SCHOOL SPORT AS A PRIORITY

a) The Minister of Sport & Recreation South Africa identified School Sport as a critical priority and a bedrock for identification and development of talent.

b) The Minister worked tirelessly to develop an “Integrated School Sport Delivery Framework”, which led to the launch of School Sport Program on 5 November 2011 at University of Johannesburg, Soweto Campus.

c) Subsequent to the launch, the Ministers signed a Memorandum of Understanding with the Minister of Basic Education to guide the delivery of School Sport in all schools.

Historical Background- School Sport Program

a) On the 9 December 2011, the Department of Basic Education gazetted the draft School Sport Policy for public comments.

b) The Policy seek to clarify issues of governance and custodianship of School Sport as well as Roles and Responsibilities of stakeholders.

c) All members of the public are urged to submit their comments on or before 30 March 2012.

SCHOOL SPORT PROGRAM

Successful roll-out of School Sport in South Africa relies among others, on the following:

a) School sport being treated as a priority and being offered at all schools in South Africa

b) School sporting codes being launched and supported at all levels of the system

c) School sport leagues being implemented through school sporting codes committees and all school participating

d) Physical Education being implemented in all schools

e) Both Departments of Basic Education and Sport & Recreation South Africa continuously creating best practices regarding the implementation of school sport

f) All stakeholders, including business community effectively contributing to the success of the program.

THREE PILLARS OF SCHOOL SPORT

The roll-out of School Sport Program in South Africa is underpinned by the following three critical components:

• Physical Education

• Top School Leagues

• National Championships

a) Physical Education

• Physical Education refers to the integration of Physical Education as a learning area within the curriculum of every school. This is meant to promote sport skills development, healthy living among all learners and further fight challenges of obesity which are currently on the rise among South African learners.

• While this was previously not the case, Physical Education is now being offered as part of the curriculum in all South African schools. The ongoing challenge is to maximise impact by improving the skills level of educators and to locate Physical Education as a

stand-alone learning area (separate it from Life Orientation).

b) Top School Leagues

• Top School is a league program where each school will register its School Team which will participate in the leagues' five competition levels, leading to the National School Sport Championships (i.e., (1) Intra-School, (2) Inter-school level (League), (3) District level (Knock-out), (4) Provincial level (Knock-out) & (5) National level (mixed competition).

c) National Championships

• The National School Sport Championship is the pinnacle of the competition system in schools. Different codes play by different formats agreed to with the National School Sport Code Federations that administer and the rules.

• The talented athletes are selected for the Ministerial Sport Bursary. These talented athletes are identified by professional talent scouts, sport clubs and federations during the National Championships.

SCHOOL SPORT PROGRAM- 2012

The continuum of School Sport System constitutes of five hierarchical levels, which starts from

the school level all the way to national level.

This levels are aligned to the South African Basic Education governance structures.

Level 1 School level: Mass Participation

Classes or houses play against each other to come up with the school team for each school

Schools in the same area take part in a competition through a fixture and compete for a top log position (Magnificent Wednesday)

TALENT SCOUT, IDENTIFICATION & DEVELOPMENT

a) As the School Sport League unfolds, the role of the sport clubs at each respective level, will be to make available skilled personnel to identify talented athletes and officials as well as mentor and support coaches, umpires and technical officials

b) This will offer athletes participating in the school sport system, multiple retainer and exit opportunities because others will escalate to compete at higher levels but those who fail to make it can also be identified and developed by the different clubs.

CAPACITY BUILDING PROGRAMMES FOR EDUCATORS

a) Based on the SA Coaching Framework as adopted on 18-20November 2011, Government & SASCOC will support federationsto launch their coaching programmes nationally and provincially.

b) The coaching programs will target educators to enhance theircapacity through accredited training on the different areassupporting school sport.

c) The CATHSETA has been lobbied to prioritise the bulk of itsresources in the sport Chamber towards financing the training ofcoaches and to work with priority coaches to finalise on codespecific training modules.

d) The process will be monitored by HSRC and an impact report willbe tabled annually from 2014.

CHALLENGES FACING SUCCESFUL SCHOOLSPORT ROLL-OUT

1) The critical challenge remains ensuring that the playing field is levelled to afford all schools to participate in the school sport program.

2) Among the biggest challenges hindering the even roll-out of school sport are the following:a) Lack of Coaches and unacceptable culture & attitude of some teacher

unions.b) Absence of Facilities in most rural schools and communities (Rugby fields,

cricket ovals, etc.) c) Shortage of most sporting equipment such as sport kits, apparels, etc. d) Inability to afford most sporting consumables (those items that have to be

replenished over and over such as balls) e) Absence of skilled personnel such as umpires, technical officials, scientific

support practitioners in most rural areas. f) Uneven spread of competition opportunities as most private entities prefers

to host competition in the affluent and resourced schools. g) Inadequate support and participation by most parents in the sporting

activities of their children h) Weak community sport structures to support school sports i) Maintaining integrity in school sport by putting firm anti-doping measures

and education

PROGRESS SO FAR

a) Re-prioritisation of resources to ensure that 40% of SRSA National Budget is allocated towards Schools Sport

b) Re-prioritisation of the SRSA conditional grant to provinces to ensure that 50% goes towards Schools Sport

c) Agreement with CATHSETA to allocate the bulk of their resources in the Sport Chamber to finance the coaching framework

d) Engagement with International donors financing sports to focus their energies on supporting school sports and other elements of the national sports plan

e) Engagement with Federations on alignment of their programs and competition schedules with the School Sport program

f) Undertaking of an audit exercise to determine the current state of facilities, equipment, technical personnel and structures required to support school sport.

g) National School Sport Manual Completed with the Support of UK Sport.
