The Delhi State Electricity Workers Union was set up by Lt.Smt. Aruna Asaf Ali, in 1947 in the erstwhile Delhi Vidyut era and atpresent it is operating simultaneously in the successor power utilities viz in DTL, IPGCL, PPCL, DPCL, BSES & NDPL, as a result of unbundling of erstwhile Delhi Vidyut Board. These companies cameinto existence after Government has privatized the distribution of electricity into private hands.Our Union is having membership of about 16,000 employees workinin six different power companies in Delhi. Shri Kuldeep Kumar is the General Secretary of the Union. He has also been assigned the responsibility of Secretary General, Indian National ElectricityWorkers Federation and General Secretary, INTUC, Delhi. Despite Congress Govt in Delhi as well as at Centre and the Union being Congress supported INTUC affiliate, has forced to staged Massive Rallies, Dharnas, Vidhan Sabha Gherao, Hung-Strike etc in an order to raise the voice of employees. The Union achieved its legitimate rights through judiciary by winning around 10 Court Cases and 9 cases are still pending in various cour

After Introducing S.V.R.S., DISCOMs has conspired to reduce the old Government

Employees and recruiting their own employees

Lack of trust, accountability and initiative attitude towards the old Govt. Employees

Poor employee data bank - Rather than posting the right person at the right job,

DISCOMs are indulging in self-motivated practices

Erratic nature of promotions and transfers - High disregard towards the Tripartite

Agreement which stipulates that working conditions of the employees can only be

bettered and not otherwise. Juniors are promoted whereas Seniors are left to contest

their cases, that too to no avail

Almost Non-existent training facilities - Rather than promoting old Govt. employees,

who have knowledge, understanding and experience of the Organization, DISCOMs are

hell bound to back track them and recruiting new employees.

Ambiguity of roles and responsibilities

Dilapidated / unsanitary buildings / offices - Other than a handful offices, no attention

is being paid towards the better sanitary or working atmosphere for remote offices.

WHY RESORTING TO PRIVATIZATON….???

Private DISCOMs propagated that they have improved the depleted system whereas on the contrary it is the old Vidyut Board employee who is braving all the odds & still persisting in the O & M system and is wholly and solely responsible for this stability. Workforce is the same, then why the old Govt. Management Officers could not bringabout these results. Where was the need for the Privatization? The only need was to bring some changes in the Management and the working procedures, conditions and technology. Had the Government paid some heed towards it, there was no need for this Privatization?????

EVILS OF PRIVATIZATION

Privatizing a Public Utility can never be in public interest as the one and only motive of corporate is to find profit and growth for itself.Since Privatization the Electricity Tariff has increased many folds Tariff revision is a subject matter of Regulatory Authority. But, these Private Players are placed in such a way to gain profit either way. It is the Government which is playing hand in glove & is taking care of their interestsThe Core Labour Standards are violated every now and then. People are hired outsourced and allowed to work for years altogether. What they do is to change their agency after every few months so thatpeople could not ask for their permanent hiring.Soon this menace of Privatization is going to swallow the Generation side also, as Govt. is giving preference to the Private Players to enter this field as well and are closing the old Generating Units, like RPH in Delhi, which otherwise is fit for Coal /Hydro Based Generation.
