1.0 目的/Purpose

本规范定义了对于向压力控制设施提供校准服务的服务商的最低质量要求。

This specification defines the minimum quality requirements for suppliers providing calibration services to Pressure Control facilities.

2.0 范围/Scope

本规范适用于为压力控制设施提供校准服务的所有服务商。

This specification is applicable to all suppliers of calibration services used by Pressure Control facilities.

3.0 程序/Procedure

3.1 基本要求/General Requirements

3.1.1 质量程序确认/Quality Program Verification

3.1.1.1 服务商的质量体系应当在带有版本控制和标识的书面手册或

规范中描述。质量体系手册应得到服务商管理部门的核准和

支持，并且应至少包括美国石油学会规范Q1或者ISO（国际

标准组织）9001的要求。质量体系手册应在初次发行和/或

修订时提交给压力控制总部质量部门以便进行评审。

The supplier's quality system shall be described in a written manual or procedure with revision control and identification. The quality system manual should be approved and supported by the supplier's management and cover the applicable requirements of either API Spec Q1 or ISO 9001 as a minimum. The quality system manual shall be submitted to the Division Quality department for review and approval upon initial issue and/or revision.

3.1.1.2 如果服务商是当前的API（美国石油学会）许可证、ISO（国

际标准组织）9001注册证书或全国性认可的实验室认证的

When the supplier is the holder of a current API License, ISO 9001 Registration Certificate, or a nationally recognized laboratory accreditation, a copy of the applicable certificate may be submitted to the Division Quality department in lieu of the quality system manual as objective evidence of quality system implementation.

3.1.1.3 如果根据美国石油学会许可证、ISO（国际标准组织）注册

证或实验室认证服务商得到压力控制的核准，按照本规范的

要求，服务商应对为压力控制设施实施的工作引用可适用的

美国石油学会许可证、ISO（国际标准组织）注册证或实验

When a supplier is approved based on an API License, ISO Registration Certificate, or laboratory accreditation, the supplier is required by this specification to invoke the provisions of the applicable API License, ISO Registration, or laboratory accreditation to the work performed for Pressure Control facilities.

3.1.2 规定要求中存在的冲突/Conflicts in Specified Requirements

3.1.2.1 如果采购定单与参考的图纸或规范不一致，这样的差异应通

过与发出受到影响的采购定单的压力控制场所进行商讨和解

决。

In cases where the purchase order disagrees with the referenced drawings or specifications, such differences should be discussed and resolved with the Pressure Control location that issued the affected purchase order.

3.2 具体的质量控制程序要求/Specific Quality Control Program

Requirements

3.2.1 图纸、规范和程序(文件控制)/Drawings, Specifications

and Procedures (Document Control)

3.2.1.1 服务商应保证为压力控制实施的所有工作都符合适用的采购

定单中指定的图纸、规范与工作指导的要求。

The supplier shall ensure that all work performed for a Pressure Control facility is in compliance with the requirements of the drawings, specifications, and instructions specified by the applicable purchase order.

注释：如果服务商建议使用内部校准程序，或者压力控制要

求服务商使用内部校准程序，受到影响的程序应提交给压力

控制总部质量部门进行审核。

Note: In situations where the supplier proposes to use internal procedures for calibration or the supplier is requested by a Pressure Control facility to use internal procedures for calibration, the affected procedures shall be submitted to the Division Quality department for review and approval.

3.2.2 监测设备的校准/Calibration of Monitoring and Measuring Devices

3.2.2.1 监测设备应根据压力控制采购定单要求的校准程序或者压力

控制总部质量部门审定的程序进行校准。

Monitoring and measuring devices shall be calibrated in accordance with the calibration procedure required by the Pressure Control purchase order or a procedure approved by the Division Quality department.

3.2.2.2 如果存在国家标准，监测设备的校准工作应可追溯于该国家

标准。如果不存在国家标准，实际的常量可以用作校准基准

的根据。

The calibration of monitoring and measuring devices shall be traceable to national standards where such standards exist. Physical constants may be used as the basis for calibration reference in cases where national standards do not exist.

3.2.2.3 校准体现应至少符合 ISO（国际标准组织）/IEC（国际电工

技术委员会）17025 的要求。

3.3.3.1 如果校准分包商检测出不符合压力控制采购定单参照的校准

When calibration subcontractors detect nonconformities to the requirements of the calibration procedures referenced by the Pressure Control purchase order, the equipment shall be tagged as nonconforming prior to shipment back to the Pressure Control facilities. In addition, the certification report shall also clear note that the equipment was found to be nonconforming during the calibration process.

3.4 一般校验实验室规则/指导方针/General Calibration Laboratory

Rules/Guidelines

The calibration process includes, but is not limited to the following:

1) 清洁-如必要，用适当的溶剂通过蘸、刷、或手擦的方法清洁监控和测量

Cleanliness: If necessary, clean the monitoring and measuring devices with an appropriate solvent by dipping, brushing or hand wiping in order to

prevent damage. For precision surfaces, use lint free material. If necessary, once the monitoring and measuring devices are cleaned, use an appropriate corrosion prevention media.

2) 磁性-如必要，量具应该检测剩磁并退磁。

Magnetism: Gages should be checked for residual magnetism and demagnetized if necessary.

3) 外观检验-检查量具处于正确标识状态并检查表面裂纹、毛边、刮痕、凹

槽、生锈或磨损等影响精确使用的迹象。

Visual Inspection: Examine the monitoring and measuring devices for proper identification and surfaces for nicks, burrs, scratches, gouges, corrosion, and signs of abuse or wear that could affect accurate usage.

4) 功能特征：适用时，检查确认滑动装置，滑动顺畅，没有摇晃、侧向滑

动、粘滞等。

Functional Features: Where applicable, check to verify slides fit and function freely without shake or side play, sticking, etc.

5) 图纸、规范和说明书: 校验技术员应参考适当的检验程序以及其他相关

文件，包括确认正确的版本。

Drawings, Specifications and Instructions: Calibration Technicians shall refer to the appropriate GE Oil & Gas Pressure Control calibration procedure and any referenced documents, including verifying the correct revision level.

6) 温度保持：待校验测量和试验设备应在超过华氏 10 度以上的校验环境

中存放约 24 小时。

Temperature Soak: Monitoring and measuring devices to be calibrated should be allowed approximately 24 hours to acclimatize to any temperature that is more than 10°F from the temperature of the calibration area.

油，（使用涂有防腐剂的专用擦拭材料会更好）。

Preservation: Immediately after calibration is complete, or when monitoring and measuring devices are to stand overnight, apply light preservative oil to all critical surfaces (preferably with a lint free material to which the preservative has been applied).

8) 防护常识：人体热量会引起膨胀，如果充分接触的话应予以考虑。

General Precaution: Human body heat can create expansion and should be considered if handling is excessive.

9) 结束：校验结束后，应按照校验程序以及标识和相应的记录做出接收或

拒收的评定。

Completion: After calibration, acceptance or rejection shall be processed in accordance with the calibration procedure inclusive of identification and applicable records.

4.0 职责/Responsibilities

各地区的采购和质量部门的员工都有职责确保此规范的贯彻和执行。

The personnel responsible for the Purchasing and Quality departments at each location are jointly responsible for ensuring complete implementation and compliance with this specification.

5.0 质量记录/Quality Records

5.1 基本要求/General Requirements

通过本程序所产生的以下记录被认为是质量记录并将根据GEEQMS 4.2.4-记录

控制来保存和控制。

The records produced to support this specification are considered Quality Records and shall be maintained and controlled according to the requirements in GEEQMS 4.2.4 - Record Control.

5.2 文件要求/Documentation Requirements

5.2.1 支持监测设备的检查与维修工作的记录，应作为符合校准程序要求

的证明进行编制和保留。

Records supporting the inspection and maintenance of monitoring and measuring devices shall be prepared and maintained as evidence of compliance with calibration procedure requirements.Calibration records shall be submitted to Pressure Control via the method instructed on the Pressure Control purchase order.

5.2.2 校准记录应至少包括下列信息：

Calibration records shall include the following information, as a minimum:

1) 校准服务商的名称和地址的标识,

Name and address of calibration supplier performing the calibration work,

2) 包含校准工作的压力控制发出的采购订单号,

Pressure Control purchase order number of the purchase order issued to cover the calibration work,

3) 被校准的监测设备的序列号或唯一标识符,

Serial number or unique identifier for the monitoring and measuring devices being calibrated,

4) 设备说明书(包括原制造厂商和制造商的序列号（如果已知）

Equipment description (including original manufacturer & manufacturer’s serial number, if known),

5) 用于校准的校准程序和修订标准,

Calibration procedure and revision level used for calibration,

6) 在调整或维修(作为发现条件）以前校准比较测量的结果,

Results of calibration comparison measurements prior to any adjustments or repairs (as-found condition),

7) 在调整或维修(最终条件)以后校准比较测量的结果,

Results of calibration comparison measurements following any adjustments or repairs (final condition),
