PowerSafeTM Users Meeting Sparks Discussion on Future Safety Training Utility owners and contractors gathered in Memphis, TN, in May for the third annual PowerSafeTM Users Roundtable meeting. The two groups met face to face to discuss the future of safety training for both T & D and Generation contractors and to help each understand the other’s needs and challenges.

PowerSafe is a system developed by the Safety Council of the Louisiana Capital Area and used by utility owners to manage contractor safety training. The program helps owners verify that contractors are meeting required training and safety standards, and in turn it helps the contractors avoid costly and time-consuming duplicate training. It is governed by the PowerSafe Advisory Group, made up of utility industry leaders across the country. During the meeting, Donald Brignac of Entergy was recognized as outgoing chairman of the advisory group while Bob Fitzgerald of Southern Company was welcomed as the new chairman and Lisa Almazan of Entergy took the position of co-chair.

Other newly elected/re-elected members of the Advisory Group are:

David Brinkerhoff – DZ Atlantic

David Bowman – Entergy

David Smith – Day Zimmerman

Kevin Watson – Pike Electric

Elsie Bentley – Sun Electric

Donny Moseley – Madison Industrial Services Team

Kenny Wolf – Cajun Deep Foundations, LLC

Tommy Byrd – MYR Group Showcased at the roundtable as an example of a successful partnership developed through PowerSafe’s efforts was the collaboration with the Powder River Basin Coal Users’ Group and Bulli Ray, the occupational dog bite safety group, to provide e-learning for their industries. Another highlight of the meeting was the address by keynote speaker Dr. Hank Payne, director of the Directorate of Training and Education for the Occupational Safety and Health Administration. PowerSafe is widely recognized in the utility industry for its effective, standardized safety training and records retention for the contractor workforce, and other industries are starting to take notice. The Technical Association of the Paper and Pulp Industry (TAPPI) also attended the roundtable to get a better understanding of how standardized training, like PowerSafe, might be helpful in their industry. Kathy Trahan, Safety Council president and CEO; Andy Hollerman, International Barbeque Cookers Assn. head judge; and Sean Hebert of Hebert Steel and Big Bear BBQ, grand champion of the Think Safe. Think Family.TM BBQ Cook-Off.

Heated Competition Benefits Think Safe. Think Family. TM Programs A proclamation by Gov. Bobby Jindal had the Safety Council teamed up with the International Barbeque Cookers Association on May 21 to hold a smokin’-hot event. The IBCA-sanctioned state championship BBQ cook-off sizzled at the Lamar-Dixon Expo Center in Gonzales, all to benefit the child safety programs of Think Safe. Think Family.TM

Competition between 29 teams ensued to see who was “King of the Charcoal” or “Mistress of the Marinade.” The cooks’ meeting and product inspection took place Friday evening, while cooking was conducted with tender loving care through the night. The final succulent morsels were judged at hour and a half intervals beginning at 11 a.m. Saturday based on aroma, color, texture, taste, and overall appeal. Judging was conducted by a varied … and very lucky … and eventually very full cross section of Safety Council members, contractor employees, and community volunteers. Just think: Sampling 29 entries of delicious BBQ offerings and clearing the palate between each entry with cheese, pickles, grapes, and other cleansers without popping a button on the trousers is a true art. It can almost be classified as an eating contest as much as a cooking contest! The overall winner and grand champion of the event was Sean Hebert of Hebert Steel Co. in Baton Rouge with Big Bear BBQ, who qualified to represent Louisiana in the Jack Daniel’s World Championship Invitational BBQ competition in Lynchburg, TN, in October. Reserve grand champion was Barry Smith, CPA, of Bayou Boogie BBQ from Hammond. Cash prizes totaling $2700 and keepsake plaques were

awarded to the top three winners in each meat category—half chicken, pork spare ribs, and brisket—and fourth through 10th place finishers were recognized with certificates. All participants took home complimentary oven mitts, aprons, and bottle openers. The Safety Council also raffled off a Weber charcoal grill, a BBQ gift basket, a bike and helmet, and an ATV helmet.

Safety Council and GBRIA Post New Kind of Water Safety Fundamentals As much as it is life-giving and refreshing, water can also be dangerous—and even deadly. Its power is often underestimated. Because of recent reported injuries, new guidelines were developed for hydroblasting by a joint committee of contractors and owner/plant site members of the Greater Baton Rouge Industry Alliance (GBRIA). In a poll, 54 percent of the sites questioned reported safety incidents related to hydroblasting, and 84 percent believed there was a need to improve hydroblasting safety.

The hydroblasting subcommittee, which consists of experts in the field, recommends that all plants and area hydroblasting companies implement the guidelines by June 1, 2011. To ensure that these guidelines are understood, a 45-minute computer-based training (CBT) module covering general safety, equipment, personal protective equipment, and procedures was developed by the Safety Council of the Louisiana Capital Area and went live in February. The module is just $8 per student per training session, and students can enroll at www.safetylca.org. Participating GBRIA plants have mandated the training and are recommending that all plants require hydroblasting contractors to take the CBT before being allowed entry to GBRIA sites; it would also be required on an annual basis and upon a violation of any of the items within the

guidelines of best practices. The CBT will be identified on the employee’s Safety Council card upon passing the training, and the course code— 12 HBR—will be printed on the back of the ARSC badge. Adoption by all plants will help raise the bar in safety standards in the hydroblasting industry, and it is anticipated that will reduce the high turnover rate of hydroblast employees. The best practices guidelines established include 31 minimum requirements. The goal of the new principles is to reduce incidents, standardize plant and contractor requirements, and to improve communication between parties. This standardized guideline will help raise the awareness of the hazards and promote ways to mitigate those hazards among both plant and hydroblast contractor personnel. For more information, contact the Safety Council at (225) 766-0955 or Connie Fabré at GBRIA, [email protected] or (225) 769-0596.

Longtime member company and partner Entergy Louisiana recently awarded the Safety Council’s Think Safe. Think Family.TM community initiative a $1000 micro grant to help offset operating costs of this year’s Adventures in Safetyland summer day camp. These grants provide support for arts and culture, community improvement and enrichment, economic development, education and literacy, the environment, and healthy families. Part of the funds were used in printing a 44-page Think Troop take-home activity book for all campers, which uses matching games, word searches, art, and short quizzes to reinforce life-saving

safety topics. Additionally, the grant provides scholarship dollars for children in need to attend the camp. Adventures in Safetyland is a hands-on learning adventure designed for 5-, 6-, and 7-year-old children to practice important safety rules. The five-day curriculum teaches children how to put safety first—whether it’s learning how to use 911, staying safe around electricity, maintaining personal and Internet security, or practicing bike and pedestrian safety as they ride Big Wheels around the miniature town. The camp is offered the entire month of July at St. Luke Episcopal Church on Goodwood Blvd. in Baton Rouge. There are two sessions each day: 8 a.m. to Noon and 1-5 p.m. Daily activities include guest speaker presentations, video presentations, singing, crafts, classroom discussions, and activities. The children have an unforgettable fun and educational experience. To find out more or to register, visit www.safetylca.org and look on the main page for the Adventures in Safetyland logo, or call Renee Barbier, Safety Council corporate liaison, at 282-3301.

Preparing to be Bigger and Better Recognizing that members are the center of our organization, the Safety Council is expanding to meet the training and records management needs of our growing base of member companies. In early May, we broke ground on a new 32,500-square-foot operations and training center.

But we aren’t going far. Our new location will be less than a mile from the current Baton Rouge facility and will be convenient

for trainees coming from all parts of the metro area. We will be located just off I-10 at the site of the old Siegen Village Theater next to Office Depot; the new address will be 7166 Siegen Lane. And we will continue to operate our satellite locations in Gonzales and Addis as well. Jan Lass, chairman of the board and vice president of construction services at Cajun Industries, said, “Working together with the board of directors, this team has been able to remold the organization to pursue new endeavors beyond Baton Rouge, making it possible to bridge the hard times that so many other organizations are facing today.” President and CEO Kathy Trahan explained, “Over the last six years we have diversified, and now a substantial amount of our programs and services are delivered outside of the Baton Rouge area. Lessons learned through our partnerships with GBRIA—the Greater Baton Rouge Industry Alliance, a plant managers group comprised of over 60 industrial manufacturing plants located in eight parishes—and the local contractor workforce have allowed us to replicate standardized safety training for the utilities and manufacturing industries as well. And the best part is this: All of the benefits come back to Baton Rouge and Louisiana.”

The new facility will include multipurpose training rooms and computer labs; meeting and event space for member use; a child passenger safety seat fitting station; and administrative offices of the Council. Gulf Coast Occupational Medicine, an industrial health and testing company, will also be located in the new building. With more space and updated facilities, we will be able to provide services to our contractor workforce and community in an even more timely and efficient manner. We will continue to deliver computer-based, instructor-led, and online safety training to industry workers as well as first aid, CPR, and driver safety training to the community at large. We expect to be operating in the new facility by April 2012. Architect for the project is Grace and Hebert and general contractor is Arkel Constructors.
