PRE-FEASIBILITY REPORT PREAMBLE Indian Oil Corporation Limited (IOCL) is India's largest commercial enterprise, with a sales
turnover of Rs. 4,38,710 crore (USD 65,391 million) and profits of Rs. 19,106 crore (USD 2,848
million) for the year 2016-17. The improvement in operational and financial performance for FY
2016-17 reflected in the market capitalization of the Company, which grew two-fold, from Rs.
95,564 crore as on 31st March 2016 to Rs. 1,87,802 crore as on 31st March 2017. In view of
its rising share price and market capitalization, Indian Oil was included in the Nifty50 index
(NSE benchmark index of 50 best performing corporate). Indian Oil is ranked 168th among the
world's largest corporates (and first among Indian enterprises) in the prestigious Fortune
‘Global 500’ listing for the year 2017. IOCL's business interests overlap the entire hydrocarbon value-chain, including refining,
pipeline transportation, marketing of petroleum products, exploration and production of crude
oil, natural gas and petrochemicals. Also, IOCL has ventured into alternative energy and
globalization of downstream operations. With subsidiaries in Sri Lanka, Mauritius and the UAE,
IOCL is scouting for new business opportunities in the energy markets across Asia and Africa.
It has also formed about 20 joint ventures with reputed business partners from India and
abroad to pursue diverse business interests. M/s. IOCL (A Govt of India Enterprise), working under the aegis of Ministry of Petroleum, is
having an establishment for Receipt, Storage and Distribution of petroleum products at
Partapur Industrial Estate Dist: Meerut, Uttar Pradesh. The Depot, presently, is engaged in
loading of petroleum products (HSD, MS, SKO & Ethanol) into tank trucks and fulfill the
requirements of the nearby Districts.

EXISTING FACILITIES IOCL has installed its POL Terminal in Partapur, Dstrict: Meerut for handling of MS, HSD, SKO
and Ethanol. The Meerut Terminal is a certified unit of M/s IOCL commissioned in the year
1995 and total area of the depot is 38 acres out of which, existing marketing facilities
constructed over 34 acres of land and remaining 04 acres of land is vacant and thus available
for future expansion. The depot facilitates receipt, storage & dispatch of various petroleum
products like MS, HSD, SKO & Ethanol as well as products like Speed Grade MS and HSD
from various supply points located in the country, stores them and distributes in Meerut and 7
other nearby districts of Uttar Pradesh. The details of the storage facilities as follow:

PROJECT PROPOSAL The demand of petroleum products is increasing in the command area of Meerut Terminal
and as per assessment; the existing storage is inadequate to fulfill the requirement. Also as
per GOI directives Bio-Diesel blending has to be started in HSD in various ratios from 5 to
20% in a phased wise manner. Hence, IOCL proposes to augment the existing facilities for
storage & dispatch. The proposal relates to construction of additional tankage, pumps in the

existing premises of POL depot and product changeover of some existing tanks into other
products as per the details below. PROPOSED FACILITIES IOCL proposes to construct facilities for receipt, storage and delivery of MS at Meerut
Terminal, Meerut (U.P.).

Besides construction of above new tanks. The product change over of following existing tanks is also proposed:- 1. Conversion of 1 x 2046 KL SKO tank and 1 x 70 KL Ethanol into Bio-Diesel. 2. Conversion of 1 x 905 kl + 2 x 711 KL existing MS Tank into Ethanol Tanks.
The important plant facilities are laid down considering the need for optimized earthwork,
rational material flow, economy in operations and the space requirements for rational
development. The layout also takes into account the stage-wise augmentation/expansion of the
plant units. The storage tanks will be provided with a single liquid inlet/outlet line at the bottom and two
numbers of safety valves would be provided on the top of each storage tank. All the storage
tanks shall be provided with level gauges and safety valves. The MS stored in the storage
tanks will be loaded to the road tankers using pumps. PROJECT LOCATION The site is located in Partapur Industrial Estate in the District of Meerut, UP. Geographically,
the site is located at Latitude of 28.946N Longitude of 77.656E at 225 m from MSL (shown in
figure 1.1). M/s IOCL has got 38 Acres of land under its possession. The proposed project location is well connected with road and rail. It is situated in Partapur
Industrial area about 3km from Subaharti University(NH-58). The nearest railway station
Partapur is at a distance of about 4 Km and the nearest airport New Delhi is at a distance of
about 75 Km.

Total 38.0 BENEFITS OF PROPOSED FACILITIES: Additional tankage is proposed for MS and Ethanol to have adequate coverage to meet the
projected demand in nearby supply outlets and to avoid dry out situation. Conversion of
existing tanks into Bio-Diesel/ Ethanol is proposed in order to meet the requirement of
blending 5 to 20% Bio-Diesel in HSD as per GOI directives from time to time.

The total area of the depot is approx. 38 acres. The depot is connected to Delhi-Roorkee Road (NH-58). Receipt All products except Ethanol are received by Rail Tank Wagons & Pipeline. All the distribution and activities carried out at the depot can be grouped into two parts.
1. Pipeline Receipt/ Tank Wagon decantation and receipt in storage tanks 2. Filling and distribution through tank trucks
Bio-Diesel is proposed to be received through Tank Trucks.
Storage MS is stored in Floating Roof Tank (FRT) and other class B products (HSD and SKO) are
stored in Cone Roof Tanks (CRT). Ethanol is stored in underground tanks already provided for
the purpose. Details of existing and proposed tankages are given in the Table above. Existing storage tanks are provided with separate dykes based on product classification. All the
existing tanks are provided with CC / brick pitching to the apron and foundations. All the
storage tanks are provided with 2 Nos of gate valves for safety reasons. All tanks have been
provided with adequate fire protection systems. The proposed additional MS tank of 7000 KL capacity would be constructed in vacant area with
MS & SKO (layout attached). The storage tanks for Class-A product shall be provided with
water sprinkler system and fixed foam system.
Distribution / loading by tank trucks: All products are dispatched to various Retail Outlets, Consumer outlets etc. within Meerut
District and other 7 nearby districts of Uttar Pradesh by TTs. 16 Nos. of loading bays have
been provided for MS, SKO & HSD. There is pump house with facility for decantation and loading of products separately. Pipeline Network: There are independent pipelines for receiving different products from the railway siding.
Pipeline receipt is through multi product pipeline. Dedicated pipelines are provided from the
pump house to individual storage tanks for receipt of the product. Similarly, dedicated pipelines
are provided from the storage tanks to the pump house for delivery to the TLF shed.

Utilities: The Depot is provided with the following utility facilities: 1. Receipt, storage and distribution network of water for general use and fire fighting purpose 2. HT electrical power for the Depot operation and lighting 3. DG sets as stand-by power supply source (02 x 320 KVA+01 x 180 KVA) 4. Other infrastructures such as storm water drain, Oil Water Drain and Oil Water Separator. Fire Protection: Fire protection facilities are designed to fight one major fire (single largest risk) as per design
philosophy given in OISD 117. Water spray system and fixed foam monitor are provided for all
Class A storage tanks and for Class B storage tanks not meeting distance criteria. Safety distances between facilities are provided as per PESO/ OISD norms. Fire water tanks
and pumps are located more than 30 m away from risk area (including proposed tanks) as
stipulated by OISD 117. Required number of firewater pumps (2+1, Cap.:750 KL/hr each) and
jockey pump (1+1, Cap: 75 M3/Hr. each) are provided to take care of the fire hydrants. Four
hours pumping capacity are provided for fire water storage in two tanks of 3000 KL capacity
each. There is a well laid out ring main system around the hazardous area which is provided with fire
hydrant points and monitors as per requirements of OISD-117. In addition, adequate number of
portable fire extinguishers of dry chemical type (DCP) is also provided. The proposed
additional tanks will also be provided with a fire hydrant system all around and water sprinkler
system as per requirements of norms. Fire drills are conducted at regular intervals and the observations recorded. Personnel intended
to operate the Depot are well qualified and well trained. Depot operations are supervised by a
responsible Officer (Sr. Depot Manager). The Depot personnel are well informed and well
trained in combating fire hazards / fire fighting. Depot security system has been so envisaged
to ensure strict compliance of safety requirements and to take up prompt and proper action in
case of any emergency. ENVIRONMENTAL ISSUES The proposal is limited to construction of additional tankage, receipt, loading / unloading,
dispatch facilities in the existing premises of IOCL Terminal at Partapur, Meerut, UP in-line with

the established standards and is approved by PESO and UPSPCB. The augmentation of the
facilities in POL terminal has been proposed with an aim to fulfill the increasing demand of
petroleum products in the region and for blending bio-fuel Bio-Diesel in HSD in future as per
GOI Directives. The blending of Biofuels in conventional fuels will lead to net reduction in GHG
emissions. The project does not envisage any significant adverse impact beyond the
environmental sustainability. The environmental issues of the existing facilities of the POL
depot are reviewed by UPSPCB.
The proposed project area has never been enlisted in the critically / severely polluted list of
industrial zone as per CEPI calculated by CPCB. No significant impact on natural resources have been envisaged.
RESETTLEMENT & REHABILITATION (R & R) ISSUES The proposal is limited to construction of additional tankages & allied facilities within the
existing premises of IOCL Terminal at Partapur, Meerut, UP. It does not envisage any R & R
issues however, it will help in upliftment of the living conditions in the surrounding area due to
indirect employment generation during construction & operation period.
PROJECT COST & COMPLETION SCHEDULE The cost of proposed project is approx. Rs 7.5.0 Crores . The proposed project is envisaged to
be completed within 36 months from the date of grant of EC.
CONCLUSION The proposal is limited to construction of additional tankages & allied facilities for petroleum
products in the existing premises of IOCL Terminal at Partapur, Meerut,, , UP in-line with the
established standards and is approved by PESO and UPSPCB. The easy availability of
petroleum products will enhance the living conditions of the people in the region. Also blending
bio-fuels in convention fuels will help in reduction of GHGs emissions and will reduce our
dependence on convention petroleum products. The proposal will help in meeting the projected
demand in nearby supply outlets and to avoid dry out situation and in fulfilling GOI directives.
