Environment Infrastructure in NE Region

Renewable energy resources in NE Region

An inventory of renewable energy potential existing at regional level has beencarried out including the types of energy that could provide various investmentopportunities specifically:

- solar energy (photovoltaic),

- hydro power (potential in terms of achieving SHP);

- biogas, cogeneration plants, biomass;

- geothermal energy;

- wind energy (in Vaslui County it already exists ongoing an investment project fora wind park).

Environment Infrastructure

Water sector:

6 main regional drinking water operators (one for each county) + other local operatorsfor smaller towns:

- Bacau County: Regional Water Company Bacau S.A (in Bacau) + other local operators;

- Botosani County: Nova Apa Serv S.A. Botosani is covering all the cities and towns;

- Iasi County: Apa Vital S.A Iasi is covering Iasi and 3 other towns + a local operator;

- Neamt County: CJ Apa Serv S.A. Piatra Neamt and 4 other towns;

- Suceava County: S.C. ACET S.A. Suceava is covering 7 cities and towns + 1 localoperator;

- Vaslui County: AquaVas S.A Vaslui is covering 3 cities + 1 local operator.

Environment Infrastructure

Waste water treatment plants

- Out of the total 46 towns and municipalities in the North-East Region, 34localities have waste water treatment plants in operation.

- The waste treatment plants operating close to capacities, having highest wastewater flows to be processed on daily basis, are located into the county capitalcities.

- Until 2015 there will be projects implemented intended for rehabilitation/expansion/construction of drinking water/sewerage system/water treatmentplants through major co-financing provided from the Cohesion Fund through theEnvironment Sectorial Operational Programme (SOP).

Waste recycling

In 2011 in the region there were 28 companies certified for recycling thepackaging-resulted waste. The region has capacities for recycling packaging waste,solid waste selection, waste composting, etc.

Environment investments, programmes &projects

3 waste management projects implemented, funded from ISPA or Romaniangovernmental funds.

- Projects will be further expanded to county level;

- The additional investments are to be financed from European funds throughEnvironment SOP;

3 integrated waste management projects on going in Botosani, Suceava, Vaslui, whichwere not previously funded. ( under Environment SOP)

Environment investment programs implemented in the NE Region (2004-2013)

- PHARE ESC 2004-2006 Programme Grant schemes: over 43 projects (Euro 27 millionin non-reimbursable financial assistance) which supported environmental protectioninvestments;

E.g.: the waste selective collection system and center for valorization of recyclablewaste in Siret, Suceava County amounted to Euro 723,352);

- Measures of ISPA Environment 2000-2006: 8 projects of a total value of Euro 260million (Euro 195 million in non-reimbursable financial assistance).

E.g.: Waste management program in Piatra Neamţ – Investment value: Euro14,575,000, ISPA co-financing: Euro 10,384,000;

Environment investments, programmes &projects

- Environment SOP funded during 2007-2013 over 40 project of a total value ofEuro 5.2 billion.

E.g.: Expanding and rehabilitation of drinking and waste water infrastructure inBacău County - Regional Water Company Bacau S.A., total value over Euro 138million.

- Administration of the Environment Fund (national and regional level)implemented several programmes dedicated to environment protection

E.g: Green House Programme dedicated to individuals and legal persons forinstallation of heating system using renewable energy;

E.g.: „Junk Automotive” Multiannual Programme which was intended to replacethe cars older than 10 years by granting compensation vouchers for old carsreleased to junk metal collection yards.

Under “Increased Economic Competitiveness” SOP (IEC SOP) 2007-2013 were fundedprojects oriented on environment protection by reducing the harmful emissions andpreventing climate change; diversification of energy production sources as well asof the technologies and infrastructures for heat and electricity production.

Regional Operational Programme 2014-2020 - projects focused on energy efficiency

• Priority 3: Supporting the transition towards low carbon emissions economy -Measure 3.1 Supporting energy efficiency and using renewable energy inpublic infrastructures, including public buildings and dwellings)

Example of projects:

- thermal rehabilitation of public buildings, including measures related to theirconsolidation;

- thermal rehabilitation of dwellings, including their consolidation;

- promoting renewable energy sources: solar panels, photovoltaic panels, etc.;investments in public and ambient lightning;

Priority 3: Measure 3.2 Promoting the strategies for reduction of carbon dioxideemissions for all forms of territories, particularly urban areas, including promotionof urban mobility sustainability plans and the relevant measures for attenuation ofadjustments).

• construction/modernization/rehabilitation of bicycles tracks, pedestrian areas,public transport depot;

• modernization/rehabilitation/expanding of electrified transport including theurban streets, sidewalks, stations and the corresponding related infrastructure;

• procurement of electric/ecologic rolling stock for urban public transportoperators;

Investment and projects for 2014-2020

Big infrastructure projects

Modernization and development of Iasi Airport with the financial support of Sectorial Operational Programme Transport 2007-2013 (in Iasi county)

Works included and ongoing:

- Design, engineering and execution of works for a new airport runway (2400m);

- Extension of the parking platform for planes;

- Construction of a new terminal for passengers (3 times bigger than the one existing).

Total value of the project - 57,5 million euros.

Through the successful partnership concluded with „Extremadura Business School”,

Spain, a new training package titled „North-East Business School” was created

intended for improving the managerial abilities and consisting of courses of :

- Leadership, - Strategic Management, - Financial Management.
