1 Purpose/Objectives

This brief guide brings together relevant ship/shore and general Sines Port information for Liq-uefied Natural Gas (LNG) shipping activities at Sines LNG Terminal in Portugal.

2 Scope

This document does not replace any of the formal Port or Terminal procedure, but merely high-lights some key information. For further details the shippers (and Tollers) are referred to rele-vant parties in Sines LNG Terminal.

3 Definitions

APS Administração do Porto de Sines, S.A.; Port authority;

Agent A local office with authority to act on behalf of the Toller or the Shipping Com-

pany to arrange or administer port services and/or other shipping related ser-

vices;

Jetty The jetty facilities (forming part of the Terminal) for the berthing and unloading

of LNGC, including all shore-side discharging arms, connections, piping, commu-

nication facilities, communication cables and docking facilities;

REN Atlântico LNG Terminal owner and operator;

LNG Liquefied Natural Gas;

LNGC LNG Carrier. The vessels provided by the Toller for transportation of LNG;

OCIMF Oil Companies International Maritime Forum;

Port The port of Sines, Portugal (and all associated facilities and infrastructure);

Ship’s Officer The Master or any Officer to whom the Master may delegate authority for any

operation or duty on board ship;

Shipping Company The LNGC manager that contract with the Supplier or the Toller for LNG trans-

portation and cargo handling operations at the Terminal;

Terminal The Terminal to be designed, constructed, commissioned, operated and main-

tained by REN Atlântico (including the Jetty) for receiving and unloading LNGC,

storing and processing LNG and making NG and LNG available for delivery to the

Toller at the Supply Points;

Toller The entity contracting with the Terminal, under the Tolling Agreement (1) the

receipt of LNGC and the unloading of LNG from LNGC berthed at the Jetty, (2)

the storage and processing of LNG and (3) the making available for delivery of

NG and LNG at the Supply Points;

Tugboat A tugboat, or tug, is a boat used to maneuver, primarily by towing or pushing

other vessels;

Vessel Any carrier ship.

5 Responsabilities

Each Party’s responsibility concerning shipping activities is generally contained in “Interface manual for the shipping activities between the Toller and REN Atlântico, Terminal de GNL, S.A.”

6 Activity Flow Process

REN Atlântico owns and operates the LNG Terminal, but doesn’t buy LNG or sell Natural Gas. This role, inclusive the arrangement of shipping is done through Toller(s). The REN Atlântico compile and will update this guide as service to the Toller´s (and their respective shippers).

6.1 General port Information

6.1.1 Port Location

The Sines Port is located on the west coast of Portugal, some 100 km south of Lisbon. The ap-proximate Port Coordinates are: 37° 56’ N and 8° 52’ W. The overall Port outline is depicted on Admiralty Chart ÁREA DE JURISDIÇÃO ADMINISTRAÇÃO DO PORTO DE SINES, of which a small scale extract is added in this manual as Annex B. To enhance the understanding of the various areas within the eastern part of the Port of Sines two pictures are added in Annex C and Annex D.

6.1.2 LNG Jetty and Terminal Location

Within the Port of Sines, the LNG jetty is located on the inside of the east breakwater. The on-shore part of the LNG terminal with storage tanks is located some 2 km away in NE direction (see also Annex C and Annex D ). The character of the Port is a wide basin sheltered from waves from the west by a main break-water, and natural water-depths of more than 15 m, without dredged (narrow) approach chan-nels. The basin where the LNG jetty is located is also sheltered by the east breakwater, which pro-vides a well-sheltered berth for LNG Carriers (LNGC). Only in extreme south wave conditions (with a return period of more than 5 years) will waves start to overtop. Port procedures are based on vacating the berth at wind speeds well before overtopping starts. The Port operates on 24 hours per day basis, be it that there is a night-time restriction for entry of vessels larger than 250 meter.

6.1.3 Land Access to the Port Area

The jetty gangway allows access of people between the shore and the LNGC. Access across the LNG jetty deck is subject to safety clearances to be obtained from the Terminal Officer cargo. The entrance or exit from the ship of any person beyond the respective Authorities is not au-thorized, before free access from boundaries entities (customs / immigration) is established, as defined in Annex VII of the Regulation of Exploration of the Port of Sines. When LNG is being transferred the road leading to the jetty will normally be closed to traffic for the last 100 m to the unloading point, and vehicle entry can only be granted after obtaining a relevant safety permit from the Terminal. The Port area is connected to the hinterland via highways and national roads. Access to the jet-ty area by road will require clearance by APS (gate control) and Terminal (gate control).

All shore leaving movements should be mentioned to the Agent and a list shall be provided to the Terminal prior to ship arrival or communicated directly to the Terminal Control Room in case of emergency. To comply with ISPS code and to have an effective access control (Persons and goods), a Securi-ty Guard is permanently at the Terminal jetty gate, when ship is alongside the berth.

6.1.3.1 ISPS Level 1

The gate access is controlled by a security guard to check card access and stores delivered by shore with prior authorization from the Terminal. All personnel or stores shall be part of a list supplied by the agent to the Terminal prior to ship arrival and in case of emergency, during ship jetty staying. The security guard confirms / inspects the authenticity of the crew shore pass attributed com-paring it with a crew list supplied by the ship and confirmed / allowed by relevant local enti-ties. Stores and unaccompanied luggage will be inspected with PFSO permission and quantities con-firmed with Ship Suppliers presence. The following cases are considered emergencies that the Terminal shall always be informed of:

• Board disease or person injury. • Reparation on board with Terminal knowledge and approval. • Captain or his/her representative shore leaves. • Local entities ship-shore movement. • Ship representatives confirmed by ship Master (via agent). • Mooring gang call for help in case of mooring lines replacement. • Pilots to moving the ship or repositioning it. • Safety and Security Emergencies.

The gate security guard, when ship is alongside the jetty, do several patrols around the area and controls the gate access, nevertheless the ship security from sea side is the ships responsi-bility.

6.1.3.2 ISPS Level 2

All measures mentioned above are applicable. People, luggage and stores are strictly inspected.

6.1.3.3 ISPS Level 3

According to the Port authority and the government representative (Harbour Master), every-thing is closed and any port movement is strictly forbidden, unless under special authorization with all parties involved (PFSO, Ship, Port Authority and Harbour Master). The Terminal will stay under Portuguese government decision as the ship will, when alongside the jetty.

6.1.4 Meteocean conditions

6.1.4.1 General

A tabulated summary of main statistical data on meteocean conditions and adverse weather policy are presented in Annex E of this document. In the following paragraphs a brief narrative is presented as further guidance to future shipping operations.

6.1.4.2 Bathymetry

The character of the Port is a wide basin sheltered from waves from the west by a main break-water, and natural water-depths in excess of 15 m, without dredged (narrow) approach chan-nels.

6.1.4.3 Wind

Prevailing wind direction is from North to West (60% of all time). This implies that heading of LNG jetty is with bow towards the prevailing wind direction.

• Average wind speed: 8.6 knots.

• Maximum recorded continuous wind speed: 46.4 knots. For winds coming from Northwest to Northeast the headlands and town of Sines provide some shelter, whilst the LNG berth is also reasonably protected against south winds by the 12 m high south breakwater. 6.1.4.4 Waves

Generally waves are modest in height (average Hsig in winter time approx. 2 m), but always have a long period (swell) component, prevailing directions SW to NW. Extreme (once per 100 years return) design waves outside the Port of up to 12 m are included in the Design Basis. Following table 1 is showing the maximum average kD value for both layouts together. The in-fluence of the additional transmission runs on the kD-factor is minimal and does have no effect on the classes in this table. The resulting wave heights at the LNG jetty for seas and swells with wave periods up to 17 seconds vary between 5% and 22% of the deep water waves.

Wave condition information (height, period and direction) in the Port area is most of the times available through a buoy and a radar by APS, helping when deciding whether a vessel is clear to enter into the Port (with pilot boarding and tug assistance). Due to the Port configuration APS generally closes the Port only a few days per year for limita-tions of pilot boarding and tug operations. The LNG jetty is well sheltered against wave penetration, as previous refraction and diffraction analysis show wave heights at the berth to be generally less than 25% of wave energy outside the Port. This means in practice that once a Carrier is allowed to enter it should have enough shelter to complete its discharge of product. Whilst alongside the LNG berth mooring line loads and vessel motions are monitored and com-pared with wave (and wind info) in support of decisions regarding various operating modes.

6.1.4.5 Tides

Tide and marine structure elevations are given relative to Chart Datum (ZH).

• LAT = 0,21 m + ZH;

• MSL = 2,00 m + ZH;

• HAT = 3,87 m + ZH;

This data is collected in a maritime station and APS provides it on-line in the website www.portodesines.pt , INTRANET and EXTRANET (Port Community).

6.1.4.6 Currents

Outside the Port confines typically up to 0,6 m/s; inside the Port confines negligible.

6.1.4.8 Visibility

Visibility in the Sines Port is generally good with 4 km visibility range for more than 90% of the time. On calm days fog during the night and part of the morning may obstruct vessel move-ments. In support of Port operations under poor visibility conditions the APS traffic control cen-ter operates a radar based VTS, allowing vessel movements with a visibility down to 1 nautical mile.

6.1.4.9 Air Temperature

Due to the exposed position of Sines into the Atlantic Ocean, air temperature fluctuations are modest. In summer, monthly average temperatures rise to about 22ºC, whilst minimum monthly average temperatures drop to 9ºC. Maximum temperatures in summer reach 37ºC, whilst in winter temperatures close to 0 degree have been recorded.

6.1.4.10 Precipitation and Humidity

On average approximately 500 mm rain falls annually, whilst air humidity varies typically be-tween 50% and 95%.

6.1.4.11 Barometric Pressures

6.2 Shipping Procedures

6.2.1 Arrival Information

LNGC will have to inform the Terminal first estimated time arrival (ETA) right after leaving from port of origin (loading port). ETA updates are to be communicated 96, 72, 48, 24, 12 and 4 hours in advance, and final confirmation shall be done 2 hours before the ship arrival.

6.2.1.1 Communications/Registrations

The vessel will send a fax (or e-mail) to the REN Atlântico main shipping contacts ([email protected]), providing the following information: Cargo Documents:

� Certificate of Loading; � Cargo Manifest; � Certificate of Origin; � Bill of Lading;

Designation Notice: � Ship’s Name; � Captain name; � Cargo number; � Date/Time of Departure (FAOP;) � Receiving facility /ETA PBS (DD/MM/YY ; hh:mm – GMT); � Quantity and Quality of LNG Loaded (m3); � Estimated quantity of LNG to be unloaded (m3); � Other provisioning operation at the receiving facility;

Operations: � Discharge plan; � Main cargo parameters (temperature and pressure); � Special conditions onboard of the carrier that may affect planned cargo discharge op-

erations; � Other operations (heeling-out; stripping) under Terminal approval; � Take onboard (or offload) any supplies or wastes whilst alongside the jetty;

The Agent also will put the above information into SICP, mentioned below.

6.2.1.2 SICP (Port Community Data Base System)

The vessel (or ship agent) will contact Centro de Despacho de Navios (CDN) via SICP (see the regulation of exploration of the Port of Sines, article 45. (www.portodesines.pt) to plan various Port movements and arrange support marine infrastructure such as, pilot services, tugs and mooring services. Separately the shipper will arrange via its shipping agent various additional services, such as provision of supplies with Terminal knowledge.

6.2.1.3 Vessel Traffic System (VTS)

The vessel will seek contact with the VTS operator when 2 hours (or 6 miles distance) away from the Port with channel 73, to tune final preparations, and solicit relevant Port information that will be relevant for upcoming berthing operation. The ship shall maintain communication (it is mandatory be recheable at all times) via radio us-ing radio frequencies to Port call by VHF CH 12 (156.6MHz).

� When maneuvering on port area; � During cargo or discharge operations; � When anchored;

6.2.2 Anchorage

APS have made the following arrangements for anchorage of various vessels (see regulation of exploration of the Port of Sines, Annex II: Areas of anchorage and pilotage obligation; section 4,1, 4,1,1, 4,12 and 4.13 to be fulfilled.) The LNGC is assumed not to need any anchorage, as its schedule would normally be well planned. In general, when the LNGC arrives on time at the Pilot Boarding station (some 3 nauti-cal miles offshore), its handling is prioritized over other marine traffic. Should anchorage for the LNGC be unavoidable a dedicated anchorage will be assigned, typical-ly in 40m water-depth and at least 0,6 km clear of any other vessel.

6.2.3 Final approach into port

From the Pilot Boarding station the incoming carrier shall sail an approximate NW/N course to arrive in the main Port basin. Over at least its last nautical mile it shall generally be accompa-nied by 4 (secured) Port tugs. Depending on weather condition, it may be accompanied by 5 tugs. All the necessary resources to maneuver are defined in Annex IV of the regulation of explora-tion of the Port of Sines. The tugs are equipped with fire fighting equipment. The decision to commit an LNGC to a final approach into the Port is taken by the Pilot and ship’s Master, after verification of latest information from the Vessel Traffic Control Centre, and after receiving clearance that no other sailing vessel is to approach the LNGC within 600 m whilst maneuvering into the Port. Once stopped in the main Port Basin the LNGC shall be turned to Port, and backed-up into the basin parallel to the berthing line of the LNG jetty. In this arrangement the LNGC will always berth “bow-out”.

6.2.4 Berthing

The final approach towards the LNG jetty will be made by portside, as to leave from port itself in case of emergency, with tugs pushing and pulling as required. The design berthing velocity is 0,12 m/s (see Annex H for more detailed parameters of the LNG jetty). To assist the final approach the LNG jetty is equipped with an approach velocity meter system to provide pilots and ship crew with information on distance, speed and berthing angle. Speed alarms (Traffic lights) are activated when the vessel approaches at dangerous speed to the mooring Fenders, for bow and stern separately. Traffic lights are integrated in a Led Digit Dis-play, they indicate:

� Red: dangerous speed approach � Amber: too fast speed approach (near dangerous) � Green: safe speed approach

Each of the 5 breasting dolphins is equipped with a rubber (buckling) cell-type fender and load distribution panel, which will ensure hull pressures stay below 250 kN/m2. The unloading plat-form is equipped with the same fender for small LNGC. The maximum design arrival displace-ment of the LNGC is set at 150.000 metric tons. The jetty structure is designed to handle a range of LNGC between 35.000 and 216.000 m3, whilst the layouts are optimized for the class of vessels in excess of 120.000 m3. At night the berthing line, the breasting and mooring dolphins, and the loading platform will be clearly lit.

6.2.5 Mooring

Once initial contacts are made with the jetty fenders, mooring launches and crews will pass the mooring lines from the LNGC to the various quick release hooks (QRH’s) on mooring and breast-ing dolphins. The jetty walkway arrangement between breasting and mooring dolphins also al-lows handling of mooring lines without the need to use mooring launches. All QRH’s mounted on dolphins are of 1000 kN Safe Working Load (well over anticipated future vessel winch Brake Holding Power levels). On the extreme corners of the unloading platform twin SWL 750 kN QRH’s are mounted to accommodate the spring lines of small LNGC. On the breasting dolphins twin hooks are mounted, whilst on mooring dolphins triple QRH’s are mount-ed. The Mooring arrangement follows recommendations from OCIMF, deploying breast-lines and spring-lines. The overall jetty layout with conceptual mooring plans is attached in Annex L. All mooring lines must be equipped with appropriate tails (typically at least 11 m in length) to al-low a proper behavior of the mooring system under wave and wind induced dynamics. All moor-ing lines should be pre-tensioned with at least some 100 kN load, to ensure that resulting vessel movements will stay modest whilst alongside. Mooring line loads are measured on the jetty, and relayed back to the carrier on request. Under normal conditions lines will be released locally at the QRH’s on the various dolphins. Up-on exceptional request from the Carrier the QRH’s can also individually be released remotely from the jetty monitoring building (but this will be subject to strict operating instructions by radio on channel 12, to avoid accidental activation).

6.2.6 Gangway

The jetty is equipped with a main gangway mounted on the NE corner of the loading platform. The gangway is column-mounted aluminium, telescopic unit with self-levelling steps. Outline details are provided in Annex J. The gangway landing point onboard of the LNGC will typically be between 13 and 30 meters aft of the mid-ships manifold (vapour line). The gangway uses a triangular bul wark support with small stairway to bridge the LNGC handrail. For small LNGC with a freeboard of less than 7m, a lightweight simple non-telescopic gangway is also stored on the jetty deck.

6.2.7 Unloading arms

The jetty is equipped with 4 unloading arms, with a diameter of 16”. The arrangement (from bow to stern) is L - V – L - L. The arms can handle manifold elevations between 12.210 m and 30.170 m over Chart Datum (which after allowing for wave induced heave & roll, list, and tidal movements corresponds to a manifold elevation over still water between 13 and 26 m). The arms have a special hydraulic clamp system for 16” diameter flange which require LNGC flat face with smooth finish flanges, (see Annex M) and all arms are equipped with a “dry-

break” emergency release system (PERC) that will automatically disconnect (ESD 2 - Emergency Shutdown) when the arm is approaching an over-extension. Annex I presents further outline of the unloading platform arrangement and the unloading arms mounted on the upper deck at ele-vation 16.6 m + ZH.The unloading arms are designed to allow extreme surge motions of the ves-sel of + or -3m and sway motions of 4.5 m. The unloading arm configuration is based on connecting to ship manifolds that comply with OCIMF guidelines. Other types of manifold flanges require a reducer from flanges dimension to “ANSI 150 DIA 16” – flat face with smooth finish” (vessel supplied). As long as the unloading arms are connected to the LNGC manifold, the vessel will disable its main engine (standby status to departure in case of emergency) to exclude the risk of generat-ing accidental propulsion that would affect the stability of the mooring system.

6.2.8 Jetty crane

The jetty is equipped with a small crane to transfer goods and supplies (see Annex J). But the use of this crane is only for limited purposes. In normal situations transferring shall be done by barge with LNGC’s crane. The crane is located on the NE corner of the jetty, and has a capacity of 30 kN at 15 m, imply-ing loads can be put on the tanker deck some 15m aft of the mid-ships manifold. The operations of supplying the ships (boards, surpluses, provisions and so on) are dependent on the authoriza-tion of APS and Terminal. In its 48 hours pre-arrival information the vessel will have to require the Terminal if it intends to ask for the use of the crane, as a dedicated operator may have to be mobilized and safety / security measures shall be implemented for this. Transfer of goods / supplies can only take place after the full rate until the completion of cargo transfer at the stern, nevertheless they cannot cause any delay on normal unloading operation.

6.2.9 Ship – Shore link

Once the LNGC is safely moored and the gangway placed, a cable connection shall be made to the shore using a multi-wire electric cable and Pyle multi-pin connector to North Atlantic standard (Pyle national 1*37pin - male - AF-D1016-621PV-16B-COMPATIBLE EX PLUGS). The pin arrangement, to be configured on board prior to ship arrival is given in the Annex P. This connection is used to relay essential ESD information, to exchange data between ship and shore and to allow hotline. As a back-up to the electric cable ESD signals can also be transferred via a pneumatic hose con-nection (PLUG; SNAP-TITE:SVHN8-8F 1/2"; NITTO KOHKI 400P 1/2" SOCKET; SNAP-TITE:SVHC8-8F 1/2"; NITTO KOHKI 400S 1/2"; Cable;50m). The VHF radio link merely acts as a back-up commu-nication tool once the LNGC is alongside the jetty.

6.2.10 Provision of utilities and bunkering

The LNG jetty facilities can provide on special request to REN Atlântico, liquid nitrogen (sup-plied via road tankers), potable water (also supplied via road tankers), and firewater (generally of industrial water quality). No other utilities are available from the shore. Bunkering facilities are not installed on the LNG jetty, and if bunkering is required, that operation shall be provided, via an agent, using a bun-ker barge at anchorage area, outside from port facilities. The LNG jetty also does not have any de-ballasting facilities. Ship-shore connections for utilities from GA:

Liquid nitrogen Supplied via truck and piggy back line along vapour return unloading arm

with 3” diam. flanged connection, or 2” with reducer

Water Is available on jetty facility 2” coupler connection at NE side of loading plat-

form via short piping, to be supplied from road tanker.

For the bacteriologic contamination prevention, the potable water shall be

supplied via dedicate hoses provided by road tanker.

Firewater Via 2.5” IMCO connection (supplying industrial water) located at NE side of

loading platform via terminal fire fighting network.

6.2.11 Electrical bonding

The electrical earth cable should not be connected with the ship if the unloading arms of LNG receiving terminal are mounted with insulating flanges (SIGTTO).

6.2.12 Safety systems

The jetty is provided with an extensive set of cold spill and flammable gas and fire detectors that will alert the operator of abnormal situations leading to an automatic ESD 1 (stop cargo transfer) if multiple alarms are triggered. The unloading arms are protected by a motion detector. If a real threat of overextension aris-es, the safety systems will trigger ESD 1, followed by ESD 2 (dry break of the arms by closing of double valves and releasing a clamped connection). Mooring line loads are monitored on a continuous basis, and if threshold limits are reached, an alarm is generated in the Terminal control room, which is relayed back (verbally) to the LNGC deck operator. Alarm levels are normally set at 500 kN per hook, but they can be adjusted to meet specific LNGC mooring equipment capacities. The approach velocity meter system remains on stand-by when a vessel is alongside the LNG jetty, and it triggers an alarm to the Terminal control room when an unacceptable drift-off is detected.

Actual activation of the shore based fire-fighting system will follow after an operator interface. Annex Q presents an overview of the layout of the fixed installed fire-fighting means on the jet-ty deck. The design is based on the principle that fuel supply to the fire is interrupted by isolation valves, whilst the affected area is cooled by water to prevent escalation of the event. On the NE corner of the jetty an elevated (and remote controlled) monitor is placed that can cover the LNGC manifold area if such request is made by the LNGC crew. When an LNGC is alongside the jetty the Terminal always has at least one jetty operator in at-tendance (Jetty Officer), who shall be either on the jetty deck, or in the adjacent jetty moni-toring room (placed at some 40 m from the loading platform at an elevated position. All controls in the Terminal are centralized in the onshore main control room. Apart from automatic initiation of ESD 1 and 2, there is the following set of manual activation options:

ESD 1 LNGC unloading room; jetty platform & Monitoring room; central control room

ESD 2 Central GA control room (LNGC will have to ask via telephone or radio)

6.2.13 Departure

Departures from the Port is relatively easy as the manoeuvring entails creating a sideway clear-ance to the berthing line (after controlled release of mooring lines), followed by short straight section and turn to port to face open seas. Depending on the weather conditions at least two tugs shall be in attendance to the departing manoeuvre. A third tug, or pilot boat shall act as a vessel escort, whilst again the VTS ensures a proper clearance to other vessels in port.

7 LNG Jetty Oerational aspects

An LNGC destined to the REN Atlântico terminal in Sines needs to demonstrate that it complies with prevailing standards of the LNG shipping industry, more specifically The Society of Interna-tional Gas Tanker and Terminal Operators (SIGTTO). 7.1 Pre-arrival Data

Particular attention is needed before the first arrival of a new LNGC to Sines to establish the general LNGC parameters and physical compatibility with the Sines LNG Terminal (e.g. length, draft, beam, position manifold, capacity, and arrival displacement). For LNG jetty constraints, refer to Annex O. The ship acceptance by the Terminal requires a formal approval of REN Atlântico and an ap-proval certificate will be issued. The general shipping plan is agreed annually between the Toller(s) and LNG suppliers. Subse-quent schedule updates are communicated by Toller(s) to REN Atlântico and APS for infor-mation.

7.1.1 Ship details info

Detailed info is required on particular ship-side details according to the list of documents on Annex N to be provided by the Toller to REN Atlântico.

7.1.1.1 General arrangement

A ship general drawing shall be included on the approval process as well as a support document.

7.1.1.2 Deck mounted mooring equipment

A Deck plan, showing the location of the equipment, number and capacity of mooring lines, winches and typical winch brake holding power. Before the arrival of a new LNGC a conceptual mooring plan with limiting computed wind con-ditions for LNG Jetty is provided, including parameters of the penetration of swell wave energy into the Sines Port: All mooring lines are assumed to be winch mounted and the LNGC is to tend to the lines, and it is not allowed to put all winches on “self-tensioning” mode.

7.1.1.3 Communications standards

Details of connectors, to allow electric or otherwise data links to the shore shall be provided. The ship system shall be compatible with shore side according to Annex P. The ship shall con-figure the pin arrangement on board to comply with shore Pyle national pin configuration.

7.1.1.4 Manifold

Detailed arrangement of manifold (e.g. plan and elevation, flange details, design loads - from unloading Arms, valve closing times) to allow the LNG Terminal to verify compatibility with jet-ty based unloading arms according Annex I.

7.1.1.5 Gangway

Info should extend to the direct surrounding deck area to verify the landing point for gangway.

7.1.1.6 Pumps

Number and capacity of cargo transfer pumps, with rated discharge pressures at different flow-rates at tanker manifold, in order to verify the typical unloading schedule.

7.1.1.7 Vapour return

Any particular constraints for vapour return (min and maximum temperatures and pressures) and compressors characteristics and operating parameters. 7.2 Cargo operations

7.2.1 Pre-discharge meeting

A meeting is held onboard and attended by a Terminal representative and a Ship representative with the purpose of exchanging actual status info of LNGC and LNG Terminal according to standard practices and also verifying and agreeing on all operational parameters.

7.2.2 Safety Check-list

The safety Check main purpose is to exchange actual status info of LNGC and LNG Terminal, and also verify the standard Ship Shore Safety Checklist (International Safety Guide for Oil Tankers and terminals (ISGOTT)). The Ship Shore Safety Checklist shall be completed jointly by the Responsible Ship’s Officer and the Terminal Supervisor and a Port Authority safety Officer, and signed prior to the start of any cargo operations. Follow-up safety checks shall be conducted at agreed intervals throughout the unloading period and the checklist signed accordingly as attached in (ou “,a sample is at-tached in”) Annex S.

7.2.3 Custody Transfer

Before the unloading arms are connected a REN Atlântico Officer Cargo shall board the Carrier accompanied by a Toller representative for custody transfer. The contents of the LNG that are transferred are based for custody transfer on LNGC tanks gauging. To verify the composition of LNG during unloading, an on-line analyser is installed at the jetty head. This is mainly done to ensure LNG is introduced in the onshore storage tanks in a controlled way.

7.2.4 Cargo transfer

It is recommended that the Ship arrives at the Terminal with a maximum cargo tanks pressure of 120 mbar. Any deviation of this parameter should be notified to the Terminal. It is not allowed to vent cargo tanks to the atmosphere in normal conditions. In an emergency case that requires venting gas to the atmosphere, the ship must notify the Terminal about the occurrence and the cargo unloading operations must stop. From the moment of cargo initial gauging until the gauging at the end of unloading, gas burning in the Ship’s boilers is not allowed unless if agreed with the Terminal. In case of necessity to burn gas, the burnt gas shall be measured and accounted for in accord-ance with the Custody Transfer agreement.

7.2.5 Ship’s Manifold

The Ship’s manifold shall be ready for connection prior to the completion of berthing. The LNG Ship must have in-line strainers with an ASTM 60 Mesh (nominal aperture of 0.25mm) for each liquid line unless otherwise agreed by the Terminal.

7.2.5.1 Unloading Arms Connection

The maneuvering of the unloading arms, and the connection to the LNGC manifold, are done by Terminal operators, assisted by a ship representative. The gaskets to the connection of the un-loading arms are supplied by the Terminal.

7.2.5.2 Unloading Arms Cooldown

The ship must provide LNG to cool-down the unloading arms at approximately 2,0 bar and low flow rate. A Terminal representative shall be aboard to monitor this operation and request the Ship to change conditions whenever necessary. The cool-down of the unloading arms takes ap-proximately 60-90 minutes. The Ship is responsible to cool-down its lines in a way that does not represent any delay in the unloading operations.

7.2.5.3 Start Discharge

The Ship’s manifold water curtain shall start and remain running continuously, before the start of the unloading operations until after the final arm has been confirmed disconnected A Terminal representative shall remain aboard the Ship during the start of the discharge until the end of the rate-up. The cargo pumps shall only be started after the Terminal has verified its conditions to manage the increased unloading rate. Status of unloading shall be verified in direct contacts between the LNGC pump control room, and the onshore LNG Terminal control room. Maximum LNG transfer rates are set at 9.000 m3/hr if the LNGC delivers approximately 4,5 barg at the manifold connection. If a specific LNGC has a higher discharge pressure available, dis-charge rates are allowed to increase up to a maximum of 10.000 m3/hr. Higher discharge rates are not acceptable in order to limit surge pressures in sudden interruptions of pump-out (under ESD 1 & 2 conditions). In case of necessity to heel out, the ship should notify the terminal in advance about this re-quirement, detailing the involved volume and the additional time required to perform the ac-tivity. This request is subject to approval of the Terminal.

7.2.5.4 Vapour Return

The Terminal sends the return gas to the ship, preferably in free flowing by pressure differen-tial between the terminal tanks and ship tanks, but in case it is not sufficient the Terminal can start the return gas blower to increase the capacity to send gas back to the ship. Between car-goes, the vapour return line is allowed to warm to ambient conditions, and as a result initial vapour returned is warm. The LNGC predetermines a schedule of desired vapour return quantities and pressures (at the LNGC manifold) required 30 minutes in advance, and shall liaise during unloading with the Ter-minal Control Room.

7.2.5.5 Finish Discharge

The Ship shall notify the Terminal one hour prior to commencing cargo unloading rate-down.

At the end of unloading the outboard part of the arms shall be drained from the apex towards the LNGC, whilst the inboard arm is drained back into the unloading lines. Typical Process Flow diagrams for unloading and vapour return are included in Annex R. The disconnection of the arms is the responsibility of the Terminal, although if necessary the assistance of Ship’s staff can be requested. The Ship shall ensure that its lines and valves allow for a safe disconnection. After disconnecting the liquid arms, the vapour arm shall be disconnected immediately. The vapour arm should only remain connected in case the Ship needs to remain alongside the jetty, to load stores/bunker and if the Ship tank’s pressure is above the Terminal tank’s pressure.

7.2.5.6 Special Conditions

In case of communication failure between the Terminal and the Ship, the unloading operations shall be stopped until the problems are solved If for any reason the safety conditions are affected in one of the parts involved, the occurrence must be immediately communicated to the other part The Terminal reserves the right to delay or stop the cargo unloading operations due to opera-tional requirements in the Terminal. The Terminal and the Ship shall monitor the weather conditions before and during the unload-ing operations. If it is foreseeable that the weather conditions may affect a safe unloading op-eration, the Terminal reserves the right to stop or delay the referred operations, even before reaching the defined limits. In case of interruption of the discharge due to extreme weather conditions, a meeting shall be held aboard between both parts, to evaluate the situation and decide the actions to take. If the movement of the Ship endangers the gangway structure, it will be removed.

7.2.6 After-discharge meeting

A meeting shall be held on board at the end of the cargo operations, attended by a Terminal representative, a Ship representative and a Toller representative for custody transfer with the purpose of exchanging the final status info of LNGC and LNG Terminal cargo finishing aspects according to standard practices. 7.3 Safety

7.3.1 General safety requirements

It is absolutely forbidden to: � Smoke anywhere in the terminal, and bear matches, lighters, tobacco or any other

source of ignition. � Perform any kind of hot work or any works without previous authorization.

� Use non intrinsically safe equipment (i.e. hand torches, radios, gas detector,phones, etc.)

� Use any of the utilities and resources without previous authorization from Terminal. � Bring photographic, film or video cameras into the terminal without previous authori-

zation from Terminal. � Leave any garbage (except permission by APS and REN Atlântico).

7.3.2 Emergency response

In case of fire, LNG leakage that may have significant effect on the operation or facilities of the ship and the Terminal (hereinafter “Emergency”), both parties shall cooperate and take imme-diate measures as necessary to minimize damage. At the outbreak of an emergency, the Ship and the Terminal must immediately stop unloading by activating ESD system (if not automatically triggered). In case of an emergency on the Ship, the ship shall react accordingly and the Terminal shall as-sist the ship as requested by the ship’s Master. In case of an emergency on the Terminal, the Terminal shall react accordingly and the Ship’s Master is responsible for all activities upon the ship.

7.3.2.1 Communications

Communications between the Ship; the Terminal and APS in case of an Emergency shall be made by a Hotline (Terminal and ship) or VHF CH16 (Terminal and APS). Details of an emergen-cy shall be communicated as soon as possible between Parties (see Annex A – General contacts).

7.3.2.2 In case of fire

Terminal side: � If appropriate water and spray on the berth shall be activated to cool and protect

shore side instruments and pipe. � Water shall be activated to protect from the fire, but water should never applied to a

burning LNG pool � If appropriate, the foam generation system shall be activated � If appropriate, assistance may be given to the ship in fighting fire. � Preparation for un-berthing shall be made if deemed appropriate.

Ship side:

� The spray system shall be activated. � The ship’s staff will fight the fire, assisted by the firefighting guard boat under in-

struction of ship’s master. � If necessary, the ship/shore firewater connection shall be used. � Preparation for unberthing shall be made. � If necessary, additional firefighting boats shall be arranged. � If necessary, the vessel will vacate the berth.

7.3.2.3 In case of LNG Spillage / Leak

Terminal side: � All sources of ignition are isolated � Water or spray shall be applied as necessary to enforce evaporation and to disperse

the gas cloud from ignition source. � If appropriate, the foam generation system shall be activated (applicable for LNG

leakage) Ship side:

� Confirm that all doors, hatches, etc., leading to the upper deck from accommodation area, engine room, control room are shut. If necessary by location and scale of leak-age, ventilators and fans shall be stopped.

� Water or spray shall be applied as necessary to enforce evaporation and to direct or disperse from ignition sources.

7.3.2.4 Cargo transfer interruption

Both the Terminal and the LNGC can ask for adjustments or interruptions in cargo transfer. This can be done for various reasons, such as:

� Approaching maximum storage tank levels � Approaching minimum liquid levels in LNGC tanks � Vapor pressure limitations � Undesired LNGC movements � Approaches of extreme weather � Approaching (berthing) coal bulk carrier on opposite site in the Port basin (where

temporarily tugs may enter the safety exclusion zone around the unloading arms) � Detection of abnormal situations by Process Control System � Detection of alarms by the Safety Control System � Other incidents in the Port

7.4 Environment

7.4.1 General

The Sines LNG Terminal is situated in a port community which is environmental unspoiled and pollution of any description, from whatever source, will be viewed extremely seriously and re-ported immediately to the appropriate government authority. This is a statutory requirement of the Portuguese Government represented by Port Authority of Sines (APS). All vessels when alongside the Sines LNG jetty shall be in full compliance whit the current MAR-POL requirements and Port Authority Regulations (www.portodesines.pt).

7.4.2 Pollution prevention

This is not an exhaustive list of prevention actions to assist in avoiding pollution, but the most evident situation of port measures:

� No oil or mixture containing oil shall be discharged or allowed to escape from a vessel while at the Terminal or in the approaches to the Terminal.

� No garbage or other materials, either liquid or solid, shall be discharged overboard from a vessel, but shall be retained in suitable receptacles on board.

� Whilst within the Terminal limits, the internal transfer of any oil, slops or bunkers on board is prohibited.

� In the event of any leakage or spillage of oil or oil contaminated liquids on board, the Ship Supervisor and Health, Safety and Environment supervisor must be advised im-mediately in order to stop unloading operations until the spell has been cleaned up.

� Absorbents, swabs or sawdust used for mopping up such spills shall be collected and removed ashore for disposal.

� During unloading operations (ou “the unloading operation”) deck scuppers and drain holes must be suitably plugged and shall be closed, however a careful watch should be maintained to ensure that any build-up of water or other substance on deck is drained off.

� Prior to commence and at regular intervals throughout unloading, (não é preciso repe-tir) checks are to be made to ensure the above condition.

� Unused cargo and bunker connections must be closed and blanked. Blank flanges shall be fully bolted whit a gasket in place and other types of fittings, if used, must be properly secured.

� The Portuguese Government is following the air pollution policy strictly to ensure the gaseous emission is kept to the absolute minimum.

7.4.3 Waste management

There are no disposal facilities available at Sines LNG Terminal. The environmental legislation requires the producer of waste material, including hazardous wastes and oil from pollution inci-dents, to provide for the storage of such material. The daily produced inoffensive waste could be delivered in proper receptacles located near the jetty bridge, provided by Port authority, and the ship’s agent shall register by SICP system the amount and waste typology. Those receptacles are located a few minutes before ship arrival and removed after that immediately. Any deviation is under caution or denied of waste shore transfer.

8 Registration

The upkeep of this Guide rests with the Terminal in Sines. The Guide forms part of the Con-trolled set of Documents as managed within the Terminal Quality System.

During this same period, the annual average is 81% at 9h, 77% at 12h and 76% at 15h. The big-gest percentage of air humidity is in the month of August and the lesser humidity in March.
