INTRODUCTION What Is A Vote Center?

A vote center is a polling place where any eligible voter in the county may vote. The Vote Center Model is intended to give voters more flexibility on Election Day because they are not required to go to a specific polling location. Vote centers are connected through secure Internet connections to servers that maintain electronic poll books for all registered county voters. As voters cast their ballots, the electronic poll book is instantaneously updated so that poll workers know if a prospective voter has already cast a ballot at another location.

History Of Vote Centers In Indiana

The Vote Center Model was first used in Larimer County, Colorado in 2003. Larimer County set up 22 Vote Centers throughout the county instead of their 143 precincts and carefully educated the public on the new election model. Voters were able to cast their correct ballots whether they voted near their home, workplace, or any other location they found convenient. If voters moved recently within the county, they could cast their correct ballot close to their new home without having to drive across town to their old precinct polling place. A voter living on a far side of town no longer had to rush home after work to get to his/her precinct polling place. There was no wrong place to vote. Larimer County voters benefited by this flexibility and lauded the new model.

In 2005, Indiana Secretary of State Todd Rokita led a delegation of Indiana legislators and clerks to Larimer County to observe the operation of vote centers in an actual election. All who attended were favorably impressed with the Vote Center Model. In the 2006 session of the Indiana General Assembly, House Bill 1011 authorized the Secretary of State to select up to three counties to run a pilot Vote Center program in the 2007 Municipal and 2008 General Elections.

From 2007 to 2010, the Indiana Secretary of State's office ran the Vote Center Pilot Program, in which Cass, Tippecanoe, and Wayne counties used the Vote Centers Model to test whether it would be an effective option for election administration in Indiana. After three years and numerous elections, the Pilot Program was judged to be a success. Hence, in 2011, the Indiana General Assembly passed Senate Enrolled Act 32 and House Enrolled Act 1242 and the Governor signed both pieces of legislation, making vote centers an option for any Indiana county.

At present, 18 Indiana counties have adopted the Vote Center Model: Bartholomew (effective 2015), Blackford, Carroll, Cass, Clay, Elkhart, Fayette, Floyd, Hancock, Johnson, Miami, Noble, Switzerland, Tippecanoe, Vanderburgh, Vigo, Wabash, Wayne.

Favorable Findings In Appraisals Of Vote Centers In Indiana

Reports of studies performed by Ball State University's Bowen Center and The Indiana Fiscal Policy Institute and a report by Indiana Secretary Of State Connie Lawson summarizing feedback she gathered from meetings in 2013 with county clerks and other county officials of current vote center counties produced findings that include:

Vote Centers can improve voter convenience by:

permitting voters to vote at any of multiple vote center locations--near their home, near their workplace, or any other location they find convenient--instead of a single precinct polling place; and

reducing the time voters spend waiting to vote.

Vote Centers can produce significant financial savings by:

reducing the number of voting machines needed;

reducing the number of poll workers needed;

eliminating wasteful pre-printing of precinct-specific ballots, many of which often are unused and thrown away; and

giving election administrators more flexibility because, with precincts, the number of locations and the level of staffing are fixed and administrators can do little to reduce cost per vote but, with vote centers, they can anticipate turnout and modify the number of locations and the level of staffing accordingly.

Election Board's Decision To Develop A Vote Center Plan For St. Joseph County

In light of increasing interest in the Vote Center Model by other Indiana counties and the favorable findings in appraisals of vote centers described above, the St. Joseph County Election Board decided to develop a vote center plan and submit the plan with an application to the Indiana Election Division requesting the county's switch to vote centers.

Vote Center Committee

The Election Board appointed a bipartisan Vote Center Committee to develop the vote center plan, which is set forth in this document. The following people are members of the Vote Center Committee and support personnel to the Committee:

How This Plan Was Developed

The Vote Center Committee developed this plan by discussion and deliberation in many meetings, work by subcommittees on particular subject matter between meetings, and research into the experiences of vote center counties.

In all its work, the Committee rigorously followed two guiding principles:

1) Voter convenience is the foremost consideration; and

2) Reduction of the cost of elections should be achieved to the maximum extent consistent with voter convenience and security of the election process and data.

I.C. 3-11-18.1-4 COMPLIANCE The requirements for a vote center plan are defined in Indiana Code Section I.C. 3-11-18.1-4. Each of these requirements and the page in this plan on which it is addressed are set out below.

(7) For each precinct election board designated under subdivision (6), the number and name of each precinct the precinct election board will administer consistent with section 13 of this chapter for an election that is not being held in each precinct of the county. 12

(8) For each vote center designated under subdivision (2), the number and title of the precinct election officers who will be appointed to serve at the vote center. 12

(9) For each vote center designated under subdivision (2):

(A) the number and type of ballot variations that will be provided at the vote center; and 12

(B) whether these ballots will be:

(i) delivered to the vote center before the opening of the polls; or 12

(ii) printed on demand for a voter's use. 12

(10) A detailed description of any hardware, firmware, or software used:

(A) to create an electronic poll list for each precinct whose polls are to be located at a vote center; or 13

(B) to establish a secure electronic connection between the county election board and the precinct election officials administering a vote center. 13

(11) A description of the equipment and procedures to be used to ensure that information concerning a voter entered into any electronic poll list used by precinct election officers at a vote center is immediately accessible to:

(A) the county election board; and 13

(B) the electronic poll lists used by precinct election officers at all other vote centers in the county. 13

(12) For each precinct designated under subdivision (5), the number of electronic poll lists to be provided for the precinct. 13

(13) The security and contingency plans to be implemented by the county to do all of the following:

(A) Prevent a disruption of the vote center process. 20

(B) Ensure that the election is properly conducted if a disruption occurs. 20

(C) Prevent access to an electronic poll list without the coordinated action of two (2) precinct election officers who are not members of the same political party. 20

(14) A certification that the vote center complies with the accessibility requirements applicable to polling places under IC 3-11-8. 7 & 15

(15) A sketch depicting the planned layout of the vote center, indicating the location of:

(A) equipment; and 17

(B) precinct election officers; 17

within the vote center.

(16) The total number and locations of satellite offices to be established under IC 3-11-10-26.3 at vote center locations designated under subdivision (2) to allow voters to cast absentee ballots in accordance with IC 3-11. However, a plan must provide for at least one (1) vote center to be established as a satellite office under IC 3-11-10-26.3 on the two (2) Saturdays immediately preceding an election day. 10

(17) The method and timing of providing voter data to persons who are entitled to receive the data under this title. Data shall be provided to all persons entitled to the data without unreasonable delay. 19 & 20

(18) That the county election board shall adopt a resolution under IC 3-11.5-5-1 or IC 3-11.5-6-1 to make the central counting of absentee ballots applicable to the county (if the board has not already done so). Appendix F

ELECTION DAY VOTE CENTER LOCATIONS Requirements

Indiana law requires a vote center for every 10,000 active voters. However, many vote center clerks indicated they determined their number of vote centers based on convenience of the locations to the voting public. However, the Vote Center Committee determined the number and locations of St. Joseph County's Election Day vote centers should be based on convenience to the voting public.

The Committee selected locations that:

are well known or readily recognizable locations;

are on main arterial roads or streets;

are either on or close to public transportation ("Transpo") routes, in areas of the County where Transpo operates; and

result in most of the County's registered voters residing within a three-mile radius of a vote center;

In addition, the Committee required that every location have the following attributes:

is compliant with the Americans with Disabilities Act and accessibility requirements under IC 3-11-8;

has an adequate Internet connection and Wi-Fi for use with the ePollbook;

has a space large enough to hold voting equipment, poll workers, and voters; and

has adequate parking and accessibility for disabled voters available for the amount of voter traffic expected at the location.

Of course, it is also necessary that the owner of the location is willing to host a vote center.

Locations Selected

Applying the criteria set out above, the Committee selected 37 locations to be Election Day Vote Centers. These locations are listed in Table 1. For municipal elections, only the locations within the boundaries of municipalities holding elections will be operational. For county-wide elections, all locations will be operational. (Note: * at the end of a location name indicates the Committee believes the location owner is likely to be willing to be a vote center, but the owner has not yet definitely confirmed willingness.)

most of the registered voters in the County reside within a three-mile radius of an Election Day Vote Center.

SATELLITE ABSENTEE VOTING CENTER LOCATIONS Requirements

Indiana law requires that a Vote Center location be open on the two Saturdays before an election for in-person absentee voting. However, the Committee decided that voter convenience would be improved by operating Satellite Absentee Voting Centers at more locations and for more days. Our reasoning is that Satellite Absentee Voting Centers at more locations and for more days might lead voters to add voting to their lists of daily errands. For example, a voter might decide to vote while he/she is on the way to a store or at a library to check out a book.

The Committee selected locations that:

are well known or readily recognizable locations;

are on main arterial roads or streets;

are either on or close to public transportation ("Transpo") routes, in areas of the County where Transpo operates; and

result in most of the County's registered voters residing within a three-mile radius of a Satellite Absentee Voting Center;

In addition, the Committee required that every location have the following attributes:

is compliant with the Americans with Disabilities Act and accessibility requirements under IC 3-11-8;

has an adequate Internet connection and Wi-Fi for use with the ePollbook;

has a space large enough to hold voting equipment, poll workers, and voters; and

has adequate parking and accessibility for disabled voters available for the amount of voter traffic expected at the location.

Days And Hours Of Operation

The number of days before the election the Satellite Absentee Voting Centers will commence operations and their hours of operation will be as shown in Table 3.

Possible Rotating Satellite Absentee Voting Center Locations

The Vote Center Committee also considered using rotating Satellite Absentee Voting Centers; that is, Satellite Absentee Voting Centers that would be in a given location for only one to three days and then move to another location. The purpose would be to provide a Satellite Absentee Voting Center in locations not adequately served by the Satellite Absentee Voting Center locations listed in Table 2. The Committee did not identify any such locations in the course of developing this plan. Nevertheless, the Committee recommends keeping the idea of rotating Satellite Absentee Voting Centers in mind in case a future post-election evaluation indicates a need for them.

ALTERNATIVE WAYS OF VOTING In selecting the locations of Election Day Vote Centers and Satellite Absentee Voting Centers, the Vote Center Committee endeavored to establish the most convenient locations in our county for all voters. The Committee recognizes, nevertheless, that some voters for reasons such as physical infirmity or lack of transportation might have difficulty going to any of these locations. This, of course, is also the case with the present precinct polling place system.

With the present precinct polling place system, the needs of voters who have difficulty going to their polling place are met by alternative ways of votingMail-in Absentee Ballots and Traveling Boards. When St. Joseph County becomes a vote center county, these present alternative ways of voting will be continued. Voters can obtain these services by calling the County Clerk's Office (574) 235-9635.

All present St. Joseph County Precinct polls will be located in every Vote Center. A list of all present St. Joseph County Precincts is in Appendix A.

Voting Technology

IC 3-11-18.1-4 requires that a Vote Center Plan include "A detailed description of any hardware, firmware, or software used:

(A) to create an electronic poll list for each precinct whose polls are to be located at a vote center; or

(B) to establish a secure electronic connection between the county election board and the precinct election officials administering a vote center."

It is not practical at present to provide the information required by IC 3-11-18.1-4 because St Joseph County needs to purchase new voting equipment in order to operate vote centers. First, the County does not have the ePollbook equipment required for vote center operations. Second, the County's current voting equipment, ES&S M-100 scanner and Automarks, as presently configured will not work for vote centers because this equipment can store the data for only 10 precincts. New voting machines will be able to be programmed with every precinct ballot in the County.

Therefore, the Vote Center Committee recommends that St. Joseph County as soon as possible issue a Request For Proposals to solicit bids for the hardware, firmware, and software that will be needed to operate vote centers. Once a contract has been awarded, the Vote Center Committee will be able to complete this section of the Vote Center Plan in compliance with IC 3-11-18.1-4.

The Vote Center Committee further recommends that the aforementioned Request For Proposals should specify the requirements set out below.

ePollbook Requirements

Provide a method to authenticate voters and capture their voting history, thereby eliminating the need to pre-print books of applications for ballot

Provide a method to ensure that the list of authenticated voters available to the election judges is complete and reflects all people who have voted early or absentee

Tabulating (M100, OVO) Requirements

Double-Sided Scanner: Machines must be capable of recognizing marks on both sides of a ballot with one pass through the scanner.

Scanning Orientation: Machines must be capable of accepting ballots regardless of the orientation of the paper.

Ballot Acceptance: Machines must be configured to accept all the ballots defined for the election regardless the sequence of introduction.

Early Voting Vote Center - ADA Solution Independence: Optical Scan Reader must be designed to function independently from the Early Voting Vote Center - ADA Solution. The Early Voting Vote Center - ADA voting solution must produce a human readable document that can be scanned and tabulated by the optical scan solution.

Over-Votes Under-Votes: Optical Scan Reader must have the capability to notify the voter of overvotes and undervotes (customizable as to individual contests or to all contests undervoted).

Ballot Return Modes: Optical Scan Reader must have the capability to operate in either one of two ballot casting modes: (1) Immediate ballot return of overvoted, undervoted and blank ballots (2) Full ballot review on the Optical Scan Readers display while securely holding the ballot allowing each voter the opportunity to either accept or reject the ballot as marked. Regardless of the ballot return mode the scanner is operating in, the scanner must have the ability to print a record for the voter indicating why the ballot was returned.

Ballot Processing: The vendor must describe, in detail, how the Optical Scan Reader processes each ballot cast and the number of redundant backups of each cast ballot exist on the Optical Scan Reader. A minimum of 3 digital storage devices are mandatory and must be integrated into the scanner. Each memory device must be validated against the others to ensure vote count accuracy.

Standard Ballot Processing: The system must be capable of processing multiple and different ballots at the same election. (The various ballots might be different sizes.)

Multiple Precinct Ballot Processing: Machine must have the capacity of processing ballots for multiple voting precincts. (describe any limitations of the scanner to be programmed with multiple precincts.)

Visible Public Counter: The machine must provide a ballot counter where the total number accepted ballots is displayed.

Vote Recovery: The vendor must describe the process for recovering a missing or corrupt memory device in the event that results cannot be uploaded due to failure of the primary memory device.

Scanning & Processing Speed: Machines must be capable of scanning and evaluating a ballot and of generating any required interaction or confirmation messages in less than 5 seconds based on an 8.5-by-14 inch ballot.

Mark Size: The machine must be capable of recognizing any mark of at least 2 square millimeters inside the mark-recognition area of a ballot configured for such purposes. Indicate the number of marking devices that have been used during certification of system at the Federal level.

Ballot Length: The Optical Scan Reader must be capable of accepting ballots in a variety of lengths and widths. Please list the ballot length options available within the proposed solution.

Write-in Results: The Optical Scan Reader must be capable of printing an imaged static write-in response report from the unit itself at the close of the polls.

Machine Memory Requirements

Fixed Memory: Each machine must have a fixed, non-removable, non-volatile fixed memory module. This memory module must store the machines configuration, the accumulated voting results, and the operational log. These memory modules must not be easily accessible and must be part of the internal hardware components of the machine.

Removable Memory Device: Each machine must have at least one, removable, and portable memory module. Memory modules must store the machines configuration, the accumulated voting results, and the operational log of the machine. Memory modules must be located in a locked compartment to prevent unauthorized access.

Redundant Portable Memory Device: Each machine must have a minimum of three (3) redundant memory locations separate from the primary memory module. A minimum of one (1) must function as described on the Portable Memory Use specification above.

Post-Voting Requirements

Vendor must provide all software and hardware recommendations necessary to compile all tabulated data from voting locations in accordance with Indiana lawin a format acceptable to the State--including but not limited to workstations needed, redundant power, file server specifications, and security specifications.

Set-up Election Day Vote Centers

1. The ePollbooks and Ballot Marking Devices and Tabulator will be delivered by St. Joseph County Voting Machine Technicians on Monday before Election Day. Each machine will be sealed for security.

2. Inspectors will pick up their election supplies on the Saturday, Sunday and Monday before Election Day.

3. There will be ten (10) Ballot Marking Devices and one (1) Tabulator per vote center. Ample devices for backup will be part of overall configuration. There will be four ePollbooks per vote center with additional units at the Election Office if needed.

Processing Of Voters Election Day Vote Centers

The processing of voters will consist of the following steps:

1. Voter enters the Vote Center, states name, and presents his/her government issued photo ID to a Clerk.

2. Clerk types voters name into an ePollbook.

3. Clerk verifies all information with the voter.

4. Voter signs his/her name on an electronic name pad and, in a Primary Election, declares either Democrat or Republican.

5. The ePollbook generates an Identifier ticket showing the correct precinct and ballot style for the voter to proceed to any Ballot Marking Device.

6. Voter hands the Identifier ticket to the Judge.

7. Judge enters the number on the screen to display the ballot for the voter and then walks away to activate next voter.

8. Voter selects the candidates of his/her choice; and, when voter has finished, a countable paper ballot is generated and deposited into the Tabulator.

9. Voter, if he/she wishes to do so, completes a survey form that will be used for post-election review.

10. Voter exits the Vote Center.

Provisional Ballots Election Day Vote Centers

The only reasons for a provisional ballot would be no ID or voter not in e-pollbook.

All provisional ballots will be printed on demand and the voter will place the ballot in a provisional ballot envelope to hold for reconciliation at a later time. The Inspector will stay with the voter until the ballot is sealed in the envelope and voter has filled out the appropriate sections of the envelope.

Providing Data Election Day Vote Centers

Upon written request received by the St. Joseph County Clerk's office at least 24 hours prior to the polls opening for an election, any person who desires to have voting data sent to a specified email address will be added to an email distribution list.

Voting data will include the name of each individual who has voted, the Precinct in which each such individual resides, and at which vote center each such individual cast his/her ballot.

Voting data will be sent via email to all email addresses on the distribution list at 10:00 a.m., 1:00 p.m. and 3:00 p.m. on Election Day.

Close-Down Election Day Vote Centers

At the close of the polls:

1. Poll workers will log off ePollbooks, close down (i.e., turn off) all ePollbooks and Ballot Marking Devices and generate reports on the Tabulator. The ePollbooks will be locked in the ballot box with the ballots.

2. Inspector and one Judge of the opposite party will return the USB, and all election forms to the Election Office.

These procedures run in direct correlation with current closing procedures. All vote center USBs will be brought back to Election Central for county-wide accumulation results.

Set-up Satellite Absentee Voting Centers

There will be two ePollbooks, and one marking device at each Satellite Absentee Vote Center. The board will be made up of one Supervisor from the same party as the County Clerk and two Clerks, one from each party.

Processing Of Voters Satellite Absentee Voting Centers

The processing of early voters will consist of the following steps:

1. Voter enters the Satellite, states name and presents his/her government issued photo ID to a Clerk.

2. Clerk types voters name into an ePollbook and verifies information with the voter

3. Voter signs his/her name on an electronic name pad and, in a Primary Election, declares either Democrat or Republican

4. The ePollbook generates an Absentee In Person form and an Identifier ticket showing the correct precinct and ballot style for the voter to proceed to any Ballot Marking Device.

5. Voter hands the Identifier ticket to Clerk.

6. Clerk enters the number on the screen to display the ballot for the voter and then walks away.

7. Voter selects the candidates of his/her choice; and, when voter has finished, Clerks initial the ballot, voter puts ballot in ABS-6 envelope, signs the envelope and hands to a Clerk.

8. Voter exits the Satellite Center.

Providing Data Satellite Absentee Voting Centers

Upon written request received by the St. Joseph County Clerk's office at least 24 hours prior to the Satellite Centers opening for an election, any person who desires to have voting data sent to a specified email address will be added to an email distribution list.

Voting data will include the name of each individual who has voted, the Precinct in which each such individual resides, and at which Satellite Center each such individual cast his/her ballot.

Voting data will be sent via email to all email addresses on the distribution list at 10:00 a.m., the following day.

Close-Down Satellite Absentee Voting Centers

At the close of each day:

1. Poll workers will log off ePollbooks, close down, (turn off) all ePollbooks and Ballot Marking Devices. ePollbooks will be secured with a laptop lock.

2. The next morning, officials designated by the Election Board will pick up the voted absentee ballots and reconciliation sheet and transport in a secured bag to the County Clerks Office for processing.

SECURITY AND CONTINGENCY PLANNING I.C. 3-11-18.1-4 Requirements

I.C. 3-11-18.1-4 requires a vote center plan to include security and contingency provisions to:

To prevent disruption of vote center process,

To ensure election is properly conducted if a disruption occurs, and

To prevent access to an electronic poll list without the coordinated action of two precinct election officers who are not members of the same political party.

Disruptive Events

Two events that could disrupt the vote center process are loss of connection between the ePollbooks and the central server and a loss of electrical power at either the vote center or the central server. The plans to prevent disruption of vote center process and ensure the election is properly conducted if these events occur are set out below.

Loss of connection between the ePollbooks and the central server.

a) The ePollbooks will have both a high-speed internet connection using the vote center's own internet service provider, and a high-speed cellular connection. The cellular connection will be automatically turned on if an ePollbook loses its network connection through the vote center's own Internet connection.

b) Each laptop will be loaded with the complete list of eligible voters in St. Joseph County. If connectivity is lost Clerks will still be able to process voters and issue a Identifier Ticket. As soon as connectivity is re-established information as to who has voted in that Vote Center will be sent to all other Vote Center locations.

Loss of electrical power at either the vote center or the central server. Both the ePollbooks and the tabulation equipment used at the vote centers will have battery backups that last for several hours. This would enable a vote center to continue functioning through a temporary power loss. However, if the electrical power loss at a vote center is for a time longer than the backup battery life, the Election Board could close down that vote center and direct voters to other vote center locations. The central server also has a battery backup and the County-City Building, where the central server is housed, has an emergency generator.

Access to Electronic Poll List

Access to an electronic poll list without the coordinated action of two precinct election officers who are not members of the same political party will be prevented by the procedures set out below.

Before using the ePollbook(s), two Clerks will be paired up as a bipartisan team, with one team per table. Each bipartisan team of Clerks, will enter their user names and passwords into the ePollbook(s) at their table, and provide their initials on the signature pad.

In the event it is necessary to replace a Clerk at a vote center during operating hours, the new bipartisan team at that particular table will begin anew by entering their user names and passwords into the ePollbook(s) at their table, and providing their initials on the signature pad.

VOTER EDUCATION Thorough and effective voter education will be critical to the success of converting from Precinct voting to Vote Centers. Accordingly, St. Joseph County's voter education efforts will be as described below to the extent available funding will allow.

The Vote Center Committee has received a proposal (see Appendix B) from The League of Women Voters of the South Bend Area ("LWVSBA") to assist, in both 2015 and 2016, with two of the voter education efforts described below - Public Forums and Civic Organization Meeting Presentations. The Vote Center Committee accepts the LWVSBA proposal because the well-established nonpartisan nature of the organization and the inclusion among its members of professionals who are well-qualified to perform these tasks will enhance the credibility and quality voter education efforts.

Earned Media

The conversion to vote centers will be highly newsworthy. Hence, the media can be a powerful ally in providing information to the public. St. Joseph County will execute a full media outreach campaign that will involve press releases and effort to obtain newspaper, radio and television interviews or features.

Vote Center Website

A Vote Center Website specifically dedicated to St. Joseph County's vote centers and with its own web address will be established. The Vote Center Website will be on St. Joseph County's existing website, but it will have a web address shorter than the County's standard web address (something like www.stjoevotecenters.com).

Mobile Phone Apps

Mobile phone apps will be used to allow voters to display a list of the Election Day Vote Center locations and a list of the Satellite Absentee Voting Center locations and their hours of operation.

PowerPoint Slide Deck

A PowerPoint slide deck will be created for use in presentations. The slides will cover the same topics as the Vote Center Website. Among other things, the slide deck will be for use in the Public Forum and Civic Organization Presentations described below.

Brochure

A brochure describing vote center operations, answering frequently asked questions, and providing the Vote Center Website address will be created. Among other things, the brochures will be used as handouts in the Public Forums and Civic Organization Meetings described below.

Public Forums

Public Forums will be conducted to describe the vote center operation and to answer questions. The PowerPoint Slide Deck described above will be used in these presentations and the Vote Center Brochures described above will be available as handouts. The Vote Center Committee and The LWVSBA will work together to identify locations appropriate for the Public Forums. The LWVSBA will organize the Public Forums and members of the LWVSBA will make the presentations. Two members of the Vote Center Committee will be present at each Public Forum to answer questions.

Civic Organization Meeting Presentations

Presentations similar to the Public Forums will be made to meetings of civic organizations (such as Kiwanis, Lions and Rotary Clubs) willing to host such a presentation. The Vote Center Committee and LWVSBA will work together to identify appropriate civic organizations for such presentations. Members of the LWVSBA will make the presentations.

Direct Mail

In 2015, postcards will be sent in March and September to every residential mailing address within jurisdictions conducting municipal elections in 2015. In 2016, postcards will be sent in March and September to every residential mailing address within St. Joseph County. The postcards will include a list of vote center locations, the Vote Center Website address, phone number to call with questions, and other pertinent information.

Advertising

Television and radio: check your mail commercials during morning and evening news programs for two weeks before sending the Direct Mail postcards described above;

Traditional Billboards: six to eight locations throughout the County for four weeks before sending the Direct Mail postcards described above;

Portable Digital Billboard Tour: Portable Jumbo-Tron Billboard in 30 locations for five days before sending the Direct Mail postcards described above;

Internet: Google Search (using Google Ad-Words to be found more easily by the public) and digital display ads through exchanges and paid Facebook.

POST-ELECTION REVIEW St. Joseph County will evaluate the operation of the vote centers after every election, amend its plan where necessary, and file amendments with the Indiana Election Division.

The League of Women Voters of the South Bend Area ("LWVSBA") has proposed to assist St. Joseph County by performing post-election evaluations in 2015 and 2016. The Vote Center Committee accepts the LWVSBA proposal because the well-established nonpartisan nature of the organization and the inclusion among its members of professionals who are well-qualified to perform the task will enhance the credibility and quality the Post-Election Review.

In particular, the Post-Election Review activities will be:

The LWVSBA will perform exit surveys of voters at vote center locations.

The LWVSBA will perform a statistical analysis of voting trends and voter turnout.

The LWVSBA will interview a focus group of non-voters.

The LWVSBA will require access to post-election voter files for both the subject election as well as the previous election in order be able to make a comprehensive and effective evaluation of voter turnout and trends.

The LWVSBA will make a post-election report to the Vote Center Committee (or other appropriate committee) outlining the successes and failures of the vote center plan as implemented this cycle.

The Vote Center Committee will take steps to ensure the post-election recommendations of the LWVSBA are given due consideration.
