PREPARING TO SUDY IN MALAYSIA

OBTAINING YOUR VISA APPROVAL LETTER (VAL)

With effect from 1 April 2015, new application for Pre-Arrival Visa(VAL) Visa applications is

managed by Education Malaysia Global Services (EMGS) Next, as of 1st April 2016, international

students have to apply online for their Visa Approval Letter (VAL) through Education Malaysia

Global Services (EMGS) . International students who wish to study full-time at any educational

institution in Malaysia are COMPULSORY to apply for Student Pass. This is a requirement of

Regulation 13 of the Immigration Regulations 1963.

Thus, before you have your student pass, you are COMPULSORY to apply for you visa approval

letter and obtain the approval to study in Malaysia before entering Malaysia. Conversion of an existing

Social Pass (Tourist Visa) to Student Visa is strictly not allowed. It is advisable for new incoming

students to apply for VAL minimum 6 weeks before your registration date.

After entering Malaysia, you will be granted a student pass and visa for a year (or part of a year),

depending on the country which issued your passport. You are personally responsible for the timely

submission of the documents to obtain your student visa. The VAL processing may require six weeks

to eight weeks (sometimes more) before being approved by the Immigration Department of Malaysia.

Once student have received your conditional Offer Letter from UTM, you can start applying your Visa.

Please ensure that you follow the requirement guidelines strictly to avoid delays in your visa

application. UTM bears no responsibility for late submission.

STEP 1: COMPLETE YOUR DOCUMENT

The following is the list of documents required for the pre -arrival visa application process:

1 softcopy of passport sized photographs with WHITE background only (45mm height x

35mm wide)

Passport details page (biodata page)

Passport page with Visa information

* Your passport should be valid for a minimum duration of 18 months from the date of visa

application

STEP 2: APPLY & PAY YOUR STUDENT VISA

Apply your student visa online through Education Malaysia Global Services (EMGS)

at https://educationmalaysia.gov.my. Read the EMGS & UTM user guide before creating an

application. EMGS will invoice the total amount that students need to pay once you have completed

filling the online application form. Please take note that EMGS visa processing fees may varies

according to country (range MYR1650-MYR2,200). Student can select by Credit Card (powered

ipay88) or Payment through institution (telegraphic transfer to EMGS).

2. If student has difficulties to pay using the credit card, please choose to pay through the

STEP 3: PAY ADMINISTRATION FEE TO UTM

After submit & pay your visa application to EMGS, student need to pay UTM processing fee as

follows:

Amount: MYR350 (Malaysia Ringgit: Three Hundred and Fifty Ringgit only)

2. If student has difficulties to pay using the credit card, please make the payment by Telegraphic

STEP 4: CHECK YOUR VISA APPLICATION STATUS

You may check the status of your visa application [after one (1) week of submission]

via https://educationmalaysia.gov.my. Effective on 1st January 2018, Immigration Malaysia will

issue electronic Visa Approval Letter (eVAL) which can be download ay EMGS website (Online

Visa application system).

STEP 5: APPLY SINGLE ENTRY VISA (SEV) TO MALAYSIA

After your eVAL can be downloaded, you will need to apply for the Single-Entry Visa (SEV) at the

Malaysia Representative Office as stated in the eVAL. However, some countries without the

Malaysia Representative Office can have the Visa on Arrival for Student (VOAS) at entry point. If

you have any queries about the procedure, email to [email protected] or [email protected]

The following documents are required for application of SEV:

1. eVAL

2. UTM Offer Letter (certain country may require original Offer Letter).

3. Passports

Validity of Visa Approval Letter (VAL)

Validity for VAL is only for 6 months from the date of approval. Student MUST apply for the Single-

Entry Visa (S.E.V) within 6 months from date of the Visa Approval Letter (VAL) at the nearest

Malaysia Embassy/ High Commissioner of Malaysia (as stated in the approval letter). If the students

fail to obtain Single Entry Visa (SEV) from Malaysia Embassy/ High Commissioner of Malaysia within

6 months from the date of the Visa Approval Letter, student are required to apply new VAL from UTM.

Note:

Students are responsible to check with the Malaysian Embassy in for visa requirements before coming

to Malaysia. For example, the student may need to apply for a Single-Entry Visa to enter Malaysia or

apply Visa on Arrival Student (VOAS) at entry point.

STEP 6: ARRIVAL IN MALAYSIA (Post-arrival)

Upon arrival in Malaysia, please ensure that the Special Pass endorsed by the Immigration is for 30

days. Please show to immigration officer the VAL and UTM Offer Letter to them. Kindly ensure

immigration officers stamps Special Pass on your passport NOT a Visit Pass. Within the 30 days

period of the Special Pass, you will need to complete the following to obtain a Student Visa:

1. Report to UTM International Office for Medical Check-up arrangement at UTM Health Center

within 5 days of arrival and your accommodation (if required).

2. Do your registration as a student at the specific location stated in the offer letter or at Student

Recruitment & Admission Department.

3. Submit your STUDENT PASS application at UTM International office as soon as possible.

4. New UTM students are required to prepare below list of documents for student pass application:

The Immigration Officer might mistakenly stamp on passport a Visit Pass, NOT the Special Pass.

Therefore, you need to check and correct them in order to avoid further issue. For countries which

doesn’t have Malaysia Representative Office, student may apply Visa on Arrival Student (VOAS) at

entry point.

INSURANCE

It is compulsory for every student entering Malaysia to have medical insurance. You will be insured

from the date you enter Malaysia if you inform your institution of the date as soon as you arrive. All

international students must be covered by a locally purchased medical health insurance scheme. An

international student, through his/her educational institution, can opt to purchase Medical Insurance

offered by:

EMGS offers 3 Medical Insurance providers:

1. AIA

2. AXA

3. HONG LEONG MSIG TAKAFUL (HLMT)

Both AIA and HLMT provides 3 types of insurance packages (Silver, Gold and Platinum), while AXA

provides 1 type of insurance package (AXA-450). All of the insurance packages provided meet the

minimum coverage requirements set out by the Ministry of Higher Education (MOHE).

IMPORTANT NOTE

1. DO NOT PURCHASE YOUR FLIGHT TICKET until you have obtained the VAL & SEV

approval.

2. Student is advised to travel to Malaysia WITHIN the period of the registration date (as i.e,1 or 2

days before reception date). The Special Pass is given for 30 days only. There are possibilities for

students to be charge with overstay fees or fine if the students enter Malaysia too early and UTM

will not be liable for this overstay fees or fine charged by our Malaysia Immigration Department.

3. International Students will not be allowed to register with the University if you don’t have VAL and

SEV

4. Students who have entered Malaysia using Social Visit Pass MUST return to their home country

and apply for Single Entry Visa (SEV) at the Malaysian Representative Office

5. For students changing from another institution / university WITHIN Malaysia, please

contact [email protected] for variation / progression visa processes and procedures.

6. Students arriving after 5.00pm (Malaysia time) or during public holiday/ weekend are advised to

arrange your own accommodation.

Married students COMPULSORY enter Malaysia as a single traveler. Dependent pass can only

be applied after a student’s pass is issued. Thus, dependent will be overstay if they are entering Malaysia

at the same time with the student (the principal) and once they are overstayed, they will be fine by our

Malaysia Immigration Department for the overstay.

REMINDER

International students are strongly advised NOT to enter Malaysia before the Visa Approval Letter

(VAL) is approved by Malaysia Immigration Department.

POSTPONING YOUR REGISTRATION

Please take note that it could take four to eight weeks for Malaysian Immigration to approve your Visa

Approval Letter application. Thus, if you don’t obtain approval in time to begin your studies, you

should postpone them to the following semester, unless you are transferring from another Malaysian

Universities/ Institution (variation/progression).

You will be guaranteed an on-campus accommodation. The rate for a room may vary by each college

and room type, but the minimum rate is RM20/day. Students will be placed to any room subject to

approval and availability.

For February 2017/2018 intake, most of female international students will be allocated at Kolej Datin

Seri Endon (KDSE) while male international students will be allocated at Kolej Dato’ Onn Jaafar

(KDOJ). Both residential college will only provide minimum facilities such as bed (with no pillow and

no bed sheets) as well as study table and a closet. However, student can purchase a good quality pillow

together with the pillow sheet at the price of RM56 each at UTM International during the reception and

the registration week.

Incoming students are also allowed to rent private – off campus accommodation. However, students

are required to make their own arrangement on this matter.

PART – TIME EMPLOYMENT

A student is permitted to do part-time work 20-hours per week during semester breaks or any

holiday exceeding 7 days.

A student a permitted to work part-time in restaurants, petrol kiosks, mini market, and hotels

only (except singer, masseur, musician, GRO and other activities deemed immoral) if the pass

remains valid.

Students are not permitted to work as cashier.

Permission to work is extendable by the Immigration Department depending on the student’s

attendance & academic reports.

Application from students should be submitted through UTM International.

LIVING COST

The cost of living for international students studying at UTM Johor Bahru is reasonably low compared

to international standards, and can vary from USD200–USD400 a month depending on individual needs

and lifestyle (assuming single, excluding accommodation and transport). UTM provide bus services

within the campus.

All the necessary facilities and amenities are readily available within the campus and its vicinity for

the convenience of the students. Your spending patterns may be different from depending on your

preferences and lifestyle. It can be difficult to estimate how much you are likely to spend as a student

until you have settled down for. As such, it is important to ensure that you have sufficient finance to

support both your living expenses and tuition fees throughout the duration of studies.

BEFORE YOU LEAVE HOME

Please remember when you are packing your suitcase that you will have to carry your luggage around

the airports and across the city to your accommodation. Therefore, a helpful tip for you to remember is

if you can’t carry it, do not bring it! We also would like to recommend you do not bring more than one

suitcase and one carry – on bag. You will be able to purchase most of the things that you need after

TIP;

Keep the copy of your passport in a separate and safe place in case the document is lost or

stolen. You may also leave the copy to your family and friend to be extra safe.

Avoid bringing valuable items with you such as jewelry and keepsakes. If you are certain you

would like to bring valuable items with you, make sure they are insured and always stored

securely.

BY COACH /BUS

From KLIA or KLIA2 to Johor Bahru, you can take YoYo Bus which will cost you around RM60 – RM70.

Kindly inform the staff in charge at the service counter and bus driver to stop at Taman Tun Aminah Bus

Station. Then, you can get a taxi / uber / grab service to UTM Johor Bahru Campus.

Express bus service is available between the major cities of Malaysia, including Kuala Lumpur – Johor Bahru.

You can either get off at Skudai Bus Station or Larkin Bus Terminal and take a taxi to UTM Johor Bahru. The

The nearest airport to UTM is Sultan Ismail International Airport (also

known as Senai Airport). You can take international flight to Kuala

Lumpur International Airport (KLIA) and take a connecting flight to

Sultan Ismail International Airport. Then please take a taxi from the

airport taxi counter to UTM Johor Bahru, and the fare is approximately

RM 30 to RM40. You may also request for grab or uber services to our

campus and their charge is usually cheaper than taxi services.

Another option is to take an international flight from your home country

to Changi International Airport, Singapore and take an airport taxi to

UTM Johor Bahru. However, you may need visa to enter Singapore.

taxi fares between Skudai Bus Station – UTM Johor Bahru and Larkin Bus Terminal – UTM Johor Bahru are

approximately around RM 10 and RM 30 respectively.

From Kuala Lumpur, its takes around 4 - 5 hours to reach Johor Bahru. After the last highway toll counter, ask

the bus driver to stop at Batu Sepuluh Skudai and take a taxi / uber / grab from the place you dropped.

From Johor Bahru’s main Larkin Bus Station, take a bus to Skudai, i.e. Pontian Bus (bus no. 3) or Air Hitam or

Senai, the price is about RM 1.90. Inform the driver to stop at Batu Sepuluh Skudai. Ring the bell to stop the

bus when seeing Skudai Parade shopping complex at your right. Then get a taxi / uber / grab to UTM.

BY TRAIN

You make sure your KTM train tickets to Johor Bahru. From Johor Bahru Train Station, you can take a taxi or

bus to Taman Universiti. From Taman Universiti, it will be 5 minutes’ drive from UTM. You can take a taxi in
