Parechu landslide dam breach- International & monitored at Cabinet

Secretariat Level- Not a single death in India where three

Chinese villages got washed away- Very successful Disaster Management as

thecase was dealt at a very high level witheffective co-ordination amongst agencies.

Pratappura dam breach- suffered due to delay in repair /

strengthening works probably due to lackof attention being a municipal dam.

Jaswant Sagar Dam breach- poses vital question about ageing and lack

of funding towards operation &maintenance in irrigation sector.

Narmada Main Canal Breach- disaster may happen even when it i s

least expected.

ANALYSIS OF DISASTER MANAGEMENT

Due to several initiatives taken by theCentral/State Government, the response

mechanism, i.e., Emergency Responseand Recovery & reconstruction has been

adequately strengthened.

But there is a great need to sensitize

ground level officials on the fundamentalaspects of disaster prevention, i.e., risk

identification, risk reduction / mitigation,risk transfer and early warning syste ms.

As a result, failures continue to occur

resulting into huge loss.

CONCLUSIONS

“prevention is better than cure”

Disaster Management Plan (DMP) – a must

Ground level officials must be extensivelysensitized & trained.

Emergency supplies and resources must bestocked.

The physical processes must be analysedproperly to take adequate measures duringplanning and design stages. There is a need tostrengthen these institutions.

Greater recognition should be there to thepersonnel whose timely preventive actionsaverted potential disasters.

The policy makers and top managementshould realize ‘a stitch in time saves nine’ andshould pay greater attention towards preventiveactions.
