Time is sure fl ying. Seems like yesterday we were cel-ebrating a new year...and here it is May of that year already upon us. Oh well, enjoy the great weather right now.

There are two extremely important matters currently

facing our City’s neighborhood associations: assessment of property owners for the under-grounding of utility lines (FPL, Comcast, AT&T, and in some cases TECO); a resolu-tion by the Council of Fort Lauderdale Civic Association, Inc., to establish an approval percentage standard for certain neighborhood improvements.

The Council will have voted on April 13th to “establish

a standard of 55% of respondents as ‘consensus’ in order to assess the property.” Today that percentage fi gure can be all over the map; e.g., the under-grounding project carries a 66% factor in order to initiate the assessment.

The present proposed ordinance drafted by the City is

defective in several ways and does not cover what amount to basic anomalies for such a project. Isles, Seven Isles, Riviera Isles, and Harbor Beach have signed up for the project. Any vote on this subject by the Commission has been delayed with no solid future date.

Victoria Park residents will remember a few years ago

the fi ght we had with the FPL over the hacking of the tree canopy along NE 17th Avenue from NE 8th Street to Las Olas Avenue, the excuse being that to under-ground was not feasible nor practical.

You are reminded that all of the City Commission meet-

ings are televised live on Channel 78. It’s really worth your time and interest to observe these operations of our City, as it is your taxes paying for this.

We have a change in our police coverage for the neigh-

borhood. Offi ce Joseph Hannold, a current “Offi cer of the Year,” is our evening shift (1:30 p.m. to 11:30 p.m.) offi cer (and was our zone offi cer a few months ago).

President Ted Fling called the meeting to order at 7:08 p.m. Pat Mayers motioned to accept March’s minutes, Hans Hochkamp seconded, and the minutes were approved. Madelene Klein read her Treasurer’s Report and announced the Thursday, April 8th audit of former Treasurer Larry Wallenstein’s records. Police Report

Ted announced that pay increases were recently ap-proved for the Police and Fire Departments. Committee Reports: Aesthetics

Art Levy was happy to report that the poster “The Gates of Victoria Park: Fort Lauderdale 1925 -- 2010,” sold out at Art and Jazz in the park. Art and Fred Sistarenik, the poster’s creators, are taking orders for a new printing, to be delivered at Victoria Park’s 85th Anniversary celebration in June. They also offered to mail them at cost to anyone unable to pick them up. Lindsay Koehler told us about a letter the Association received from a neighbor praising the poster. Pat noted that Billy Bones, the entertainer from the Art and Jazz event, was wonderful and worth the expense. Childrens

Jay Holloway reported that the Easter egg hunt held on Saturday, April 3rd had a “full house” and that all the kids had a good time. Crime

Pat reported hearing about two recent crimes: a car win-dow was smashed and items stolen; in another incident, in the area of NE 17th Terrace, a woman walking home from the Gateway Theater was mugged by a car full of males. Pat was unable to verify the details of either report. In the area of NE 8th Avenue near NE 5th and NE 6th Streets, and in another area east of NE 15th Avenue, pit bulls were seen roaming without a leash or collar; Pat suggested alerting neighbors who have small pets about the potential danger. Fort Lauderdale Council of Civic Associations, Inc.

Madelene informed attendees that the Council is trying to put together a resolution concerning the appropriate per-centage needed for neighborhood approval of City projects (such as under-grounding of utilities). Resident Hal Barnes added that the City Commission has deferred the issue until May 5th. Madelene noted that we are still collecting for The Pantry of Broward and welcomed food donations at

these monthly meetings. She reminded us that admission to our June Anniversary party is at least one can of food for The Pantry. Membership

Glenda Rowley reported 409 business and residence memberships at present. She is planning a second mailing to the 123 households who used to be members but who have not yet renewed from last year. Newsletter

Lindsay is looking for pictures of the Easter egg event for the newsletter. She thanked those who submitted reports early this month and reminded us that the deadline for ar-ticles is the 10th of each month. Lindsay invited everyone to check out the new stuff on VPCA’s home page, at vpca.org. Hans aked if anyone could donate a portable canopy they didn’t need; the VPCA could use them. Planning and Zoning

Ted reported on a letter sent to VPCA board members from the Colee Hammock homeowners’ association, asking for our support. They are not in favor of the First Pres-byterian Church’s proposed expansion, plans that include a public gym, a second classroom, and a taller parking ga-rage. Ted said that we couldn’t do anything until we see the plans, and since their association is across the street from our boundary line, he wasn’t sure if we should butt in. Public Safety/CERT

Thornie Jarrett urged residents to join the CERT group. In the area of public safety, Thornie let residents know that Fire Station Number 29 has been rebuilt. Even though Vic-toria Park was removed from that fi re zone, Thornie report-ed that we would most likely be moving back into Number 29’s jurisdiction, which is three miles closer than Station 13, our current responder. Hans asked if tree trimming behind houses was still going on; Jay thought so. Madelene com-mented on AT&T’s U-Verse, noting that they are trying to expand service in the neighborhood, but that their old poles need replacing. Discussion about this and under-grounding followed. Jay said he would try to have AT&T speak at our monthly meeting. Thornie requested that the AT&T rep-resentative bring a map displaying where U-Verse service will be available in the neighborhood. RODSTROMDear Friends and Neighbors,

Victoria Park has a lot to celebrate! St. Anthony School and Church won Best School Participation and $300 in the City’s St. Patrick’s Day Parade. On March 16, the City recog-nized Kenneth G. Williams for outstanding performance, par-ticipation and completion of the A-1-A half marathon in the 75-99 age category. If you can believe it, Victoria Park’s Art & Jazz Fest was more amazing than last year. Everyone en-joyed the music, artists show-ing their creations, silent auc-tion, children’s painting booth, and more. These are wonder-ful achievements and demonstrate the excellence we have come to expect from Victoria Park. The grand opening of Lauderdale Infi niti on Sunrise Blvd. was magnifi cent and should contribute to the economic vitality of the commu-nity. It is especially warming to see economic development in our city in these hard times.

As the City of Fort Lauderdale approaches its Centennial Celebration and in honor of our 100 years of incorporation, on March 16, the Commission issued a Proclamation des-ignating March 2010 through December 2010 as Mayor’s Volunteer Challenge Year – 100,000 hours of giving back – encouraging all citizens to participate by volunteering in their neighborhoods and communities for community ser-vice projects. A barometer will be placed in the City Hall lobby to show where we are along the way in reaching our goal of 100,000 hours of community service over the next year. In honor of our nation’s veterans, Memorial Day falls on May 31 this year. Originally called Decoration Day be-cause Americans decorated the graves of war veterans with red fl owers to signify the blood that was shed defending our freedom and liberty, it is a day of remembrance for those who have died in our nation’s service. An easy and thought-ful way to observe is to take time at 3:00 p.m. to participate in the national moment of remembrance.

In the city’s continuing efforts to support Haitian fami-lies after the devastation caused by the earthquake in Haiti,

the city is hosting a Walk for Haiti on June 5, 2010 at 8:00 a.m. in Snyder Park, 3299 S.W. 4th Avenue. There is a $20 entry fee with all proceeds to go toward funding home construction for the families.

Budget Update: On April 6, the City Commission held another Joint Workshop with the Budget Advisory Board. There was a lot of thoughtful discussion on the Budget Ad-visory Board’s recommendations and I am happy to report that there was consensus on most of the recommendations. The City Commission will begin our Public Workshops on the Budget with the fi rst to be held on May 11, 2010 at 7:00 p.m. in City Hall, 100 North Andrews Avenue. I encourage you to attend.

Not only does spring bring warmer weather, but it also brings spring cleaning for many of us. This is a good time to think about disposing of Household Hazardous Waste and Electronics. The Household Hazardous Waste Disposal program and the Electronics Disposal Program are for the free disposal of certain household chemicals and end-of-life electronics. For more information, including drop off lo-cations and the list of household chemicals and end-of-life electronics that may be dropped off, please call your County District Commissioner’s offi ce and speak with Sue Smith at 954-357-7007.

As a reminder, “Where The Boys Are/Connie Francis’ Great American Beach Party” is scheduled to take place on Fort Lauderdale Beach the weekend of May 28 - 29, 2010. This is a free event and is a great way to kick off the sum-mer season. I wish you and your family a happy and safe holiday!

Please remember that I host two public meetings per month in addition to attending homeowner meetings at your request. The District Two Community meeting is held the Monday evening prior to the fi rst Tuesday Commission meeting every month and focuses on items of interest as well as the upcoming agenda. The second meeting is held on the third Thursday, focusing on crime, code enforcement and foreclosure issues. Curb Appeal: A Billion Carats of Granite

In a nearby thrift shop, I happened upon the yellowed diary of “Vinnie and Vivian,” and fl ipped through the pages with great interest. It described how the couple had im-migrated to South Florida and expressed great interest in Victoria Park. I learned that they left a remote area of Aus-tralia in search of a vibrant, resourceful community with semi-tropical beauty and a sense of history.

I read that vultures in Australia circle gracefully while looking for something dead...or nearly so. They covet ter-mite mounds that attract wildlife with an appetite for the little crawlies. The fearfully-ugly birds fl y elegantly, scout-ing for a snack, landing awkwardly on the huge fossilized dirt mounds. There, they wait for the elderly and neglected to croak. From Vinnie’s diary, I got the sense that termites sometimes abandon partially-built, but towering, nests, leaving communities littered with the remains in otherwise fl ourishing termite fi elds. Anteaters in the Outback wander through abandoned termite mounds with long faces. Appar-ently, ants and anteaters have coexisted for a very long time, keeping an uneasy balance. But, like standing a pencil on its point, balance isn’t always easy. In some cases, neighbor-hoods of termite mounds degenerate to oblivion. For those who avoid the creepy-crawlies, abandoned termite mounds in the Outback of Australia may seem unimportant. It’s of no great concern, unless you happen to be a vulture studying a dragging anteater. Depressed by the departures of anteat-ers, Vivian nagged Vinnie to leave and fi nd a new home.

In a perfect world, a perfect neigh-borhood would value the culture of times past and fl aunt it by preserving and modernizing as much as possi-ble. Understandably, termites lack the sense of history and culture that good neighborhoods have, or should have. After eighty-fi ve years of history, Vic-toria Park appears to be clinging to its fragile architectural roots in scattered areas, while casting it off in others. In place of milestones marking what made our neighborhood a unique urban residential park, we now have headstones, those large piles of vacant concrete block stacked with faux charm, catering to a vacuous myth. (That is, “it’s what people want,” and no matter what path of destruction they leave behind, their existence is justifi ed. This makes as much sense as, “Gucci suicide vests are what people want”...after all, they are sell-ing quite well.)

Frozen in time and landlocked in space, the abandoned structures in our neighborhood are the gravestones of an op-timism that appear resigned to survive, like the living dead

of an Ann Rice novel. They wait like an abandoned puppy in a shelter cage, trying to be cute but decaying with a sad-ness that looms large. Rather than fl aunting their promise of charm, they become dustbins strewn about the neighbor-hood. They are the abandoned children of Victoria Park, sitting idle and waiting for adoption; but like forsaken chil-dren, decay invites destruction.

Some of these structures are the weed-covered markers of a Florida culture that is fading quickly. Gone are most of the small haciendas that celebrated living close to lush, semi-tropical gardens that spilled a tranquil beauty out into the streetscape. The replacement, having the footprint of a brontosaurus in a birdcage, leaves little room for a grace-fully-sculptured sea grape tree or a pygmy palm. There they sit, neglected and waiting to be dotted with discount palms from Home Depot. And they wait, even for that minimal treatment, because they are stillborn. They are empty shells, a memorial to investors who expected that our neighbor-hood would be their pot of gold. And the saddest victims are the small “Florida type” homes, bound to their lots like en-

slaved prisoners, a partially-completed giant looming over them, drywall sheets accumulating mold. These open struc-tures quietly provide a jungle-gym for raccoons and a nurs-ery for weeds, erasing all sense of civilized curb appeal.

However, amidst the detritus of bad decisions is a small but delightful population of restorations. These wonderful homes are remodeled by those who see the value of a 3-carat diamond over a mega-carat chunk of granite. One spe-cial example is the home on the corner of NE 16th Avenue

Happy Mother’s DayMother’s Day can be traced back to ancient Greece,

when the Greeks held festivals honoring Rhea, the mother of the gods.

The ancient Egyptians celebrated the goddess Isis, who was considered the mother of the pharaohs. Romans also honored Isis by celebrating for three days.

Anna Jarvis is recognized as the founder of the Mother’s Day holiday in the United States. On May 12, 1907, two years after her mother’s death, she held a memorial to her mother and thereafter embarked upon a campaign to make “Mother’s Day” a recognized holiday. She succeeded in getting national recognition in 1914.

President Woodrow Wilson helped celebrate the fi rst na-tional Mother’s Day that year. As the holiday became more commercialized, Anna Jarvis fi led a lawsuit in Pennsylvania to try to stop the commercialization; she failed.

The offi cial Mother’s Day fl ower is the carnation. Red carnations are for mothers still living; white carnations honor those who have passed away.

“Mothering Sunday” is held on the fourth Sunday of Lent, or three weeks before Easter, in the UK and Ireland. In South America, most countries celebrate Mother’s Day on the second Sunday of May. Argentina celebrates it in October because it is in the southern hemisphere and spring is in October.

Earthy NotesA bill was passed in 1872 by Congress and signed by

President Grant to create the world’s fi rst national park at the headwaters of the Yellowstone River in Montana and Wyoming. The parkland now comprises more than 2 mil-lion acres, mainly in northwest Wyoming.

On April 22, 1970, the Earth had its fi rst offi cial birth-day celebration in the United States. More than 20 million people marched, demonstrated, and attended teach-ins on environmental topics.

The international organization Greenpeace was found-ed in 1971. Greenpeace uses the media to raise awareness about industrial pollution, endangered species protection, and other environmental concerns.

The Endangered Species Act was passed in 1973 to pro-tect wildlife. The act expands federal protection to plants and all invertebrates; bans the killing of all endangered spe-cies, as well as trade in endangered species and their by-

products; and permits non-native species to be added to the U.S. endangered species list.

In 1990, Earth Day 2 was celebrated on April 22; one hundred million people around the globe participated, and the tradition of celebrating Earth Day annually on or around April 22 was begun.

In 1992, the United Nations Conference on Environment and Development in Rio de Janeiro brought 150 nations to-gether to set global standards for protecting the Earth against global warming and other environmental threats.

Memorial DayMemorial Day was fi rst celebrated on May 30, 1868. For

the fi rst national observance, General James Garfi eld made a speech at Arlington National Cemetery, after which fl ow-ers were placed on the more than 20,000 graves of Union and Confederate soldiers by around 5,000 participants.

The south refused to observe Memorial Day until after World War I, when the meaning of Memorial Day changed from honoring Civil War dead to honoring Americans who died fi ghting in any war.

Since the late 1950’s, on the Thursday just before Me-morial Day, around 1,200 soldiers of the 3rd U.S. Infantry place small American fl ags at each of the more than 260,000 gravestones now at Arlington National Cemetery.

On Memorial Day, the fl ag should be fl own at half-staff until noon only, then raised to the top of the staff.

Moina Michael is credited as the founder of the U.S. me-morial poppy movement, which encourages people to wear red poppies on Memorial Day in honor of those who died serving the nation during war. She was inspired by the poem In Flanders Fields. Donations for the poppies are used to benefi t servicemen in need.

In the year 2000, the National Moment of Remembrance Resolution passed. At 3 p.m. on Memorial Day, all Ameri-cans are asked to voluntarily and informally observe in their own way a moment of remembrance and respect by pausing from whatever they are doing for a moment of silence, or listening to Taps.

How Are Down Market Properties Reassessed?

Dear Lori,I was reviewing properties on your website and I

don’t agree with the posted valuations. I believe some of the properties listed don’t refl ect the current real estate market conditions. How often are properties reassessed and posted on your website?

Florida Statutes require all properties in the state be re-assessed every year. Property assessments in Florida are done a year in arrears with January 1 being the statutory date for determining the annual assessment (i.e., what the property was worth as of January 1, 2010). This means your 2010 assessment will be based on the qualifi ed sales in your neighborhood (excluding non-arm’s length trans-actions and other “disqualifi ed” transfers) from January 1, 2010 back through January 2, 2009.

The 2010 assessments currently displayed on the prop-erty record pages on our website www.bcpa.net are prelimi-nary numbers. Those values will change frequently online as we make various adjustments until they are fi nalized. The real 2010 assessments – based upon the overall decline in market value last year – will not be posted until June 1. Please check our website after June 1, 2010 to see your 2010 assessments and portability values. If you are Homesteaded and your “Save Our Homes” (SOH) value is less than the “Just Value” as of January 1st, the “Assessed/SOH” value refl ects a 2.7% increase as required by Florida Law. If your “Just Value” falls below this amount on June 1st this num-ber will be lowered.

If you purchased a property from a foreclosure, your ac-tual purchase price may not refl ect the just (market) value for assessment purposes. The Florida Department of Rev-enue issued an advisory opinion stating Property Appraisers may qualify foreclosure sales which were listed on the MLS open market listings and the property is in normal/good physical condition. Under the current recessionary eco-nomic conditions, we are generally treating all 2009 short sales as qualifi ed sales for 2010 assessment purposes.

Remember, you have the right under Florida Law to ap-peal your property assessment before the Value Adjustment Board starting in August 2010 and continuing through the September 20, 2010 appeal fi ling deadline.
