The lessee M/s Eagle Infra India Ltd. is seeking environmental clearance for Stone

(Basalt) quarry located at Dhotra Village, Tehsil Khamgaon, District Buldhana,

Maharashtra for maximum production of 2,83,000 TPA stone (Basalt) as per the

provisions of EIA notification 2006 and amendments thereof. M/s Eagle Infra India

Ltd. has applied for mining lease for a period of 5 years over an area of 4.50 Ha located

at Khasra No. 82 (Part), Dhotra village, Tehsil Khamgaon, District Buldhana,

Maharashtra State. Annexure I.

The Project:

This is an existing non-operational Stone (Basalt) Quarry which is located at Khasra No.

82(Part), Village: Dhotra, Tehsil: Khamgaon, District: Buldhana, Maharashtra over an

area of 4.50 Ha. It is proposed to produce 2,83,000 TPA stone from the quarry by

opencast method of mining.

The lease area falls under Survey of India Toposheet No. 55 D/10 and lies between

Latitude 20°39'22.18"N to 20°39'32.55"N and Longitude 76°33'32.94"E to

76°33'41.62"E.

Project Status:

This is an existing non-operating mine. M/s Eagle Infra India Ltd. has applied for

mining lease for a period of 5 years over an area of 4.50 Ha located at Khasra No.

82(Part), Dhotra village, Tehsil Khamgaon, District Buldhana, Maharashtra State.

Date of Commencement of Mining Operations:

This is an existing non-operating mine. Mining operations will be commenced after

receipt of necessary Environmental clearance, Consent to establish & Operate and other

statutory clearances.

2. INTRODUCTION

(i) Identification of project and project proponent

The lessee M/s Eagle Infra India Ltd. is seeking environmental clearance for Stone

(Basalt) Quarry located at Dhotra village, Tehsil Khamgaon, District Buldhana,

Maharashtra for maximum production of 2,83,000 TPA stone as per the provisions of

EIA notification 2006 and amendments thereof.

(ii) Brief description & nature of the project

This is a existing non-operational Stone (Basalt) quarry having lease area of 4.50 Ha. &

is a Category ‘B2’ project as per EIA Notification 2006. The lease area falls under Survey

of India Topo-sheet no. 55 D/10 and lies between Latitude 20°39'22.18"N to

20°39'32.55"N and Longitude 76°33'32.94"E to 76°33'41.62"E, located at Khasra No.

82(Part), Village: Dhotra village, Tehsil Khamgaon, District Buldhana, Maharashtra

State. It is proposed to produce 2,83,000 TPA stone from the mine by opencast method

of mining.

(iii) Need for the project and its importance to the country and or region

The Stone (basalt) is available in the area. The mined out stone will be used in road

construction project, Building and other infrastructure development. Building stone has

played an important role in development of civilization and industrialization. The

occurrence of Stone (Basalt) in the area is proved by the way of existing mining,

geological exploration and its production has important role in the local infrastructure

development. The proposed Stone (Basalt) quarry will also marginally benefit the local

people by way of direct and indirect employment. State Government is also benefitted

by the mining through royalty.

(iv) Demand-Supply Gap

Stone is an essential constituent for infrastructural development projects like road,

dams, bridges and building. It has high demand in region due to increase in industrial

and other infrastructural activities.

(v) Imports vs Indigenous production

In the present Stone (Basalt) quarry business scenario, import and export is not

envisaged. The stone is mostly consumed in the company’s road construction project

and in nearby building construction projects.

(vi) Export Possibility

Not applicable as the production will be consumed within local area.

(vii) Domestic / Export Markets

Domestic demand is one of the chief reasons for the rapid growth of Stone business in

India. Thus, domestic market for Stone as building material is well established.

(viii) Employment Generation (Direct and Indirect) due to the project

This project will generate direct employment for around 8 people. Priority for

employment will be given to local persons. Opportunities for contractual works will also

be generated for local population. About 50 persons will get secondary employment

opportunities.

3. PROJECT DESCRIPTION

(i) Type of project including interlinked and interdependent projects, if any.

The mining of Stone (Basalt) will be done by open cast manual method. There is no

interlinked project and it is an independent project.

(ii) Location (map showing general location, specific location, and project

boundary & project site layout) with coordinates

It is an existing non-operational Stone (Basalt) quarry having area of 4.50 Ha and

located at Village: Dhotra village, Tehsil Khamgaon, District Buldhana, Maharashtra

State.

(iii) Details of alternate sites considered and the basis of selecting the proposed

site, particularly the environmental considerations gone into should be highlighted

The mining of Stone (Basalt) is site specific because of occurrence of mineral below the

ground. M/s Eagle Infra India Ltd. has applied for mining lease for a period of 5 years

over an area of 4.50 Ha located at Khasra No. 82(Part), Dhotra village, Tehsil Khamgaon,

District Buldhana, Maharashtra State. The land is non-forest private land owned by the

project proponent. Stone quarrying activities has been carried out in the area in past

and at present, the quarry is non-operational. There is no archeological/historical

monuments, defense installation within 5.0 Km radius distance.

(iv) Size or magnitude of operation

This is an existing non-operational (basalt) mine having area of 4.50 Ha for the

maximum production of Stone (Basalt) @ 2,83,000 Tonnes/year.

(v) Project description with process details (a schematic diagram/ flow chart

showing the project layout, components of the project etc. should be given)

a. Stone (Basalt) Mineral Open Cast Mining

Mining was carried out in the applied area in past. Total mined out basalt stone from

this quarry lease is 168925 cu.m. so far i.e. upto August 2017. The lessee has sufficient

reserves to work at 100000 cu.m. per annum for 5 years of applied lease period. The

lessee proposes the production of basalt @ 100000 cu.m. per annum from 2017-18 to

2021-22. From there, the lease is due for renewal. The proposed exploration may reveal

the basalt flow down the 330 mRL reached during these five years mining. The mining

will continue with opencast method of mining forming 6m x 6m benches and

deployment of Excavaor, Front & rear JCB, Jack hammer drills for Blasting. Dumpers of

10 tonne capacity for transport of basalt to the road construction site and to various

vendor located outside the lease arae, in Khamgaon Tehsil, Buldhana district.

Loading & Transport:

The loading of ROM generated to the tipper / dumpers will be done by loaders and

material transported to the lessee crusher to produce 10mm, 20mm and 40mm size

metal at plant. There will be soil/ weathered rock generated during mining period. The

dumps may be on temporary basis in lease area or may be used for backfilling the old

pit. The Haul road in lease area will be used for ore / waste handling maintained at 1:16

ratio.

Drilling & Blasting: The overburden bench is comprising soil/murrum and it is soft in

nature and does not require any drilling and blasting. The drilling and blasting will be

by the Jack Hammer drills on the 3m x 3m benches for blast holes and will be blasted

after charging with explosives. This operation will be attended by contractor.

Ultimate Size of the pit: Ultimate size of the pit will be around 4.0525 Ha and ultimate

depth of the pit will be 20 m i.e. upto 330mRL & 340 m RL.

Ultimate Capacity of Dump: The total generation of overburden during lease period is

around 9517 cu.m. The soil will be spread in safety barrier zone for plantation and

murrum will be used for road construction purpose or will be sold to agencies.

MINING METHODOLOGY PROCESS FLOW DIAGRAM

Backfilling and reclamation:

Backfilling will be started once the basalt mineral reserves are exhausted and the mine

pit has obtained ultimate pit depth. The backfilling can be started in the pit from

western end. However, in Basalt stone mining, there is hardly any waste as the soil as

well as the weathered zone excavated material is marketed for filling up of foundation

of roads & buildings, etc. The pit developed and matured for backfilling can only be

developed as waterbody with an island. The plantation will be carried out on 7.5m

barrier zone as well as near office etc. and this place can be developed as a picnic spot.

b. Proposed Infrastructure:

It is an existing non-operational Stone (Basalt) mineral mine and mine office, rest

shelter, first aid center, drinking water facility and road network is already developed

adjacent to the mine lease area. Blasting will be conducted through authorised

contractors and there will not be any storage of explosives at the mine lease area.

Hence, magazine is not proposed.

Water for dust suppression and plantation will be supplied from rainwater accumulated

in mine pit (when available) and from nearby village by tanker and electricity will be

supplied from MSEB grid and from DG Set. Public facilities like school, hospital,

dispensary & Post Office etc. are available in nearby villages and in Khamgaon city.

(vi) Raw material required along with estimated quantity, likely source,

marketing area of final product/s, Mode of transport of raw Material and Finished

Product

No, major raw materials will be required during mining of Stone (Basalt) mineral.

Blasting will be carried out by authorised contractors. Electricity will be taken from

MSEB/ DG set, diesel requirement will be fulfilled from the nearby filling station and the

water requirement of 5 KLD for drinking, dust suppression & plantation will be fulfilled

from the Dug well/bore well, tanker water and mine water (when available). After

excavation of Stone (basalt), it will be transported to the nearby crusher for screening

and sizing, after that it will be directly sold in the open market.

(vii) Resource optimization/ recycling and reuse envisaged in the project, if any,

should be briefly outlined

Opencast mining will recover the maximum stone mineral from the deposit and will be

done as per the DGMS guidelines with due concern for safety & conservation.

The resources namely diesel, explosive, water and electricity will also be utilized in the

optimal manner with due regards to safety. A water reservoir will be developed in the

lower benches of the mined out pit. It would also act as groundwater recharge structure.

This will also be useful for rainwater harvesting. This will improve the water table.

Plantation will be developed in 7.5 m safety zone as well as near office etc. and on the

top benches of the mined out pit. The water reservoir can be used by nearby farmers for

irrigation. Also, the place can be developed as a picnic spot.

(viii) Availability of water its source, Energy/ power requirement and source

should be given

The amount of water required during mining and related activities would be around 5

KLD. This demand will be fulfilled with the help of nearby dug-well, tanker water and

mine water (when available) which gets accumulated in mine pit during the rainy

season.

Electricity will be sourced from MSEB grid and DG set. Diesel will be sourced from

nearby diesel filling stations.

(ix) Quantity of wastes to be generated (liquid and solid) and scheme for their

Management/disposal

Solid Waste: Around 9517 cu.m. OB will be generated from mine during mining plan

period. The solid waste that will be generated from the mining activity will be stacked

temporarily and will be sold as per demand. Hence, no waste dumps are required. Soil

generated during mining will be spread in 75 m safety barrier zone and will be used for

plantation.

Liquid Effluent: There would be no accumulation of water in the mine pit except during

the rainy season. So there would be no adverse effect on water quality due to mining

activity, water accumulated in the pit will be pumped out to surface which will be used

to meet the industrial requirement (dust suppression and watering plants) & the excess

water, if any, will be allowed to flow outside the mine lease after ensuring proper

settling.

Waste dump management:

The waste/overburden during the mining operation will be stacked temporarily at the

earmarked places as per mine plan. The waste rock will be sold as per the demand.

(iii) Topography (along with map)

The topography of the lease area is slope of a hillock. The highest elevation of the lease

area is 360 mRL and Lowest 345.4 m RL. Except some bushes and smaller trees, the

area is mostly devoid of any vegetation. There exist mine pits in part of the mine lease

area.

(iv) Proposed land use pattern (agriculture, non-agriculture, forest, water bodies

(including area under CRZ)), shortest distances from the periphery of the project to

periphery of the forests, national park, wild life sanctuary, eco sensitive areas,

water bodies (distance from the HFL of the river), CRZ. In case of notified industrial

area, a copy of the Gazette notification should be given

Proposed land use: This is an existing non-operational stone (Basalt) mine over an

area of 4.50 Ha. At the end of mining plan period, mine pits will cover 4.0525 Ha,

Plantation will be carried out over an area of 0.2250 ha and remaining area will remain

undisturbed.

At the end of life of mine, the mined out pit will be converted into water reservoir along

the lower benches. This would also help in ground water recharge and can also be used

for rain water harvesting. Plantation will be done on the upper benches and in the 7.5 m

safety zone around the mined out pit. Water from the mined out pit can also be used by

the nearby farmers for irrigation purpose.

(v) Proposed Infrastructure

This is an existing non-operational (Basalt) mine over an area of 4.50 Ha.

The existing site infrastructure consist of Mine office, first aid center, drinking water

facility, rest shelter and approach road network. Water for drinking purposes will be

supplied from nearby village and water for dust suppression and plantation will be

provided from accumulated rain water in the mine pit (when available) and by tanker

from nearby village. Electricity will be drawn from MSEB/DG Set.

All the public facilities, like school, hospital, dispensary & Post Office etc. are available in

nearby villages and Khamgaon city.

(vi) Soil Classification

There is negligible soil in a thin layer form. Decomposition of Deccan traps has given

rise to either deep brown to rich red or black cotton soil (regur) and is widespread in

the tehsil. The regur is rich in plant nutrients such as lime, magnesia and low in nitrogen

and phosphorus. It is generally porous and swells considerably on addition of water and

dries up with distinct cracks on losing the moisture.

(vii) Climate

The temperature starts decreasing from the month of October. December is the coldest

month.

(viii) Social Infrastructure available

The project site is well connected to Khamgaon city by SH-173. Water is available from

nearby Dug well/bore well. The basic facilities like bus and other communication

facilities are available in Garadgaon villge and Khamgaon town.

All the public facilities, like school, hospital, dispensary & Post Office etc. are available in

nearby Khamgaon city.

1. PLANNING BRIEF

(i) Planning Concept (type of industries, facilities. transportation etc.) Town and

This is an existing non-operational stone (Basalt) quarry. The project activities will

come into operational stage after getting statutory clearances from concerned

authorities. Further project proponent will follow the applicable rules and regulation

and provide the control measure and devices to achieve the standard norms.

(ii) Land use planning (breakup along with green belt etc.)

This is an existing non-operational stone (Basalt) mine, mining activities would be

performed in ML area. Plantation with suitable native species will be taken up along the

roads & on vacant unused land within mining lease area progressively with mine

operation till mine closure.

(iii) Assessment of Infrastructure Demand (Physical & Social)

This is an existing non-operational stone (Basalt) mine. The proposed maximum annual

production during Mining Plan period will be 2,83,000 TPA stone. The mined out Stone

(Basalt) mineral after excavation will be dispatched to nearby crusher for screening and

sizing. The product will be used for road construction project of the company or will be

sold in open market through existing road network. 8 nos. of skilled, semiskilled and

unskilled manpower will be required which will be employed from the nearby

population.

(iv) Amenities/Facilities

The project site is well connected to Khamgaon city by SH-173. Water is available from

nearby Dug well/bore well and from mine water (when available). The basic facilities

like bus and other communication facilities are available in nearby Khamgaon city.

PROPOSED INFRASTRUCTURE

(i) Industrial Area (Processing Area)

The mining activity will be carried out within mine lease area and no processing area is

proposed as the mined out Stone (Basalt) mineral after excavation will be dispatched to

company’s crusher located near the mine site for screening and sizing.

(ii) Residential Area (Non Processing Area)

There is no residential area within the mine area and no residential structure is

proposed as the required manpower will be employed from nearby villages having their

own accommodation.

(iii) Green Belt

Plantation over an area of 0.2250 ha (at end of 5 year period) with suitable native

species will be taken up along the safety zone. Also plantation will be carried out on top

benches of the mined out area progressively with mine operation till mine closure.

(iv) Social Infrastructure

The mining activity will create some employment for the local people. This will also

create indirect employment opportunities like contractual jobs, vehicle driving and

shops. The improvement and strengthening of the existing basic facilities in the nearby

Jalka teli village will be undertaken as a part of CSR.

Drinking Water Management (Source & Supply of water)

Drinking water requirement will be met from the nearby Dug well/bore well.

(vi) Sewerage System

Domestic effluent will be discharged in Septic Tank and soak pit.

(vii) Industrial Waste Management

Around 9517 cu.m. OB will be generated from mine during mining plan period. The

solid waste that will be generated from the mining activity will be stacked temporarily

and will be sold as per demand. Hence, no waste dumps are required. Soil generated

during mining will be spread in 75 m safety barrier zone and will be used for plantation.

There will be no accumulation of water in the mine pit except in the rainy season. The

water accumulated during rainy season will be used for dust suppression and

plantation in the mining area. Excess water, if any, will be pumped to the settling tank at

surface and only properly settled excess water will be allowed to flow outside the mine

lease area. The excess water will be supplied to the nearby farmers. So there will be no

adverse effect on water quality due to mining. The domestic effluent from the mine

office and rest shelter will be discharged in the septic tank/soak pit.

(viii) Solid Waste Management

The waste/overburden during the mining operation will be stacked temporarily at the

earmarked places as per mine plan. The waste rock/OB will be sold in the market as per

demand.

(ix) Power Requirement & Supply / source

Electricity will be sourced from Maharashtra State Electricity Board (MSEB) & DG sets.

Diesel will be supplied from nearby diesel filling stations.

2. REHABILITATION AND RESETTLEMENT (R & R PLAN)

including home oustees, land oustees and landless labour (A brief outline to

This is an existing non-operational stone (Basalt) mine and no rehabilitation and

resettlement is involved. It is a private land owned by project proponent.

3. PROJECT SCHEDULE AND COST ESTIMATES

(i) Likely date of start of construction and likely date of completion (Time

schedule for the project will be given)

The lessee M/s Eagle Infra India Ltd. is seeking environmental clearance for Stone

(Basalt) Mine having maximum production capacity of 2,83,000 TPA as per the

provisions of EIA notification 2006.

M/s Eagle Infra India Ltd. has applied for mining lease for a period of 5 years over an

area of 4.50 Ha located at Khasra No. 82 (Part), Dhotra village, Tehsil Khamgaon,

District Buldhana, Maharashtra State. Annexure I.

The quarrying activities will be carried out as per approved mine plan, and along with

adequate control measures to minimize environmental damage. Life of mine on the

basis of proved reserve and proposed production capacity of Stone (Basalt) mineral are

given in following table:

Net Mineable Reserves Available = 524975 cu.m.

Proposed annual stone production = 100000 cu.m./annum stone

Life of the mine = ~5 Years

Mining will be commenced after receiving all statutory clearances from the concerned

regulatory authorities. Life of the mine is estimated as 5 years.

The operating cost is estimated to be Rs. 359.15 per tonne of Stone (Basalt) against the

selling price of Rs. 400 per tonne thereby yielding a net profit of Rs.40.85 per tonne.

This mining project will provide employment to 8 people which will include skilled and

unskilled labors and indirect employment will also be created due to this project. The

project proponent will also carry out CSR activities in the nearby villages. Stone

produced from the quarry will be sold in the local market. There is no significant impact

on the environmental quality of the area. Hence, the project will be beneficial for the

area.
