y Rent Control Acts in various cities have had
a ma or a ec on ous ng n e nner c yold city / traditional housing areas.
y Most of such housin is tenant occu ied andsince the legislation is tilted towards the
tenants and eviction very difficult, ownersmaintain the same ( rents are highlydepressed ).
y Further, tenants have no incentive tomaintain such buildings.

y Property values in old city centre areas have steeply gone up. Onaccount of this, man owners of ro erties would like to redevelotheir properties by demolishing the old building rather than
conserving the same conservation is a highly uneconomicalproposition.
y .
y Most of the traditional housing has got transformedor completelyvanished.
y Historic housing is mostly private propertyand therefore, interventions are very difficult, unlike in other historic buildings (monuments ).
y Commercial interests run high in the central city areas where historichousin exists. The real estate lobb is active in redevelo ment.
y There are no laws for conservation of traditional / heritage housingareas.
y Ironically, because of the Rent Control Acts, we still have someexamp es o istoric ousing e t intact or us to see .

y On the one hand, awareness of our urban heritage, particularlyhousin herita e, is woefull lackin , on the other, olic has notaddressed the issue adequately till date.
y How do we bring about a balance between heritage andcommercial interests ?
y ow o we exerc se a cer a n egree o con ro on pr va eproperties ?
y What incentives/concessions can be given ?
y
y Should the law be at the national level or at the state level ?
y How do we address and manage change and modernity, whileconserving our tradition and heritage ?
These are some of the issues which need to be addressed.
Thank you.
