resettlement program for the rehabilitationand upgrade project.

5.4. Environment in GeneralAndiem hydropower plant only occupies a small area of hill and forestland, using the natural water resource form Vang stream. The operation ofthis plant does not affect the flow regime of Vang river and Con river. ThePlant has little environmental negative impact.

The benefit of the project is electric energy. It supplies the local electricsystem with 25 million kWh/annum (equivalent to 13,000 tons of oil). It isnecessary to maintain and upgrade the project to have maximum use of theavailable energy.

6. MITIGATION MEASURES FOR NEGATIVEENVIRONMENTAL IMPACT FROM THE PROJECT

6.1. Natural Environment.

6.1.1. Mitigation Measures for Physical Environment.

Following measures should be taken to mitigate negative environmentalimpact as follows:

- Reduce the quantity of sand and mud in the river bed by prohibitexploiting of gold in the upstream. In addition, while implementingthe rehabilitation and upgrade project, it is necessary to maximizinTlylimit disposing construction waste into river, etc. together withprotect the upstream forest.

- Reduce the quantity of sand and mud in the reservoir by dredgingannually to maintain the capacity of regulation as designed.

- Dredging sand and mud from reservoir is carried out by usingdredgers and transported by van to the waste area, the dredging-pumpwith capacity is horse-power 300 and productivity 100 m3/h. It'swork only a month in the dry season.

- Quantity of work is specified (are shown in "Feasibility StudyReport"). The quantities of material to be transported is not much.Negative impacts from san and mud at the downstream areinconsiderable.

- It is essentially to upgrade the trash rack as well as the rackingmachine.

- Noise: It is necessary to replace controlling equipment, auxiliarygovernor, and upgrade turbines, generators, etc, to reduce noises.

- Temperature: It is necessary to install air-conditioner in the controlbuilding for staff to keep temperatures low enough in summers andwann enough In winters.

- Sedimentation in the downstream of the tailrace canal: Since it isimpossible to prevent soil and stones from the upstream runningdownstream w*hen there is big flood, it is necessary to dredge sanid, mud,andl sedimiientation fi-omn the downistream of the plant in accordance withthe desipn prepared by PECC I dated December 1999.

- It is necessary to reduce disposing of construction materials andwaste into Vang River to avoid water pollution during operation aswell as when the rehabilitation and upgrade work is implemented.

- Investment cost of mitigation measures for physical environment isincluded in investment cost of upgrading and rehabilitating the project.

- It is necessary to construct a suitable waste tank to collect waste andrefuse or grease. Thenr, such waste should be regenerated, burnt orburied in proper places. It is required to minimize the discharging ofsuch waste and refuse into the downstream.

6.1.2. Environmental Impact Mitigation to Eco-system.

6.1.2. 1. Aquatic Creatures, Fish and Flora.- It is necessary to reduce water pollution to a maximum level by

shortening the time of excavating and constructing under water (ifhaving) to protect aquatic creatures, fish and flora, especially whenthe rehabilitation and upgrading is implemented.

- Protect natural national park in the catchment and in the adjacent, toafforest and to reduce deforest.

- Protect the floristic cover area and recover the desert lands withvegetation. Priority is given to the forest resource of Dai Loc toreduce erosion and to settle the slope sides.

6.1.2.2. Fauna.

- Responsible offices should point out measures to protect value andrare animals from hunting and other illegal activities.

- It is necessary to control people to entering remote areas byimplementing pernanent or temporary measures (for example,control access road, security guarding, etc.).

6.2. Social Economic Environment.

When the project is implemented, no households or cultivating lands shallbe inundated of affected. Therefore, it is not necessary to prepare report onresettlement for the project.

6.3. Energy supplying plan

During the rehabilitation and upgrade, Andiem Hydropower Plant willhave to cut electricity fully or partly. There will be a shortage ofelectricity. It is necessary to have a detailed energy supplying plan togenerate electric power to the locality.

7. EVALUATION OF ALTERNATIVESThe purpose of the project is to rehabilitate and upgrade a stable electricitygenerating to connect to the national grid so that it can supply electric powerfor the locality.

Replacing alternatives can be as follows:

Replace with a local diesel generator.

Supplement with electric power generated from the national grid.

Construct some new small hydropower stations in the area.

Not to implement the rehabilitation and upgrade project.

Alternative to replace with a standing local diesel generator: This alternativecan be implemented quickly but it has some disadvantages: difficulty insupplying fuel, high costs, especially in flood seasons. In addition, the use ofdiesel generator will pollute the surrounding environrment.

Alternative to supplement with electric power generated from the national gridcan be implemented since we already have the electric power grid.

This altemative would not have major environmental impacts.-Some veryminor impacts could be as tree cutting and construction of tower pads leadingto an increased soil erosion. However, there is still no supplemented powersupply since the electricity generated to the national grid is limited to theincreasing load demand.

To construct some new small hydropower stations in the area will take longtime and may occupy land or resettle residents in the project area, etc. withhigh costs.

Alternative not to implement the rehabilitation and upgrade project: the plantmay still operate but with lower capacity in comparison ,with the design.Annually, it is necessary to carry out repairing the plant in large scope as wealready evaluated above.

Hence, It is feasible to carry out the rehabilitation and upgrade project in thisperiod. In addition, Implementing the project according to this alternative willnot affect the local environment.

8. PCB MANAGEMENT:

The existing equipment is manufactured in Czech republic in 1987-1989. Thetransformers do not contain PCBs and therefore no specific management ordisposal plan for PCBs will be required.

9. ENVIRONMENTAL MANAGEMENT PLAN

9.1 Mitigation Measures for Negative ImpactsConstruction work in the rehabilitation and upgrade includes soil and rockexcavation, concrete casting, rock built, brick paving, plastering, roofing,-installing and dissembling of equipment; and renewing road surfaces, etc,...

- Soil and rock excavation, plastering, rock built, brick paving, roofing willbe carried out by executing.

- Concrete casting is carried out by machine in combination with manualways.

- Installing and dissembling of electrical and hydro-mechanicalequipment is carried out by manual ways in combination with usingwinch and crane in the plant.

- Dredging sand from reservoir is carried out by using dredgers andtransported by van to the waste area. Quantity of work is specified (areshown in "Feasibility Study Report").

The construction site and local material exploitation area (for sand, stone andgravel) is in Dai Lanh commntme, Dai Loc district.

Concrete, steel, timber, etc, are supplied from Dai Loc town, 62km far fromthe site.According to "Feasibility Study Report ", we can see that quantity of materialto be transported is not much: about 142 tons of cement, 0.4 tons of steel(various types), and some of tons of other materials. Transporting distance is37km or 62 km depened of materials, so it is possible to transport the above-mentioned materials in weekends or in the time transportation density is little.Therefore, it will reduce traffic jam. Negative impacts from the transportationof material from Kon Tum to the construction site are inconsiderable.

Quantity of exploiting material (sand, stone, gravel) is not much: 855m3 ofstones and gravel; other 394 1m3 will be exploited in the site area, so there areno impacts to local environment and eco-system. The transportation ofmaterial is carried out in a small area where there are not many residents livingin, so it does not affects people's health.

Installation work in the project is: dissembling of needed replacing equipmentand installinig newv equipment.

Material and equipment are easy to dissemble so arranging and collecting suchmaterial and equipment is easy, too.

Collecting oil and grease when dissembling equipment, such as governor andtLrbine, so that it can limit the environmental pollution.

Electricity of Quang Nam is responsible to arrange work and support infinance for labour force of the plant while implementing the project. Labourforce of the plant is supposed to arrange as follows:

- Participating in the Project management board.- Participating in some other work of the project.

Taking seriously the labour safety supervision, especially to workers who arecarrying out complicated work so as to reduce working accidents.

Special measures to ensure the dam stability will be applied, based on theavailable technical design data and additional checking of the technicalfeatures

9.2 Environmental monitoringThe Environmental monitoring and management should be carried outregularly. The project has a small reservoir and modest site area, affects to theenvironrment is not much, so it is not necessary to have specialized officials tosupervise and manage this kind of work. The environmental monitoring andmanagement of the mitigation measures can be carried out regularly by theexisting staff of the Plant to improve their experience and to have treatmenlttimely (Such staff should be trained in specialization).

Contents of the monitoring and supervising work during the rehabilitation andoperation are specified in Table 4 and 5

9.3 Action Plan and Cost Estimation

9.3.1 Rehabilitation and Upgrade Plan

Time for implementing the project is 01 year. Total Cost for the project detailsare shown in "Feasibility Study Report".

As stated above, an engineer who is responsible for operating will beemployed to supervise the environment management plan duringimplementing the project as well as in long term. 10. RESETTLEMENT

An Diem HPP has been operating since 1991. The Resettlement Plan hadbeen completed before the plant came into operation. Resettled householdsare having stable life with local community. The rehabilitation and upgradeproject will be carried out completely inside the existing plant. Other areassuch as material area, workers' camping for the construction work, andwaste area, etc, are all inside the existing plant, too. There are no more landarea or residential area to be occupied for the project, so it does not affectlocal residents. Therefore, there is no resettlement plan in this project.

11. PUBLIC CONSULTATION AND DISCLOSURE

During implementation the rehabilitation and upgrade project, all theworkers working in the plant have to stop or change their work, and theirlife maybe more or less affected. When the project is completed, theirliving and working condition will be improved. Such workers have beeninformed about the project by Electricity of Quang Nam (theirmanagement board).The implementation of the project was informed to and asked for opinionfrom engineers and workers in Dai Loc Department and local authorities(people's committees of Dai Lanh commune and Dai Loc district) in June2001. Records of these meetings are proviced in annex. Information aboutthe project and the summary of the environrmental assessment was sent toCultural Center of Dai Lanh commune to be broadcasted for the publicinformation and comments. Local NGOs such as the Women Union, theFarrner Union and the Fatherland Front were invited to provide comrments.This public consultation process took place in end of February 2002.Records of the public consultation meetings proviced in annex 5.

Copies of the EA summary and the Environmental Management Plan(EMIP) have been displayed at a public place such as DOSTE and the DaiLanh commune people's committee from February 8, 2002 for four monthsfor public comments.

So far the project has been agreed in principle and highly supported by theabove-mentioned people and offices.

In general, no major environmental issues have been raised and themitigation and mnonitoring plans for the project have been agreed inprinciple and l;ighly supported by the above-mentioned people and offices

Electricity of Quang Narn has got an agreement on the arrangement ofsuitable work for workers of An Diem 1tPP during the implementation ofthe project so as not to have negative impacts to living condition of theworkers as well as their families.

12. CONCLUSIONCarrying out the rehabilitation and upgrade of the An Diem HPP in this periodis necessary. Dai Lanh commune is far from the large national electricity grid.Supplying electricity for this area is only come from Ai Nghia 35 kVtransmission line, so the probability of stop supplying electricity is high. Tomaintain the local electricity source is very essential and has a specialsignificant for the development of the economic and social of the Quang Namin particular.

Negative impacts from the project are inconsiderable. Other small ones can besolved easily with little costs. There is no resettlement area in the project isalso an advantage for the implementing of the project. It is suggested to carryout the project as soon as possible.

Reinforced concrete diversion canal has a triangular section with a widthof 2.2m, a height of 2.3 m and an inclination of 0.0015. It is designed todivert a flow of 7.2 m3/s. The diversion canal works in the type of non-regulation.

Hydro-engineering System and Auxiliary Works:

1. Diversion channel: Along the channel, there are places with water seepage through joints;concrete is worn out with reinforcement exposed. Seepage also occurs in stone walls ofsurge tank.

2. There has not been any rubbish-lift in front of the trash rack of surge tank.3. There are 7 lifts for gates and trash racks from the surge tank to reservoir, which are

usually broken down during operation.

4. The daily regulated reservoir is filled with sediment so the water volume for regulationaccording to design is not sufficient

5. There are seepages in the main machinery hall and the place where electrical equipmentis installed.

6. Surface of access road from the powerhouse to surge tank is damaged, so the drainage system is.

7. The passage to living quarter of the plant which crossing Con river: The abutment in thenorth bank is eroded because the flow has changed its directon to the north.

8. It is necessary to rehabilitate the plant's architectural.9. There has not been a water supplying system for workers inside the powerhouse.

18.1. Mechanical Equipment1. The turbine pillow has been replaced but it has not met the requirement on manufacturing.2. Thrust bearing of turbine and generator are all worn out.3. The brush is evenly worn out, has been repaired but not met the operabng requirement.4. The eroded runners have not been replaced, making loud noise when operabng. The

guide vanes are also worn out creating gaps so that efficiency is reduced.5. Valve system of the main penstocks and of the three penstocks to turbines are worn out,

creating gaps. The valve director is operabing with lack of reliability.6.- During operabon, the governors are not stable.7. Auxiliary equipment such as oil pump, air compressed pump, oil pendulum pump, air

compressed tank, butter fly valve lifting system, etc,.. .are often broken down while thereare not enough spare parts for replacement.

18.2. Electrical Equipment1. AVR and block rectifier are operating in unstable forced regime, creating incident2. Electrical equipment such as protection relays, interpose relays, signal relays have been

damaged. There are no synchronous equipment for replacement3. Measurement equipment (thermal meters, electrical meters) has big errors that cannot be

replaced because there is no new equipment being sold in the market.4. The transformer T3 with 0.6kV DC resistant is different from the operating standards and

the problem has not been solved.5. In rainy seasons, electricity supplied for the plant is always cut off, causing shortage of

electricity for flood protecting works (water pump, protection lighting, emergency cases, etc...).

1 8.3. Communication

Because of its length (1,500m), the telephone line always faces with incidents.Priority electrical and mechanical equipment:

(they should be paid close attention)1. It is necessary to have a contingency generator in case electricity supplied from the grid is cut off.2. A stable communicaton system.3. Priority equipment for replacement: Oil pump, air compressed pump, air compressed tank,

governor, AVR, protecton relays, interpose relays, signal relays.4. Make new design for rubbish lift in the surge tank to reduce interrupting time for rubbish

lifting and to increase operabng effectiveness.

Based on the contents of the meeting dated 21s' may, 2001 in head office of Power Company 3(PC3) between PC3 and PECCl about the preparation of Feasibility Sutdy Report (FS) on theRehtlillitation and Upgrade projects for An Diem Hydropower Plant in Quang Nam provinceand Kon Dao Hydropower Plant in Kon Tum province with invested capital for the two projectborrowed from the World Bank (WB) in financial year 2002 - 2003, PC 3 has followingcomments:

1. General Requirement:

Based on the current situation of the two above hydropower plants, PECC1 is kindly. required to study rehabilitating and upgrading alternatives to meet following

requirements:

- Make sure that the plants will operate continuously in a stable and safe conditionso that they can develop with maximum capacity.

- Improve working condition of the operators in the plants.

We would like you to have comments, comparison so that we can number the priorityorder for work items that are necessary to be rehabilitaed and upgrade in eachilternatives. The selected alternative will be the optimum one in term of technical and

oconomic efficiency.

2. Proposals for Studying and Evaluating

a. An Diem HPP

- A-system of eletro-conductivity and repairing of valves should be equipped in theheadwork area.

- Rehabilitabng and repairing of bearing pillows for turbines and generators.

- Rehabilitating and repairing of governors.

- Improving of working condition in the control building (temperature, noise).

- Treating of leakage and seepage places in hydro-engineering works and in themachinery hail.

- Treating of sedimentation in the reservoir and absolutely solving such matteroccuring in the downstream of the plant.

- Rehabilitating and.replacing of the secondary equipment of the electrical system inthe plant (synchronuouly).

- Rehabilitating and upgrading of the internal access road inside the plant.

b. Kon Dao Hydropower Plant

- Upgrading of electrical system in the plant.

- Improving of turbine and generator efficiencies.

- Repairing of turbine bearings.

- Overcoming the interuption of the generators for rubbish collecting.

- Evaluating of the expansion plan for the plant in hydro-energy, layout and civilworks.

Note: The above proposals are for refference only. The alternatives mnentioned inFS will be absolutely depended on the studies and evaluation of your Company,

3. Time of Preparing the FS

First of all, PECCI is kindly required to:

Prepare and submit the detailed plan for investigation work as soon as possible.

Because of the urgent requirement given by EVN, PECC1 should complete andhand over the FS and EIA of the two above projects to PC3 prior July 151', 2001.
