Welcome to our semi-annual Merit Awards Ceremony.

This evening, the Milwaukee Police Department is proud to honor and recognize members of our organization and everyday citizens for the extraordinary acts they performed. These brave and selfless men and women placed their lives on the line for the safety of our community.

We gather to honor our award recipients twice a year but the work of the Milwaukee Police Department takes place every minute of every day. Please join me as we celebrate and congratulate these remarkable individuals who are committed to forwarding the vision and mission of our Department. They are examples that we can all follow in our daily lives.

Award Classifications

Medal of HonorThe Medal of Honor is the highest award granted by the Milwaukee Police Department. It is awarded to a member for exceptional bravery at the imminent risk of life or serious bodily injury. The recipient has demonstrated exceptional courage by performing a voluntary action in an extremely dangerous situation. The act may involve situations where deadly force is used against an officer and the officer prevails or a rescue situation in which the risk of death or injury was substantial.

The Medal of ValorThe Medal of Valor is presented to a member who has performed a deed of personal bravery or self-sacrifice so conspicuous as to clearly distinguish himself/herself for gallantry and intrepidity. The act goes beyond normal demands and is of such a nature that the member was fully aware of the threat to his/her safety and acted above and beyond the call of duty at the risk of his/her own life.

LifesavingThe Lifesaving Award is presented to a member who is directly responsible for saving a human life. A member is eligible to receive this award if his/her actions led to the prolonging of the life of a victim to the extent that the victim was released to professional medical care.

Purple Valor/StarThe Purple Valor/Purple Star Award is presented to a member who, in the line of duty, sustains any serious bodily injury or permanent disfigurement or permanent or protracted impairment of the function of any body member or organ or permanent or protracted impairment of health. A “V” device will signify combat-related serious bodily injury.

Chief ’s Superior LeadershipThe Chief ’s Superior Leadership Award is presented to a member at the discretion of the Chief of Police for leadership excellence in the performance of duty and/or honorable conduct and professionalism in pursuit of the Department’s mission.

Distinguished ServiceThe Distinguished Service Award is presented to a member who has continuously distinguished himself/herself by exceptional service in the performance of his/her duties or great or unusual responsibility wherein he/she has displayed unusual responsibility and initiative, marked ability, keen observation and exceptional energy.

Excellence in Police ServiceThe Excellence in Police Service Award is presented to a member who makes a significant contribution, above and beyond the call of duty, to the community-service component of the Department’s mission. The award recognizes those instances over a period of time wherein the member’s diligence, teamwork, perseverance and problem-solving ability exemplifies the highest standards of community policing.

Meritorious ServiceThe Meritorious Service Award is presented to a member who makes a significant contribution to the mission of the Milwaukee Police Department above and beyond the normal call of duty. It recognizes those instances wherein a member’s courage, resourceful-ness, tenacity, diligence and/or perseverance in the line of duty goes beyond that which is normally ex-pected of members in the protection of life or property, the prevention of a major crime or the apprehension of an armed and/or dangerous criminal.

Unit ServiceThe Unit Service Award is presented to a Departmental Unit whose actions through a combination of teamwork, diligence and perseverance is performed in an exemplary manner.

PoliceOfficerMatthewJ.Rittner Medalof HonorAward PurpleValorAwardOn February 6, 2019, Police Officer Matthew Rittner and officers from theTacticalEnforcementUnitrespondedtothe2900blockof South12thStreettoexecuteahigh-riskwarrant.Theteamapproachedtheresidenceandencounteredalockedexteriordoor.Withease,theteambreachedtheouterdoorandascendedthestairstotheupperlevel.Atthetopof thestairwaytheteamwasconfrontedwithanother lockeddoor located inaveryconfinedarea.Becauseof the tightspace,itwasdeterminedaone-manramwasrequiredtoaccessthepointof entry.Numerous instructions and announcements weremade to alert the occupantsof policepresence.OfficerRittner,a formerU.S.Marine, left thesafetyof theofficers that provided him with ballistic shield protection. With the one-manbatteringram,OfficerRittnerdeliveredtwostrikes.Thesecondstrikecausedaholeinthedoor.Upondeliveringthesecondstrike,asuspectarmedwitharifle,firedseveralroundsfromtheoppositesideof thedooratOfficerRittnerandthisteam.OfficerRittnerwasseverelywoundedandsubsequentlysuccumbedtohisinjuries.OfficerRittnerexhibitedexceptionalcourageandbraverytoacceptthesoleresponsibilitytobreachthedoorinordertoapprehendaviolentcriminalandprotectMilwaukeeand its residents.OfficerRittnerpaid theultimate sacrifice.Forhis courage,braveryand loss,wewill honorhim inourhearts and inourmemories.ThankyouMatt.

DistrictThree CaptainJeffreyNormanPoliceSergeantRaymondM.Hewitt MeritoriousServiceAwardOnNovember26,2018,SergeantRaymondHewittrespondedtothe2900blockof WestClybournStreettoinvestigateasuicidal,criticalmissingsubject.Uponhisarrival,SergeantHewittobservedthesuicidalsubjectrunningontherooftopof abuilding.TheMilwaukeeFireDepartmentrespondedtothelocationtoprovideofficerswithaladder.Withouthesitation,SergeantHewittclimbedontothesnowandicecoveredroof andbeganengagingthesubjectinconversation.Thesubjectcontinued to climb up the roof and eventually reached the third story of thebuilding.SergeantHewittestablishedarapportwiththesubjectandsubsequentlyconvinced the subject to come down from the roof. SergeantHewitt escortedthesubjecttothe ladderandassistedtheMilwaukeeFireDepartmentwiththesaferemovalof thesubjectfromtheroof.ThesubjectwastakentoMilwaukeeCountyMentalHealth for further evaluation.Theactions of SergeantHewittprevented the subject,whowas sufferingamental crisis, from injuryordeath.

DistrictThree CaptainJeffreyNormanPoliceSergeantMichaelW.Lassanske MeritoriousServiceAwardOnNovember6,2018,SergeantLassanskerespondedtothe2900blockof WestMichigan Street for a subjectwith a gun complaint. Squads already on sceneadvised thata subjectwas standing in frontof abuilding,armedwithanAR-15rifleandseveralhandguns.Thesubjectmadethreatstofirehisweaponsandinformedofficers thathehadfiredmultipleweaponswhile on the roof of thenearby building an hour prior. Upon Sergeant Lassanske’s arrival, he parkeda safe distance away, andwhile on foot, approached the subject from behind.As Sergeant Lassanske approached the subject, he observed the subject had arifle strappedoverhis left shoulder; the subjectalsohadbothhands in theair.In his right handwas a cell phone that was pointed toward the officers. Thesubject advised officers that he was “live-tweeting” the entire exchange. Thesubject’sattentionwasdirectedtowardtheofficers in frontof him,andhewasunawarethatSergeantLassanskewasapproachingslowlyfrombehind.SergeantLassanske ran toward the subject from behind, simultaneously gained controlof the subject’s arms and decentralized the subject.His actions prevented thesubjectfromaccessinghisfirearmsuntilofficerswereabletohandcuffhim.Arifleandthreehandgunswererecovered.SergeantLassanskedemonstratedextremebraverythatledtothearrestof anarmedsuspectwithoutinjurytothesuspect,officers,orcitizens.

Mr.LarryHolland MeritoriousConductAwardOnDecember17,2018,Mr.Hollandwasintheareaof the1600blockof NorthHawleyRoadwhenheobservedavehicleonfire.He furtherobservedamalesubjectwhoappeared tobeunconscious, slumpedover the steeringwheel.Mr.Holland approached the burning vehicle, pulled the citizen from the vehicle,andmovedhimoutof harm’sway.TheMilwaukeeFireDepartmentarrivedonsceneandextinguishedthefire.Mr.Hollandremainedonscenetofurtherassistauthoritiesandprovidedinformationabouttheeventsthatoccurred.Itwaslaterlearnedthatthecitizen,whiledriving,sufferedastrokethatcausedtheaccidentthatresultedinthevehiclefire.Thecitizenwassafelytransportedtoahospitalformedicaltreatment.Mr.HollandcalledtheMilwaukeePoliceDepartmenttofollowupontheconditionof thecitizenandofferedaprayer forhim.Mr.Holland’swillingnesstoputhislifeonthelineforacompletestrangeriscommendatory.Hisselflessactionswereinstrumentalinsavingthelifeof thecitizen.

DistrictFour CaptainHeatherWurthPoliceOfficerIrvingR.Hernandez-MaestrePoliceOfficerJosephE.LaspisaPoliceOfficerJonathanM.Miller LifesavingAwardOnNovember28,2018,OfficerHernandez-Maestre,OfficerLaspisaandOfficerMillerrespondedtothe6300blockof North91stStreetforashooting.Upontheirarrival, they locatedashootingvictimlyingontheground,sufferingagunshotwoundtohisuppergroinarea.Inanattempttostopthebleeding,OfficerMillerappliedpressuretothewound.OfficerLaspisa,atrainedcombatlifesaverintheUnitedStatesMarineCorps,kneltonthevictim’suppergroinareaandbegantoassess thevictim’s injuries.OfficerLaspisadetermined thata tourniquetwouldnotbeeffectiveasthewoundwashighandtheamountof bloodobservedonthegroundsurroundingthevictimwasexcessive.OfficerHernandez-MaestrerelievedOfficerLaspisa;OfficerMillercontinuedtokeepthevictimalert,whileOfficerLaspisaretrievedamedical traumapackfromhissquad.Asaresultof OfficerLapisa’smedicaltraining,heappliedacombatstylerollof gauzetothevictim’swound and continued to apply pressure until theMilwaukeeFireDepartmentarrived.Theheroicactionsof theofficerswereinstrumentalinsavingthelifeof the victim.

PoliceOfficerCharritaL.TownsendPoliceOfficerRyanD.WebbPoliceOfficerEianB.West LifesavingAwardPoliceSergeantTroyP.JohnsonPoliceOfficerNathanL.Woods MeritoriousServiceAwardOnApril 2, 2019, aCity of Milwaukee parking enforcement officer,while onpatrol,observedavehicleillegallyparked.Afterheplacedaparkingticketonthevehicletwosuspectsconfrontedandengagedinanargumentwiththeenforcementofficer.Thesuspectsassaultedtheparkingenforcementofficerandstabbedhimmultiple times. The parking enforcement officer sustained severe injuries butgatheredenoughstrengthtodrivetotheDistrictFourPoliceStation.Uponhisarrival,heexitedhisassignedworkvehicleandcollapsedontheground.PoliceOfficerWoodspeeredoutof thestationofficewindow,observedthevictimfalltothegroundandnotifiedSergeantTroyJohnson.SergeantJohnsonimmediatelyranoutside and requestedmedical attention, additional squads, andafirst aidkit.SergeantJohnsoninstructedPoliceOfficerRyanWebbtoapplypressuretothewounds.PoliceOfficerCharritaTownsendretrievedthefirstaidkit.SheandPoliceOfficerEianWestappliedpressuretothestabwounds.SergeantJohnsoninstructedOfficerNathanWoodstorespondtotheMilwaukeeFireDepartmentfirestation,locatedonanadjacentparkinglot,forimmediatemedicalassistance.

DistrictFour CaptainHeatherWurthAlthough the victim was in severe pain and distress, he provided SergeantJohnson with a description of the suspects. The description was broadcastedtorespondingofficers.Thesuspectswerelocated,arrestedandconveyedtothePoliceAdministrationBuilding.Thesuspectsprovidedafullconfession.SergeantJohnson,OfficersTownsend,Webb,WestandWoodsquickanddecisiveactionssavedthelifeof theparkingenforcementofficer.

PoliceOfficerAnthonyS.Presti LifesavingAwardPoliceOfficerCharlesA.CopelandPoliceOfficerConwayNimmer,Jr. MeritoriousServiceAwardOn January 5, 2019, Officer Copeland, Officer Nimmer and Officer Prestirespondedtoasuicideattempt.Itwasreportedthatthesubjectwasbi-polarandviolent,tookalargeamountof painpills,andlockedherself insideabathroom.Upon their arrival,OfficersCopeland and Prestimade numerous attempts tocontact the subject by knocking on the door and contacting familymembers.Concernedforthesubject’swell-being,OfficerCopelandkickedinthedoorandforced entry into the apartment. Upon entering the apartment,Officer Prestiobservedthesubjectseatedonthewindowledgeoutsidetheapartmentbuilding.Officer Presti methodically approached the subject from behind, grabbed heruppertorsoandpulledherinsidetheapartmenttosafety.Theofficersintervenedinasuicideattemptandsucceededinpreventingthelossof alife.

Mrs.LadonnaM.Davis ValorousConductAwardOnMarch8,2019,Mrs.Davis,aregisterednurse,wasattheWalgreenslocatedat9040WestGoodHopeRoad.Assheexitedthestore,sheheardafemalescreamforhelp.Sheapproachedthefemaleandobservedamalesubjectinthedriver’sseatof avehicle.Mrs.Davispulledthesubjectfromthevehicleandplacedhimon the ground. She noticed the subject’s breathing was extremely shallow. AsMrs.Davis performedCPR on the subject, shewas informed the subject justusedheroinandoverdosed.Mrs.DavisinstructedacitizentogoinsideWalgreensandrequestNarcanfromthepharmacy.Mrs.DaviscontinuedCPRforseveralminutesuntilthepharmacistrespondedandprovidedherwiththeNarcan.Mrs.DavisadministeredtheNarcanandthesubject’sbreathingreturnedtonormal,and he became alert. TheMilwaukee Fire Department arrived and providedmedicalattention.Mrs.Davis’quickthinkingandheroicactionssavedthelifeof thecitizen.

OnJune7,2018,PoliceOfficerCharlesIrvineJr.andhispartnerOfficerMatthewSchulze were in pursuit of a vehicle when their squad lost control and wasinvolvedinaroll-overcrash.AsMr.RyanCronindrovehome,heapproachedtheintersectionandnoticedtheoverturnedsquad.Mr.Cronin,atrainedEMT,pulledovertorenderaid.Mr.Cronin’sco-worker,Mr.DanielLang,wasonthesameroadandalsoimmediatelystoppedtorenderaid.Mr.Croninapproachedthecrashsiteandbecameawareof OfficerSchulze’sattempttofreehimself.Mr.CroninaskedMr.Lang to staywithOfficerSchulzewhile he checked the squad for anotherofficer.Mr.CroninlocatedOfficerIrvineanddeterminedhesufferedcatastrophicinjuriesandshieldedhimfromtheviewof thepublic.Inanattempttoprovidecomfort,Mr.CroninheldOfficer Irvine’s hand and talked to him.Mr.CroninassistedtheMilwaukeeFireDepartmentandperformedCPR.Mr.LangremainedwithOfficerSchulzetokeephimcalmandalert.OfficerIrvinesuccumbedtohisinjuriesrelatedtothecrash,andOfficerSchulzewastreatedforsignificantinjuries.Mr.CroninandMr.Lang’srapidresponseandactionstorenderaidexemplifiedextreme courage and compassion. Their outstanding actions went beyond anordinarycitizenresponseandwillbeforevercommendedbytheMilwaukeePoliceDepartment.

Mr.ChristopherDavis MeritoriousConductAwardOnApril6,2019,a subjectdrivingwhileunder the influenceof an intoxicantstruckanoccupiedvehicle.Awomaninher20’ssufferedfatalinjuriesanddiedatthescene.ArmedSecurityOfficerChristopherDaviswasintheareaof thecrashandobservedtheintoxicatedsubjectfleeonfoot.Mr.Davisfollowedthesubjectandlocatedhimhidingbehindastorageshed.Mr.Davisorderedthesubjecttothegroundandplacedhimintocustodywithoutincident.ThesubjectadmittedtoMr.Davisthathewasthedriverof thestrikingvehicle.Thesubjectalsoadmittedhehad twopriorOWI’s.Mr.Davis conveyed the subject to the original crashsceneandturnedthesubjectovertopolice.Mr.Davis’keenobservation,braveactionsanddedicationtohelpothersledtothearrestof thepersonresponsiblefortheunnecessarylossof life.

DistrictFive CaptainBorisTurcinovicOfficerFrantalandOfficerValuchresponded to thearea tocheck for subjectspossibly involved in thehomicide.Upon their arrival, theyobserveda subject,wearingallblack,inthemiddleof theroadway.Thesubjectwasstandingnexttoaparkedvehicleanduponthesiteof policefledonfoot.OfficersFrantalandValuch interviewedthewitness insidetheparkedvehicleandobtainedaname,addressanddescriptionof thesubjectwhofled.Theinterviewalsorevealedthatthesubjectwasarmedwithalargerifle.OfficersFrantalandValuchcoordinatedwith responding squads and the Tactical Enforcement Unit to check for thesuspectattheaddressprovided.Thesuspectwastakenintocustody,andduringthesearchof theresidence,theweaponpotentiallyusedduringtheincidentwaslocated.OfficerFrantalandOfficerValuch’sattention todetail and situationalawareness to thegravityof thecircumstancesresulted in the identificationandarrestof thesubjectwantedforthehomicideof the13yearoldchild.

Mr.AhmedN.Alhamadani ValorousConductAwardOnMarch22,2019,Mr.AlhamadaniwastravelingsouthonTeutoniaAvenuewhenheobservedavehicletravelingnorth.Thevehiclelefttheroadway,crossedthesidewalk,struckapedestrian,andpinnedheragainstabuilding.Thedriverexitedthevehicle,pusheditoffthepedestrianandfledonfoot.Mr.Alhamadanistopped his vehicle and ran to assist the citizen.Mr.Alhamadani assessed thecitizen’sinjuries,noticedherrightlegsustainedseriousinjuryandwasbleedingprofusely.Mr.Alhamadaniretrievedacellphonechargingcablefromhisvehicleand applied it as a tourniquet to her leg.He also remained at the scene andprovidedofficersadetaileddescriptionof thesubjectthatfled.Thecitizenwastransportedtoahospitalformedicalattention.Duetotheseverityof theinjuriessustained, the citizen’s legwasamputated.Asadirect resultof theheroicandselflessactionsof Mr.Alhamadani,thecitizensurvivedherinjuries.

DistrictSix CaptainKristinRiestraPoliceOfficerEthanA.Osmak LifesavingAwardOnFebruary 27, 2019,OfficerOsmak andOfficerGraczyk responded to thereportof a24yearoldfemalewhooverdosedonheroin.Uponarrival,acitizenstatedthefemalewasnotbreathing.Officersobservedherlyingmotionlessonthefloor; her lips turnedblue.OfficerGraczyk immediately administeredNarcan.OfficerOsmakadministeredchestcompressionsforalmostthreeminuteswhenthefemalebegantobreatheonherown.TheMilwaukeeFireDepartmentarrivedonscene,providedmedicalattentionandtransportedthefemaletothehospital.OfficerOsmak’sactionssavedthelifeof thecitizen.

Medicalattentionarrivedandthefemalewastransportedtoahospital.OfficerRediskeandOfficerSheremta’squickanddecisiveactionssavedthelifeof thecitizen.

Mr.GeraldD.Zarling MeritoriousConductAwardOnNovember30,2018,atruckdriverparkedhissemi-trailertruckattheloadingdockof abusiness.Asthedriverworkedbetweenthetruckandtheloadingdock,the truck rolled backwards and crushed him between the truck and the dock.Mr.GeraldZarling,alsoa truckdriver,heardthevictimscreamingandcallingforhelp.Mr.Zarling responded to the screams forhelpand located thedrivertrappedattheloadingdock.Mr.Zarlingrantothefrontof thesemi,jumpedintothecab,andpulledthetruckforward,releasingthetruckdriverfromthedock.Mr.Zarling summonedmedical attention, and the truckdriverwas taken toahospitalandtreatedforhisinjuries.Mr.Zarling’sselflessandheroicactionswereinstrumentalinsavingthelifeof thetruckdriver.

DistrictSeven CaptainWillieMurphyPoliceOfficerDanielA.Sturma MeritoriousServiceAwardOnNovember21, 2018,OfficerSturmawasoffduty and in route towork toreportforhistourof dutywhenheobservedavehicleparkedontheshoulderatthetopof theDanielHoanMemorialBridge.OfficerSturmatooktheinitiativeto turn around and return to the top of the bridge to check the welfare of occupantsinsidethevehicle.Uponhisreturn,OfficerSturmaobservedandmadecontactwitha subjectwhowasvisuallyupsetandcrying insideof thevehicle.OfficerSturmaengagedthesubjectinconversationandlearnedthatthesubjecthaddrivenhimself tothelocationtocommitsuicide.OfficerSturmacontactedemergencyresponseservicestorequestadditionalassistanceforthesubject.OfficerSturmaremainedwiththesubjectandcontinuedtoengagehiminconversationuntilresourcesfromtheMilwaukeeCountySheriff’sOfficeandMilwaukeePoliceDepartmentarrivedonscene.OfficerSturma’soffdutyactionsdirectlyimpactedanindividualincrisisandaidedinthepreservationof life.

MilwaukeeFireDepartmentParamedicFirefighterAmberBuschmannParamedicFirefighterJoshLong ValorousConductAwardOnFebruary6,2019, theMilwaukeePoliceDepartmentTacticalEnforcementUnitconductedahighriskarrestwarrantinthe2900blockof S.12thStreet.TheMilwaukeeFireDepartment(MFD)TacticalEmergencyunitalsorespondedtothesceneduetothenatureof thewarrant.Duringtheexecutionof thewarrant,thesuspectdischargedariflefrominsideof theresidenceattheTEUteam.PoliceOfficerMatthewRittnerwasgravelywoundedandsuccumbedtohisinjuries.

Tobreachthelockedentryonthesecondlevelof theresidence,OfficerRittnerassumedthedutiesof theone-manram.OfficerRittnerwasthefirstinthelineof fire,followedbyOfficerLaneGrady.Asshotsrangout,OfficerRittnercollapsed.Inmilliseconds,OfficerLaneGradyadvancedandprovidedcoverfromadditionalgunfireforhisremainingteammembers.Despitethetraumaandoverwhelmingemotionaladversity,OfficerGradyrecognizedthesuspect’s intent tosurrender.OfficerGradygaveclearcommandstothesuspectthatresultedinarrest.OfficerGrady remained professional and showed amazing restraint. Officer Grady’squickdecisionmakingabilitiescanonlybedescribedastrulyextraordinary.

AfterOfficerRittnerwaswounded,theunittransitioneditsroleintothatof anofficer rescue. SergeantBradleyBuddenhagen,OfficerTrevorDeBoer,OfficerErinTischer,OfficerKentTuschlandOfficerMatthewZaworskicarriedOfficerRittner away from the residence. The team began tactical emergency criticalcare.OfficerNikhomLeemaintainedlethalcovertoprotecttherescueteamfromadditionalgunfireastheycaredforOfficerRittner.

Milwaukee Fire Department Paramedic Firefighter Amber Buschmann andMilwaukee FireDepartment Paramedic Firefighter Josh Long quickly went toOfficerRittner’s aid, assessedhis condition and administered lifesaving efforts.MFDpersonnelareunarmed,butBuschmannandLongexposedthemselvestogreatrisksanddangertoprovidemedicalattentiontoOfficerRittner.

As Rittner received medical attention from Buschmann and Long, SergeantBuddenhagen,OfficersGrady,Tischer,Zaworski andOrlando returned to theresidence to engage the threat.The suspect and severalother individualsweretakenintocustodywithoutfurtherincident.

For exceptional braverydemonstrated at the risk of losinghis own life for thelives of his team,OfficerGrady is awarded the highest award granted by theMilwaukeePoliceDepartment,theMedalof Honor.

PoliceOfficerMarkS.Lentz PurpleValorStarAwardOnAugust3,2017,OfficerLentz,assignedtotheMotorcycleUnit,conductedtrafficenforcementonthe400blockof North27thStreet.OfficerLentzidentifieda speedingmotorist,activatedhis lightsandsirenandentered theroadway.Asheattempted to stop the speedingmotorist, a vehicle struckhim frombehind.OfficerLentzwasejectedfromhismotorcycleandsufferedseveralinjuries.Thestrikingvehiclefledfromthescene.Theinvestigationrevealedtheincidentwasnotanaccident.Itwas,infact,acoordinatedplanbetweenthestrikingautoandthe targetedvehicleof the trafficstop tohurtOfficerLentz. Monthsafter theincident, PO Lentz began to show signs of traumatic brain injury and nervedamage.OfficerLentzlosttheabilitytospeakandsufferedsubstantialmemoryloss.OfficerLentzsustainedseriousandpermanent impairment.WerecognizeOfficer Lentz today for his sacrifice and that of his family as he protectedand served the citizens of theCity of Milwaukee and thePoliceDepartment.

PoliceOfficerAlbertoFigueroa PurpleValorStarAwardOn January 21, 2019,OfficerAlberto Figueroa conducted traffic enforcementand stoppedavehicle forabroken tail lamp.OfficerFigueroaapproached thevehicle and began to speak with the occupants. Two vehicles were observeddrivingrecklesslyinthedirectionof thetrafficstop.

Officer Figueroa wastransportedtoahospitalwhereheunderwentseveralemergencysurgeries.

Ithasbeenfourmonthssincetheincident.OfficerFigueroaremainsundermedicalcarefortheseriousinjuriessustainedthatnight.WerecognizeOfficerFigueroaforhissacrificeandthatof hisfamilyasheprotectedandservedthecitizensof theCityof MilwaukeeandtheMilwaukeePoliceDepartment.

Mr.CharlesA.Page ValorousConductAwardOnJanuary21,2019,PoliceOfficerAlbertoFigueroaconductedtrafficenforcementandstoppedavehicleforabrokentaillamp.OfficerFigueroaapproachedthevehicleandbegantospeakwiththeoccupants.Twovehicleswereobserveddrivingrecklesslyinthedirectionof thetrafficstop.OnevehiclecrashedviolentlyintoavehicleparkedbehindOfficer Figueroa’s squad. The second reckless vehicle crashed intoOfficerFigueroa,andtrappedhimbetweenthetwovehicles.Asthestrikingvehiclefledthescene,OfficerFigueroawashurled into themiddleof the street.Mr.CharlesPageexited the vehicle, grabbedOfficer Figueroa and pulled him to the curb to safety.Officer Figueroa was unconscious and not breathing.Mr. Page began to performCPRonOfficerFigueroauntilhebecameresponsiveandopenedhiseyes.Mr.Pageremainedcalminastressfulsituationanddemonstratedcourageandcompassion.Hisheroicandselflessactionsdirectlysavedthelifeof OfficerFigueroa.

CriminalInvestigationBureau CaptainThomasCasperDetectiveMatthewP.BellDetectiveCraigJ.Thimm MeritoriousServiceAwardOnDecember11,2018,officersrespondedtoanapartmentbuildingwhereamanmadethreatstoshootpeopleinthebuilding.Upontheirarrival,thesubjectstatedhehadarifleandbarricadedhimself inhisapartment.Acheckof thesubject’shistoryrevealedthathewasamilitaryveteran,whosufferedfrommentalillnessandhadbeen involved ina standoffwithpolice in thepast.DetectiveThimmand Detective Bell of the Crisis Negotiation Unit responded to the locationand begannegotiatingwith the subject.DetectiveThimmwas able to build arapportwiththesubject,bondingovertheircommonalityof bothbeingmilitaryveterans.DetectiveBellactedasacoachandprovidedintelligencetoDetectiveThimm.Thedetectives gained the subjects trust, andafter almost threehoursof negotiation, convinced him to surrender peacefully. Detective Thimm andDetectiveBellshowedgreatpoise,empathy,andpatiencewhilenegotiatingwiththesubject,bringingthesituationtoapeacefulresolution.

SensitiveCrimesDivision CaptainJohnCorbettPoliceOfficerBenjaminJ.Smith ExcellenceinPoliceServiceAwardPoliceOfficerBenjaminSmithhasbeenassignedtotheSensitiveCrimesDivision,MissingPersonsUnitsinceSeptember2000.Overtheyearshehasinvestigatednumerous juvenile, criticalmissing and long-termmissing person cases.Whileassigned to the division he developed strong relationships with numerous lawenforcement agencies, community partners and Milwaukee residents. He hasdisplayeddedicationto the families impactedbymentalhealthcrises,cognitivedisordersandcriminalvictimizations.

Hisservicecanbeexemplifiedinhisworkinthefollowingmissingpersoncase.OnDecember13,2014,OfficerSmithwasassignedtoinvestigateacomplaintof amissing18yearoldfemale.Overatwoyearperiod,OfficerSmithconductedsearchwarrants, interviewednumerouswitnessesandremainedincontactwiththe family.Unfortunately, in2016themissing18yearoldwas founddeceased.OfficerSmithdisplayedempathy,compassionandgenerositytothefamilyastheymournedthelossof theirlovedone.In2018,OfficerSmithhostedaChristmaseventforfamilies impactedbycrime.Heensuredthefamilyof the18yearoldvictimwassupportedandwelcomedduringtheevent.OfficerSmith’spassiontoassistvictimsandtheirfamiliestrulydemonstrateshiscommitmenttoservingthecitizensof MilwaukeeandtheMilwaukeePoliceDepartment.

SpecialInvestigationsDivision CaptainPaulLoughDetectiveThomasJ.Obregon MeritoriousServiceAwardOn November 30, 2018, members of the Special Investigations Divisionrespondedtothe3000blockof North1stStreettocheckforasubjectwantedonseveralfelonywarrants.Thesubjectwasknowntohaveahistoryof mentalillnessandresistingarrest.Thesubjectalsomadecommentstofamilyandfriendsthathewouldnevergobacktojail.Uponarrival,officerslocatedthesubjectinthesecondfloorof aresidence.Thesubjecthadclosedandlockedthedoor,andrefusedtosurrender.The subjectarmedhimself withaknife,placed it tohis throat,andstatedhewould rather kill himself than goback to jail.DetectiveObregon, atrainedmemberof theCrisisNegotiationTeam,immediatelybeganadialoguewiththesubject.Inacalmandreassuringmanner,DetectiveObregonattemptedtoconvincethesubjecttodroptheknifeandpeacefullysurrender.Afterfivehoursof negotiations,heconvincedthesubjecttodisarmhimself,openthedoorandsurrender.After his surrender, a visibly shaken and distraught subject thankedDetectiveObregonfortalkingwithhimforsolong.ThesubjectrefusedtoleavetheresidencewithoutgivingDetectiveObregonahugfirst.DetectiveObregon’spersonalandprofessionalsills,aswellashis tenacityandperseverance ledtoasuccessfulandpeacefularrestof awantedfelon.

The Intelligence Fusion Center provided Detective Paul Martinez, DetectiveRichard Ticcioni, Officer Joseph Esqueda, Officer Daniel Keller and OfficerAndrewMolinawiththeintelligencegathered.Thisinformationassistedtheteaminsettingupsurveillanceonthesuspect’svehicle.Whiledoingso,theyobservedthesuspectenteradifferentvehiclewithtwosmallchildren.Theteamconductedrollingsurveillanceandeventuallyattemptedtoapprehendthesuspect.Thesuspectonceagainfledfromofficers.Theteamcontinuedtogatheradditionalintelligenceabout the suspect and set up amethodical investigation and surveillanceplan.Theirdiligenteffortsresultedinthearrestof thewantedsuspect.

The members of the Intelligence Fusion Center and Special InvestigationsDivision acted decisively andwithout delay. Their actions directly contributedto the swift apprehension of the suspect responsible for the injuries toOfficerMatthewSchulzeanddeathof PoliceOfficerCharlesIrvine,Jr.

IntelligenceFusionCenter CaptainDanielThompsonThe victim’s ex-boyfriend was identified as the suspect in the homicide. TheHomicide Division immediately contacted Detective Draeger, assigned to theHighTechnologyUnit,andrequestedhisassistance.DetectiveDraegerwastaskedwith locating the suspectusing the suspect’s trail of digital evidence.DetectiveDraeger identified a new and unique method in which to digitally track thesuspect.Hisresourcefulnessandingenuityledtothelocationof thesuspectataresidenceinLouisville,Kentucky.TheUnitedStatesMarshallswerenotifiedandbegananextensivesurveillanceoperation.OnFebruary25,2019,thesuspectwasapprehended.Followingthis incident,DetectiveDraegerreplicatedthemethodusedinthisincident,andcreatedastreamlinetemplateforfutureuse.DetectiveDraeger’sserviceinthisincidentwentwellbeyondthecallof hisordinaryduties,anddirectlyledtotheapprehensionof ahomicidesuspect. TechnicalCommunicationsDivision CaptainJeffreyPointPoliceSergeantDonnaE.Mohomes MeritoriousServiceAwardOnJune1,2018,apoliceofficercalledtheTechnicalCommunicationsDivisionsupervisor’s office in an attempt to call in sick. SergeantMohomes answeredthe call; however, the officer began to experience signs of a stroke, could notspeak intelligiblyandonlymade incoherent sounds.SergeantMohomeskeenlyobserved that the unknown caller continued to call an internal supervisoryphonenumber that isnotknownto thepublic.SergeantMohomeswas fearfulthat a member of the department was calling, was possibly under distressand requested the phone number to be researched. After learning the phonenumber listed to a department member, she requested for a squad and asupervisortobesenttotheaddress.Withinelevenminutesof theinitialphonecall, officers arrived, located themember and summoned theMilwaukee FireDepartmenttothescene.Pertheofficer’sphysician,theofficerwouldhavemostcertainlydiedwithout thequick thinkingand responseof SergeantMohomes.

EmergencyCommunicationsOperatorITinaM.TorrezCruz MeritoriousServiceAwardOn June 13, 2018, Operator Torrez Cruz received a 911 call from a citizenreporting she was being held hostage at gun point. The citizen called fromacellphoneand theexact locationof thecitizenwasnotprovidedbefore shedisconnected the call.Overa twohourperiod, several911 callswere receivedfromthecitizen;however, shecouldnotprovidetheoperatorwith informationanddisconnectedeverycall.Squadsmadeseveralattemptstolocatethecitizenbyrespondingtothecoordinatesof thecellphonecalls.Officerswereunabletolocatethecitizen.Ananonymousthirdpartythencalled911toreportacitizenwastextinghim,statingthatshewasbeingheldhostage.OperatorTorrezCruzaskedthethirdpartycallertotextthevictimandrequestthatshecall911andleavethelineopen.Thecallcamein,thelinewasleftopenandtheaddresswasplotted.

EmergencyCommunicationsOperatorIJasmineM.Words MeritoriousServiceAwardOnAugust29,2018,OperatorWordsreceiveda911callfromacitizenexperiencingamentalhealthcrisis.Thecitizenreportedshewasbipolarandschizophrenic,andshestatedthatshefeltthatshewasgoingtohurtsomeone.Thecitizenstartedcryingouthysterically forhelp, stating shewanted tokillherself.Whileon thephonewithOperatorWords,thecitizencutherself withaknife.OperatorWordsimmediatelycalledformedicalattentionforthecitizenandupdatedrespondingsquads that the citizen reported shewas armedwith a knife.OperatorWordsremained on the linewith the citizen and built a rapportwith her, eventuallycalmingherdown.OperatorWordsalsoconvincedthecitizentodisarmherself beforeofficersarrived.Officersarrivedonsceneandspokewiththecitizenuntilsheagreedtovoluntarilyseekhelpatahospital.OfficerscommendedOperatorWords for her greatworkwith the citizen, as they firmly believed her actionsdefinitelycontributed to thesuccessful interactionandoutcome foracitizen inneedof help. EmergencyCommunicationsOperatorIYvonneM.Gagliano MeritoriousServiceAwardOnMay4,2018,OperatorGaglianoreceivedacallfromtheMilwaukeeCountyCrisisHotlinereportingthattheyreceivedacallfromadespondentsubjectwhowas sobbing uncontrollably. They further reported the subject stated she wasinsideof avehicle,parkedinsideof agarageandthattheenginewasrunning.Theywereabletohearthesubjectcoughingandbelievedthatshewasattemptingtocommitsuicide.Thesubjecthunguponthecrisishotlinewithoutprovidinganameoraddress.ThehotlineprovidedOperatorGaglianowiththephonenumberfromwhich the subject called them from. In an attempt to obtain an addressforthesubject,OperatorGaglianocontactedtheIntelligenceFusionCenter.Inaddition, sherequestedSprint toconductanexigentcircumstance traceof thecellphone.TheIntelligenceFusionCenterinformedOperatorGaglianothatthephonenumberlistedtoanaddresslocatedinWestAllis.ShethencontactedtheWestAllisPoliceDepartmentandrequestedasquadtobesenttotheaddresstocheckforthesubject.WestAllisrespondedtotheaddress,locatedthesubject,andrenderedmedical aid.OperatorGagliano’s resourcefulness and quick thinkingsavedthelifeof adistressedsuicidalcitizen.

TechnicalCommunicationsDivision CaptainJeffreyPointEmergencyCommunicationsOperatorIICarolineR.Stricklin MeritoriousServiceAwardOnFebruary28,2018,OperatorStricklinreceiveda911callfromacitizenwhostatedhesufferedfrommentalhealthissues,wasoffhismedicationandwasfeelingsuicidal.Inspeakingwiththesubject,OperatorStricklinlearnedthesubjectwaswalkingandrequestedhislocationanddescription.Thisinformationwasrelayedto respondingofficers.OperatorStricklinengaged indialoguewith the subjectand provided reassurance that helpwas on theway.The subject requested tospeak withOperator Stricklin until the officers arrived.Once officers arrived,thesubjectwastransportedtoafacilitywherehereceivedthehelpherequested.Operator Stricklinwas effective in displaying empathy and building a rapportwithacitizeninneed.

EmergencyCommunicationsOperatorIITristanJ.BrodieEmergencyCommunicationsOperatorIIAnomaStoiberEmergencyCommunicationsOperatorIICarolineR.StricklinEmergencyCommunicationsOperatorIBeatrizFerreira MeritoriousServiceAwardOnApril 2, 2018,Operator Brodie received a 911 call from a subject statinghewashavingsuicidalthoughtsandrequestedthephonenumbertothesuicidehotline. Operator Brodie provided the subject with the phone number andrequestedhisnameandlocationinanefforttosendasquadtohislocation.Thesubjectrefusedtoprovidetheinformation;however,thesubjectremainedonthelinewithOperatorBrodie.OperatorBrodiewasabletobuildarapportwiththesubject,whoremainedonthelinefor40minutes,talkingthroughthereasonsforhis suicidal thoughts. WhileOperator Brodie showed empathy and remainedon line with the subject, Operators Stoiber, Stricklin and Ferreira workedtogetheras a teamandattempted tofind thenameand locationof the caller.With assistance from theMilwaukeeCountyCrisis line, the operators learnedthecallermayhavebeenthesamecitizenthatcalledthecrisislineearlierintheday.Using this information,OperatorBrodie identified the caller, calmedhimdown,andremainedonthelinewithhimuntilofficersarrived.Asaresultof theirprofessionalismandcollaborativeefforts,acitizenexperiencingamentalhealthcrisisagreedtovoluntarilyseekhelpatahospital.

OnFebruary6,2019,theMilwaukeePoliceDepartmentonceagainfeltpainandanguishastheylearnedof theuntimelydeathof PoliceOfficerMatthewRittner.WhiletheDepartmentbecamealltofamiliarwiththeproceduresthattakeplaceinthehours,daysandweeksfollowinganinthelineof dutydeath,thesetasksweredifferentthistimefortheSpecializedPatrolDivision.WithMatthewRittnerbeingamemberunderCaptainHarris’command itwouldprovetobeanextremelydifficulttime.

Members of the Specialized Patrol Division experienced one of the mostemotionalandchallenging timesof theircareers.CaptainHarriscared for theemotionalneedsof thoseunderhiscommand.Hereachedouttoeachunitseveraltimes a day to check on theirwell-being.Hemetwith citizens anddignitariesthat visited theSpecializedPatrolDivision to offer sympathy and comfort.Heshielded officers from themedia or well-intentioned citizens during their timeof vulnerability.CaptainHarriswastherepresentativeof theSpecializedPatrolDivision.

Captain Harris spent countless hours away from his own support system, hisfamily.CaptainHarriswasoverheardonthephoneashespoketohiswifeanddaughtersasheassuredthemthathewouldbehomeaftertheywenttobedandpromisedtowakeinthemorningtoseethemofftoworkandschool.WewouldalsoliketorecognizehisfamilywhoplayedacrucialroleinsupportingandcaringforhimashecaredfortheSpecializedPatrolDivision.

CaptainDerrickHarris acted as a leader in thepurest sense of theword.Heexemplified the qualities of a true leader. OnJune7,2018,theMilwaukeePoliceDepartmentexperiencedtheintheline-of-dutydeathof PoliceOfficerCharlesIrvineJr.PoliceOfficerAcevedosensedwhatmostmembersof theMilwaukeePoliceDepartmentfelt;anoverwhelmingdesire to help. Officer Acevedo initiated a memorial shirt fundraiser thatdonatedproceedstotheIrvinefamily.OfficerAcevedoenlistedthehelpof otherdepartment members and formed a fundraiser committee. He provided thestartupcosts todesign, sellanddistribute thememorial shirts.OfficerAcevedoand the committee never expected the overwhelming response; thousands of orderswerereceivedandprocessed.CommunitypartnersandlawenforcementagenciesacrossthestatereachedouttoparticipateinthefundraisertohelptheIrvinefamily.OfficerAcevedodedicatedmonthstocompletethetasksrequiredfortheenormousundertaking.Themajorityof theworkoccurredoutsideof hisregularhoursof duty.OfficerAcevedosacrificedcountlesshoursof personaltimewithhisfamilytoensurethesuccessof thefundraiser.

Once the fundraiser for the Irvine family was completed, the departmentexperienced the in the line-of-dutydeaths of PoliceOfficerMichaelMichalskiand Police OfficerMatthew Rittner. Officer Acevedo effectively responded toeach incident and led the committeewithmemorial shirt fundraisers for eachfamily.OfficerAcevedodistinguishedhimself asa leader,andasaresultof hispersonaldedicationandhardwork, the committee raiseda significantamountof money for the families. TheMilwaukee Police Department is fortunate tohavecompassionateandmotivatedleaderslikePoliceOfficerJoseAcevedothatsupportthefamiliesof ourfallenheroes.

In less thanamonth,betweenOctober21,2018andNovember13,2018,fivesexualassaultsperpetratedbyastrangeroccurredintheCityof Milwaukee.Thevictimsof the sexualassaultswere females that ranged from15 to20yearsof age.Thesexualassaultssharedsimilarmethodsof operation;thevictimsmetthesuspect throughasocialmediawebsite.Eventually, thevictimsagreedtomeetwiththesuspect.Hepickedthemupinavehicle,usuallyneartheirresidences.Once the victims entered the vehicle, a second armed suspect emerged fromtherearof thevehicleandplacedablindfoldonthevictims.Thevictimsweredriventoaresidence,whereadditionalsuspectswaited.Multiplesuspectsforciblysexuallyassaulted thevictims.When the sexualassaultswereover, the suspectsdrovethevictimsbacktotheirresidencesandreleasedthem.

Duringtheinterviewprocess,DetectiveKennethJustus,OfficerJoanMuellerandOfficerBarbaraCourtcaredforthevictim’sphysicalandemotionalneeds.

CrimeAnalystJasonRuffresearchedthedepartment’sintelligencedatabasesanddeveloped thenameof apossible suspect.AnalystRuff coordinatedhis effortswithDetectiveJonCharles.DetectiveCharlescompiledaphotoarray,andseveralvictimspositivelyidentifiedthesuspect.ThesuspectwastakenintocustodyandinterrogatedbyDetectiveJorgeSuarez.DetectiveSuarezutilizedhisskillsasaninterrogatorandobtainedastatementfromthesuspect.Thesuspectconfessedtoallfivesexualassaultsandidentifiedhisco-actors.

OfficerMueller sent the victims sexual assault kits to theWisconsin RegionalCrime Lab.DNA standards from three of the suspectsmatchedDNA on thesexualassaultkits.DetectiveJamesHunterassistedintherecoveryof thevehicleused in thesesexualassaults.DetectiveVrtochnickdraftedandexecutedsearchwarrantsthatresultedintherecoveryof additionalevidence.

The members of the Sensitive Crimes Division worked diligently as a teamand brought closure to the victims.Themembers exemplified themission theMilwaukee Police Department and showed their determination to apprehenddangerousandviolentcriminals.
