Thank you, Mr. President. There was some questicn about

this concurrence when it first came before the Senate. We've

had a chance to get the actual appraisal, the one piece of

property in question has an old highway upon it, and that is

why the value was so low. The farmer that is going to get

the land back will have to remove the actual concrete slabs,

fill in the ditches, and the value of the property is appropriatez

that it be given to the...actually the ilandowner that one time

owned the land, and it's-..it is not a bargain, is just

exactly what the land is worth. And with that explanation

from the department, I see no reason we should not concur with

the House amendments.

maximum level. Now, that is not the reason I'm going to

non-concur. The reason is, that the Governor indicated very

strongly last night that he would veto this at the two

thousand level, notwithstanding the fact that it's passed

b0th Houses, and the question has arisen as to whether or not

we would be better off having the nineteen hundred level go

into effect immediately rather than waiting till the fall.

And I think we need to discuss this in Conference Committee,

and therefore I'm going to move that we do not concur in

House Amendment No.

gave them more, I Gink. So, I would suggest strongly to you

that we vote No on this. Don't 1et these folks have al1

the money they want to operate. It doesngt make any difference

how much we give them, they're going to need more. And theydre

Well, the two amendments did not change that level, Sçnator

Rhoads, I Ehink they're still on nineteen hundred. What the

two amendments did, Amendment No. l replaced a hundred and ninety-

nine thousand dollars in operations. Amendment No. actually

is a forty-seven thousand dollar reduction, so it's a net increase

really of about a hundred and fifty-two thousand dollars.

Well, Senator DeAngelis, were you on the Floor just

a minute ago when I moved to non-concur in 1559, and explained

the reason for döing that? But you want to go ahead with

the money anyway?

Well, Senator Rhoads, if I heard you correctly, you did

not, in fact, imply that you were seeking to change the grant

line from nineteen hundred dollars. You were talking about

changing the date.

Senator DeAngelis, the point thah very frankly, the Senate

President has made to me, is that if, in fact, the Governor

makes good on his threat to veto my bill at the two thousand

dollar level, we would, in fact, be penalizing the very

people welre trying to help by waiting until the fall. And

it might be better to go with the nineteen hundred level now

then waitruntil the fall. Now, whatever you want to do about

the appropriation level is fine, but I think we might be better

off getting it..-thàt into a Conference Committee as well, be-

cause hefll just line item veto that.

but the fact that House Bill 1400 is going to be used as the

vehicle for the legislative Reference Bureau Advisory Bill,

just run inEo the strange situation where a Conference Committeemembership was changed, the first Conference Committee membership

was changed by the House after the first Conference Committee

got five signatures, and that's all they could get. Then instead

of appointing a second Conference Committee, they went back and

changed one of the members of Ehe first, said we made a mistake,

retyped and now have six signatures. . It doesn't make any difference

'cause it's Ehe St. Louis Metropolitan Airport Authority, and I think

everybody in here knows it's gokng to go down the tubes in this

Chamber, I certainly hope that it does. But that's certainly an

extremely strange method of doing business. If you can only

get five signatures on à Conference Committee Report, would it

not then be proper to say we cannot agree and call for...

for the formation of a second Conference Committee?

he could get on the.-.signature on the Conference Committee. So,

there really wasn't a first Conference Committee meeting, and

this is why he went back and made a new Conference Committee.
