2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION
(i) Identification of project and project proponent
Project Proponent
Shree Cement Limited (SCL) is an energy conscious and environment friendly sustainable
business organization. SCL started its journey in the year 1979 and today, it is among India's
leading cement manufacturing companies. Having witnessed an exponential growth in the
last three decades, our endeavour continues to expand our capacity in the cement and
power sector.
Cement Manufacturing Facilities
Presently, our cement production capacity stands at 29.3 Million tonnes. The Company’s
Cement and Clinker manufacturing facilities are located at Beawar & Ras in Rajasthan and
Raipur in Chhattisgarh. It has split grinding units at seven locations viz. Khushkhera,
Suratgarh, Jobner in Rajasthan, Roorkee in Uttarakhand, Aurangabad in Bihar, Bulandshahr
in Uttar Pradesh and Panipat in Haryana.
Power Generation Facilities
Total Thermal Power Plants Capacity of the Company is 607 (including 102 MW Waste Heat
Recovery Green Power Capacity which is the largest capacity of Green Power in the entire
world cement industry excluding China). The power generated from these plants is
primarily utilized for consumption in its own cement plants as well as to sell to the outside
parties.
Products
The Company's pursues multi-brand portfolio strategy which consists of three brands viz
Shree Jang Rodhak Cement, Bangur Cement and Rockstrong Cement. The Company
currently has the highest market share in Rajasthan, Delhi and Haryana and distinguished

(ii) Brief description of nature of the project

As per EIA Notification dated 14th Sep, 2006 as amended on 1st December 2009, the
project falls under Category “A”.
(iii) Need for the project and its importance to the country and or region.
M/s. Shree Raipur Cement Plant (A unit of Shree Cement Ltd.) has obtained TORs vide
letter No. J-11011/235/2008-IA II (I) dt 6th November, 2017 for the expansion of
existing clinker capacity from 2 x 2.6 to 3 x 4.5 Million TPA and Captive Power Plant
from 25 to 125 MW. The proposed expansion would be achieved in phased manner. In
1st phase, capacity of existing unit-I will be increased from 2.6 to 3.5 MTPA and unit-II
from 2.6 to 4.0 MTPA by various modification. The total required limestone for the 7.5
MTPA clinker production will be 12.0 MTPA. Additional requirement for Synthetic
gypsum unit is 0.33 MTPA and CPP is 0.23 MTPA. Hence total limestone requirement
will be 12.56 MTPA. This will be met from the proposed expansion of existing Shree
Limestone Mine from 8.6 to 11.06 MTPA and balance 1.5 MTPA from another captive
Karhi Chandi Limestone mine for which TOR has been granted vide letter No. J-
11015/69/2017-IA.II (M) dt 5/9/2017.
(iv) Demand – Supply

(vi) Export Possibility
As it is a captive limestone mines so there is no export possibility
(vii) Domestic/export market
The proposed limestone mine is for captive use.
(vii) Employment Generation (Direct and Indirect) due to the project sourcing
SCL follows the “son of the soil” policy, wherein the maximum possible staffing is from
local area. Only where skills are not available locally will staff be hired from outside.
Total existing man power is 200 Nos. (for 8.6 million TPA granted capacity) and
additional 90 Nos. will be required for the proposed expansion. The total man power
will be 290 Nos. after expansion.
3.0 PROJECT DESCRIPTION

No alternate site has been considered for the proposed expansion as the proposed
expansion will be on the existing mine lease area.

The process includes basic raw material requirement, sizing of equipment, utilities
and services, infrastructure facilities and sources of waste generation, their quantity,
treatment and safe disposal of the waste.

Limestone (ROM Basis: 15.22 Million TPA which includes 11.06 Million TPA limestone
production and 4.16 Million TPA Inter-burden & Over-burden excluding Top Soil), M.L.
Area: 531.126 ha, ML No. 38/2007 and installation of crushers (Primary: 2*1200TPH
& Secondary: 2*450 TPH) near villages: Semaradih & Bharuwadih, Tehsil-
Balodabazar in District Balodabazar-Bhatapara(Chhattisgarh).
There is one no. of existing crusher and another one no. is under commissioning.
These crushers are of single stage rotary impact type of 1200 TPH capacity each. In
addition to these two crushers of 1200 TPH, two secondary crusher of 450 TPH will be
installed. The limestone is being and proposed to be transported by dumpers to the
crusher and finally the crushed limestone will be sent to the proposed expansion of
cement plant by conveyor belt.
PROCESS DESCRIPTION
The present mining method mechanized open cast mining method with maximum
bench height of 12 m and minimum bench width of 30 m.

Bench height of 12 m is planned according to maximum boom height of Hydraulic
Excavator (Loading Equipment)
The working bench width will be kept 30 m wide for safe movement of HEMM.
Ultimate pit angle slope is proposed to be kept at 45°.
The haul road is planned at 1 in 16 gradient with 18 m width.
The working will take place in such a way that different quality of limestone is
made available for proper blending.
The topsoil available will be separately stacked and used at plantation site as well
as spread over backfilled area
Mining method would be open cast mechanized mining, which include controlled
blasting and wet drilling/dry drilling with dust collector, use of Hydraulic
Excavators, Dumpers, rock breaker, crushing, stacking & reclaiming and motor
grader, road compactor.
Over burden and inter burden would be stacked at earmarked area and backfilled
in worked out pit.
Mineral processing:
The ROM Limestone is fed to crusher Wobler where +90 mm part is fed into crusher,
where it is crushed to -90 mm size. The -90 mm size from crusher Wobler is fed to
Secondary screen from where (-6mm/-10mm/ -25mm) part is rejected, while + size
material is added to Crushed -90 mm Limestone. There is one no. of existing crusher
and another one no. is under commissioning. These crushers are of single stage rotary
impact type of 1200 TPH capacity.

LIFE OF MINE
The Limestone available in the area is in tune of 210.73 million tones as on 31.03.2017. The
overburden & inter burden required to be removed to excavate this Limestone will be 79.29
million tonnes. In this modified Mine Plan Period Requirement of Limestone will be 5.82
+10.72 +11.06 = 27.6 million tonnes so the available reserve after present mine plan period
would be 210.73-27.95=183.13 million tonnes. Assuming that there would be no increase in
annual production from the 11.06 million tones per annum, the life of mine after mine

Modified Mine Period + 17 additional Years) 20 years.
The reserves of this mine are also likely to be increased considering depth continuity in
block 1 & 3. Taking into account of this, the life of Mine is likely to be increased from 20

COLONY DETAILS
A residential colony is under construction in non-mineralized zone of mining lease area.
Total area of colony will be 22 Ha out of which 33% area will be developed as green belt.
Total no. of households will be 450 and total residents will be 1800. Club house, School,
Auditorium, Garden, Dispensary and Temple are also proposed in the colony area.
Domestic waste water generated from the colony will be treated in proposed STP of capacity
500KLD and treated water will be used for plantation.

(vi) Raw material required along with estimated quantity, likely source, marketing
area of final products, mode of transport of row material and finished product.
Slurry explosives & ANFO will be used for blasting. Bottom initiation will be done by
the use of down line detonator in combination of noise less trunk line detonator on
surface. The product limestone will be transferred from phase to crusher by dumpers
and then crushed limestone from crusher to existing cement plant by conveyor belt for
clinker manufacture.
(vii) Resources optimization/ recycling and reuse envisaged in the project, if any,
should be briefly outlined.
Use of diesel and lub oil in HEMM will be optimized for efficient use. Water used for
wet drilling, crusher spray and haul road spray will be optimized by providing
efficient jet atomized spray system. Workshop water generated from washing of
HEMM will be used for spray in crusher after removal of oil contents. The inter burden
of mine will be stacked at earmarked place for back filling.
(viii) Availability of water its source, energy /power requirement and source should
be given.
Water Requirement
Total water requirement after the proposed expansion project (Integrated Cement
Plant, Residential Colony, Shree limestone Mine and Karhi-Chandi Mine) will be 3935
m3/day. Permission for 3000 KLD has already been granted by CGWA vide letter no.
21-4(36)/NCCR/CGWA/2008-569 dated 08/04/2015. Balance will be sourced from
rain water collected in pits. Total Water requirement for mine after proposed
expansion will be 300 KLD.

4.0 Site Analysis
(i) Connectivity
Nearest National Highway is NH-200 which is 30 km from site. It thus has
excellent road connectivity.
Approximate road distance from major towns i.e. Raipur is 55 km.
The nearest railway station is the Bhatapara, approximately 18kms from the site.
The nearest airport is at Raipur (55 kms).
The site is well connected with communication facilities like telephone, fax,
wireless and telex and as such, no constraints are envisaged in this aspect as the
Tehsil and District headquarters are near to the site.
(ii) Land from Land use and land ownership
The total mining lease area is 531.126 hectare.
(iii) Topography
Topographically the area of interest forms flat landscape of Chhattisgarh State
wherein number of undulations and protuberances of different gradient are formed.
The general ground level of the area is 272 mRL while maximum elevation is 277
mRL & 261 mRL is minimum RL of the area. The slope of the area is towards the
southeast. Karst topography is observed in the area occupied by the sporadic

outcrops of limestone. There is almost no vegetation in the area of core zone. In
buffer zone, the area is poor in vegetation. The majority of the land of the area is
developed in the lands of cultivation where seasonal crops are grown specially the
paddy. The soil of the area is better suited for single paddy crops.

5.0 Planning Brief
(i) Planning Concept (type of industries, facilities, transportation etc.) Town and
country Planning/Development authority classification.
Proposed industry is mining industry (Red Category). The blasted material of
limestone will be transported to Crusher Hopper and waste rock will be transported
from working face to dump yard by means of rear dump trucks (Dumper). From the
crusher, crushed material will be transported to stock yard through conveyor belt.
(ii) Population Projection
Permanent influx of people will be there as the managerial and supervisory staff will
generally be haired from outsider. A projection may be made by a governmental
organization, or by those unaffiliated with a government.
(iii) Land use planning
The total mining lease area is 531.126 hectare. About 176 ha of the lease area will be
covered under green belt & plantation at the end of life of mines.
(iv) Assessment of infrastructure demand (Physical & Social)
SCL will assess the demand of infrastructure (Physical & Social) in nearby area of the
proposed site and will be developed in under corporate social responsibilities
programs.
(v) Amenities/Facilities
Shree Cement Limited will develop the Amenities/Facilities in nearby area of the
proposed project site as per requirement of local people of the nearby area under
corporate social responsibilities programs.
6.0 Proposed Infrastructure
(i) Industrial Area (processing area)
The total mining lease area is 531.126 hectare. About 176 ha of the total lease area
will be covered under green belt & plantation at the end of life of mine.
(ii) Residential Area (Non processing area)
A residential colony is proposed in non-mineral zone of mining lease area. Total area
of colony will be 22 Ha.
(iii) Green Belt
Greenbelt will be developed in 176 ha i.e 33% of the total mining lease area at the
end of life of mines.

Proposed project will result in growth of the surrounding areas by increased direct
and indirect employment opportunities in the region including ancillary
development and supporting infrastructure.
The installation of proposed plant will lead to the development of certain local
ancillary facilities and consequent employment opportunities. Further the proposed
cement project will also lead to the development of market, trade centers, activities
etc.
In addition to the above, SCL has a track record of engaging the local communities
and extending several social services to the nearby villages.

9.0 Analysis of proposal
The state of Chhattisgarh will get revenues in terms of taxes, local people will get
opportunity in terms of indirect employment, business opportunities like transport of
Cement to the market, fly ash transport, in short nearby people will get opportunity to
improve their livelihood.
10.0 ENVIRONMENTAL MANAGEMENT PLAN
10.1 Air Pollution Control
The drilling machines will be equipped with wet drilling arrangements to prevent dust
from getting air borne.
Blasting will be done by latest blasting technique using stock tube detonator (Downline
detonator in combination with noise less trunk line detonators.)
Use of Rock breaker in place of secondary blasting to reduce generation of fly rocks and
ground vibration. The system is ECO friendly.
Large capacity excavators are used with dumpers.
The haul roads will be kept wide to support two-way traffic. The roads will be properly
maintained by road compactor and regular water spraying will be done during work
hours to prevent generation of dust from vehicular movement.
Waste dumping sites will be vegetated by suitable plantation to prevent air pollution
during stormy winds.
Gaseous emissions generated from HEMM and blasting will be kept within limits by
proper maintenance of all machineries and controlled blasting with suitable explosives.
In order to reduce air pollution in the surrounding, Green Belt will be developed around
mine office, approach roads, pit peripheries and waste dump yards and along the
boundary.
Periodic air quality survey will be carried and the records will be maintained properly.
Entire roads of colony will be cemented and regular sweeping will be done.
10.2 Solid Waste Management
The waste available in the mining area shall be backfilled and spared all around the
water reservoir for safety purpose. This shall strengthen the banks of the water
reservoir and shall be used for plantation after spreading top soil over it.
Colony waste would be converted in to bio-Manure.

10.3 Waste Water Management
Garland drains will be constructed all around the OB dumps.
Waste water generated from the office toilets will be disposed off in soak pit via septic
tank.
Waste water generated from the work shop will be used in crushed for dust suppression
after oil and grease separation.
Domestic waste water from colony will be treated in already proposed STP of capacity
500KLD and treated water will be used in plantation.
10.4 Noise Pollution Control
To maintain the noise level well within the prescribed limit inside the plant (85 dB (A)) and
at the plant boundary (day time 75 dB (A) and Night Time 70 dB (A)) the following
measures will be taken:-
1 Proper maintenance and lubrication of plant machineries
2 Plantation in the lease area.
3 Sharp drill bit with wet drilling arrangements.
4 Controlled blasting by latest blasting technique using stock tube detonator (Downline
detonator in combination with noise less trunk line detonators.)
5 Use of Rock breaker in place of secondary blasting.
6 Use of personal protective equipments like ear plug and ear muffs to all working
persons at the site.
10.5 Hazardous Waste Management
Used oil is generated as hazardous waste from the plant which will be sold to CPCB
authorized dealer.
10.6 Green Belt Development
The total mining lease area is 531.126 hectare. About 176 ha of the total mining lease area
will be covered under green belt & plantation at the end of life of mines. Density of
plantation would be 1500 trees / ha. Survival will be maintained more than 90%. Local
native species will be planted.

11.0 CONCLUSION
Proposed project will result in growth of the surrounding areas by increased direct and
indirect employment opportunities in the region including ancillary development and
supporting infrastructure. Special emphasis on Financial and Social benefits will be given to
the local people including tribal population, if any, in the area. Development of social
amenities will be in the form of medical facilities, education to underprivileged and creation
of self-help groups.
No adverse effect on environment is envisaged as proper mitigation measure will be taken
up for the same.
