It's the first week of the new year, and the days are getting longer. We had the pleasure of having Simon Peterson address us on the changes to the 457 visas and the changes to Sunday penalty rates. The 457 visas have worked very well for him. The people he has employed at his cafe have stepped up to the plate. There are clearly examples of this visa class working exceptionally well, however there are also examples of it being horribly abused. As with things political, it is the abuse, the squeaking wheel that gets the airplay.

It is the abuse that causes the rules to be addressed. Penalty rates were paid for reasons, to compensate workers for working odd hours, and to discourage bosses from scheduling work during these hours. Fair Work Australia - The changes to Sunday penalty rates, for his business will not impact very much, as he employs mostly casuals on Sunday and the penalty rate for casuals was not changed. The changes affect full and part-time employees. Long term, the impact is hard to quantify and the full range of possible outcomes is being pushed by all and sundry. Something to celebrate? Depends how you feel about the changes. Will more Full time and part time employees be used, or will the flexibility of using casuals, even at a higher cost, occur? What will be the affect on the tax take? Is it the thin edge of the wedge? Is it the end of the world as we know it? We are definitely living in interesting times. Oh yes indeed, interesting times. Next week, Henry Brockman, the Assistant Governor is joining us. Please bring along partners or guests. I will see you next week.

President Sam Nicol w4elcomed everyone to today’s meeting with a warm welcome to our Guest Speaker, Simon Petersen. Sam reported that he had spoken to Barbara and Eugene thoroughly enjoyed our meeting. He has deteriorated since then but was very happy to see us all. Lesley reported on the death of Past District Governor Graeme Allison. Graeme was DG in 1982-1983 and had recently relocated from Essendon to Drysdale. He passed away the night after the RC Drysdale changeover where he had been presented with a Royce Abbey award. Sam shared the certificates which the Club was awarded by District at the changeover. They will be on display at the Op Shop, and the Fit4Use Store. Framed certificates and acknowledgements will be sent to Jim and Liz Alvey and the other benefactor. He then advised that the Board would meet next Tuesday, 11th July at White Lion at 6pm. Next week we will be visited by the Assistant Governor Henry Brockman. Partners are invited to attend but please RSVP to Sam for breakfast catering. Allan Bruno advised that the date had been set and a flyer prepared for the 1st Birthday Celebrations at the Fit4Use Store. See bulletin for information. Simon had been invited to speak to us abut 2 topics:

the changes to 457 visas and the recent decision reducing

penalty rates. Simon has been at “Pepper” in Pin Oak Cres for 9 years and at Queens Park for 5 years.

The 457 visa was first introduced to cope with a skill set shortage. Most migrants began with a student visa, then

transferred onto a 2 year 457 then were able to apply for a

186 visa perm residency. The changes mean migrants will

have to have 2 years experience before they can apply for a 457, then have to wait at least 5 years for residency after that. It will

also be much harder for migrants and businesses to sponsor

migrants.

Originally, there were 650 job fields and about 95,000 people working across all fields.

The new system will slash that to 450 fields and there are additional changes flagged.

Why have these changes been introduced? Basically, it is to tighten the current system, reduce rorting and promote home grown jobs in skilled shortage areas. The main problem seems to be fraudulence in system,

eg paying money to businesses to claim employment, and training groups “tweaking” rules and regulations

to gain subsidies.

Pepper has had 3 successful sponsorships with migrants and have an application currently in place. To spon-

sor a migrant on a 457 visa actually costs us about 5k. We get longevity out of these people as we have to set a training benchmark, have to pay a minimum wage rather than employing a casual worker Australian work-

ers do well as front of house and wait staff, but don’t cut it in the kitchens. Most Australian workers will last

around 2 years then move on.

When the changes come in, we will have a staff shortage. Hardworking migrants won't come here if they

have to have 2 years experience first. The main nationality of workers they see are Indian and Nepalese.

Penalty rate changes

Across the 3 main fields of Retail, Hospitality and fast Food, rates will reduce by .25 to .5 per hour.

Hospitality stayed the same for casual staff while retail and fast food rates have reduced. The reduction is supposed to allow more employment and more venues to open. Full time and part time

workers will take home less and casuals will lose jobs. Most places, like Pepper will just continue with the

satff they have and not employ extras.

For Pepper, hospitality sector Sunday casual rates will not change, 90-95% of workforce work on a Sunday

but we choose to open Sunday with fewer staff.

Wages are not consistent across board/industries. Slashed retail and fast food at different rates but wages are at different rates too.

Simon and a friend completed a comparison case study comparing Pepper with an Ice cream parlour.

Both Operate 7 days, 80 hours Pw For an 18yo at the Ice cream parlor, basically a scooper who serves ice cream, no skill set $11ph

Pepper staff have specific skill sets and are paid $19ph

Ice cream has a 30% net profit whereas we have 12%

So do we change wages across all sectors? Why are rates so different across retail, hospitality and fast food?

Congratulations to Rob and Anne Laurence on the birth of their first grandchild, a grandson Corby. Corby arrived on Thursday and is healthy and gorgeous according to Rob. Corby’s mother Kate is Rob and Anne’s

daughter and is married to Paul.

Peter and Bev Cribb are enjoying the warmth of Darwin at the moment,

Peter sent these photos to make us jealous.

The Mindi Market held on the beach on a Thursday evening, and Bev at the water play area outside their hotel.

Rosemary Drenen is also in Darwin taking advantage of the school holidays and warmer weather, while Chris

shivers and shakes in the icy cold of Traralgon.

The Rotary Leadership Institute (RLI) is a grassroots education and learning development program conducted in many Rotary Districts around the world. Although RLI is not an officially endorsed Rotary International program, it continues to gain support and provide a valuable experience that helps Rotarians understand the wider world of Rotary. In District 9800, RLI is a District Managed Program that provides participants with a high quality experience, that engages and involves them in the education and learning process. RLI is now a four part program over 2 days, that will enlighten and help you understand how the world of Rotary works, and equip you with the knowledge, understanding and skills to take on future responsibilities within Rotary. It is a great learning experience! Whether you are a new, newish or long standing Rotarian, there is something at RLI for you as well as an opportunity to network and share ideas with your colleagues, meet other Rotarians and join networks. July 2017 There are as many reasons to come to Rotary as there are Rotarians – maybe even a few more. But each of us has stayed in Rotary because it adds something to our own lives. Through Rotary, we are Making a Difference in the world; and the more involved we become, the more of a difference Rotary makes to each of us. Rotary challenges us to become better people: to become ambitious in the ways that matter, to strive for higher goals, and to incorporate Service Above Self into our daily lives. What kind of difference Rotary clubs and individual Rotarians make through their service will always be their own decision. As an organization, we are guided by the three strategic priorities our Board has set in our strategic plan: to support and strengthen our clubs, to focus and increase our humanitarian service, and to enhance Rotary's public image and awareness. In the year ahead, our clubs will have the support of a greatly augmented array of online tools, including a refreshed Rotary.org, a simplified Rotary Foundation grant application process, an improved My Rotary experience, and a rebuilt Rotary Club Central. As we look to strengthen our clubs, two specific challenges stand out in our membership: our gender balance and our average age. To keep our clubs strong, we need to build a membership that reflects the communities we serve and that will continue to develop knowledgeable leaders for generations to come. For many years, one idea has stood at the heart of all our service: sustainability. Sustainable service means our work continues to have a positive impact long after Rotary's direct involvement has ended. We don't dig wells and walk away; we make sure communities can maintain and repair those wells. If we build a clinic, we make sure that clinic has a way to keep running without ongoing support from us. And when it comes to polio, we aren't working to contain it; we're working to end it. Eradicating polio is the ultimate in sustainable service. It is an investment that will yield not just a long-lasting but a permanent benefit, on a global scale. It is and must remain our No. 1 priority until the job is done. For 112 years, Rotary has made a difference to more lives, in more ways, than we can ever count or will ever know. Today, each of us bears a torch, its flame lit by Paul Harris, that has been passed forward from generation to generation, in Rotary: Making a Difference.

You’re sitting down to some online shopping when the question arises: Who was your childhood best friend? Well, that’s complicated. Are we talking about elementary school or high school? In junior high, you were close to Debbie. Or what about Jane? You wonder what Jane is up to these days. You look her up on Facebook.

An hour later, you remember the original question. But you’ve forgotten who wanted to know. When a website requires you to create an account, often you’ll be confronted with a list of security questions. But whatever happened to “what is your mother’s maiden name?”? That was so simple. And that was the problem. Anyone can find out your mother’s maiden name using public records. And if the same security question is used by many websites, a breach on one site can spread to the rest, says Mark Burnett, a security consultant and password researcher. Your answer could quickly become a free pass to all your online accounts. “So companies vary the questions, require more than one question, and let you pick which ones you get," he said. “Someone who wants to break into your account has to know all the answers to all your questions.” And that’s how you find yourself facing the unanticipated plumbing of your memories – and sometimes even your soul. Many answers are things people can easily look up, Cranor says. A hacker can use public records to find out what school you went to, for instance, and the name of its mascot.

“And there isn’t a lot of diversity of answers,” she says. “A favourite sports team – there aren’t that many possibilities. A favourite movie of all time – a lot of people have the same favourite movies. So even if someone hasn’t researched you in particular, they can try the top 10 answers and see if it happens to be one of them.”

“The answers are just too easy to figure out,” agrees Burnett. “I saw one that asked for your favourite colour. How many colours are there? And you had to enter at least five characters. That eliminates red and blue.”

Fraudsters who research you personally can make even better guesses. That question about a favourite TV show? All you have to know is my age and gender, and your chances are good with The Man from U.N.C.L.E.

Burnett protects his accounts by answering security questions not with actual answers, but with the equivalents of strong passwords. “I put a 10- to 20-character string of random characters in there,” he says. “I use a password manager, LastPass, and it saves it.”

That’s a good strategy. But in any case, we may not be subjected to these personal trivia tests much longer. In the current draft of its guidelines on digital identity, the National Institute of Standards and Technology, an agency of the U.S. Department of Commerce, recommends that websites not use security questions at all.

A better system, Cranor says, is one where you use a phone number or email address to register for a website. If you forget your password, you get a call, email, or text. And for sensitive financial websites or in cases where email or phone accounts have been hacked, she says, companies should – and many already do – use multifactor authentication. This requires you to provide several forms of identification – for instance, a password plus a code the website texts to your phone.

For now, however, we are stuck with regular enforced journeys into our psyches. So even if security questions don’t provide great security, we can appreciate them for other reasons. But don’t get too creative: You still have to come up with your answer the next time you want to buy shoes.
