It is with great pleasure that we invite you to this year’s AfricaGIS 2019 International Conference.
The AfricaGIS 2019 conference will be held at Kigali Conference and Exhibition Village (KCEV),
Kigali - Rwanda, from 18th to 22nd November 2019. The conference main theme is ‘Innovations
in Geospatial Technologies for Achieving Sustainable Development Goals in Africa’.
This manual has been designed for the benefit of the conference participants, to help gain the
knowledge of Rwanda, especially Kigali city, where the conference will take place. The manual
contains practical information on different relevant aspects including the general characteristics
of the country (geography, topography, official languages, currency, time zone, and
demography), and accessibility of the conference venue in Kigali city, accommodation options
available, local transport, immigration and visas, shipping, embassies and consulates, health,
electricity, weather, and security. The manual is made available on the conference website where
you can get even more information on the conference and related details.

1. Objectives of the Conference
The main motivation for this conference is three-fold:
i) To provide a forum for the sharing of information regarding new innovations and best
practices in the ICT, geospatial information and technology fields which can be of
assistance in helping African countries to achieve the Sustainable Development Goals.
ii) To provide an environment in which geospatial professionals and other practitioners can
develop new, or expand existing contact networks so that the influence of the
conference can ‘live on’ beyond the conference itself.
iii) To identify realistic, implementable steps in the geoscience and related fields which can
be taken by African countries and international organisations to help advance the
achievement of the Sustainable Development Goals in Africa. Who needs to do what,
when and how are key questions in this regard.
2. Conference Venue
The venue for the conference is Kigali Conference and Exhibition Village (KCEV), located in the
centre of Kigali city, in Nyarugenge district at KN 3 Ave.
3. Accessibility to the Conference Venue
The venue is located in the center of Kigali City, close to most well-known hotels, 650 m from
Marriott Hotel Kigali, and 350 m from Serena Hotel. The venue is also located within walking
distance from a number of hotels and other accommodation facilities as listed in section 8. Other
means of accessing the venue include general taxi transport, moto taxi transport or by bus.
4. Rwanda at a Glance
4.1. Weather
The country is located between 1 and 2 degrees South of the Equator and with much of the
country lying at altitude, Rwanda enjoys an agreeable tropical highland climate.
Temperatures vary considerably between locations but vary little from month to month. Peak
temperatures rarely exceed 30°C (86°F) in the daytime or drop below 15°C (59°F) at night. The
Eastern province is generally the warmest and the Northern highlands Virunga are the coolest
parts of the country. The average daily temperature in Kigali is 21°C (70°F). There are two rainy
seasons in a year; the first one from mid-February to May and the second one from mid-
September to mid-December. The dry season is from June to mid-September. During the dry
season, light cloud cover can be seen very few days, and occasional light rainfall can be
experienced. The roads and paths tend to be easier to navigate in this period.

4.2. Terrain
Known as the land of a thousand hills, Rwanda has 5 volcanoes, 23 lakes and numerous rivers.
The country covers an area of 10,169 square miles or 26,338 square kilometres.
Much of the country lies at elevations between 1,500 m and 2,500 m above mean sea level. The
highest peak is Mount Karisimbi with at 4,507 m of elevation, and the lowest point is the Rusizi
River at located at 950 m above sea level.
The terrain is often uneven and sensible shoes are essential.
4.3. Time Zone
Rwanda is located at 30 degrees in the East of the Greenwich Prime Meridian. Hence, the
country’s time zone is GMT/UTC + 2 hours.
4.4. Official Languages
The country has three official languages: Kinyarwanda, English and French. The majority of the
Rwandan population speak Kinyarwanda, and the majority of educated people speak all the three
languages.
4.5. Population
The Rwandan population is currently about 13 million people. The physical population density of
the country was 415 persons per km2 while the physiological population density (country’s land
area excluding the water surface) was about 441 inhabitants per km2.
4.6. Currency and Money
The Rwandan franc (Frw) is the principal currency, although US dollars are widely accepted. You
can expect to pay for local services in cash, in Rwandan francs. The greater the amount, the more
likely US dollars or other hard currencies are preferred.
Currently, a growing number of places accept credit and debit cards, with Visa card being more
widely accepted than Mastercard. It’s best to check when making a booking. ATMs can be found
in Kigali and nearly in all major cities, and the majority of the ATMs accept the Visa card for money
withdrawal operations. The ATMs normally work 24/7.
Cash can be exchanged at banks and private forex bureaus (bureau de change). However, they
are both closed on Sundays and public holidays.
It may be impossible to exchange traveler’s cheques away from the capital. Western Union
facilities are common.

Tipping is discretionary and appreciated. Cash is usually preferred. As a rough guide, tip
professional guides and drivers US $10 per day, trekking porters US $2.
5. Travel to Rwanda
Rwanda has two international airport: Kigali International Airport (the main and mostly used one)
and Kamembe International Airport (mainly for neigbouring countries flights). Kigali International
airport is serviced by a number of airlines including: RwandAir, Kenya Airways, Ethiopian Airlines,
Brussels Airlines, KLM, Qatar Airways and Turkish Airlines. Moreover, helicopter transfers within
Rwanda are available through Akagera Aviation. Kamembe International Airport has scheduled
flights.
RwandAir’s young and state of the art fleet flies to an increasing number of cities within Africa,
Asia, the Middle East, Europe and the United States. London, Brussels and Dubai flights are on
an Airbus A330, which features onboard wifi, Premium Economy and flat-bed seats in Business
Class. A hub at the heart of Africa, Kigali International Airport serves tourism, the export of goods
and is transforming Kigali into a trade and logistics platform.
From Kigali International Airport to different destination in Rwanda, there are different transport
options including shuttle services offered by a number of hotels (see accommodation section),
general taxi services, and motorbike taxi transportation service. The latter is only available out of
the airport bounds.
6. Local Transport
Rwanda has an active local transportation system and network. Kigali city operates a number of
transportation companies. To travel by bus in Kigali requires a card known as “Tap and Go” card,
where the passenger needs to top up the amount on the card depending on the length of the
journey. The transportation companies’ agents are on a large number of bus station to help the
passengers to top up their cards when needed.
Moreover, other transportation options including general taxi and motorbike taxi transportation
are also available in all corners of the city. Recently, Yego Innovation has launched Yego Cabs: a
network of taxi transportation cabs which can be called on hotline: 9191 and a taxi cab located
on the proximity of the passenger will be available at the passenger’s service.
7. Health
The greatest health risks in Rwanda are accidents and malaria. Much of Rwanda lies at too high
an elevation for malaria to be a major concern, however, the disease is present and prophylactic
drugs are recommended. You are advised to seek professional medical advice on taking anti-
malarial medicines and take precautions to avoid mosquito bites, especially between dawn and
dusk.

You are advised to ensure you are up to date with vaccinations, following the advice of their local
healthcare provider, and should consider bringing a small first aid kit. A certificate of yellow-fever
vaccination is required.
It is advisable not to drink tap water. Bottled mineral water can be bought in all towns – make
sure the seal is intact.
As a small country, medical help is rarely far away. For basic treatment most towns of any size
have pharmacies with a limited range of medicines, while larger towns have hospitals. King Faisal
Hospital (https://oshenkfh.rw/) in Kigali is the most advanced in Rwanda.
In case of medical evacuation, Akagera Aviation operates a helicopter ambulance service within
Rwanda in daylight hours, with one military paramedic on call. Please make sure you have
adequate medical insurance.
Due to the risks of passing on human colds or other illnesses to primates, it is essential that you
are in good health if you want to see them.
Access to Medical Support during the Conference
There are a number of health facilities in the neighbourhoods of the conference venue.
Importantly, there is 24/7 operational clinic within the compounds of the University of Rwanda,
where primary medical care can be sought. Moreover, the University Teaching Hospital of Kigali
(CHUK) is located in about 200 meters from the venue. CHUK is one of the main national referral
hospitals in Rwanda, and it is existed to find most of the medical needs at the hospital. More
details about the hospital can be found on their website: http://chuk.rw/. Other clinics in the
neighbourhoods of KCEV include Medical Centre Baho, located in about 300 m from the
conference venue, Polyiclinique du Plateaux (https://polycliniqueduplateau.rw/) which is located
in about 600 m from the conference venue, and Ejo Heza Surgical Centre, located in about 1.5
km from the conference venue.
Moreover, a number of pharmacies are located in the neighbourhoods of the conference venue,
and they include: Pharmacie conseil (https://www.pharmacieconseil.org/), Kipharma Pharmacy,
Pharmedica and many more.

9. Immigration and Visas
As of 1st January 2018, nationals of all countries receive a visa on arrival at Kigali International
Airport and all land borders.

Visa Costs
- A single entry tourist visa costs US $30 (exclusions apply for select countries and is valid for
30 days.
- A single entry conference visa costs US $30 and is valid for 30 days.
- A multiple entry business visa costs US $50 and is valid for one year.
- The East African Tourist Visa (EATV) covers Rwanda, Kenya and Uganda, costs US $100 and is
valid for 90 days.
Applicants should have a valid passport or another acceptable travel document. The document
must have a validity of at least six months on the day of entry into Rwanda.
Visas can be applied for before departure, by submitting an application online, with the option
to pay online or upon arrival. Alternatively applications can be submitted at the Rwanda
Diplomatic Missions of the country of residence.
Visa extension applications should be submitted the Directorate General of Immigration and
Emigration offices. Details on each class of visa are set out in the Information section. Visa
extensions should be applied for whilst the initial visa remains valid.

10. Embassies and Consulates
There are 29 diplomatic missions with residence in Rwanda. A total of 30 regional and
international organisations have representation in Rwanda and 9 countries are represented by
Honorary Consuls. Additionally, there are 39 non-resident diplomatic missions accredited to
Rwanda.

11. Plastic Ban
Every person who comes to Rwanda is advised to refrain from bringing plastic bags to Rwanda.
Banned by law since 2008, any plastic bags in your luggage will be confiscated at the airport or
other point of entry.

As a country striving to protect, safeguard and promote the environment – the matter is written
into the country’s constitution and is carefully observed by all citizens, who participate in a
community service called Umuganda on the last Saturday of every month.
We respectfully request that all the people coming to Rwanda help us to keep Rwanda the
cleanest country in Africa, and dispose of all litter responsibly.
12. Electricity
All sockets in Rwanda provide a standard voltage of 230V with a frequency of 50Hz. You can use
all your equipment in Rwanda if the standard voltage in your own country is between 220V-240V.
Power plugs and outlets Rwanda
The outlets and plugs used in Rwanda are mainly two pins (type C or J). You can take a look at
the pictures below to see how each plug and socket type looks. However, type C is the most
dominant in the majority of the places. Nevertheless, the adapters and power extensions are also
available in case of need. The standard voltage is 230 V and the standard frequency is 50 Hz.
13. Weather and What to Wear
In Rwanda, dress codes are informal yet respectful. Men tend to wear trousers but shorts are
fine, although walking around without a shirt is frowned upon. Women will feel more
comfortable in knee-length or longer.
Daytime temperatures are generally warm, so bring lots of light clothing and think about sun
protection, including a hat and sunglasses. The evenings tend to be cool, and a light sweater is
appreciated.
As the conference will take place in November, which is normally a rainy season in Rwanda,
slightly heavier clothing is useful. A lightweight waterproof jacket may come in handy in the moist
mountains (in case you happen to be in Northern or Western parts of the country).

Also, given the fact the climate of Rwanda which attracts mosquitoes, especially in Eastern parts
of the country, please take sensible precautions against mosquitos and other bites, and always
sleep in a mosquito net.
For those who wear contact lenses, cleaning fluid is not readily available and dust or sun could prove an irritation, so it’s best to bring a pair of glasses along for peace of mind.
14. Connectivity
Rwanda has an excellent mobile phone network covering almost the entire country, and
international calls can be made easily. Local SIM cards are readily available everywhere, even in
remote towns. There are two providers – MTN and Airtel-Tigo. Mobile phones can be purchased
or rented from major shops in Kigali. Rwanda is among the top three African countries in terms
of internet connectivity, with an ever-growing fibre optic network. There is high speed 4G LTE
wireless broadband in major cities. Most towns have several internet cafes and wifi is available
in higher end hotels.
15. Security
Rwanda ranks the second safest country in Africa. It is normal to find people walking in the streets
of Kigali city even during night hours. However, we advise the participants not to be out alone
after 21:00. Also, it is advised to follow and respect the security guidelines and regulation of the
hotel where the participants will be staying.
Moreover, looking at the security at the conference venue, the University of Rwanda has 24/7
security, and every effort will be made to ensure the security of participants’ items, especially
the exhibits. Nevertheless, the University declines responsibility for any loss or damage which
may occur, including responsibility for the security of an exhibition stand, its exhibits and
contents as well as personal belongings. You are urged to take care of your own belongings. In
our experience, cell phones, briefcases, cameras and handbags are most at risk. Carry these items
with you at any time.
