1. Overview 1.1. Introduction
1 The Xinjiang Changji Integrated Urban-Rural Infrastructure Demonstration Project is designed
to improve living conditions in both urban and rural areas in Changji. The intended subproject outcome
is increased urban and rural residents' accessibility to quality urban infrastructure services in Fukang.
The subproject will help accomplish this by (i) improving urban services infrastructure; (ii) constructing
or rehabilitating urban-rural road infrastructure; (iii) capacity building: (a) installing technical and
vocational skills training facilities; and (b) developing project management capacity of government
agencies and community groups.
2 Fukang Urban-rural Infrastructure Demonstration Project is one of the subprojects of Xinjiang
Changji Integrated Urban-Rural Infrastructure Demonstration Project (referred to subproject as follow).
3 Fukang city has been included in ADB loan for 15 construction project packages (2 cargo
procurement and 13 construction projects) with a total investment of CNY 749.823 million. Of which:
we applied for a loan of USD 75 million from ADB (exchange rate: 1:6.9, equivalent to CNY 517.5
million), with a local counterpart funds of CNY 232.323 million. According to the division of
responsibilities among the members of the leading group office of the ADB loan project in Fukang city,
the project implementation unit shall be set up in accordance with the standard procedures of the
county and municipal institutions of the ADB loan project and the agreement of the ADB loan
memorandum of understanding (MoU). Fukang ADB loan project implementing agencies for Fukang
ADB loan project leading group office (the office is located in Fukang Housing and Urban-rural
Construction Bureau), Fukang city urban road construction, construction of windbreak, technician
college infrastructure construction and Ganhezi town infrastructure construction involved in ADB loan
project separately implemented by the Housing and Urban-rural Construction Bureau, Bureau of
Natural Resources, Technician Institute and Ganhezi township governments.

5 (1) road construction: newly built and upgrading of 14 roads with length of 16.67km, among
which, newly built and renovation of 9 roads, including 5 newly build roads of 7.19km and 4 upgrading
roads of 6.12km, with a total length of 13.31km in Fukang City; 5 renovation roads, 3 newly built road
of 2075.05m and 2 upgrading roads of 1279.70m, with a total length of 3.35km, in Ganhezi Town.
6 (2) urban public pipe network: (a) water supply: the total installation of 19170m, PE pipe shall
be used for pipelines with the diameter less than DN300 and the nodular cast iron pipe shall be used
for pipelines with the diameter more than DN300, including 15110m of pipeline in Fukang City and
4060m in Ganhezi Town; (b) water drainage: installation of 18600m drainage pipeline, the diameter is
DN300-500, the material is HDPE, and 522 of drainage inspection well, including 14690m pipeline and
4060m pipeline in Ganhezi Town; (c) district heating: installation of 6185m×2 hot water pipeline, the
diameter is DN250-500, the high temperature hot water pipes are made of high frequency spiral welded
steel pipes; the design pressure is 1.6 Mpa. The insulation material of the pipe is polyurethane rigid
foam and the outer protective shell is high-density polyethylene sleeve protective shell. Fukang city
planned lay the heating network in Boya road, Ankang road, Bofeng road, Taishan street and Tianchi
street, the heating area cover an area of 1.348 million square meter of Xinyun road, Yingbin road,
Ankang road, Tianchi street, Minzhu south road and Dongye road. Changqing road and Honglingjin
road of Ganhezi township will be equipped with first-degree heating network.
7 (3) ecological restoration project: (a) greening efficient water-saving projects of S303 road; (b)
ecological shelter forest project in south mountain area; (c) shelter forest project of Beihuan road.
8 (4) vocational education project: build an employment training and human resources
management centers within Fukang City Senior Secondary Technical School, including a 5055m2
training center, a 3161m2 canteen and a 1268m2 auto workshop, with a total building area of 9484m2
9 (5) procurement of equipment: (a) purchase 37 vehicles of various maintenance equipment;
and (b) purchase the training equipment for automobile spraying and maintenance.
10 (6) capacity building: (a) strengthen technical and vocational education and training at Fukang
City Senior Secondary Technical School; (b) subproject management of implementing agency and
subproject implementation units.

1.2. Involuntary Resettlement External Monitoring
12 According to ADB’s policies, Fukang PMO will hire qualified and independent agency
experienced in ADB-financed projects as the external M&E agency.
13 The external M&E agency will conduct follow-up M&E of resettlement activities periodically,
monitor resettlement progress, quality and funding, and give advice. It shall also conduct follow-up
monitoring of the APs’ production level and living standard and submit M&E reports to Fukang PMO
and ADB.
14 The involuntary resettlement of external independent monitoring and evaluation of the project
did the public bidding work on April 19, 2019, finally confirmed that Xinjiang Linshuishe Engineering
Technical Consulting Company undertakes the Xinjiang Changji Integrated Urban-Rural Infrastructure

1.2.2. The Contents of Monitoring Evaluation
16 According to the specific implementation schedule of the project, the External independent
monitoring and evaluation mechanism has monitored the resettlement activity. Monitoring and
evaluation institutions will conduct a post-assessment when the entire project ended to track the land
acquisition and resettlement, incomes and recovery of the affected people.
17 The baseline report will monitor the progress of project implementation and resettlement during
the period from July 1, 2019 to December 31, 2019.
18 According to the resettlement plan, this project mainly affects residents for land expropriation,
housing demolition and the parts of the ground appendages of compensation. Therefore, the project

monitoring contents are mainly the following several aspects.
The schedule of the project
Land of progress, quantity, compensation standards, the use of funds allocated and compensation

1.2.3. The Method of Monitoring and Evaluation
19 From April 13 to 17, 2020, with assistant of Fukang Housing and Urban-rural Construction
Bureau, project-related units and village committee, an external monitoring team from Xinjiang
Linshuishe engineering technical consulting company, conducted field investigation for monitoring and
evaluation on LA and HD and meanwhile interviewed the relevant departments, to understand the
progress of the project implementation, land acquisition and resettlement and the actual change and
so on. According to the arrangements for monitoring task, the following methods were applied in
monitoring and evaluation:
20 Agency interview: interview immigration implementing agencies at all levels of project owner
and, through the field visit resettlement departments at different levels, understand the comprehensive
information on the implementation of resettlement, grasp the main migration activities during the
reporting period and its progress, the main problems of implementation and its processing and
immigration agency.
21 Symposium: external monitoring and evaluation personnel in the affected population is

concentrated community, held the immigration representative to attend the symposium, collect the
following information: the compensation funds allocated and use, production and employment of
settlement status of the affected population, community, the change of the production and living
environment, information disclosure, public participation and consultation, complaints complaint and
its solution, the affected population of resettlement work of opinions and Suggestions, etc.
22 Household interview: external monitoring and evaluation personnel go deep into the affected
in immigrant families, face-to-face interview with them, understand the situation of the implementation
of the immigrants. In-home interviews mainly to understand the affected social and economic condition
with a population of individuals, families, immigration policy implementation, all kinds of loss
compensation standard and the cash situation and situation of production and living place, information
release and transfer, public participation, vulnerable groups protection measures, complaints and
complaints and its condition.
23 Literature research: on resettlement activities related to land expropriation of demolition and
resettlement file, protocols, statistical reports, such as special investigation information system and
targeted collection, and verify.
24 Typical case study: in view of the problems need to study, through in-depth has a typical
representative of the affected areas, the typical affected objects (such as, immigration, women, head
of the household, director of the office for a typical minority and disadvantaged groups, etc.) to
investigate interview seized first-hand information, analysis and study, puts forward the ways to solve
the problem.
25 Field observation: through the different levels of immigration way learn resettlement measures
such as the introduction of implementing agencies, progress and effect, and found that the
implementation of existing or potential problems.
26 Monitoring survey: in order to follow the affected households in the project before and after the
change of production and living level, the external monitoring team for the monitoring of the affected
households survey.

2. Project Progress 2.1. Project Progress
28 Fukang Urban-rural Infrastructure Demonstration Project is one of the subprojects of Xinjiang
Changji Integrated Urban-Rural Infrastructure Demonstration Project. The main construction contents
include: (1) road construction: newly built and upgrading of 14 roads with length of 16.67km. (2) urban
public pipe network: water supply, water drainage and district heating. (3) ecological restoration project:
greening efficient water-saving projects of S303 road, ecological shelter forest project in south
mountain area and shelter forest project of Beihuan road. (4) vocational education project: build an
employment training and human resources management centers within Fukang City Senior Secondary
Technical School, with a total building area of 9484m2. (5) procurement of equipment: purchase 37
vehicles of various maintenance equipment and the training equipment for automobile spraying and
maintenance. (6) capacity building: strengthen technical and vocational education and training at
Fukang City Senior Secondary Technical School; subproject management of implementing agency and
subproject implementation units.
29 As of the base monitoring, all the ADB-loaned sub-projects in Fukang city are going through
relevant procedures in the early stage. The implementation progress of each sub-project is shown in
table 2-1.

3. Project Resettlement Progress 3.1. Resettlement impact
30 In August 2016, Fukang municipal people’s government approved the resettlement
plan and budget, and in January 2017, ADB approved the resettlement plan, the website

from 230 households (216 ethnic households with 1214 persons). Including (i) 25.21 mu
of rural collective cultivated land (nursery land), 28 households 145 people were affected,
including 14 ethnic households 76 people; (ii) 49.50 mu of collective homestead land,
affected populations are included in the population to be demolished without further
calculation. (iii) The ecological restoration project will acquire 9058 mu Class 2 Grade 2
grassland and affect 28 grazing groups with 1138 people from 202 households; including
S303 shelter forest project affecting 3311 mu Class 2 Grade 2 spring grassland in

without affected people. (v) 29.43 mu of state-owned unused land, without affected people.

3.2.2. Reclamation of State-owned Land
40 A total of 67.72 mu state-owned land will be occupied, due to the construction of 3 newly built
roads in Ganhezi town (Zhenxi road, Guangming road, Weiqi road) involved the occupation of state-
owned land, including 38.29 mu state-owned construction land and 26.31 mu state-owned unused land.
The construction of Fukang Bofeng road reconstruction road involved 3.12 mu of state-owned unused
land. Through site survey and confirmed by NRB, all the occupied land belongs to state-owned
construction land, no ground attachments or buildings will be involved. Besides, the subproject is a
public utility project, no need to compensate to the state-owned land, the relevant land procedures are
needed, before the implementation of the subproject.

3.3. Impact of House Demolition
42 The project will demolish house with an area of 16066.78 m2, affect 33 households 141 people,
including 8 ethnic households 40 people. House demolition with an area of 16028.15 m2 will be involved,
33 households 141 people were affected, including 8 ethnic households with 40 people. The project
construction will involve 1 family-commercial shop with an area of 38.63 m2, the affected people has
included in the population to be demolished without further calculation.
3.3.1. Scope of House Demolish
43 33 households with 141 people (including 8 ethnic households with 40 people) are affected by
the subproject in Fukang City; The demolished house are mainly the bungalow in the village, the
structures are mainly brick-concrete, frame structure, brick-wood, earth-wood, brick-earth timber, brick-
steel and son on. The total house demolition area is 16066.78 m2, including 10578.43 m2 of brick-
concrete, 160 m2 of frame structure, 2829.46 m2 of brick-wood, 1062.37 m2 of earth-wood, and 1424.89
m2 of brick-earth timber.

4. Socioeconomic Profile of Affected Area 4.1. Socioeconomic Status
47 Fukang City:Fukang is in Xinjiang Changji Hui Autonomous Prefecture; it is in the east of
Tianshan Mountain, the southern margin of Junggar Basin. The width from west to east is about 76 km
and the length from south to north 198 km, the total administrative area is 117261 km2 and there is an
Zhundong gas exploration base, with an area of 6.5 km2.
48 The total GDP in 2018 achieved 16.88 billion yuan, increased 8.2%, in which the first industry
increased 2.76 billion yuan, the percentage increased 4.7%; the second industry increased 9.83 billion
yuan, the percentage increased 8.8%; the third industry increased 4.30 billion yuan, the percentage
increased 9.4%;The proportion of the 3 industries is 16.3:58.2:25.5. The total population of the city was
166,400 people at the end of the year, down 0.39%. There were 83,900 male and 82,500 females.
Among the total population, there are 85,500 urban residents and 80,900 rural residents. The
population of Han nationality was 115,300, and that of ethnic minorities is 51,100, Among them, there
are 22,100 Hui, 15,500 Kazak, 10,900 Uygur and 26,600 other ethnic groups. The city registered 1922
newborn population, the birth rate was 11.53‰, the registered dead population was 1611, The death
rate was 9.66‰, the natural population growth rate is 1.87‰. Living standards of urban and rural
residents have improved markedly. We did everything possible to increase incomes, the per capita
disposable income of urban residents was 31,735 yuan, up 7.85%; The per capita disposable income
of rural residents was 17,732 yuan, up 4.94%.
4.2. Socioeconomic Profile of Affected People
49 Socio-economic survey was carried out from April 13 to 17, 2020. Related personnel of
resettlement external monitoring unit survey group will together with PMO, NRB conducted a detailed
survey on the physical indicators of different affected objects such as population, land, and special
facilities in Fukang city and Ganhezi town and conducted a socio-economic questionnaire survey on
the affected families. The survey was conducted during July 1, 2019 and December 31, 2019, and
socio-economic status of the affected people in the project area was analyzed.

4.2.1. Affected population
50 The demographic characteristics of the APs: a total of 106 households with 458 people were
sampled for external monitoring. Including a sample survey of 34 households with 156 people (10
households with 38 people are Hui) were affected by road engineering in Fukang. A sample survey of
62 households with 302 people (all these people are Kazak) were affected by ecological restoration
project.
51 The demographic characteristics of the APs are shown in Table 4-1, including different gender,
age, population composition, education, and occupation. Among which, 237 are male, and 221 are
female; and 118 are Han, 38 are Hui, 302 are Kazak, in marital status, 124 are unmarried, 326 are
married, 5 are widowed, 3 are divorced.

4.2.2. Age
52 The age distribution reveals that 36-50 age groups for both men and women accounts most for
50.66% of the total population; male for 26.20% and female for 24.45%; in addition, 20-35 age groups
also accounts for a high proportion about 21.18%, male for 11.14% and female for 10.04%, this age
group is also part of the labor force, In addition, above 60 age groups accounts for 15.94% of the total

population, so the population of these 3 age groups is the main part of the labor force. (see figure 4-2)

53 Based on the survey, many male family members over 60 and female over 55 are still engaged
in social work. However, the definition of actual labor force should be defined in the section of 16 to 65
years old male and 16 to 60 years old female, who have stopped school education. According to this,
the total number of labor force accounts for more than 80% of people surveyed.
4.2.3. Education
54 Among the APs, junior high school degree accounts for 43.45%; high school / technical
secondary school degree for 24.45%, elementary school degree for 20.31%, and senior high school
or even more higher education degree for 31.88%. From the figure we found that, the lower education
degree (primary school) and the high education degree (junior college) people accounted a little
proportion; In the total proportion of 15.94% of the elderly, Illiteracy is only 1.53%, and the junior high
school people accounted for the most; at the same time, for APs with degree of secondary and higher
education, the proportion of female slightly higher than that of male about 1.09%, while for junior
college degree and above, male’s is higher 1.75% than female’s. These statistics show that female’s
education degree improved in the affected area, and it needs to be kept paying more attention to
female's rights in implementation of the project, as well as to employment skills training for female.

4.2.4. Occupation
55 Among the survived labor force, there 29.91% of them are breeding, only 9.39% of them are
planting, and 17.03% of them are outside workers; this caused by the integration of urban and rural,
the farmers are not confined to the agricultural work, they also play multiple roles such as work labor,
business and others. 9.17% are doing business, such as small restaurants, shops and so on; 7.64%
working in service industry. See table4-2 and figure 4-3:

4.2.5. Income and Expenditure
56 Because of the influence of the integration of urban and rural, the APs’ income is not only
confined to farming or agricultural production; a large number of framers choose other occupations
such as working as labor, business or open a restaurant. The main income of villagers who affected
by the road construction is from working as labor (28.84%) and business (18.25%), the main income
of affected households who affected by ecological restoration project are from breeding (25.07%). In
addition, income from wage accounting for 7.41%, other income accounting for 6.75%, Rental house
or shop income accounting for 3.37%. See table 4-3 and figure 4-5.

57 According to the survey, most of the rural resident in project area are engaged in other industries
such as farming, outside work, private business and so on. Table 4-5 showed the composition of
average household expenses of the AHs. The survey shows that the expenses on living account for
27.35%, agricultural, breeding expenses and business expenses account for 16.83% and 13.29% of
the total expenditure respectively, as shown in table 4-4 and figure 4-6.

The main situation:
1. Interviewee: Geng Huancheng, male, 64 years old, Han nationality, a villager of Tougong village, Chengguan
town. There are 5 persons in his family, his wife is 63 years old, his son is 36 years old, his daughter-in-law is 35
years old, and his grandson is 7 years old. The family income source mainly is from the salary that the son and
daughter-in-law go out to work, and he still work in the village, the economic condition is good, with annual income
of 130,000 yuan, in addition, his wife has pension and gets more than 200 yuan of pension every month from
government; Due to the overall planning and development of Fukang city, most of the farmland in Tougong village
has been expropriated in 2012. At present, his land under cultivation is very little. Most of the land is transferred or
rented to local enterprises and large farmers for cultivation. His son and daughter-in-law work outside on weekdays
and come back home on weekends. He works near the village and go back home every afternoon. His wife does
cook and takes care of the grandchildren at home every day. The cost is about 15,000 yuan every year, mainly
including water charge, electric charge and living expenses. What this project demolish is an old house. He hopes to
choose monetary compensation after the demolition of the house. He will move to the newly built house in the village
in 2012. After he get the compensation, he can take part of the compensation to decorate the new house, and the
rest of the compensation can be used to select a better kindergarten for his grandson who is ready to go to school.
As long as the compensation can be timely and reasonable payment.
2. Now the living standard is better, most of the villagers have cars, the roads have been repaired, and it is convenient
for the villagers to travel, so we support the road construction very much. As long as our rights and interests can be
effectively protected in accordance with national policies and make reasonable compensation and resettlement, we
are willing to participate in the project construction.
Attitude towards the project:
1. The road upgrading has facilitated our travel.
2. The dust will be much less after the road was constructed, which is beneficial to the health of the villagers.
3. Road construction is a good thing for the people, and we support it. However, the compensation for house
demolition should be reasonable, and the government should fully consider the interests of the people and
formulate a reasonable compensation scheme.

The main issues and contents:
1. Interviewee: Yang jinxing, male, 52 years old, Han nationality, his wife is 51 years old, villagers from Yuergou
village, there are 3 people in the family, his son is 25 years old, his daughter is married. His family has a total of
10 mu of farmland, 10 mu of land have been contracted out, with rent of 600 yuan/mu, annual rent of about 6000
yuan. Yang Jinxing is a migrant worker in Fukang city. His wife works in the village and his son works in a mobile
company, with annual income of about 120000 yuan. In this project, a total of 3 mu land is acquired. He mainly
planted calabash, the project has little impact on the family and will not affect our future planting. As long as the
compensation price is in accordance with the standard stipulated by the state and the compensation is paid on
time and reasonably, we are very supportive of it. After all, the road repair is to serve our common people, and
it is convenient for us to travel once the road is completed. After getting the compensation, he hopes to open a
shop, so that his wife does not have to work in the field, but sells things in the shop every day, which can increase
the family's economic income and won't be too hard. After the road is repaired, he believes the customer flow will
increase, and the shop business will become better and better. Yang Jinxing said that now the national policies
can truly consider the interests of farmers and benefit them, as long as the compensation and resettlement is

reasonable, they are willing to participate in the project and support the implementation of the project.
Attitude towards the project:
1. We support the road construction. After all, the people who benefit from the road construction are farmers and
it is beneficial to us.
2. It is hoped that the payment of compensation will be fair and reasonable, and the full compensation will be
paid in time. As long as it does not affect their own interests and the project needs, they are willing to do their
best to support the development of the project.
3. We hope that the land acquisition work can be completed as soon as possible and reasonably arranged so as
not to affect our production and life. In addition, we should pay attention to safety measures.
4.3.2. Interview Evaluation
59 During this period, 106 households (including male and female) who affected by land acquisition
and housing demolition were interviewed and investigated. Though the investigation, it found that all
the affected people support and agree with this project, due to the project is benefit for the people. the
construction of the project involves the housing demolition and residents’ interest, so the affected
people hope that the compensation shall be paid timely according to compensation standard. At the
same time, the affected people put forward their opinions, hoping that some measures can be taken
to manage the garbage, dust and noise generated by the project construction, and do not affect their
normal life. In addition, residents said the project not only improved residents’ living environment and

it’s convenient to transportation, but also improved the construction of urban infrastructure, improved
the city’s image and promoted the city’s economic development.
60 The investigation of this period found that all the affected people hope that the compensation of
land acquisition and house demolition can be paid in accordance with the national standards, and fully
consider the interests of affected people, then make reasonable compensation plan and pay
compensation in time.

5. Public Participation, Information Disclosure and
Grievance Redress 5.1. Public Participation
61 According to the monitoring team visiting the Fukang Housing and Urban-rural Construction
Bureau, NRB, Housing Demolition Office and community/village committee affected by the project and
doing site inspection of the project, having an informal discussion and questionnaire investigation with
the APs to learn that this project attached great importance to community participation and consultation,
widely listened to social organizations, government, community and resettlements advice, encourage
the parties to participate in resettlement and reconstruction work in the policy formulation, planning
and implementation stage of resettlement.
62 From feasibility study of the preparation stage, the PMO and the engineering design company
had asked the suggestions and advice of project construction content, resettlement channels,
resettlement method, etc. to local departments concerned, villagers’ organizations, township
governments and the villagers. In the preparation of resettlements, project LA and HD office also asked
local governments at all levels and representatives of the vast number of resettlements for their
opinions on resettlement and compensation policies. During the implementation phase of the project,
resettlement agencies at all levels will further encourage people to participate in resettlement,
production recovery and reconstruction.
5.1.1 Public Participation Activities Carried out
63 As the preparation and implementation of the project carry forward, Fukang PMO, NRB, Housing
Demolition Office and community/village committee will carry out further public participation, which
mainly includes: compensation standards for LA and HD and RP; The content of training provided to
the APs; To publicize the problems encountered in the project construction and the ways to solve them;
Listen to the opinions and expectations of the APs ; Publish compensation standards and channels for
appeal, and get to know the implementation of the RP and the livelihood recovery of APs.

64 During the project design and planning phase, the PMO organized the design institution,
resettlements preparation unit, local committee and APs to publicize the information from June to
October in various ways. For example, doing socio-economic survey of affected households,
discussing the issues related to LA and HD with the communities and put the results of consultation
into RP; Listening extensively to the opinions of affected households, and discuss resettlement plans
for LA and HD; Identifying and confirming vulnerable groups and give special consideration to the
needs of them.
65 As of this baseline investigation,the ADB Project working group has been set up to make sure
the plan working effectively. The PMO organize the affected villagers to have a discussion meeting to
introduce project construction content, announce the project demolition scope and compensation
scheme, solicit the opinions and suggestions of the residents, listen to the opinions of the affected
villagers and report to the higher authorities to in order to minimize the adverse impact on all
stakeholders in the implementation process, and to ensure the maximum protection of the legitimate
rights and interests of the affected groups.

66 During this monitoring, the external monitory team from Xinjiang Linshuishe Engineering
Technical Consulting Company. has visited Fukang PMO, Bureau of Labor and Social Security, NRB,
HDO, affected streets and communities to do questionnaire survey and villagers meeting. Through this
monitoring, it was found that in the design and implementation of the project, the executing agencies
attached great importance to the participation and consultation of the affected units and people,
listened to the opinions of APs extensively, studied and designed the project repeatedly, and tried to
reduce the number of land expropriation and migration, so as to minimize the adverse impact on the
residents in the affected areas. Check the public participation organized by Xinjiang Linshuishe

5.2. Appeal Procedure
67 In order to address issues effectively and ensure the successful implementation of project
construction and land acquisition, a transparent, accessible and effective grievance redress
mechanism has been established. The system has shown in figure 5-2. The basic grievance redress
system is as follows:
Stage 1: If any AP is dissatisfied with any land acquisition and resettlement of any other
safeguards related problems, he/she may file an oral or written appeal with the community
committee/sub-district office orally or in writing. In case of an oral appeal, the community
committee/sub-district office shall handle such appeal and keep written records. Such appeal
should be solved within 2 weeks.
Stage 2: If the AP is dissatisfied with the disposition of Stage 1, he/she may file an appeal with
Fukang City Department of Natural Resources or the LA and HD management office (depending
upon the issue) after receiving such disposition, which shall make a disposition within 2 weeks.

Stage 3: If the AP is still dissatisfied with the disposition of Stage 2, he/she may file an appeal
with Fukang City PMO receiving such disposition, which shall make a disposition within 2 weeks.
Stage 4: If the AP is still dissatisfied with the disposition of Stage 3, he/she may apply for
administrative reconsideration with Fukang City Government after receiving such disposition
within 3 months. If good faith efforts are still unsuccessful, they may submit their complaint to
ADB's Accountability Mechanism (2012).1 The first step requires good faith efforts to resolve the
problem with the ADB Project Team. Besides, reporting behaviors which are against ADB's

68 The APs may file an appeal on any aspect of resettlement, including compensation
compensation, etc. The above means of appeal, and the names, locations, persons in charge and
telephone numbers of the appeal accepting agencies will be communicated to the APs at a meeting,
through an announcement or the RIB, so that the APs know their right of appeal. Mass media will be
used to strengthen publicity and reportage, and comments and suggestions on resettlement from all
parties concerned will be compiled into messages for disposition by the resettlement organization at
all levels.
69 All agencies will accept grievances and appeals from the APs for free, and costs so reasonably
incurred will be disbursed from the contingency costs. During the whole construction period of the
Project, these appeal procedures will remain effective to ensure that the APs can use them to address
relevant issues.

72 In order to ensure the smooth progress of the resettlement work and achieve the expected
results, the Fukang government first ensured the smooth progress of the preparation of the project and
the resettlement work from the aspects of the establishment of the organizational structure and the

6.5. Measures to Strengthen Institutional Capacity
73. In order to implement resettlement successfully, the APs and resettlement staff must be trained
under a program developed by the Fukang PMO.
74. A staff training and human resources development system for the county sub-district and
community-level resettlement agencies will be established. This training includes both the immigration
project management and the resettlements process management training. Training will be conducted
in such forms as expert workshop, skills training course, visiting tour and on-site training. The scope
of training includes:
• Principles and policies of ADB’s involuntary resettlement;
• Resettlement plan design, update and implementation.
• Resettlement monitoring and evaluation;
• Resettlement financial management;
• Resettlement information system;
6.6. Evaluation of Organizational Ability
81. During the implementation of the project, PMO has established a top-down organizational
structure for the planning, coordination and monitoring of resettlements activities. Its main responsibility
is to strengthen the leadership of the project, responsible for the policy formulation of the resettlement
activities of the project and the organization and coordination of the relationship between the
resettlement agencies at all levels. The leading group has an office under to handle daily affairs. The
office is located in the Fukang construction bureau. This monitoring found that the project unit mainly
took the following measures to build the capacity of resettlements institutions:
(1)Well-defined responsibilities: clearly define the duties and responsibilities of resettlement

agencies of all levels and strengthen supervision and administration according to the requirements of
ADB and relevant laws and regulations of the country.
(2)Equipped with high-quality staff: gradually enhance the capacity of resettlement agencies of
all levels, especially professional technical force, the staff shall have certain special skill and
managerial quality, and is required to have strong overall point of view, policy level, professional skill,
especially mass work experience, and strengthen the technical equipment such as computer,
monitoring device, transport, etc.
(3)Select staff strictly and strengthen business technical training, and carry out training for
administrative staff and technical staff to improve their business ability and management ability.
( 4)Guarantee appropriate number of woman cadres to give full play of woman during
resettlement implementation process.
(5) Establish database and strengthen information feedback to make sure the information
channel is smooth, significant problems shall be solved by resettlement leading group decision &
solution.
(6)Strengthen the reporting system and internal monitoring, and solve issues timely; and

7. Conclusion and Recommendation 7.1. Conclusion 77 Project progress: as of this monitoring, all the sub-projects in Fukang city have not started yet,
and preparatory work is being done to deal with relevant procedures. As the project involves land
expropriation and house demolition, the PMO is carrying out the final DMS and evaluation. In the
follow-up monitoring, we will continue to pay attention according to the expected house demolition
progress
78 Project institution: Project Leading Group and office staff member of the reasonable setting, with
abundant experience of immigrants. ADB Loan Project Office in Fukang city Housing and Urban-rural
Construction Bureau. Cooperated by the Fukang city government, Bureau of Natural Resources, each
community with the PMO, the work was carried out more smoothly. 79 Appeal and complaint, public participation: The channels for the APs to complain and appeal
are open, and the APs know what to do when their rights are violated. Due to the propaganda and
mobilization work done more in-depth, solid, government land acquisition and relocation
compensation policy has been the understanding and support of the APs, different views of the project
and its compensation policy generally in the villagers discussion, consultation meeting to agree on
and in the policy to allow the scope of internal handled properly, the PMO and implementation
mechanism in the project during the preparation of do a lot of work, compensation method, the
compensation scheme and compensation standard have been approved by the residents. By the end
of this monitoring, there is no outstanding issues happened.
7.2. Recommendation 80 Further strengthen management and implementation of personnel training in the form of
theoretical study and field study. Especially, to go to ADB financed projects that are completed or are
implementing for conducting investigation and study in order to strengthen the organization's
efficiency and the ability to execute. 81 Members of PMO should pay close attention to whether any design variation will occur and
cause resettlement impact.
82 Continue to strengthen the institutional capacity building. PMO staff needs to accelerate entities
survey based on the detailed design and the consultation work of affected people. Prepare for the
upcoming construction projects according to the DMS timely update resettlement plan report. Speed
up the work progress of the data of the implementation of resettlement, data collection and statistics
and submit materials in a timely manner.
83 The PMO, House Demolition Office, community, village committees should work together, to

complete the house demolition work, and update the data on time, and solve the resettlement
problems on time.
84 Suggest collecting the related information of the requisition in a timely manner in the process of
resettlement, such as photos before and after land requisition, compensation and resettlement agreement, etc. Establish archives of the requisition.
85 Strengthen the technical training for the affected personnel, such as some economic crops
planting and breeding. Invite relevant technical personnel of agriculture and animal husbandry
department and labor and social security department to conduct some training about farming and
breeding for farmers. Do some technical training for farmers in terms of planting and make each of
the affected households receive at least once livestock breeding technical training, technical training
of agricultural production as well as non-agricultural production technical training through these
measures to improve breeding, planting skills, in order to increase the affected personnel's income,
to restore the affected people's livelihood.
86 It is recommended that PMO staff pay a return visit investigation to the affected persons and
timely discover their income and livelihood recovery. Training affected people in skills to help them
build recovery mechanisms.
87 In the process of each sub-project construction, strengthen using the local Labour and local
transport materials, give preference to project affected people in the area to participate in the project of the construction of the rights, promote the affected family economic income increase.
88 Establish regulation system of the internal data, collect and classify the project data, and do a
good job of project immigration personnel files.
89 We will strengthen the internal monitoring responsibility system, found out problems and solve
it, and set up a risk early warning system.
