1 Project Introduction
The first phase of the Chongqing's Overall Planning Rural and Urban Infrastructure
Construction Pilot Project with Asian Development Bank (ADB) loan covers 8 poor counties
in Chongqing; the project types are to build or rebuild rural roads and drinking water service
system including 21 road subprojects and 9 water service subprojects, with a total road length
of 362 km and water service capacity of 72.5 thousand t/d. The number and scale of the
sub-projects have been reduced after adjustment in the second half of 2012. The sub-projects
have been started at present are Water Service Sub-projects in Longtan Town and Mawang
Town of Youyang Country, Gaoguan Town of Chengkou County, Jiangkou Town, Yanglu
Village, Nixi Village of Yunyang County;the Wuling Mountain to Baitao Road Sub-project of
Fuling district;Gaoguan Town Road Sub-project of Chengkou Country;Highway Sub-project
in Tuxiang Town,Hongtu Village,the highway of Caotang Town,Qinglong Town of Fengjie
Country;Water Service Sub-project in Baiquan Village,the highway of Hongmiao
Village,Longjing Village of Wushan Country;Highway Sub-project in Meijiang of Xiushan
Country to the highway of Zhongling Village,Zhongling Village to Shi Zikou Tunnel,Shi
Zikou Tunnel to Yun’ai.Among them, the main part of the sub-project of water service in
Gaoguan Town of Chengkou County has been completed in December, 2012, landscape
engineering and its affiliated facilities (housing decoration and pool decoration) have been
completed in March, 2013, and begun trial operation in January, 2013. Its operation
management is responsible by the professionals in the water service company in Chengkou
County. Since it started to supply water to Gaoguan Town, the water system operates well. In
the first phase of the Chongqing's Overall Planning Rural and Urban Infrastructure
Construction Pilot Project with the ADB loan, the project that has signed a civil engineering
construction contract but not officially started at present is the road sub-project of Gaoguan
Town of Chengkou County.

as well as the road subproject of Hongtu Town of Caotang Town of Fengjie County, and
Wulinshan-Baitao road subproject of Fuling district that have been completed and put into
trial period should report the environmental management plan during the trial operation
period.

The details of civil engineering for the water supply sub-projects in Longtan Town, Mawang
Town of Youyang County, Jiangkou Town, Yanglu Village, Nixi Village of Yunyang County
and the Wuling Mountain to Baitao Road Sub-project of Fuling district;Highway Sub-project
in Tuxiang Town,Hongtu Village,the highway of Caotang Town,Qinglong Town of Fengjie
Country;Water Service Sub-project in Baiquan Village,the highway of Hongmiao
Village,Longjing Village of Wushan Country;Highway Sub-project in Meijiang of Xiushan
Country to the highway of Zhongling Village,Zhongling Village to Shi Zikou Tunnel,Shi
Zikou Tunnel to Yun’ai. (See Table 1)

The environmental management organizations for the water supply sub-projects in
Gaoguan town of Chengkou County, Longtan Town, Mawang Town of Youyang County,
Jiangkou Town, Yanglu Village, Nixi Village of Yunyang County and the Wuling Mountain to
Baitao Road sub-project of Fuling district have been formed, they are respectively responsible
for the environmental management of civil engineering during the construction period. See

2.4 Implementation of the mitigation measure
Table 4 shows the implementation of mitigation measure to the unfavorable influence on
environment during the construction period of Mawang water supply sub-component in
Youyang county, water supply sub-component in Nixi county and road project of Baiquan
village of Wushan and Hongmiao village, water supply sub-component in Longjing village,
Shizikou tunnel, Shizikou-Yun’ai road subproject and Chengguan second road subproject;
Table 5 shows the implementation of mitigation measure to the unfavorable influence on
environment during the construction period of the water supply sub-component in Longtan
town of Youyang county, Yanglu town of Yunyang county, Jiiangkou town of Yunyang county

centralized way while part of the garbage were backfilled, the
other should be treated by municipal units in a unified way.

earthwork excavation for leveling the ground, and the rest should
be stacked in the specified storage yard.

should be restored after the completion of the project, and at the
same time, measures should also be taken to control the impact on
the ecological environment.

mountain slopes, which is with little effect on the surrounding

of the scope of the land should be decided after the approval of the
departments of the State Land Bureau. At the same time, the
construction area should be strictly controlled. The present project
has been completed with no disputes.
WSLJ:WSBQHM: The project planning has fully considered to
minimize the use of arable land, and the occupation of farmland
should be reported to the land department for approval, and the
compensation should be discussed with local government.
XSSZK:XSSZKYY: Construction area are basically in the
mountain slopes, which do not occupy arable land but only a
small amount of forest land, these land are approved by local
departments.
Health and hygiene in
the work area

passage and guide with clear identification in advance; For the
road with municipal facilities of lighting, telecommunications
near the pipe trench of pipeline laying, the CU should prepare
related safety protection in advance, civilized construction; Set
the fencing and warning marks within the working scope of
Crane and excavator, and arrange inspector during the
construction to prevent irrelevant personnel or the children
enter into; Up to now, no working and safety accident has
happened.
The recent HIV/AIDS prevention campaigns are under
preparation with the support of the CPMO.
CKCG:At construction site, construction units build safety
precaution measures strictly and equip dedicated safety
protection products to constructors, attention campsite and
personal sanitation precaution, controlling disease.
WSLJ:Strengthen environmental supervision and management
in the construction plant, hot water barrier tightly sealed,
prevent dust and flies pollution; Workers are equipped with

5、The classification of the water quality accident and emergency treatment measures
⑴ General water quality incidents
Due to heavy rains, the source water contains a large number of sediment and suspended
matter, and cause the source water turbidity increased. It can achieve satisfactory results by
adjusting the quantity water purifier reasonablely. When the high algae content of source water is
high in the high algal period, the processing difficulty is big, if the water after precipitation and
delivery is hard to standard, the water plant should add chlorine in the source water immediately,
and raise the amount of chlorine appropriately, improve the pre-chlorine effect.
When the source water quality is abnormal, and its pollutants exceeds the standard, but after a
normal processing of water plant, the source water quality can standard, the laboratory of the
water plant should be on duty for 24 hours, strengthen the frequency of water quality detection.
⑵ Larger water quality incidents
When unknown cause deterioration of water quality, pollutants exceeds the standard badly,
and waterborne disease outbreak happen, the first head of receiving the report or finding source
water quality problems should report to the general manager immediately, report to the relevant

departments at the same time. The central lab should strengthen the monitoring of water quality,
increase the inspection frequency and projects, and find out the reason together with relevant
departments as soon as possible. Water plants should raise the amount of chlorine at the same
time, and increase the antivirus effect. Take necessary and special treatment measures to ensure
the standard of effluent water quality. If the water quality is not up to standard and really
necessary to stop water supply, which should be subject to approval of the competent
departments of water supply and inform the units and individuals of using water until the water
plant recover water supply after the water quality standard.
⑶ Major water quality incidents
When sudden chemical pollution accident of the source water quality occurs, the first head of
receiving the report should report to the general manager immediately, report to the relevant
departments at the same time. The central lab should know kinds of pollutants, packing, quantity
and the scene of the accident and so on together with relevant departments quickly. Strengthen to
test the effluent water quality, and the monitoring of the source water quality should collect water
samples from inspection near the polluted section along the upstream of the source water or in
the upstream section of collecting water intake. It can take biological monitoring measures at the
same time. If the biological monitoring is abnormal and chemical testing exceeds the standard,
should stop water supply immediately, and inform the public to stop using water through the
media until the water plant recover water supply after the water quality standard.
⑷ Emergency response
Enter into a state of emergency, each department should be in place immediately, and take all
effective measures to prevent the worsening. General water quality incidents, the waterworks lab
should report to the factory director and central lab, and ensure normal water supply by the
factory director commanding on-site. Larger water quality incidents, report to company general
manager immediately, and listen to the command of general manager, waterworks and laboratory

measures in conjunction with relevant departments, and report the occurrence and treatment
situation of the accident to the superior leadership timely. Major water quality incidents, the
waterworks director should arrive at the spot immediately after receiving the report, ask for
information, report to the relevant departments quickly, request higher level of emergency plan,
and take necessary emergency measures under the command of superior leadership. The polluted
situation of water bodies should be reported to the relevant department.
6、Emergency plans of the waterworks water supply accident
⑴ Cutting off water for general accident
a、The fault of power supply line: It can cause sudden temporary cutting off water, but it can
return to power in a short period of time.
b、The fault of electric control or pump equipment: It can cause sudden short cutting off water,
but it can return to power in a short period of time.
c、The fault of adding chlorine system: It may result in effluent water quality for more than 3
NEU, but it can be repaired in the short time.
⑴ Information notice: After the operating personnel finding the fault, take measures according to
the procedures, prevent accident expanding, and report to the operating monitor immediately. The
monitor of operation judge the fault type timely, report to the waterworks director promptly and
inform the mechanical and electrical maintenance personnel.
⑴ Urgent maintenance measures: The mechanical and electrical maintenance personnel find out
the cause of the problem and handle in time after arriving at the spot. After completing the work,
evacuate safety protection facilities, and return to water supply. Make the maintenance
information feedback to the plant director after returning to water supply.

Table 4 and table 5 show that all the mitigation measures of Gaoguan、 Longtan、
Mawang、Jiangkou、Yanglu and Nixi water supply sub-component and Wuling shan-Baitao
road sub-component; Highway Sub-project in Tuxiang Town, Hongtu Village, the highway of
Caotang Town, Qinglong Town of Fengjie Country; Water Service Sub-project in Baiquan
Village, the highway of Hongmiao Village, Longjing Village of Wushan Country; Highway
Sub-project in Meijiang of Xiushan Country to the highway of Zhongling Village, Zhongling
Village to Shi Zikou Tunnel, Shi Zikou Tunnel to Yun’ai. Have been implemented efficiently
and the site environmental management and the water source protection are working well.
According to investigation and monitoring of environmental supervision staff:
Downstream receiving waters of Longtan 、Mawang、Gaoguan water supply sub-component
and Wuling shan-Baitao road sub-component; Highway Sub-project in Tuxiang Town,
Hongtu Village, the highway of Caotang Town, Qinglong Town of Fengjie Country; Water
Service Sub-project in Baiquan Village, the highway of Hongmiao Village, Longjing Village
of Wushan Country; Highway Sub-project in Meijiang of Xiushan Country to the highway of
Zhongling Village, Zhongling Village to Shi Zikou Tunnel, Shi Zikou Tunnel to Yun’ai. Meet
the Ⅲ water quality standard, and downstream receiving waters of Yunyang Jiangkou, Yanglu
and Nixi water supply sub-component meet the Ⅱ water quality standard; there is little
impact of the above project on nearby environment sensitive by taking corresponding
measures, so there is no noise nuisance phenomenon. Up to now, there is no complaints;
Through nearby backfilling and using the abandoned debris of the above project excavation,
which makes full use of the waste stone and concave ground, also prevents the environmental
impact and ecological destruction for the alternate runoff field, reduces the load of town
existing abandon slag field. All are coincidence with the requirements of water and soil
conservation “Adjust measures to local conditions, comprehensive prevention and control,
practical and beautiful” of Work Requirements of Development Projects of Soil and Water
Conservation (GB50433-2008). At the same time, the engineering construction of above
projects has no adverse impact on surrounding environment and the social various aspects by
taking appropriate measures.
2.5 Monitoring Results
2.5.1External Monitoring
On March 28, 2012, the external environment monitoring contract of ADB loan on
Chongqing urban-rural planning infrastructure construction demonstration project was signed.
External independent environmental monitoring unit is Chongqing Huijiang environmental
protection engineering Co., LTD.
This semiyearly annual report shows the external monitoring for the construction
site and adjacent surroundings of the water supply sub-component of Gaoguan Town
of Chengkou County, Longtan Town of Youyang County, Mawang Town, Jiangkou

From the table 6 to table 36, the environmental quality of surface water and noise
near the construction site is consistent with baseline values, and can meet the requirements of
environmental standards of the relevant function area. The performance of the pollution
slowdown measures from environmental management plan laying down is good, and the
influence of construction of all sub-projects on environment is very small. In addition,
prevention measures of health and disease of construction site from the environmental
management plan are implemented basically, and construction workers and the public of
surrounding are in good health.

3 Conclusion
The main construction work of the water supply sub-coponent of Chengkou Gaoguan,
Yunyang Jiangkou, Yunyang yanglu and Youyang Longtan, the road sub-component
of Fuling Wuling to Baitao, Fengjie Hongtu, Caotang, Fengjie Tuxiang, Fengjie
Qinglong, Xiushan Meijiang to Zhongling, Zhongling to Shizikou has been completed,
the vegetation engineering has been gradually finished. Each sub-component has been
into trial operation period, and the operation status is normal. Yunyang Nixi water
supply sub-component has been in a period of processing installation, and there are
professional personnel responsible for its operation and management, during the
process, the environmental protection measures are fully implemented. The
environmental management plan formulated in the construction period of the
Chengkou Chengguan second road, Youyang Mawang, Shizikou tunnel,
Shizikou-Yun’ai, Wushan Longjing Baiquan, Hongmiao road sub-project has been
also basically implemented, which is mainly for:

follow-up environmental management:
The EMP listed in the special causes of the contract and the mitigation measures for the
adverse environmental impacts have been implemented well and have yielded good effects.
There is no disorder dumping or emissions of wastewater and solid waste, no construction
dust and soot or ambient noise in the construction camps and sites. The construction site and
the surrounding environment quality are generally satisfying. There is little impact of the
above project on nearby environment sensitive by taking corresponding measures, so there is
no noise nuisance phenomenon. Up to now, there are no complaints;
