In a democracy such as ours, the Government belongs to the people. We elect our leaders on the basis of their party manifesto and the specific pledges they make. Once in power, our leaders have the obligation to serve the people and to fulfill their promises.

How are our leaders doing? Have they lived up to the promises made? Are directives implemented? What is the level of progress made? What has been achieved and what remains to be done? This moment, about one year into the life of the Fourth Phase Government, is a good time as any to take stock.

This document is a selected compilation of pledges and directives made by top government leaders. Topics covered include those related to overall wellbeing, governance and accountability, and major sectors such as education, water, agriculture and electricity. Part One contains commitments made by the President and other top government leaders between May and September 2006. Part Two focuses on pledges made by the winning candidates during the 2005 presidential campaign.

Citizens can help the government succeed by following up on policies, directives and promises made. President Kikwete implied as much when he urged citizens to follow up on promises made by their leaders. This compilation has been produced to enable civil society organizations, the media, researchers, the public, and indeed the government itself to use it as a tool to assess progress. A fair and balanced assessment, giving credit where it is due and exerting pressure where major challenges remain, can only help our government serve us better and strengthen our democracy in the process.

Introduction In a democracy such as ours, the Government belongs to the people. We elect our leaders, on the basis of their party manifesto and the specific pledges they make. Once in power, our leaders have the obligation to serve the people, and to fulfill their promises.

How are our leaders doing? Have they lived up to the promises made? Are directives implemented? What is the level of progress made? What has been achieved and what remains to be done? This moment, about one year into the life of the Fourth Phase Government, is a good time as any to take stock.

This document is a selected compilation of pledges and directives made by top government leaders. The information is sourced wholly from published newspapers, all of which have been referenced.1 The material is compiled from two periods. Part One contains commitments made by the President and other top government leaders between May and September 2006. Part Two (which was released earlier electronically) focuses on pledges made by the winning candidates during the 2005 presidential campaign.

The promises and directives compiled here are not meant to be comprehensive. Rather, they provide an illustrative thrust of the government’s commitments. For a more thorough examination we encourage you to consult the government website www.tanzania.go.tz or follow up with information officers in the State House and key ministries.

In a democracy such as ours, the Government belongs to the people. We elect our leaders on the basis of their party manifesto and the specific pledges they make. Once in power, our leaders have the obligation to serve the people and to fulfill their promises.

How are our leaders doing? Have they lived up to the promises made? Are directives implemented? What is the level of progress made? What has been achieved and what remains to be done? This moment, about one year into the life of the Fourth Phase Government, is a good time as any to take stock.

This document is a selected compilation of pledges and directives made by top government leaders. Topics covered include those related to overall wellbeing, governance and accountability, and major sectors such as education, water, agriculture and electricity. Part One contains commitments made by the President and other top government leaders between May and September 2006. Part Two focuses on pledges made by the winning candidates during the 2005 presidential campaign.

Citizens can help the government succeed by following up on policies, directives and promises made. President Kikwete implied as much when he urged citizens to follow up on promises made by their leaders. This compilation has been produced to enable civil society organizations, the media, researchers, the public, and indeed the government itself to use it as a tool to assess progress. A fair and balanced assessment, giving credit where it is due and exerting pressure where major challenges remain, can only help our government serve us better and strengthen our democracy in the process.
