PRE- FEASIBILITY REPORT
1 Executive Summary.
“Hurmur Stone & Marble Mine” is applied by Shri Saiyad Mohammad Naiyar; S/o Shri
Saiyad Saud Ahmad, R/o- Panki Road Janakpuri, Redma, Po-Medininagar, Rerma Dis-
trict –Palamu, Jharkhand, and Shri Rajat Kapur (Partner); S/o Late Ravidata Kapur
R/o-60 Belbatikar Road, Gurudwara Road, P.O- Daltonganj (Main Branch) District- Palamu,
Jharkhand, over a proposed mining lease area of 2.25 Acres (0.91 Ha), located at Mauza-
Hurmur, Plot No-561, Khata No-24, Thana –Satbarwa, Thana no-256, District-Palamu
(Jharkhand). The applicant is applying for the grant of Environment Clearance of minor min-
eral from District Level Environment Impact Assessment Authority (DEIAA) Palamu (Jhar-
khand), as per the directions given by MoEFCC (Ministry of Environment Forest & Cli-
mate Change). The mining plan of the concerned Project has been prepared with proper at-
tention to ensure that the relevant provisions under MMDR Act-1957, MMR-1961, and Mines
Act-1952, Mines Rules 1955, JMMCR 2004 & JMMC (A) R 2014 are followed.
1.1 Project in Brief.
Hurmur Stone & Marble mine is proposed for the mining of Stone (Granite) and Marble. As
per the approved mining plan of the concerned Project following details of the Project is de-
scribed.
Location of the Project as per survey of India Toposheet No. is F45A5 & F45A1, mining of
the minerals will be done after the removal of overburden. Method of mining proposed is
semi-mechanized viz. drilling and blasting. Mined out minerals will be transported to the
Crusher unit, for attaining desired aggregates of minerals. Since Stone and Marble does not
require any beneficiation work, the finished product from the Crusher unit will be transported
to the nearby local market.
At the time of mining operation all the precautionary measures will be adopted to curb any of
the negative impacts that may arise in concern to labors working at the site or towards the
environment. Mining will be done as per the approved mining plan in a scientific way, by us-
ing modern technologies to reduce the environmental load. Environmental factors vulnerable
to mining activity are Air, Water and Noise. Proper mitigation measures will be implemented
to reduce the pollution load on Air, Water and Noise. For Air pollution control wet drilling,

water sprinkling on haulage road is proposed. Surface water will not be polluted since hous-
ing facility for workers is not proposed at the mining site and garland drain will be there to
counter surface runoff during monsoon season. No contamination to ground water table as the
mining activity will be done above the ground water table. Noise Pollution is not significant
outside the quarry area anyway blasting will be done as per approved mining plan using pro-
tective measures, noise pollution at the quarry will be countered using PPE (Personal Protec-
tive Equipments) ear plugs etc. Greenbelt area will be developed around the periphery of
mining lease area that will reduce the effect of noise pollution. Concerned Project will not
affect the local Biodiversity and its related Flora & Fauna. Occupational Health issues will be
dealt by providing PPE and regular health checkups for the workers at mining site. Work
will be carried out in daytime only therefore no housing for workers is required at mine site.
Therefore water requirement, generation of municipal wastes will be negligible. Proposed
Energy/ Power required during mining activity will be provided by the DG Set.
Location of the Project site had been defined by using the GPS Co-ordinates. Geographical
features within a radius of 1 km from the periphery of the Project site is shown in the Google
map of 1 km radius and is attached as Annexure- V

2.2. Brief description of nature of the project.
The proposed Project is to mine Stone & Marble within mine lease area. It will be opencast
surface mining where mining activity will be carried as per approved mine plan. Mining ac-
tivity is proposed for daytime only in order to reduce accidental hazards and avoid environ-
mental pollution. No storage of stock, in the mine site. Mining will be semi mechanized
which includes drilling, blasting & crushing through machines.
2.3. Need for the project and its importance to the country and or re-
gion.

Mining of minerals had been one of the most primitive works associated with societal devel-
opment. Need of mining had always been there as it provides products for infrastructural de-
velopment. There is various building construction Projects which require Stone Boulders.
Stone Boulders are used in River anti-erosion, embankment of River, Dam construction, fill-
ing of railway tracks and road construction. On the other hand Marble is used for its beauty in
architecture and sculpture. It is used for its chemical properties in pharmaceuticals and agri-
culture. It is used for its optical properties in cosmetics, paint, and paper. It is used because it
is an abundant, low-cost commodity in crushed stone prepared for construction projects.
Marble has many unique properties that make it a valuable rock in many different industries.
So there is a huge requirement of these minor minerals in infrastructural Development, which
leads to socio economic development.
Apart from this, it also plays an important role in generating revenue to the State. Stone and
Marble mining Project, in the region will provide employment to the locals; this will lead to
generation of direct or indirect source of income in the region.
2.4. Demand-Supply Gap.
With rise in urbanization the demand for Stone Boulder & Marble is growing in the country.
There is large demand of masonry stone, for road, railway track, building construction etc.,
whereas marble are mainly required in building constructions. The demand of Stone Boulder
and Marble is directly proportional to the supply.
2.5. Imports vs. Indigenous production.
If Stone Boulders and Marbles are imported in the region, cost of these minerals will be much
higher. This will affect the economy of local market, directly or indirectly. Indigenous pro-
duction can curb the cost of Boulders and Marble, and will also provide employment to the
locals, this will support to self sustain.
2.6. Export Possibility.
The supply of exposed Minerals viz. Stone (Granite) & Marble is limited to the District and is
not feasible for export.
2.7. Domestic / export Markets.
Stone boulder and Marble production is feasible for domestic market, as Stone boulders and
Marble are in heavy demand for building construction and other infrastructural development

This concerned Stone mining Project is having good scope for employment generation.
There would be 300 working days in a year. Management & supervisory personnel con-

3. Project Description
3.1 Type of project including interlinked and interdependent projects, if
any.
This is an independent, new mining project. The proposed project is for the extraction of
Stone Boulder and Marble from the proposed mining lease area.
3.2 Location (map showing general location, specific location, and
project boundary & project site layout) with coordinates.
The mining lease area is located at Mauza- Hurmur, Plot No-561, Khata No-24, Thana –
Satbarwa, Thana no-256, District-Palamu (Jharkhand). Area- 2.25 Acres (0.91 Ha)

proposed site, particularly the environmental considerations
gone into should be highlighted.

3.4 Size or magnitude of operation.
The mining lease area is of 2.25 Acres (0.91 Ha). Magnitude of operation is as provided be-

3.5 Project description with process details (a schematic diagram/
flow chart showing the project layout, components of the
project etc. should be given).
The proposed Project is a Stone boulder and Marble mining Project, having a mining lease
area of 2.25 Acres (0.91 Ha), and is located at Mauza- Hurmur, Plot No-561, Khata No-24,
Thana –Satbarwa, Thana no-256, District-Palamu (Jharkhand). The method of mining will be
opencast and semi mechanized. The material produced here will be used in construction of
road, railway track and building construction etc.
As per approved mine plan of the project prepared by RQP the total mineable reserve is esti-
mated to be 1,53,710 cum for the entire life of mine. Proposed excavation of minerals (salea-
ble quantities) for 5 years of plan periods are 1,60,035 tons for Stone & 1,53,004 tons for
Marble (Maximum production @ 22,056 cum in a year).
The loading of mineral shall be carried out by means of an excavator. Mining shall be carried
out from top to down ward through the formation of benches. The height of benches shall be
kept 3m, width 5m with face slope 70°. Approach road having width 5m & gradient 1:16
shall be provided to join the mining faces.
JCB excavator shall be deployed for removal of big boulders of blasted material from quarry
& loading the stone into tractor trolleys. The Shallow hole drilling shall be carried out Jack-
hammer drill & blasting shall be carried out with slurry explosives. All the holes shall be
blasted by safety fuse firing system. The depth of hole ranges from 800mm to 1200mm. The
height & width of bench shall be kept 3m x 5m with face slopes 70o. The blasted material
shall be dressed by excavator & a big boulder of Stone & Marble is also rehandled by exca-
vator. Blasted material shall be broken manually & broken sized of stone upto 2ft size shall
be loaded into tractor trolleys with the help of excavator & transported to crusher plant. It
shall be semi-mechanized open cast mine, Lessee shall obtained the permission for deploy-
ment of Heavy Earth Moving Machinery(HEMM) & deep hole blasting from The Director ,
Mines Safety, Ranchi Region,(Jharkhand) under regulation 106(2) (b) of Mines Act 1961.
In case of stone mining there is no need for mineral processing or mineral beneficiation to
upgrade the ROM Production. Here, mined out stone is directly used in different forms rang-

ing from boulders to aggregates. From crusher ballast or aggregate will be produced as per
requirement.
Crushed stone is segregated into various sizes like 35mm, 20mm, 12mm, etc for different us-
es. Crushed stone aggregates are used for construction of roads, bridges, housing, industrial
building construction and other cement based products like RCC pipes, PSC poles, pre-
moulded slabs, frames and beams, etc for fabrication. It is advantageous if the crushed stone
unit is set up near the quarries where the boulders of various sizes are available for the crush-
ing unit. Crusher unit will be installed within the premises of mining lease area and as per
approved mine plan.

3.6 Raw material required along with estimated quantity, likely source,
marketing area of final product/s, Mode of transport of raw Material
and Finished Product. Resource optimization/ recycling and reuse en-
visaged in the project, if any, should be briefly outlined.
The operation involves the extraction of Stone Boulders and Marble in its existing form,
from the proposed mining lease area and will be loaded into trucks/trolleys and will
transport the material to the local market directly. The existing roads will be utilized for the
transport of Stone Boulder and Marble from mine site to market
3.7 Resource optimization/ recycling and reuse envisaged in the Project, if
any, should be briefly outlined.
This is a semi mechanized, opencast Stone and Marble Mining Project and does not require
any resource optimization. Recycling of Rain water collected in the mining pits, will be done.
Recycled water will be utilized in dust suppression and plantation work.
3.8 Availability of water its source, Energy/ power requirement
and source should be given.
Water requirement at the mine site can be categorized in two sectors i.e. drinking and ancil-
lary use like suppression of dust, plantation, wet drilling.
Considering the fresh water requirement for 20 site laborers it is estimated that approx 0.6
KLD (@ 30 lpcd) water will be required. Apart from that 3.8 KLD water will be required for
ancillary Purposes i.e. suppression of dust, plantation, wet drilling. Therefore total require-
ment of water is 4.4 KLD.
A Bore well is proposed for drinking water supply, Water requirement for dust suppression
and plantation will be met by River Auranga running at a distance of 1.5 km* (SW) or by
private tankers.
Power requirement is anticipated, for mechanized operation in mine, diesel operated ma-
chines/equipments etc. Apart from these, DG sets will also require diesel. A list of equip-
ments required in the operational phase of mining are as listed below.

3.9 Quantity of wastes to be generated (liquid and solid) and scheme
for their Management/disposal.
The scope of Project is as such that the generation of wastes either in the form of solid or liq-
uid is negligible. Solid wastes may be generated due to overburden present in mining area
and the labors working in the mine. Overburden produced in mining area will be managed in
maintaining haulage route. Since there is no provision for housing of labors in the mining ar-
ea and work hour is day time, the production of domestic wastes will be negligible. No liquid
effluent will be generated at the site; anyway domestic wastes generated at the mine site will
be managed by providing dustbins within the vicinity, also encouraging the labors to keep the
area clean. There will be provision for mobile toilets.
Hazardous wastes may be generated due to handling of blasting material, Oil spillage from
DG sets and transportation vehicle. To avoid the generation of hazardous wastes blasting ma-
terial will be introduced to mine site at the time of blasting only. Regular checkup and
maintenance of DG sets and transportation vehicle will be done to avoid discharge of hazard-
ous wastes. All the hazardous wastes generated will be managed as per Hazardous and Other
Wastes (Management and Transboundary Movement) Rules, 2016.

4.2 Land Form, Land Use and Land Ownership:
Land Form: The proposed mine lease area is non forest Raiyati land.
Land Use: Barren land with no vegetation.
Land Ownership: Raiyati Land.
4.3 Topography (along with map).
The topography of Palamu district is characterized by highly rugged landscape with
green forest all over the area. The elevation of the hill ranges in southern part of the
district varies from 360-1110 m above msl. The master slope of the area in general
tends towards north and east.
The Proposed Mine Lease area is elliptically isolated hills with gentle to sudden steep
slope. The area is dominated by in-situ granite & Marble. The highest and lowest point
in the leasehold is 305.01mRL and 302.9mRL & slope is N to E direction. For detailed
Topography, a Toposheet of 5 km radius have been attached as Annexure- VI
4.4 Existing land use pattern (agriculture, non-agriculture, forest, wa-
ter bodies (including area under CRZ), shortest distances from
the periphery of the project to periphery of the forests, nation-
al park, wild life sanctuary, eco sensitive areas, water bodies
(distance from the HFL of the river), CRZ. In case of notified indus-
trial area, a copy of the Gazette notification should be given.

4.6 Soil classification.
Three soil orders namely Entisols, Inceptisols and Alfisols were observed in Palamu
district. Alfisols were the dominant soils covering 53.9 percent of total gross area fol-
lowed by Entisols (21.5 %) and Inceptisols (20.0 %). Alfisols amongst which Red
sandy soils are common and Ultisols of which red and yellow soils are common.

4.6.1 Physiography.
In terms of the physoigraphy Palamu district shows the following four broad categories of
landforms
• East-West trending hill ranges, consisting of crystalline and metamorphic rocks in the
southern part
• Flat topped hills in the south-eastern
• The sub-plateau area lying south of the plains are separated by narrow valleys in parts
of Bishrampur block.
• Narrow valleys along the course of the major rivers.
4.6.2 Regional Geology.
The Palamu district is covered by three major geological formations viz, the Precambrian
crystallines, the Vindhyans and the Gondwanas. Besides, the tertiary laterite and alluvium
also cover part of the district. The Alluvium cover of considerable thickness occurs in the
northern part of the district along the Son and North Koel rivers. Ground water occurs mostly
under phreatic condition in all the lithological units and locally under semiconfined and con-
fined condition.
The regional geological formation of the area is as follows:
The geological formation of the Palamau district comprise mainly rocks of Archaean, Vin-
dhyan and Gondwana ages, the last cut by dykes of Deccan trap age. The Archaean rocks in-
clude both schists of Dharwar age and gneisses and granites. The schists, mainly horn-blendic
and biotitic, are the oldest rocks of the area and occur as parallel and lenticular bands in the
gneisses. The schists are intruded by epidiorites, amphibolites, and gneisses. Garnetiferous
sillimanite-graphite-schists, similar to the Khondalites, also occur near Daltonganj and
Latehar. Smaller patches of these rocke are found in the manner of inclusions in the most
prevalent and the biotite and sillimanite schists are rare.
Calc-silicate rocks and crystalline limestones of Dharwar age are largely developed in certain
areas. The gneisses and granites are, however, the most predominant rocks of the district as in
other parts of Chotanagpur. They give rise to prominent groups of hills in the northern and
southern parts of the district.
Geologically much of the district is yet unexplored except the areas around Daltonganj and

4.6.3 Local Geology.
The area is a part of Chhotanagpur Plateau and is mainly composed of Archans and Gond-
wana Super Group. The Archeans comprise granite geniss, dolerite, crystalline limestone,
calc silicate and schist. There have been intruded by pegmatite and quartz vein.
4.7 Climatic data from secondary sources.
The Palamu district is characterized by warm climate in March to June and later on there is a
gradual decline in temperature from October onwards to December. January is the coolest
month of the year. March, April and May are the hot and dry months of the district. The tem-
perature varies from 5°C to 46°C. The district witnesses dust storms between March and June
associated with low humidity, high temperature and fast blowing wind.
During winter season the district records temperature between 6 to 18 degrees centigrade and
during summer the temperature increases up to 47 degrees centigrade.
The district falls under unassured rainfall zone and hence receives monsoon rains during June
to September. The average annual rainfall of the district is less than1200 mm as it comes un-
der the rain shadow part. More than 80% of the precipitation is received during the monsoon
months. Annual normal rainfall of the district is 1163 mm of which about 85 % is received
between June and October.

5. Planning Brief.
5.1. Planning Concept (type of industries, facilities transportation etc) Town and

Mining methodology of the Stone boulder mine is opencast and semi mechanized, which in-
volves drilling and blasting. The loading of mineral shall be carried out by means of an exca-
vator. Mining shall be carried out from top to down ward through the formation of benches.
The height of benches shall be kept 3m, width 5m with face slope 70o. Approach road having
width 5m & gradient 1:16 shall be provided to join the mining faces. There is no provision

for stocking of the boulders. The boulders excavated from mine will either be sent to crusher
unit or to direct market, depending upon the requirement. Trucks and tractors will be used for
transportation of the boulders. Overburden of mines will be used in maintaining haulage
route.
No housing facility is required at the mine site, as the workers will be hired locally and work-
ing hour is daytime. Rest shelters and other basic amenities shall be provided to the workers.
Mining will be carried out in proposed mine lease area only as per MCR 1960 & AMP with-
out affecting the adjoining area.
5.2. Population Projection.
In the Proposed Project working duration is for daytime only, and there are no provi-
sions for dwelling of labors at mine site, labors will be hired from local market or vil-
lages. Therefore there is no permanent influx of the population.
5.3. Land use planning (breakup along with green belt etc).
Mining of the proposed lease area will lead to positive land use. Existing land use of
the mine lease area is barren land with no vegetation. During the mining period mine
lease area will be converted to open pit. Reclamation of the mine lease area will be
done as per approved mine plan and will be further developed as water reservoir at the
end of life of Mine, so to be used for irrigation and pisiculture purpose.

5.4. Assessment of Infrastructure Demand (Physical and Social).
Infrastructure such as rest shelter, mobile toilets and availability of drinking water for
labors will be provided. Apart from these there is no provision of housing facility as the
labors will be hired from local markets or nearby villages. Extracted minerals will be
directly transported to the local market; there is no provision for stocking of extracted
minerals.
5.5. Amenities/Facilities.
Temporary rest shelters, drinking water and first aid facility, PPE, mobile toilets, will be
made available to the mine workers at mine site.
6. Proposed Infrastructure.
6.1. Industrial Area (Processing Area).
Crusher is Proposed in the Proposed mine lease area, Crusher will be installed within
the premises of mining lease area and as per approved mine plan.
In case of stone mining there is no need for mineral processing or mineral beneficiation to
upgrade the ROM Production. Here, mined out stone is directly used in different forms
ranging from boulders to aggregates. From crusher ballast or aggregate will be produced
as per requirement.

6.2. Residential Area (Non Processing Area).
No residential area is proposed as the labors will be hired from nearby market or near-
by villages, only rest shelter is proposed at mine lease area.
6.3. Green Belt.
Number of saplings to be planted for the entire life of mine will be 540 saplings, which
cover’s 37% under Green Belt development scheme. Plantation of trees along the pe-
riphery of mining lease and haulage route will be done in consultation with local Au-
thority.

Since there is no housing facility for Labors, proposed in the mine lease area, genera-
tion of domestic waste or any other solid waste is negligible. Solid waste in the form of
overburden, if any will be used to maintain the haulage road.
6.10. Power requirement & supply/source.
All the activities will be carried out at day time only; hence there is no power requirement for
the project at site. However, required drilling will be carried out by compressor fitted with
DG Set.

9. Analysis of proposal (Final Recommendations).
9.1. Financial and social benefits with special emphasis on the benefit to the local
people including tribal population, if any, in the area.
The Proposed mining Project will bring long term positive impact, in terms of socio econom-
ic development by providing direct or indirect source of income in the vicinity for the locals
and Tribal population, revenue generation to the Government. The land use of the mine lease
area will change; it will be converted from barren upland to useful water reservoir, which can
be used for irrigation and pisiculture.
Apart from these, there is a growing need of Stone boulders for various purposes i.e. they are
used in various construction Projects, River anti erosion, filling of River embankment, Dam
construction etc. Stone boulders can be crushed to different sizes ranging from 6 mm to 63
mm aggregates and can be produced as per requirement.
So for the need of development in terms of generation of employment, generation of Gov-
ernment revenue this mining Project can be considered as a useful Project.
