IPaC will transform interagency
cooperation by delivering efficient
21st-century consultations and greatly
improving regulatory consistency,
predictability, transparency, and
conservation outcomes.
IPaC Visitors & Usage:
• >25,000 registered users (adding about 700/month)
• ~900 visitors/day (Most use - CA, TX, VA, CO, NY)
• 80% return visitors
• Users can get: Official Species Lists, Effect Pathways,
Conservation Measures, Species Survey Guidelines, and
Automated S7 Consultation (DKeys).
• 800-1,000 resource lists generated daily
• ~150 official species lists issued daily
• All FO’s except for Pacific Islands (coming soon)
• ~2,000 downloads of species guidelines and protocols per year
Dkeys are logically-structured sets of questions which assist a user in
determining whether a project qualifies for a predetermined
consultation outcome based on an existing programmatic consultation
or internal standing analysis.
• Functionality complete
Nov. 30, 2016
• 3 Pilot DKeys
released Dec. 1,
2016
• 2 additional Keys
released in 2017
• Newest Key released
in March 2019
Dkeys are delivered through the Information for Planning and
Consultation (IPaC) web application located at
https://ecos.fws.gov/ipac
Delivery through IPaC allows the Service to:
• Leverage geospatial data
• Track the use and implementation of programmatic consultations
• Deliver automated concurrence letters

Dkeys automatically answer geospatially-based questions.
Dkeys collect and store (in TAILS) project information that can be
queried and analyzed at anytime.
Dkeys automatically generate concurrence letters

*What if I’m not a Federal
Agency?
• We issue a “Consistency”
letter for you to provide to
either your lead Federal
Agency or FWS.
* The numbers shown in parentheses are additional NLAA “Consistency” projects in IPaC pending submittal through a
Federal Action Agency for Concurrence. These are NOT included in the total. Numbers as of 5/21/19.
Note: Final concurrence documents are logged directly into TAILS. If an OSL record was already created in
TAILS through IPaC, the DKey documents will add to that same TAILS record for the project.

Currently:
• Provide survey guidelines, general conservation measures,
and best management practices for species on your official
species list.
• Allow users to collaboratively work on a project and share
files.
• Integrate with the Effect Pathway Manager (EPM) module to
deliver activity-specific conservation measures
By 2020:
• Walk users through building a complete Biological
Assessment using our upcoming Consultation Package Builder.
Production (aka Live) IPaCProduction IPaC is available at: https://ecos.fws.gov/ipac/
Official species lists and DKey correspondence created in Production IPaC are
written to TAILS as records and generate e-mail notifications to the appropriate
FWS Field Office. Use Production IPaC for actual projects.
Beta (aka Test) IPaCBeta IPaC is available at: https://ecos-beta.fws.gov/ipac/
Everything currently on Production is also available on Beta. Use Beta IPaC for
testing and for touring IPaC and checking out the features. Projects and
documents generated in here are not logged as official records to TAILS and do
not generate emails to the local FWS Field Offices.
