The nearly Zero Challenge
Proven forerunners in nearly-Zero energy housing and renovation will share their experience to increase knowledge and confidence in the POWER HOUSE EUROPE Network to meet the nearly-Zero Energy Building standard obligations outlined in the Energy Performance of Buildings Directive.
15 partners (mainly National/Regional Housing Federations) in 10 EU Countries

Structure based on Needs
Partners work in 4 thematic inter-European Taskforces:
nearly-Zero energy housing in Cold/Continental climates;
nearly-Zero energy housing in Warm/Mediterranean climates;
nearly-Zero energy housing in regions characterised by divided- cooperative ownership, and
Financing for Refurbishment and New-build

The NZE Challenge in a nutshell
There is a lack of confidence resulting from lack of data in use-phase of buildings
Consumption monitoring software, progress on refurbishment rates and reduction in energy consumption and CO2 emissions and renewable energy generation will be entered by local housing organisations and visible to the public.

Capitalising on Diversity
• Innsbruck (Neue Heimat Tirol) largest passiv social housing estate in the world – 4-6 % higher price than normal construction costs;
• Other regions e.g. Flanders – estimates between 50 – 80% than maximum cost for social housing;
• Reasons include state of market development, product, service availability;
• Need for innovation in housing concepts, design and buildingsystems and techniques.

Reality Check
The project idea should be based on a real problem faced by partners or a clear objective in line with work programme.
Keep ear to the ground, talk to practitioners and learn about the real obstacles, these are often the ones overlooked.. e.g. access to finance…
Ensure that all partners understand and share the objective.

Network
Avoid re-inventing the wheel, Inspire, Motivate & Scale-Up:•Capitalise on existing Contacts and Networks; •Ensure that Consortium Members add value e.g. from different fields of expertise (technical/practitioners/communication) or different geographical zones; Before project Submission: •Letters of Support from potential multipliers, ministries, counterparts in the sector & relevant on-going projects; After project launch: •Link with Solar decathlon Europe, International Polar Foundation, Buildings Performance Institute Europe, Link with EPBD Concerted Action. ‘Plug-in to POWER HOUSE web function’ to facilitate continuous feed in from on-going projects and.. result! Established exchange between Austria and Brussels Region
Why Intelligent Energy Europe?
• Closer to users and everyday application than research programmes;
• Not new research, but the innovative use and capitalisation of existing technologies and methods;
• EACI: results oriented, focussed on what really needs to be changed!

Turning Policy into Action
Practitioners, Policy makers, Industrial Lobbyists, Green NGOs, Innovations all in their own bubbles…
The IEE gives some space and support to join up these bubbles and that is what we are trying to do in Power House nearly Zero Challenge…
Conduct a robust, facts-based EU wide reality check in order to really change our realities…
