UCOR Subcontract Management • Form of Subcontract, Exhibit B SC-2

– Subcontract Blanket Agreement with Work Release awards for project specific tasks (deliverables and schedules associated).

– Work releases will be funded and authorized within the overarching scope and funding limitation of the Subcontract Blanket Agreement.

– Work releases will have an identified UCOR Task Lead who will provide coordination and technical oversight of the work activities.

Work Prerequisites• Blanket Agreement level submittals (see Exh. C, Form A, #5)

– Insurance– Workplace Substance Abuse Program – Confirmation of professional licensing– Engineering/design procedures– Quality Control Program Plan

• Badging and Access– All workers must be badged with a LSSO Photo or Visitor Badge– Some future work tasks may require a “Q” security clearance

• Training– General training for all on-site work– Specific training for task specific work (i.e., Radworker)

• Work Control Process– UCOR will prepare work control documents with Subcontractor’s input– All work activities compliant to UCOR “Integrated Work Control Program”

Scope of Work Overview

• Scope of Work Includes – Site/Facility Walk-downs, Inspections, and Assessments– Development of Engineering Design Documents (calculations, reports, drawings,

specifications, design change documents, etc.)– Field Engineering Support– Design Reviews of Work by Others

• Work Locations Sites– East Tennessee Technology Park (ETTP)– Waste Operations Landfill Sites– Oak Ridge National Laboratory (ORNL)– Y-12 National Security Complex– Other sites on the ORR (sampling stations, wells, etc.)

Environmental, Safety and Health Oversight

• UCOR will provide all ES&H oversight of the field work.• Subcontractor workers will comply with UCOR ES&H policies and

procedures• Subcontractor workers will provide input to hazards analysis and to

work planning• Subcontractor workers have the right and responsibility to STOP

WORK anytime there is a concern the job hazards are not adequately addressed or when conditions change and new hazards are introduced

Quality Assurance• Subcontractor to implement their UCOR approved Quality

Assurance Program/Plan, as applicable• UCOR Quality Assurance (QA) personnel to perform QA

surveillances to verify implementation of the Subcontractor’s QA Program/Plan

• Subcontractor software must meet UCOR Quality Assurance requirements including V&V documentation and pre-approval for use by UCOR.
