SUBJECT: Main Gate Safety Improvement Project

Proposed Planter at Emerald Bay Entrance

STAFF CONTACT: Michael Dunbar

FISCAL IMPACT: Yes. The proposed planter at the entrance to Emerald Bay would be constructed as achange order to the contractor, Pacific Hydrotech Corporation. The amount of the proposed planterhas been estimated to cost $90,000.

PROJECT SUMMARY: As background information, the Service District is responsible for theimprovements within the public right-of-way for the Main Gate Safety Improvement Project. Thetraffic control improvements at the entrance to Emerald Bay are the responsibility of the ServiceDistrict.

The original plans (which were finalized in 2016) that were prepared under the direction of GroundlevelLandscape Architecture and reviewed by Willdan Engineering, showed traffic dots in front of the Guard

House to delineate traffic. The dots would be placed on both the porphyry stone payers and the blackconcrete, as shown on the enclosed plans (Sheets L1.1 and L3.1).

Groundlevel had indicated that it wanted bronze dots for the traffic delineators. The traffic delineatorswould consist of a stainless steel ring with a bronze “dot” in the center. These would be drilled intothe stone porphyry payers as shown on the plans.

In reviewing the above arrangement with Willdan Engineering as the traffic engineer, they expressedconcern with the bronze dot arrangement. They indicated that from a traffic engineering standpoint,a yellow dot or yellow delineation to separate ingress/egress traffic is recommended. The yellow dots

that are available would be made of plastic or ceramic. These would be difficult to secure to theporphyry stone payers and would break with repeated use. They were deemed unacceptable.

Staff was requested to look at other alternatives. The alternatives that are being considered are asfollows: raised planter that would tie into the existing planter in front of the Guard House, a raisedplanter that would be separate from the existing raised planter in front of the Guard House, pottedplants, raised medium/curb or double yellow painted lines.

RAISED PLANTER THAT WOULD TIE INTO THE EXISTING PLANTER IN FRONT OF THE GUARD HOUSE

(CONCEPT NO. 1). This alternative would consist of a raised planter that would be integral with theexisting planter in front of the guard house, as shown in Figure 1. This concept would have the benefitof clearly preventing traffic from crossing over into the other lane, as this would provide the safestalternative. It would be integral with the Guard House planter. It would clearly enhance the entranceto Emerald Bay. The cons of this concept are the cost (approximately $90,000 as estimated by PacificHydrotech Corporation) and the prevention of immediate access by the Losses (#829 Emerald Bay). Ihave spoken with the Losses on this concept. They are not happy but they clearly understand the needfor this safety measure.

RAISED PLANTER THAT WOULD BE SEPARATE FROM THE EXISTING RAISED PLANTER IN FRONT OF THEGUARD HOUSE (CONCEPT NO. 2). This alternative would consist of a separate raised planter from theexisting raised planter in front of the Guard House, as shown in Figure 2. This concept would have thebenefit of clearly preventing traffic from crossing over into the other lane. This would also provide avery safe alternative. There would be an approximate 6 foot walkway between the two raisedplanters. It would also enhance the entrance to Emerald Bay. The cons of this concept are the cost(approximately $83,000 as there would be slightly less concrete and payers from Concept No. 1) andthe prevention of immediate access by the Losses (#829 Emerald Bay). Because of the geometry ofthe traffic lanes and the double yellow striping along the black concrete, this separated raised planter

is off center from the raised planter at the Guard House. This is not aesthetically pleasing.

POTTED PLANTS (CONCEPT NO. 3). This alternative would consist of potted plants that would be placed

along the center line of the entrance to separate the traffic, as shown in Figure 3. This concept wouldhave the benefit of clearly preventing traffic from crossing over into the other lane. This would providea safe alternative. With the potted plants, pedestrians would be able to access either side without

having to cross near Pacific Coast Highway (PCH). This concept would also cost approximately $20,000

forthe pots, plants, irrigation system and drainage. The cons would be the aesthetics as the pots would

be viewed as an after thought. They would also require constant maintenance with the plants andirrigation system. There are drainage systems that could prevent constant water dripping out of thebottom of the pots and eventually water staining the porphyry payers. These would require constant

maintenance and upkeep as these systems tend to clog and require constant cleaning.

RAISED MEDIUM/CURB (CONCEPT NO. 4). This alternative would consist of a raised medium/curb thatwould be placed along the center line of the entrance to separate the traffic, as shown in Figure 4. Thisconcept would have the benefit of helping to prevent traffic from crossing over into the other lane. Thisconcept would cost approximately $25,000 for the aligning the medium/curb and performing theconcrete work along the centerline of the roadway entrance. The cons would be the potential for thismedium/curb to act as a “ramp” if a fast moving vehicle were to jump this medium/curb. This couldpotentially be a very dangerous situation. In addition, this medium/curb would need to be paintedyellow or have reflective paint so that vehicles could see it at night or during weather events as theconcrete tends to “blend” in with the stone porphyry payers. Because of the geometry of the trafficlanes and the double yellow striping along the black concrete, this raised medium/curb is off centerfrom the existing raised planted at the Guard House.

DOUBLE YELLOW PAINTED LINES (CONCEPT NO. 5). This alternative would consist of two yellowpainted lines that would be an extension of the double yellow lines that are painted on the blackconcrete, as shown in Figure 5. The benefit to this concept is the cost and the allowing of the Losses(#829 Emerald Bay) to immediately access their property. Painting the double yellow lines would beon the order of $2,000 for the initial painting. The cons would be the ongoing maintenance of paintingthe lines. The yellow lines on the porphyry payers would not be aesthetically pleasing. The yellow lineswould not prevent traffic from crossing over into the other lanes. Because of the geometry of thetraffic lanes, the double yellow lines would be off center from the existing raised planter at the GuardHouse.

STAFF DISCUSSION AND RECOMMENDATION.

Staff have discussed these various concepts with Groundlevel and Pacific Hydrotech Corporation. Asthis is the Main Gate SAFETY IMPROVEMENT Project, the paramount importance is SAFETY. Staff andthe contractor have witnessed several U turns each day at the entrance to Emerald Bay. There havebeen several accidents involving U turns at the entrance. Some type of physical barrier is needed tohelp prevent these unsafe U turns.

The safest concept is one of the raised planter concepts (Concept No. 1 or No. 2). Staff wouldrecommend Concept No. 1 for the following reasons: safest concept, integral to the entire project andaesthetically pleasing. The major downside is the cost.

Staff met and discussed this issue with the Executive Committee. After much discussion on the variousalternatives, the Executive Committee recommended that this Concept No. 1 be implemented.

RECOMMENDED ACTION: that the Board of Directors approve a raised planter as outlined in Concept

No. 1 with a budget of $90,000 and authorize the General Manager to negotiate a change order with

Pacific Hydrotech Corporation for this raised planter.
