The hisTorical hearT of The ciTy is characTerised by Two main sTrucTural issues. •  firstly, a transport network which prioritizes traffic and transits through with “urban highways” cutting the site into pieces of poor

accessibility. •  secondly, the site has the particular characteristic of being a void in the physical center of Kaliningrad with large undefined open spaces,

dramatically under-utilising the site’s potentials

•  to re-structure the road network at the scale of the city to preserve a pedestrian-friendly heart

•  to re-connect the different urban pieces together and with the surrounding districts by prioritising public transports and pedestrian connections

•  to re-model districts with contemporary massing whilst recreating the qualities of the intense urban fabric and recreate the site’s historical physical charac-teristics

•  to re-program the site around seven key historical sites of distinct dualilties and identities as prototypes of Kaliningrad’s public spaces

•  completion of the city center’s ring road to remove transit traffic

•  downgrading of the existing moscow prospect and leninsky prospect into urban boulevard of 2x2 lanes with side parking, tram lines and traffic lights

•  deflection of moscow Prospect before it enters the heart of the city to connect at grade to the level of leninsky prospect, enabling the re-connection of the upper city with the lower city/riverfront and liberat-ing land for development to re-create a functioning new altstadt district

•  reinforcement of the upper plateau with a clear line of topography with stairs/ramps

•  preservation of the views to the lower city through view corridors

•  framing of the “gora” and replacement it back at the heart of the city by deflection of moscow prospect

•  usage of the difference of level at the bottom of the “gora” for parking fully integrated within the new developable plots of new alstadt.

•  mental re-connection of the lower lake, the house of soviets, new alstadt and the cathedral through a formal central linear public space with a high-quality paving and a unique identity to encourage visitors to discover the higher and the lower city.

•  The square goes on the boulevard in a shared surface to arrive in a belvedere on the lower lake.

•  construction of a new neighboorhood on the east side of the new north-south road
