E&OE October 08, 2009 Page 1 of 52 Press Release – October 5, 2009 – For Immediate Publication Maharashtra Election Watch Mumbai, India – National Election Watch (NEW), an umbrella group of more than 1200 NGO’s released information and analysis pertaining to 309 candidates of Mumbai Suburban district of Maharashtra, contesting the Vidhan Sabha elections on October 13. This analysis is based on data made available to Maharashtra and Mumbai Election Watch, local groups affiliated with National Election Watch. Of the total 3559 candidates in Maharashtra, of which 1820 are independents, the report at the time of going to press pertained to 309 candidates of Mumbai Suburban district. Major political parties continue to field candidates with criminal background. Despite citizens’ demand for cleaner candidates, the parties continue to ignore this aspect of tainted candidates. Former DGP Arvind Inamdar urged voters, “If you want stability, security and prosperity, do not vote for criminal candidates!” NEW and Association for Democratic Reforms have provided detailed analysis of all candidates via webstes, a national toll free telephone number and sms service. Filmmaker Rakeysh Mehra, of Rang de Basanti fame, who also helped make voter awareness films, urged the youth to “Go and vote with open eyes. Make an informed choice”. Press Release – October 5, 2009 – For Immediate Publication Maharashtra Election Watch Mumbai, India –

National Election Watch (NEW), an umbrella group of more than 1200 NGO’s released information and analysis pertaining to 309 candidates of Mumbai Suburban district of Maharashtra, contesting the Vidhan Sabha elections on October 13. This analysis is based on data made available to Maharashtra and Mumbai Election Watch, local groups affiliated with National Election Watch.

Of the total 3559 candidates in Maharashtra, of which 1820 are independents, the report at the time of going to press pertained to 309 candidates of Mumbai Suburban district.

Major political parties continue to field candidates with criminal background. Despite citizens’ demand for cleaner candidates, the parties continue to ignore this aspect of tainted candidates. Former DGP Arvind Inamdar urged voters, “If you want stability, security and prosperity, do not vote for criminal candidates!”

NEW and Association for Democratic Reforms have provided detailed analysis of all candidates via webstes, a national toll free telephone number and sms service. Filmmaker Rakeysh Mehra, of Rang de Basanti fame, who also helped make voter awareness films, urged the youth to “Go and vote with open eyes. Make an informed choice”.

The following pages give the number and percentage of candidates, Constituency wise as well as Party wise, with Criminal Records, Total Assets More Than Rs.1 Crore, PAN Card Declaration and Educational Level. For detailed information, visit http://myneta.info

Highlights –

• Total no. of Candidates with Criminal Records = 75 (i.e. 24% of 309 candidates) o Magathane tops the list with 57% (4 of 7) candidates with criminal records o Most of the major political parties have fielded candidates with criminal records.

• 68 “Karodpatis” in 309 candidates (22%) o 5 each from Andheri(W) and Ghatkopar(W) o 13 of 25 from MNS (52%), 7 of 9 from BJP (78%)

New information based on current affidavits will also be provided as and when it becomes available (usually about 7-8 days before the election dates)

The details about SMS campaign: NEW will send 3 messages a week starting immediately till elections. The messages will contain fact based information. To register, please send SMS MYNETA <PINCODE> to 56070. This message will provide information about the candidate (criminal and other background information) for the constituency containing that pin code and will also register you to receive 3 messages a week till the elections are over.

About National Election Watch

The National Election Watch (NEW) is a nationwide campaign comprising of more than 1200 NGO and other

citizen led organizations working on electoral reforms, improving democracy and governance in India.

National Election Watch is active in almost all states of India and has done election watch for all states and Lok

Sabha elections since ADR, along with couple other organizations, won the PIL in Supreme Court in 2002 to

making disclosure of educational, financial and criminal background of electoral candidates mandatory.

Lot of people around the country are questioning what our elected representatives do. Do you know what the

responsibilities of our elected representatives are?

Although a few responsibilities of the elected representatives are defined, the fact is that their responsibilities are

very fluid. In fact, citizens and voters of their constituency can and should approach them for any problem that

affects general public – be it related to education, health, transport, or any issue affecting general public.

The purpose of this site is several fold:

o Give information on the elected representatives – everything that they give in their affidavits.

o Give information about a constituency – various human development index parameters.

o Give a chance to the general public to give comments on work done by their elected representatives.

o Rate various representatives based on peoples’ comments and improvement shown in their constituency

during their tenure, etc.

o Feed this feedback back to your elected representative, so that he has a chance to work on the feedback

received from his constituency.

About ADR

Association for Democratic Reforms (ADR) is a Non-Political, Non-Partisan and a Non-Governmental Organization

whose PIL filed in Dec 1999 culminated in a Supreme Court order on Mar 13, 2003 requiring disclosure of criminal,

financial and educational background of all contesting candidates. Since then ADR has done Election Watches in

almost all State Assembly and Lok Sabha elections.

ADR continues to works towards strengthening democracy and governance in India by focusing on fair and
